SCOPE 1.1. 范围范围 1.1 This Regulation applies to power-driven vehicles of category M1 1/of a total permissible mass not exceeding 2.5 tonnes; heavier vehicles may be approved at the request of the manufacturer; 1.1 本法规适用于 M1(1)动力驱动车辆，其总允许质量不超过 2.5 t；质量超过 2.5t 车辆可按制造厂要求进行认证。 1.2. DEFINITIONS For the purposes of this Regulation: 2.2. 定义定义 就本法规而言： 2.1. Protective system means interior fittings and devices intended to restrain the occupants and contribute towards ensuring compliance with the requirements set out in paragraph 5 below; 2.1 “保护系统”指用来约束乘员并有助于保证满足下面第 5 条要求的内部配件和 装置。 2.2. Type of protective system means a category of protective devices which do not differ in such essential respects as: Their technology; Their geometry; Their constituent materials; 2.2 “保护系统的型式”指在下列主要方面没有差异的保护装置： 制造工艺； 几何尺寸； 构成材料。 2.3. Angle of impact means the angle between a line drawn perpendicular to the front face of the barrier and the line along which the vehicle is travelling in a longitudinal forward direction; 2.3 “碰撞角”指垂直于前碰撞面的直线和汽车纵向线的夹角。 2.4. Barrier face means the face of the element immediately behind the plywood facing; 2.4 “障碍面”是指位于夹层面后面的那个面。 2.5. Anti-slide devices means steel-profiles mounted vertically to the barrier face as specified in annex 3. Their purpose is to reduce the lateral movement of the vehicle relative to the barrier during impact; 2.5 “滑动装置”是指像附件 3 中定义的垂直安装在障碍面上的钢架。目的是在碰 撞过程中减少汽车相对于碰撞壁的侧向偏移。 2.6. Vehicle type means a category of power-driven vehicles which do not differ in such essential respects as: 2.6 “车辆类型”指在下列主要方面没有差异的动力驱动车辆： 2.6.1. The length and width of the vehicle, in so far as they have an effect on the results of the impact test prescribed in this Regulation, 2.6.1 对本法规规定的碰撞试验结果有不良影响的车辆长度和宽度； 2.6.2. The structure, dimensions, lines and materials of the part of the vehicle forward of the transverse plane through the R point of the drivers seat, in so far as they have a negative effect on the results of the impact test prescribed in this Regulation, 2.6.2 对本法规规定的碰撞试验结果有不良影响的，通过驾驶员座椅“R”点的横向 平面前方的车辆部分的结构、尺寸、轮廓和材料； 2.6.3. The lines and inside dimensions of the passenger compartment and the type of protective system, in so far as they have an effect on the results of the impact test prescribed in this Regulation, 2.6.3 对本法规规定的碰撞试验结果有不良影响的乘员舱的外形和内部尺寸以及保 护系统的型式； 2.6.4. The siting (front, rear or centre) and the orientation (transversal or longitudinal) of the engine, 2.6.4 发动机的布置（前置，后置或中置）和排列方向（横向或纵向） ； 2.6.5. The mass, in so far as there is a negative effect on the result of the impact test prescribed in this Regulation, 2.6.5 对本法规规定的碰撞试验结果有不良影响的整备车辆质量； 2.6.6. The optional arrangements or fittings provided by the manufacturer, in so far as they have a negative effect on the result of the impact test prescribed in this Regulation, 2.6.6 对本法规规定的碰撞试验结果有不良影响的，由制造厂提供的选装设备或装 置。 2.7. Passenger compartment means the space for occupant accommodation, bounded by the roof, floor, side walls, doors, outside glazing and front bulkhead and the plane of the rear compartment bulkhead or the plane of the rear-seat back support; 2.7 “乘员舱”指容纳乘员的空间，由顶盖、地板、侧围、车门、玻璃窗和前围、 后围或后座椅靠背支撑板围成； 2.8. R point means a reference point defined for each seat by the manufacturer in relation to the vehicles structure, as indicated in annex 6; 2.8 “R 点”指制造厂为每个座椅规定的，与车辆结构有关的基准点，见附录 6； 2.9. H point means a reference point determined for each seat by the testing service responsible for approval, in accordance with the procedure described in annex 6; 2.9 “H 点”指按附录 6 描述的程序，由认证试验部门确定的每个座椅的基准点。 