3、 objective本程序的编制是为xx罐区的施工提供材料的报验、控制、储存和使用的控制方法和指导措施,以满足中国政府对工程建设强制性标准条文、施工验收规范、工程质量验收统一标准的要求以及满足业主对使用的要求。this procedure is established to provide control methods and instructions for inspection, control, storage and use of the materials for the construction of the xxtanks of xx petrochemicals projec

4、t so as to meet the requirements of the compulsive standard ordinance of the chinese government for engineering construction, the specifications of inspection and acceptance of construction and the unified standard of engineering quality, and the requirements of the owner for usage.2 范围范围 scope本程序适用

9、n concrete, jgj 52-92.4 定义定义 definition4.1 合格证certificate所有工程材料、设备等进入施工现场前,均应提供产品出厂合格证。before being carried into the construction site, all engineering materials and equipment should be provided with a factory certificate.4.2 质量证明文件document of quality certification质量证明文件包括但不限于:材料、设备生产厂质量部门出具的质量检验报告原

10、件、技术资料、重要部位原材料还应提供物理、化学性能检验报告等。the document of quality certification includes but not limit to the original copy of quality inspection report and technical information provided by the quality control department of the plant that manufacture the materials and equipment, and the inspection report of t

11、he physical and chemical property of the raw materials for important parts should also be provided.4.3 不合格品unqualified materials出现下列任何一项被视为不合格品:it will be considered as unqualified material if any one of the followings occurs:与设计图纸不符;inconsistent with the design drawings;质量证明文件不全;certification isnot

12、 enough;施工偏差超过施工验收规范要求;the deviation in the construction exceeds the requirement of the specifications of inspection and acceptance of construction;质量缺陷造成使用性能降低;service performance is deteriorated by the quality defect;4.4 见证取样witnessing and sampling监理工程师对工程项目使用的材料、半成品、构配件的现场取样活动实施见证。supervising eng

13、ineer is to witness the on-site sampling of the materials, semi-finished products, components and accessories.5 职责职责 responsibility5.1 qa/qc部qa/qc department负责与pmc/监理之间的协调工作;be responsible for coordination between pmc/监理;5.1.1监督指导材料部实施对材料的质量控制活动。supervise and instruct material department to control

14、the quality of the materials;5.1.2负责监督材料控制程序执行,向项目部汇报实施情况工作。be responsible for supervising the execution of material control procedure and reporting to project department on the execution.5.2 材料部material department5.2.1负责设备、材料的领用、验收、保管和发放。be responsible for the receipt, inspection and acceptance, st

15、orage and delivery of the material and equipment.5.2.2负责材料的检验工作和标识工作。be responsible for the inspecting and identifying of the materials.5.2.3负责工程用设备、材料的资料(包括说明书、产品合格证、材质证明书、装箱单等)的收集、登记、保管。be responsible for collect, restore and make record the document (include the introduction, certificate, and the

16、 qualification, and shipping list of the material) on the equipment and material.5.2.4负责施工机具、措施用料、消耗材料的采购和管理。take charge of the procurement and management of the construction tools, consuming materials etc.5.2.5负责施工机具送检。be responsible for applying the inspection of the tools and machineries.5.2.6每个材

17、料控制人员应该全面的了解设备和材料的特性和重要性/材料处理技术/hse方面事项,以及材料短缺对施工的影响,要做好这一点,应查看大量的数据和信息。材料控制人员应该对与材料相关的工作进行计划性安排,并对错误的工作进行纠正。every material controller should have general knowledge of the characteristics and the importance of all construction equipments & materials, material handling techniques, hse application

18、s, and well know the effect on construction if theres material shortage. to meet this requirement, the controller should look over a lot of data and information. and, the controller should arrange his work in a regular way, relevant to the materials, and correct the mistakes 。5.2.7定期的接收材料的信息。预先收集所有采

23、材料部负责,验收重要的材料,质保部、技术部应共同参加验收。its the responsibility of material department for material acceptance to inspect the important materials together with qa/qc department and technical department.7.1.1 材料工程师应在材料运到之前做好材料接收前的准备工作。the controller shall get ready to receive materials before the material arriva

24、l. 在接收前,至少应准备以下几项工作:the following items shall be prepared prior to receiving materials:7.1.1.1 制定材料储存计划和卸货计划,以满足 hse 的要求和制造商行之有效的建议。work out material storage plan and unloading plan in accordance with hse requirements and manufacturers recommendations as applicable. 7.1.1.2 足够的人力、机具 adequate manpowe

25、r and tools7.1.1.3 货物的转送计划(从仓库送到各施工队) work out material transfer plan (remove the material from warehouse to the construction teams).7.1.1.4 在材料短缺时,应根据预测剩余工作所需的材料报告,向现场经理及采购部经理提出警示。remind the site manager and the chief of procurement department, if theres any material shortage, according to the esti

26、mated material report for the remaining work.7.1.2 货物材料应在指定地点卸货进行到货验收。仓管员负责对入库材料的品种、规格、型号、材质、等级和数量检查以及资料验证,并办理入库手续。items and materials shall be offloaded at the designated area for receiving inspection. warehouseman is responsible for checking of the type, specification, model, grade and quantity of

