ussr state standards system of occupational safety standards electrical products safety requirements gost 12.2.007.0-75?gost 12.2.007.6-75, gost 12.2.007.7-83, gost 12.2.007.8-75?gost 12.2.007.14-75 official edition moscow 1985 group t58 amendment no.4 gost 12.2.007.0 75 system of occupational safety standards. electrical products. general safety requirements approved and introduced by decree no. 1875 of the ussr state committee for standards dated 17.06.88 date of introduction 01.01.89 indicate ? codes under the name of the standard: 3307, 3407, 3507. the following words shall be inserted into the introduction in the first paragraph after the word “products”: “hereinafter referred to as products” clause 1.1. replace the reference to gost 12.1.004 76 with a reference to gost 12.1.004 85. clause 1.2. the third paragraph shall be reworded as follows: “safe ultra low voltage in electrical circuits”; the following words shall be inserted into the fifth paragraph: “including lightning discharges”; the following words shall be inserted into the eighth paragraph: “as well as against induced currents and static electricity”; the note up to words “in case of” shall be reworded as follows: “safe ultra low voltage is the stipulated voltage that does not exceed 42 v between separate conductors or between the conductor and ground, this voltage does not exceed 50 v without load”. clause 2.1. the sixth paragraph shall be reworded as follows: “class iii covers products designed for operation at safe ultra low voltage that have neither external, nor internal electrical circuits operating at other voltages. the products supplied from the external source can be classified as class iii products only if they are connected directly to the power supply converting higher voltage into safe ultra low voltage using an isolating transformer or converter with separated windings. if an isolating transformer or converter is used as the power supply then its input and output windings shall not be electrically connected and shall have double or reinforced insulation between them”. clause 3.1.1 the following words shall be inserted into the clause after the word “types”: “and shall not exceed the values specified in gost 12.1.003 83, gost 12.1.012 78 ”. clause 3.1.8. reference to gost 12.4.027 76 shall be removed. clause 3.1.9. the first paragraph. the following words shall be removed: “if the outlines of the product prevent its safe and easy catching with the cable of the hoisting equipment”. clause 3.1.10. the following words shall be inserted into the third paragraph: “fire safety of the product and its elements shall be ensured both in normal and emergency modes of operation (short-circuit, overload, bad contact, etc.)”; the fourth paragraph. replace the reference to gost 8865 70 with the reference to gost 8865 87; the following paragraph shall be inserted after the seventh paragraph: “by preferential application of products with a smaller number of sequential contact points (per pole) that might result in the formation of a bad contact”; the following paragraph shall be inserted after the eighth paragraph: “by exception of application of products capable of emitting toxic products of combustion with concentrations that are dangerous to the lives and health of people ”. clause 3.2.1. the first paragraph shall be reworded as follows: “selection of insulation for the product and its parts shall be determined by the heat resistance class, power supply voltage and also by the values of the environmental climatic factors ”. clause 3.3.4. replace words: “shall not have” with the words “and the contact part shall not have”. clause 3.3.5. the first paragraph. the following words shall be removed: “(e.g., by painting) ”: (continuation of amendment to gost 12.2.007.0 75). table 1 shall be reworded as follows: table 1 diameter of the contact area of the connection point, mm current rating of the electrical products, a stipulated thread diameter for the connection point, minimum on the plane of the surfaceraised above the surface from 4 up to 6m 3107 from 6 to 16m 3.5118 from 16 to 40m 4129 from 40 to 63m 51411 from 63 to 100m 61612 from 100 to 250m 82017 from 250 to 630m 102521 above 630m 122824 the following clauses shall be inserted into section 3 3.6.5, 3.6.6, 3.7.4: 3.6.5. the enclosures shall maintain their protective properties indicated in their labeling or specified in the product documentation both in normal and emergency modes of operation . 3.6.6. the enclosures of the products containing contact joints shall not be manufactured from thermoplastic materials. 3.7.4. the screw contact joints shall not act as the sources of ignition under the conditions of a “bad contact”. (ius (index of standard details) no. 9, 1988) udk (universal digital code) 621.3.002.5:658.382.3: 006.354 group t58 ussr state standard system of occupational safety standards electrical products general safety requirement gost 12.2.007.0-75* period of validity set by the decree no.2368, dated september 10, 1975, of the ussr state committee for standards under the ussr ministerial council from 01.01.78 checked in 1983. period of validity is prolonged by decree no.4689 dated september 29, 1983, of the ussr state committee for standards under the ussr ministerial council until 01.01.89 failure to comply with this standard will result in legal proceedings this standard applies to electrical products and establishes general safety requirements for their design. this standard establishes safety requirements to prevent or reduce the effect of the following factors on personnel to the permissible level : electrical current; electrical sparks and arc; moving parts of the product; parts of the product heated to high temperatures; dangerous and harmful materials used in the design of the product and dangerous and harmful substances that can be emitted during its operation; noise and ultrasound; vibration; electromagnetic fields, thermal, optical and x-ray radiation. official edition reprinting is prohibited *revised edition (september, 1984) with amendments 1. 