2.10. Unladen kerb mass means the mass of the vehicle in running order, unoccupied and unladen but complete with fuel, coolant, lubricant, tools and a spare wheel (if these are provided as standard equipment by the vehicle manufacturer). 2.10 “车辆整备质量”指处于运行状态的车辆质量，没有驾驶员、乘客和货物，但 加满燃料、冷却液、润滑油，并带有随车工具和备胎（如果这些由车辆制造厂作为标 准准备提供的话） ； 3. APPLICATION FOR APPROVAL 3.3. 认证申请认证申请 3.1. The application for approval of a vehicle type with regard to the belt anchorages shall be submitted by the vehicle manufacturer or by his duly accredited representative. 3.1 关于正面碰撞前排座乘员保护方面车型的认证申请，应由制造厂和其正式指定 的代表人提出。 3.2. It shall be accompanied by the undermentioned documents in triplicate and by the following particulars: 3.2 申请时应附有下列文件一式三份，以及有关详细说明： 3.2.1. A detailed description of the vehicle type with respect to its structure, dimensions, lines and constituent materials; 3.2.1 对该车型的结构、尺寸、外形及构成材料方面的详细说明； 3.2.2. Photographs, and/or diagrams and drawings of the vehicle showing the vehicle type in front, side and rear elevation and designdetails of the forward part of the structure; 3.2.2 表示该车型正、侧、后视图的照片或简图及图纸，以及车辆前部结构的设备 详图； 3.2.3. Particulars of the vehicles unladen kerb mass; 3.2.3 车辆整备质量的详细资料； 3.2.4. The lines and inside dimensions of the passenger compartment; 3.2.4 乘员舱的外形及内部尺寸； 3.2.5 A description of the interior fittings and protective systems installed in the vehicle. 3.2.5 车辆内部装备及车内保护系统的描述。 3.3. The applicant for approval shall be entitled to present any data and results of tests carried out which make it possible to establish that compliance with the requirements can be achieved with a sufficient degree of confidence. 3.3 认证申请者应提交所有已获得的试验数据和结果，这些数据和结果应有足够的 置信度以证明满足本法规的要求。 3.4. A vehicle which is representative of the type to be approved shall be submitted to the technical service responsible for conducting the approval tests. 3.4 被核准的汽车类型需要满足碰撞测试的技术要求。 3.4.1. A vehicle not comprising all the components proper to the type may be accepted for test provided that it can be shown that the absence of the components omitted has no detrimental effect on the results of the test in so far as the requirements of this Regulation are concerned. 3.4.1 若提供的样品未装备认证车型的所有零部件时，认证申请者应证明未装备的 零部件对本法规要求的试验结果没有不良影响，则该样品可以用来作为试验样品。 3.4.2. It shall be the responsibility of the applicant for approval to show that the application of paragraph 3.4.1. is compatible with compliance with the requirements of this Regulation. 3.4.2 认证申请者有责任证明第 3.4.1 条的申请同服从本法规的要求是不抵触的。 3.5. The competent authority shall verify the existence of satisfactory arrangements for ensuring effective control of the conformity of production before type approval is granted. 3.5. 在正式批准之前，权威机构将会核查生产一致性。 4. APPROVAL 4.4. 认证认证 4.1. If the vehicle type submitted for approval pursuant to this Regulation meets the requirements of paragraph 5 below, approval of that vehicle type shall be granted. 4.1 按照本法规提交认证的车型，如果满足下面第 5 条的要求，则应批准该车型的 认证。 4.1.1. The technical service appointed in accordance with paragraph 10 below shall check whether the required conditions have been satisfied. 4.1.1 按下面第 10 条指定的技术检验部门验证是否满足所要求的条件。 4.1.2. In case of doubt, account shall be taken, when verifying the conformity of the vehicle to the requirements of this Regulation, of any data or test results provided by the manufacturer which can be taken into consideration in validating the approval test carried out by the technical service. 4.1.2 在确定样品与本法规要求的符合性时，若有疑问，认证部门应对制造厂所提 供的数据或者试验结果加以考虑，以确认检验部门所做的认证试验是否有效，并将情 况加以记录。 4.2. An approval number shall be assigned to each type approved. Its first two digits (at present 00 for the Regulation in its original form) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same approval number to another vehicle type. 4.2 对与每一种认证的批准型式，应授予一个认证号。