Let me begin by offering my hearty congratulations on the opening of the Forum. 圣彼得堡国际经济论坛自 1997 年创办以来，日益成为各界精英共商俄罗斯和全球经济 发展大计的重要平台，国际影响越来越广泛。15 年来，这个论坛见证了俄罗斯经济持续快 速发展，促进了国际经济交流合作。我们对论坛起到的积极作用表示赞赏。 Since its launch in 1997, SPIEF has grown into an important platform for discussions on economic development in Russia and beyond. Attracting outstanding representatives of different sectors, it has enjoyed rising global influence. In the past 15 years, SPIEF has witnessed the sustained and fast growth of the Russian economy and contributed to international economic exchanges and cooperation. We applaud the positive role SPIEF has played over the years. 当今世界正处在大发展大变革大调整时期，和平、发展、合作的理念更加深入人心。 世界多极化、经济全球化深入发展，各国经济相互依存日益加深，新兴市场国家和发展中 国家快速成长，区域经济合作方兴未艾，科技创新孕育新突破，国际经济秩序深刻变化。 同时，我们也应该看到，国际金融危机发生两年多来，世界经济复苏步伐仍然缓慢，基础 依然薄弱，还存在诸多不确定因素，危机的深层次影响仍未消除。国际和地区热点问题此 起彼伏，南北发展不平衡问题更加突出，各种形式的保护主义重新抬头。人类生存和发展 面临着气候变化、能源安全、粮食安全等一系列新的全球性挑战。 Our world is experiencing major development transformation and adjustment. There is a stronger call for peace, development and cooperation among the people. The trend towards a multi-polar world and economic globalization is gaining momentum. Economies around the world are becoming increasingly inter-dependent. Emerging markets and developing countries are growing rapidly, and regional economic cooperation is making robust progress. Science and technology is on the eve of new breakthroughs, and the global economic order is undergoing profound changes. Even with all these positive developments, however, we should not lose sight of the potential risks. More than two years after the international financial crisis, the world economic recovery remains slow and fragile. The underlying impacts of the crisis are still with us, and the outlook of the world economy is uncertain. In addition, international and regional hotspot issues keep flaring up, uneven development between the North and the South is more acute, and protectionism of various forms is resurfacing. There are a range of new global challenges such as climate change, energy security and food security that threaten the very survival and development of mankind. 中国愿积极参与讨论和解决世界经济发展中的重大问题，同各国一道应对挑战。这里， 我愿提出以下看法。 China will take an active part in discussing and resolving major issues in the world economic development, and work with all other countries to meet the various challenges. To this end, I wish to make the following observations. 第一，加强全球经济治理，继续推进国际金融体系改革。国际金融危机不仅给世界经 济和各国经济发展造成严重冲击，而且凸显了现行国际金融体系的缺陷，凸显了全球经济 治理机制应对危机能力的不足。目前，新兴市场国家和发展中国家在世界经济中的分量不 断增加，在全球治理中的作用日益显现。新的全球经济治理机制应该反映世界经济格局变 化，遵循相互尊重、集体决策的原则，特别是应该增加新兴市场国家和发展中国家在机制 中的代表性和发言权。我们应该支持和推动二十国集团在全球经济治理中发挥更大作用， 推动世界经济全面复苏和增长。以金砖国家为代表的新兴市场国家合作机制为全球经济合 作开创了新模式，是多边主义的重要实践。我们应该积极完善全球经济治理，推动建设公 平、公正、包容、有序的国际货币金融体系，推动建立均衡、普惠、共赢的多边贸易体制， 反对各种形式的保护主义，促进国际经济秩序朝着更加公正合理的方向发展。 First, we need to enhance global economic governance and press ahead with the reform of the international financial system. The international financial crisis has taken its toll on individual economies and the world economy as a whole. The crisis has highlighted the deficiencies of the existing international financial system and the inadequacy of the global economic governance mechanism in dealing with crises. Today, emerging markets and developing countries are taking a growing share in the global economy and playing a bigger role in global governance. The global economic governance mechanism should adapt to the new changes in the world economic landscape and observe the principle of mutual respect and collective decision-making. It is of special importance to increase the representation and voice of emerging markets and developing countries in the new mechanism. We need to support and promote a greater role of the G20 in global economic governance in order to bring about full recovery and growth of the world economy. Cooperation mechanisms of emerging markets, notably the BRICS, represent a new model of global economic cooperation and a prime example of multilateralism. We need to improve global economic governance, build a fair, just, inclusive and well-managed international monetary and financial system and a balanced multilateral trading regime that benefits all, oppose all forms of protectionism, and work towards an international economic order that is more just and reasonable. 第二，加快转变经济发展方式，合理调整经济结构布局。世界经济发展给各国既带来 了机遇，也带来了挑战。我们应该深刻认识和紧跟世界发展潮流，主动适应国际经济环境 变化，坚定不移转变经济发展方式，坚定不移调整经济结构，有效解决各种经济问题，在 发展中促转变，在转变中谋发展。