2, 3, approved in june, 1978, june, 1981, september, 1983 (ius (index of standard details) 8 78, 8 81. 1 84). standards publishing house, 1985 p. 2 gost 12.2.007.0-75 this standard also establishes requirements for reducing the probability of fire due to: electrical sparks and arcs; parts of the product heated to high temperatures including those heated due to the affect of electromagnetic fields; application of fire-hazardous materials used in the product and emitting dangerous and harmful substances during operation and storage. this standard does not apply to the following electrical products: manufactured as complex units; included into the electrical equipment for sea and river ships; electric locomotives and their electrical equipment; electric household appliances; machines for working area railless electric transport (?). (amended wording, amendments nos. 2, 3). 1. general statements 1.1. the electrical products shall comply with the requirements of this standard, gost 12.1.019 79, gost 12.1.004 76, and products used as industrial equipment shall also comply with the requirements of gost 12.2.003 74. 1.2. the following items can be used in electrical products: insulation of current-carrying parts (operating, additional, double, reinforced); low voltage in electrical circuits; elements for protective grounding of non-current-carrying metal parts of the product that might be live (due to insulation breakdown, operation failure of the product, etc.); elements isolating the product from the power supply, when parts that can be touched are live; enclosures to prevent the possibility of accidental touch of current-carrying, moving and heated parts of the product; interlocks to prevent faulty actions and operations; shields and other protective means against dangerous and harmful effects of electromagnetic fields, thermal, optical and x-ray radiation; means for removal of dangerous and harmful substances formed during operation; gost 12.2.007.0 75 p. 3 elements designed for insulation monitoring and the alarm system indicating its damage and also for isolation of the product if insulation resistance falls below the permissible level; warning labels, signs, painting, in warning colors and other means, of the safety alarm system (only in combination with other safety measures); economic usage function. note. low voltage is ac voltage below 42 v and dc voltage below 110 v. in case of extremely unfavorable conditions, when the hazard of electric shock is aggravated by tight space, inconvenient positioning of the worker, contact with the large metal well-grounded surfaces (e.g., working inside the boilers, manholes, on pontoon bridges) the inspection lamps shall be powered with voltages below or equal to 12 v. 1.1,1.2. (amended wording, amendment no. 2). 1.3. safety requirements that are not established in this standard, shall be specified in standards and specifications for specific types of the products. 2. classes of electrical products according to the method of protection against electric-shock hazard 2.1. five classes of protection are established: 0; 0i; i; ii; iii. class 0 shall include the products that have at least working insulation and no elements for grounding if these products are not classified as class ii or iii products. class 0i shall include the products that have at least working insulation, a grounding element and cable without ground wire for connection to the power supply. class i shall include the products that have at least working insulation and a grounding element. if the product belongs to class i and has a cable for connection to the power supply, this cable shall have ground wire and a plug with a grounding contact. class ii shall include the products with double or reinforced insulation that do not have any grounding elements. class iii shall include the products without external or internal electric circuits with voltages above 42 v. the products supplied from the external source, can be classified as class iii products only if they are designed for direct connection to the power supply with voltage below 42 v if its no-load voltage does not exceed 50 v. if the transformer or converter is used as the power supply, their input and output windings shall not be electrically connected and shall have double or reinforced insulation between them. p. 4 gost 12.2.007.0 75 3. safety requirements for electrical products and their components 3.1. general requirements 3.1.1. the design of electrical products shall provide means for noise and vibration protection, ensuring that noise and vibration levels at work places comply with the approved sanitary regulations. the permissible values of noise and vibration parameters of the electrical products shall be established in the standards and specifications for specific types of the products. (amended wording, amendment no. 3). 3.1.2. the products that create electromagnetic fields shall have protective elements (screens, absorbers, etc.) to reduce the effect of these fields in the working area to permissible levels. the requirements for these protective elements shall be specified in standards and specifications for specific types of the products. it is allowed to use protective elements that are not part of the products to reduce the effect of electromagnetic fields. 3.1.3. the products that create thermal, optical, x-ray radiation and ultrasound shall be equipped with protective means for limitation of the intensity of these radiations and ultrasound to permissible values. the requirements for the means of reducing the intensity of radiation and ultrasound as well as the permissible heating temperature of the surface of the outer enclosure of the product shall be indicated in the standards and specifications for specific types of the products. it is allowed to use protective elements that are not part of the products to reduce the effect of radiation. 