07年中国石油净进口量达到1.8348亿吨,石油进口依存度已达50,而10年前还不到20;2008年石油净进口量将突破2亿吨,石油进口依存度还将上升;预计国内石油消费量到2010年将增加到4.25亿吨,对进口石油的依存度将达到55;2020年将增加到5.72亿吨,对进口石油的依存度将达到66;能源安全保障已成为我国迫切需要解决的问题。在1986年至2003年的近20年间,国际石油价格基本稳定在2025美元之间。从2004年开始,国际油价一路走高,1月初,纽约商品交易所原油期货价格为每桶32美元左右,2004年10月达到55美元;2007年9月为80美元;2008年1月突破100美元;2008年7月11日突破147美元,仅最近的半年时间就接近上升50。油价的高涨对中国的国民经济运行已经产生并将进一步造成严重的负面影响。石油作为重要的战略物资,是国民经济的命脉,在充分利用国内国外两种资源,建立长期稳定的、全方位多渠道的供应体系同时,减少石油对外的依存度已宁夏银川市贺兰县暖泉工业区年产50万吨炭化型煤可行性研究报告3经成为刻不容缓的问题。我国能源结构的特点是煤多油少。据统计,2005年中国总的能源消费量达21.1亿吨标准煤,其中:煤炭占68%;石油占23.45%;天然气占3%;水电和核能占5.45%。而据予测,在本世纪前50年内,煤炭在中国一次能源中仍将占主导地位。煤多油少是能源赋存结构的基本特点,确立我国的能源安全战略,必须从这一基本条件出发。因此,以国内丰富的煤炭资源为基础,大力发展煤基能源化工产业,对于平衡我国能源结构,解决石油短缺具有重大意义。在以上背景下,宁夏宁东能化投资有限责任公司为了贯彻“西部大开发”和十六大“走新型工业化的道路”的思路,为改善我国能源和化工产业的供求结构,提出依托以宁夏丰富的煤炭资源为基础,发挥企业生产、管理、资金等方面的优势,在宁东地区建设大型煤化工生产基地,对保障我国能源安全和促进可持续发展具有十分重要的战略意义。以煤化工为基础的电石生产,在我国西北及华北的宁夏、山西、内蒙有显著的资源、技术、成本优势。随着国际油价的高位运行及不可逆转的价格趋势;国内干法电石乙炔生产实现了污染零排放的技术突破;国家环保总局和国家发改委的对电石乙炔的政策解禁;为电石乙炔法的持续发展扫清了障碍。电石乙炔和乙炔化工正处于重新崛起的新的发展时期。以乙炔为原料的醋酸乙烯及聚乙烯醇产品,具有装置投资较大、技术起点较高、工艺流程较长、生产过程较为复杂的特点,正因为如此,近30年来国内一直没有新建的工厂,基本上是原有企业的扩建和改造,其新增产量远不能满足国内的需求,每年进口量不断增加。拟建的醋酸乙烯装置在集成了国内技术先进成果的基础上,进行详细的方案比选,选择技术先进、成熟可靠、节能节水、具有低成本优势和循环经济优势的工艺路线,因而具有较好的经济效益、社会效益和较强的竟争力。1.3本可研报告研究范围装置规模:炭化型煤50万吨/年。宁夏银川市贺兰县暖泉工业区年产50万吨炭化型煤可行性研究报告4本可行性研究的工作范围主要包括:项目建设的背景、市场预测、产品方案及规模、工艺技术方案、公用工程及辅助设施,节能、环保、消防、安全措施,总投资估算及技术经济分析等。1.4研究结论宁夏宁东能化投资有限责任公司为了贯彻“西部大开发”和十六大“走新型工业化的道路”的思路,为改善我国能源和化工产业的供求结构,提出依托以宁夏丰富的煤炭资源为基础,在宁东地区建设大型煤化工生产基地,对保障我国能源安全和促进可持续发展具有十分重要的战略意义。本装置技术路线的选择立足于我国自主创新的干法乙炔技术和引进醋酸乙烯技术的“消化、吸收、改革、创新”成果。技术和装备全部立足于国产化,形成具有鲜明特色的国产化醋酸乙烯(VAC)生产技术,达到世界先进水平。本装置与川维正在建设的装置同属于国内生产规模最大的醋酸乙烯生产装置,也是目前世界上最大的乙炔法醋酸乙烯生产装置。拟建装置的单位产品的基建投资较小、加之原料价格较低、因而生产成本较低。本项目报批总投资为81128万元,投资利润率为24.92%,投资利税率为32.97%,税后全部投资财务内部收益率为23.42%。这些指标充分显示了本项目具有较好的盈利能力和较强的抗风险能力。综上所述,本项目不仅符合国家能源政策和环保政策,而且技术先进、经济效益好,竟争力和抗风险能力较高,在技术上、经济上等各方面都是可行的。1.5存在问题及建议本装置与川维在建的天然气乙炔法生产醋酸乙烯的装置规模相同,不仅同为国内最大、也是世界上最大的乙炔法醋酸乙烯生产装置。装置的大型化就是大的技术课题。就醋酸乙烯产品而言,从上世纪70年代初的石油化工飞跃发展开始,国际上对乙炔法醋酸乙烯的生产技术几乎没有大的进步,只有对乙炔法依赖较大的中国的企业一直在进行不懈的技术改进和革新之中。