它的前两位数字表示在作出 该认证时所包括的对本法规最新主要技术修改的修改系列号（目前 01 相对应 01 系 列修改） 。同一协议缔约方不可以将相同的认证号分配给另一车型。 4.3. Notice of approval or of refusal of approval of a vehicle type pursuant to this Regulation shall be communicated by the Partiesto the Agreement which apply this Regulation by means of a form conforming to the model in annex 1 to this Regulation andphotographs and/or diagrams and drawings supplied by theap plicant for approval, in a format not exceeding A4(210 X 297 mm) or folded to that format and on an appropriate scale. 4.3 按本法规对某一车型作出的认证批准或认证拒绝，均应以通知书形式通知该协 议有关各方。通知书的格式应与本法规附录 1 的型式相符。申请认证用的照片或简图 及图纸尺寸均不超过 A4（210 mm297 mm） ，或叠成 A4 幅面。 4.4. There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Regulation, an international approval mark consisting of: 4.4 在获得本法规车型认证批准的每一辆车上，在方便的位置可加上一醒目的认证 标志，一个国际认证标志构成如下： 4.4.1. a circle surrounding the letter E followed by the distinguishing number of the country which has granted approval; 2/ 4.4.1 在一圆圈中间加大写字母“E” ，并附有认证的国家代号(1)。 4.4.2. The number of this Regulation, followed by the letter R, a dash and the approval number, to the right of the circle prescribed in paragraph 4.4.1. 4.4.2 在第 4.4.1 条中规定的圆圈右边，标上本法规号，一大写字母“R” ，一短划 线和认证号。 4.4.3 the letter e, to the right of the number of this Regulation in the case of type approval according to the dynamic test of annex 7. 4.4.3 若按照附录 7 做了动态试验的车型认证，在本法规号右侧加一字母“E” 。 4.5. If the vehicle conforms to a vehicle type approved, under one or more other Regulations annexed to the Agreement, in the country which has granted approval under this Regulation, the symbol prescribed in paragraph 4.4.1. need not be repeated; in such a case the Regulation and approval numbers and the additional 4.5 某一车型如果符合几个法规的要求，同时该车型已获得该国家依本法规批准的 认证，则第 4.4.1 条所述的认证标志无需重复，只需在这个标志右方纵向逐行列出其 它各项已获得认证批准的法规号和认证号。 4.6. The approval mark shall be clearly legible and be indelible. 4.6 认证标志必须清晰、易认、耐久。 4.7. The approval mark shall be placed close to or on the vehicle data plate affixed by the manufacturer. 4.7 认证标志应位于制造厂车辆技术规格标牌附近，或直接印在该牌上。 4.8. Annex 2 to this Regulation gives examples of arrangements of the approval mark. 4.8 本法规附录 2 为认证标志布置示例。 5. SPECIFICATIONS 5 5 技术要求技术要求 5.1. General specifications applicable to all tests 5.1 一般要求 5.1.1. The H point for each seat shall be determined in accordance with the procedure described in annex 6. 5.1.1 每个座椅的“H”点应按照附录 6 所规定的程序确定。 5.1.2. When the protective system for the front seating positions includes belts, the belt components shall meet the requirements of Regulation No. 16. 5.1.2 如果前排乘坐位置的保护系统包含安全带，那么该安全带总成应符合第 16 号 法规的要求。 5.1.1.2. The R point is the seating reference point defined in paragraph 2.4. of annex 4 of this Regulation. 5.1.1.2 R 点是本法规附录 4 中 2.4 条定义的座椅基准点。 5.1.3. Seating positions where a dummy is installed and the protective system includes belts, shall be provided with anchorage points conforming to Regulation No.14. 5.1.3 安放人体模型且保护系统包括安全带的乘坐位置，应装有符合第 14 号法规要 求的固定点。 5.2. Specifications The test of the vehicle carried out in accordance with the method described in annex 3 shall be considered satisfactory if all the conditions set out in paragraphs 5.2.1. to 5.2.6. below are all satisfied at the same time. 5.2 技术要求 按照附录 3 规定的方法所进行的车辆试验，如果同时满足下列第 5.2.1 至第 5.2.6 条所规定的所有要求，则认为合格。 5.2.1. The performance criteria recorded, in accordance with annex 4, on the dummies in the front outboard seats shall meet the following conditions: 5.2.1 已经记录的执行标准与附件 4 一致，在这个标准中前排外侧座椅必须符合以 下条件： 5.2.1.1. The head performance criterion (HPC) shall be less than or equal to 1,000, 5.2.1
