中国银行业监督管理委员会公告2003年第1号根据第十届全国人民代表大会第一次会议通过的关于国务院机构改革方案的决定，国务院决定设立中国银行业监督管理委员会（简称中国银监会）。中国银行业监督管理委员会根据第十届全国人大常委会第二次会议通过的关于中国银行业监督管理委员会履行原由中国人民银行履行的监督管理职责的决定，统一监督管理银行、金融资产管理公司、信托投资公司及其他存款类金融机构，维护银行业的合法、稳健运行。中国银行业监督管理委员会自2003年4月28日起正式履行职责。现就有关事项公告如下：一、银监会的主要职责制定有关银行业金融机构监管的规章制度和办法；审批银行业金融机构及分支机构的设立、变更、终止及其业务范围；对银行业金融机构实行现场和非现场监管，依法对违法违规行为进行查处；审查银行业金融机构高级管理人员任职资格；负责统一编制全国银行数据、报表，并按照国家有关规定予以公布；会同有关部门提出存款类金融机构紧急风险处置的意见和建议；负责国有重点银行业金融机构监事会的日常管理工作；承办国务院交办的其他事项。二、银监会部门设置及主要业务部门职责（一）银监会设个部门：办公厅、政策法规部（研究局）、银行监管一部、银行监管二部、银行监管三部、非银行金融机构监管部、合作金融机构监管部、统计部、财务会计部、国际部、监察局、人事部、宣传工作部、群众工作部、监事会工作部。（二）主要业务部门监管对象划分：银行监管一部：承办对国有商业银行及资产管理公司等的监管工作；银行监管二部：承办对股份制商业银行、城市商业银行的监管工作；银行监管三部：承办对政策性银行、邮政储蓄机构以及外资银行等的监管工作；非银行金融机构监管部：承办对非银行金融机构（证券、期货和保险类除外）的监管工作；合作金融机构监管部：承办对农村和城市存款类合作金融机构的监管工作。三、银监会办公地点北京市西城区成方街甲33号（邮政编码：100800）；北京市东城区工人体育场西路1号（邮政编码：100027邮政信箱：北京市4738信箱）。银行监管一部、银行监管二部、银行监管三部、非银行金融机构监管部、合作金融机构监管部均在西城区成方街甲33号办公。四、银监会联系电话办 公 厅66194560 66051834（传真）北京市西城区成方街甲33号65512882（日） 65517671（夜）65517664（传真）北京市东城区工人体育场西路1号银行监管一部6619522066016489（传真）银行监管二部6619520766012735（传真）银行监管三部6619525766051747（传真）非银行金融机构监管部6619494166012766（传真）合作金融机构监管部6619421666016676（传真）五、网址：六、银监会在各地的派出机构正在筹建之中，其办公地址及联系电话另行公布。中国银行业监督管理委员会二三年四月二十八日ANNOUNCEMENTCHINA BANKING REGULATORY COMMISSIONNumber 1, 2003April 28, 2003Pursuant to the Decision on Institutional Restructuring of the Government Agencies under the State Council adopted by the First Session of the Tenth National Peoples Congress, the State Council has decided to establish the China Banking Regulatory Commission (CBRC). Further, pursuant to the Decision on the Exercise of Regulatory and Supervisory Functions by the China Banking Regulatory Commission in Place of the Peoples Bank of China adopted at the Second Session of the Standing Committee of the Tenth National Peoples Congress, the CBRC is responsible for the regulation and supervision of banks, asset management companies, trust and investment companies as well as other deposit-taking financial institutions. Its mission is to maintain a safe and sound banking system in China.