在推动转变经济发展方式、调整经济结构布局的过程中， 各国应该相互借鉴、取长补短，共同为促进世界经济强劲、可持续、平衡增长作出不懈努 力。 Second, we need to accelerate transformation of the economic development pattern and make appropriate adjustment to economic structure. World economic development has brought both opportunities and challenges. We need to fully grasp and follow the development trend of the world and adapt ourselves to the changing international economic environment. We should make unremitting efforts to transform economic development pattern and adjust economic structure so as to resolve various economic problems and achieve development and transformation all at once. In this process of transformation and adjustment, countries should learn from each other and work together for the strong, sustainable and balanced growth of the world economy. 第三，充分发挥科技成果潜力，加快科技和经济融合。科技创新发展的广度和深度正 迅速拓展，各国都在加快实施科技创新战略，加大研发投入，加快创新人才培养。中国也 在积极致力于增强科技创新能力，推进创新型国家建设。我们应该推动各国加强科技创新 领域合作，推动科技成果产业化，推动世界经济发展更多依靠科技创新驱动，破解世界经 济发展中的诸多难题和制约因素，积极推动科技创新和提高人类福祉紧密结合，使科技创 新成果更多惠及各国人民。 Third, we need to harness advances in science and technology and quicken the steps to make them a key driver of our economies. As scientific and technological innovation widens and deepens at a rapid pace, countries around the world are losing no time in implementing their science and innovation strategies, channeling more resources to research and development, and training more innovation-minded personnel. China, too, is working vigorously to build innovation capability and become an innovation-oriented country. We should encourage cooperation in innovation between countries and promote the application of scientific and technological achievements. We should make innovation a key driver of world economic development and part of the solution to various constraints and obstacles hampering economic growth. We should combine the effort to spur innovation with that to improve peoples well-being so that the fruits of scientific and technological innovation will benefit more countries and peoples. 女士们、先生们！ Ladies and Gentlemen, 作为友好邻邦和战略协作伙伴，中国始终关注和支持俄罗斯发展振兴。我们高兴地看 到，面对国际金融危机巨大冲击，俄罗斯采取了一系列切实有效的应对措施，经济重新呈 现向好态势。现在，俄罗斯正加快调整经济结构，大力推进以创新为核心的全面现代化战 略，各项建设事业取得可喜成就，人民生活水平不断提高。 As a friendly neighbor and a strategic partner of coordination, China follows closely and supports Russias development and revitalization endeavor. We are pleased to note that, in response to the impact of the international financial crisis, Russia has adopted a series of effective measures and successfully put its economy back on the path of sound growth. Today, Russia is vigorously restructuring its economy and pursuing its all-round modernization strategy centered on innovation. Gratifying progress is being made on various fronts and the living standards of the Russian people are on a rising trajectory. 中国和俄罗斯同是世界重要新兴市场国家。中俄两国持续稳定发展，不仅为对方提供 了发展机遇，也有利于促进世界经济发展。近年来，在双方共同努力下，两国经贸合作实 现强劲复苏，中俄已经互为主要贸易伙伴。在这次访俄期间，我同梅德韦杰夫总统商定， 努力在 2015 年前把两国贸易额提高到 1000 亿美元，到 2020 年把两国贸易额提升到 2000 亿美元。我们将深化两国投资、能源、核能、航空、航天、科技、金融、地方等领域互利 合作，重点扩大新能源、新材料、生物、纳米技术等领域合作，加强绿色新兴产业合作， 为两国经济发展增添动力。 Both China and Russia are major emerging markets. Our sustained and steady development provides opportunities not only to each other but also to the world economy. With efforts from both sides, our economic and trade cooperation has seen a strong rebound in recent years, and we have become each others major trading partners. During my visit this time, President Medvedev and I have agreed to endeavor to raise bilateral trade to US$100 billion by 2015 and to US$200 billion by 2020. To lend new impetus to our economic growth, we will deepen mutually-beneficial cooperation in investment, energy, nuclear energy, aviation, aerospace, science and technology, finance as well as collaboration at the sub-national level. In particular, we will expand cooperation in new energy, new materials, bio- and nano-technology, and intensify cooperation in green, emerging industries. 女士们、先生们！ Ladies and Gentlemen, 中国“十二五”规划纲要从经济发展、结构调整、科技教育、资源环境、人民生活、 社会建设、改革开放等方面提出了未来 5 年中国经济社会发展的目标和任务。概括地讲， 中国将以科学发展为主题，以加快转变经济发展方式为主线，更加注重以人为本，更加注 重全面协调可持续发展，更加注重改革开放，更加注重保障和改善民生，促进经济长期平 稳较快发展和社会和谐稳定，为全面建成小康社会打下具有决定性意义的基础。 Chinas 12th Five-Year Plan has set out the goals and tasks for its economic and social development in the next five years. It covers such areas as economic development, structural adjustment, science, technology and education, resources and the environment, peoples livelihood, social development, and reform and opening-up.
