ICS71.040.40G04NationalStandardofthePeoplesRepublicofChinaGB/T16483-2008ReplaceGB/T17519.1-1998，GB16483-2000_SafetyDataSheetforChemicalProductsContentandOrderofSectionsIssueDate2008-06-18ImplementationDate2009-02-01GeneralAdministrationofQualitySupervision,InspectionandQuarantineofthePeoplesRepublicofChinaIssuedbyStandardizationAdministrationofthePeoplesRepublicofChinaGB/T16483-2008ForewordThisstandardwillreplaceGB/T17519.1-1998ChemicalProductsSafetyDataSheet:Section1:ContentandOrderofSections,andGB16483-2000PreparationProvisionsonSafetyDataSheetforChemicalProducts.ComparedwithGB/T17519.1-1998,andGB16483-2000,thisstandardhasthefollowingmaindifferences:Theorderof16partsofinformationisdifferent；Thedefinitionofsubstanceisadded；InA3.2ofAppendixA,thesummaryofdangerisconsistentwiththeclassificationofGloballyHarmonizedSystemofClassificationandLabelingofChemicals(GHS)TheAppendixAofthisstandardisnormative.ThisstandardisproposedbyChinaPetroleumandChemicalIndustryAssociation.ThisstandardistobeinterpretedandadministeredbytheNationalChemicalStandardizationTechnologyCommission.Thefollowingorganizationshaveparticipatedinthepreparationofthisstandard:NationalRegistrationCenterforChemicals,StateAdministrationofWorkSafety,SINOCHEMStandardizationInstitute,ShanghaiChemicalEngineeringResearchInstitute,ChinaChemicalEconomicandTechnologyDevelopmentCenter,ChinaSinopecQingdaoSafetyEngineeringInstituteMaindrafters:WeiJing,LiXuehua,LiYuncai,ZhongZhiwan,YangYi,LiuGang,ChenJun,JiGuofeng.Thereleasedversionsofstandardsreplacedbythisstandardare:GB/T17519.1-1998；GB16483-1996；GB16483-2000.ISOIntroductionTheSafetyDataSheetforChemicalProducts(SDS)providesinformationonchemicalproducts(substanceormixture)intheaspectsofsafety,health,environment,etc,recommendingpreventiveandprotectivemeasuresandcountermeasuresincaseofemergency.Insomecountries,theSafetyDataSheetforChemicalProductsisalsonamedastheMaterialSafetyDataSheet(MSDS),butinthisstandardSDSisusedinsteadconsistently.TheSDSisaninformationalcarrierforthesuppliersofchemicalproductstoconveythebasicinformation(includingtransportation,Operation,Disposal,storageandemergencyactioninformation)onthehazardsofchemicalstotherecipients.AtthesametimetheSDScanconveysuchinformationtothepublicinstitutions,serviceprovidersandotherstakeholdersofthechemicals.Thisstandardisdesignedtostandardizetheinformationonchemicalproductsintheaspectsofsafety,health,andenvironment,establishingunifiedformat(suchasterminology,numberingandsequenceoftitles),makingspecificrulesonhowtoprovideinformationonchemicalproducts.Thisstandardcanbeappliedflexiblyintheinformationcommunicationbetweendifferentlanguages.ISO11014-1StandardVersion1hasbeenpromulgatedin1994.Afterwardsithasbeenwidelyappliedworldwide.TheNationalChemicalStandardizationTechnicalCommitteeidenticallyconvertedISO11014-1:1994toGB/T17519.1-1998.The1992UnitedNationsConferenceonEnvironmentandDevelopment(UNCED)passedthe21stcenturyagenda,whereUNCEDrecommendedtheGloballyHarmonizedSystemofClassificationandLabelingofChemicals(GHS).InChapter19oftheagenda,ManagementofToxicChemicalinEnvironmentincludes6basicmeasures,whiletheSDSisoneofthem.GHSVersion1hasbeenreleasedin2003,andrevisedforthefirsttimeandsecondtimein2005and2007respectively,whichincludestheguidancetodeveloptheSDS.TheSDSstandardsinsomecountriesandregionshavebeenrevisedinaccordancewiththerequirementsofGHS.ISO/TC47madesystematiccheckingofISO11014-1:1994in2006