3.1.4. the requirements for the presence of the elements designed for the protection against accidental touch of the moving, current-carrying, heated parts of the product and elements for the protection against dangerous and harmful structural materials and substances emitted during operation together with the requirements for these protective elements, shall be indicated in the standards and specifications for specific types of the products. 3.1.5. the electrical diagram of the product shall eliminate the possibility of its spontaneous switching on and off. 3.1.6. the arrangement and connections between the parts of the product shall provide convenience and safety of visual inspections of the product during assembly, inspections, tests and maintenance. gost 12.2.007.0 75 p. 5 the products shall have inspection windows, access doors and local lighting systems if required. the requirements for the inspection windows, access doors and local lighting systems shall be indicated in the standards and specifications for specific types of products. 3.1.7. the design of the product shall eliminate the possibility of wrong connections of jointing current-carrying parts during its assembly at the customers site. design of sockets and plugs for voltages above 42 v shall be different from the design of sockets and plugs for voltages equal or less than 42 v. 3.1.8. the products shall be equipped with an alarm system, labels and nameplates if required. in the plug-socket connection, the power supply shall be wired to the socket and the load shall be wired to the plug. warning signals, labels and nameplates shall be used to indicate the following: switched- on condition of the product, presence of voltage, insulation breakdown, mode of product operation, prohibition of access into the product without the appropriate measures, temperature increase of certain parts of the product above the permissible values, operation of protective devices, etc. the signs used for warning plates and the alarm system shall comply with gost 12.4.026 76, gost 12.4.027 76 and shall be attached to the products in easy visible locations. 3.1.7, 3.1.8. (amended wording, amendment no. 1). 3.1.9. products and their components with weights exceeding 20 kg, or with large overall dimensions, shall have devices for lifting, loading and holding in a suspended position during assembly and hoisting operations, if the contours of the product prevent its safe and easy catching with the cable of the hoisting equipment. the shape, dimensions and lifting capacity of the hoisting equipment shall comply with gost 4751 73 or gost 13716 73. it is allowed to use other hoisting equipment ensuring safe assembly and hoisting operations. (amended wording, amendment no. 3). 3.1.10. the fire safety of the product and its components shall be ensured both in normal and emergency modes of operation. the reduction of the fire hazard of electrical products and their parts can be achieved using the following measures: eliminating the use of highly inflammable materials in accordance with gost 17088 71 in the product design; limiting the mass of combustible materials and their replacement with more heat resistant ones in accordance with gost 8865 70; p. 6 gost 12.2.007.0 75 limiting the penetration of combustible materials (substances) from the outside to the fire hazardous components of electrical products; use of the product design preventing the ejection of glowing and/or burning particles; introduction of means and elements of electrical protection reducing the probability of fire according to the regulations established in gost 12.1.00476 into the design of the products and installations where these products are used; adjustment of the transition resistance values in contact connections to the levels established in the standards for specific types of products; limiting the temperature of potential sources of ignition and selection of the operation mode of electrical products ensuring the conditions of fire and explosion safety of substances and materials according to gost 12.1.01780; application of means and/or elements designed for automatic isolation of the product in emergency operation mode (overload, overheating, short-circuit, etc.) and eliminating of self- ignition of product parts made of electric insulating materials. (subsequently inserted, amendment no. 2). 3.2. requirements for insulation 3.2.1. the selection of the insulation of the product and its parts shall be determined by the applied voltage. values of the electrical strength of the insulation and its resistance shall be indicated in the standards and specifications for specific types of products. it is allowed not to indicate the electrical strength of the insulation and its resistance, in the specified documents for products operating at voltages below 12 v ac and 36 v dc. 3.2.2. the insulation of the product parts accessible to accidental touch shall ensure personnel protection against electric-shock hazard. coatings of current-carrying parts of the products with lacquer, enamel or similar materials is not sufficient for the protection against electric-shock hazard due to direct touch to these parts and for protection against electric arc transfer from current-carrying parts of the product to other metal parts (except for the cases, when these coating materials are specially designed for this type of protection). 3.3. requirements for protective grounding 3.3.1. the grounding element shall be provided for products with functions that do not require the application of personnel protection method against electric-shock hazard according to the requirements established for classes ii and iii. gost 12.2.007.0 75 p. 7 it is allowed not to have the grounding element and not to ground the following products: designed for installation in locations inaccessible without application of special mea