,afterwardswedecidedtorevisethestandard.Therefore,thisinternationalstandardwasdevelopedthroughrevisingtheVersion1sothatitcomplieswiththerequirementsofGHSforSDSforconveyinginformationonthehazardsofchemicals.TheNationalChemicalStandardizationTechnicalCommitteedecidedtoreviseGB/T17519.1-1998simultaneously.ISO/TC47alsorevisedthenameofISO11014-1internationalstandardbydeletingthe“Section1”,becausesincereleasingSection1in1994,theplannedSection2ofISO11014hasnotbeenreleasedtillnow.ItisnotnecessaryforSDStoreflectordescribetheregulatoryrequirementsofdifferentcountriesorregions.Theserequirementsmayonlyapplytosomespecificcountriesandregions.ThereforeitisrecommendedthatthedevelopersofSDSshouldknowabouttheregulationsofdifferentcountriesandregionsondevelopingSDS,sothatithelpsthateachchemicalonlycorrespondstooneSDSindifferentcountriesorregions.TheresponsibilitiesoftherecipientsofSDSarebeyondthescopeofthisinternationalstandard.ThisstandarddescribesapartoftheresponsibilitiesoftherecipientstodrawacleardistinctionbetweentheresponsibilitiesofSDSsuppliersandrecipients.SafetyDataSheetforChemicalProductsContentandOrderofSections1ScopeThisstandardsetsthestructure,contentandgenericformsoftheSafetyDataSheetforChemicalProducts(SDS).ThisstandardappliestothepreparationoftheSafetyDataSheetforChemicalProducts.ThisstandarddoesnotprovidefixedformatorsampleforSDS.2TerminologyanddefinitionsThefollowingterminologyanddefinitionapplytothisstandard.2.1ChemicalproductItreferstosubstanceormixture.2.2SubstanceItreferstothechemicalelementsandtheircompoundsinthenaturalstatusorobtainedthroughanymanufacturingprocess,includinganynecessaryadditivestokeepitsstabilityandanyimpuritiesasaresultofprocessing,butexcludinganyseparablesolventthatwillnotaffectthestabilityofthesubstanceorchangeitscomposition.2.3ExposurecontrolThewholesetprotectivemeasurestoprotectthepersonnelexposedtothechemicalproducts.2.4GHSclassificationAccordingtothefeaturesofphysical,healthy,andenvironmentalhazardsofsubstanceormixture,basedontheclassificationstandardoftheGloballyHarmonizedSystemofClassificationandLabelingofChemicals(GHS),classifythehazardsofsubstances.2.5HazardItreferstothephysicalharmorhazardtothehealthofhumansandthedamagecausedtopropertyorenvironment.2.6HazardordangerPotentialsourceofdanger2.7HazardstatementItreferstothestatementforhazardtypeandclass,describingthefixeddangerofacertainchemicalproducts,includinghazarddegreeifnecessary.2.8IngredientItreferstotheingredientsofacertainchemicalproduct.2.9IntendeduseItreferstotheallowedusespecifiedintheinformationprovidedbythesupplieronproduct,processandservice.2.10LabelItreferstothecombinationofwords,graphicsymbolsandcodingthatindicatesthehazardandsafetynotesforthechemicalproducts.Itcanbepasted,printedortaggedtopackageorcontainerofthechemicalproduct.2.11LabelelementItreferstothekindofinformationonthelabelsindicatingthehazardofchemicalproducts,suchasgraphicsymbols,warningetc.2.12PrecautionarystatementItreferstotherelevantmeasuresdescribedthroughwordsorgraphicsymbolstoreduceorpreventexposuretodangerouschemicalsandtoensurecorrectstorageandtransport.2.13PreparationItreferstothemixtureorsolutioncomposedoftwoormoresubstances.2.14PictogramItreferstothegraphiccombinationindicatingspecificinformationcomprisedofsymbolsandothergraphicelements,suchasframes,backgroundgraphicandcolor.2.15ReasonablyforeseeablemisuseItreferstothemisusewithveryhighprobabilityofbeingmisuse