27、 the materials stocked, and verifying the documents, and carrying out procedure for stocking.7.1.3 卸货后,材料工程师应按照装箱单对货物的标识、损毁及与图纸规范的符合性逐一检查。验收人员准备合格的计量器具和检测设备及检验记录和报告表格。after offloading, the material engineer (or other designated representative) shall inspect the materials against the shipping documen

28、ts for proper identification, damage, and conformance to the applicable drawings and specifications.7.1.4 当在现场发现材料损坏或数量不对时,应按售后服务声明提交异样报告。submit material nonconformity report as per vendors statements of after-service if theres any damage or wrong quantity.7.1.5 材料工程师、材检员必须严把材料验收关,不合格材料严禁流入作业程序。在未收到

29、必需的材料质量证明资料,未经 qa 工程师、工程技术人员确认可用于施工之前,必须进行标识隔离,标识隔离可采用在设备/材料上设置标签的方法。the material engineer and material inspector must strictly inspect and check the material, and it is strictly prohibited to let underproof materials flow into operation procedures. all materials in this category should be quarantin

30、ed until the required documentation is received, verified by qa and/or engineering and made available for constructions use. quarantine can consist of putting a tag on the equipment/material that it is not to be used.u7.1.6 进场材料必须保持与经 pmc 审批的采购要求保持一致,采用替代材料时,应征得 bsf 及设计部门允许。凡运到现场的材料包括半成品、构配件,应整齐分类摆放

31、,并及时通知 pmc/监理相关人员会同材料工程师对进场材料进行验收,验收的项目应包括:incoming materials must must be in compliance to purchasing requirements audited by pmc. incoming materials shall be orderly stacked ,and immediately inform in-situ pmc/监理 supervision engineer and material engineer to accept the warehoused materials, before

32、 the substitute materials are adopted, they must be approved by bsf, bsf/bsc and design section. and the acceptance items include: 7.1.6.1 验证接受文件和材料是否符合采购文件的要求。verify the vendor documents and the materials meet the requirements of procurement documents or not.7.1.6.2 验收人员应查阅供方的验证记录和提供的产品技术文件和资料。材料的技

33、术资料不齐时,应向发货单位索取,并将该材料另行码放标识,等资料齐全后,再另办理验收手续。the inspector should check the verification record, technical information and document of the product provided by the supplier. if the technical information of the material is not completed, inspector should ask the supplier for what is missing and put the

34、 material aside with marking. when the missing document is received, the inspector can finish the inspection and acceptance procedure.7.1.6.3 验证在卸装、储存、运输和保管过程是否损坏或变质。verify any damage or deterioration during material unloading, storing, transporting and warehousing.7.1.6.4 材料出厂合格证及材料质量证明书等证明文件,质量证明书

35、中的各项内容钢号、规格、化学成分、力学性能、供货状态等应与实际进货相对应;the evidentiary documents e.g. materials ex-factory acceptance certificate, material quality certificate: the contents in quality certificate, e.g. steel grade, specifications, chemical components, mechanical behavior, and delivery conditions shall be corresponde

36、nt with actual outsourced materials;7.1.6.5 材质是否与设计图纸一致;check if the material quality is in consistency with design drawings;7.1.6.6 材料和物品的验收应作外观缺陷和外形尺寸的检查,并应经 pmc/监理见证。凡涉及安全,功能的原材料及物品应按规范进行复验,并应经pmc/监理见证取样,送样。materials and items should be checked for any visible defect and the dimensions under the

37、witness of pmc/监理 ,as deemed necessary for random audit purposes, during the inspection and acceptance process. raw material and item that are related to safety and performance should be double-checked according to the specifications and be sampled and delivered under the witness of pmc/监理.7.1.6.7 对

38、有保质期的材料要验证其有效期,防止使用过期的产品。verify the expiry date of materials to avoid using overdue products. 7.1.6.8 检验、试验报告由项目部和 pmc/监理/aa 签署/盖章,并注明日期。the report of inspection and test shall be signed, stamped and dated by the project department and pmc/监理/aa.7.1.6.9 检验试验状态通过挂牌、指示卡、跟踪记录或其他合适的方法,由qa/qc 工程师和施工队质量检查

39、员进行有效控制。由项目 qa/qc 部负责技术质量证明文件的收集、整理,填写试验结果应保证字迹清楚、真实准确、项目齐全,符合 pmc/监理相关要求。所有的检验和试验记录应妥善保存备查。the process of inspection and test is effectively controlled by the engineer of qa /qc and the quality inspector of the construction team by means of labels, instruction cards, tracing records or any other su

40、itable means. the qa/qc department of the project will be responsible for the collecting and archiving of the document of technical and quality certification. the recording of test report should be clear, true, accurate and complete according to related requirements of pmc/监理. all the records of ins

41、pection and test should be properly kept for future reference.7.1.6.10 特殊材料须经过第三方实验室进行理化检测分析;鉴定钢材的化学成分.常用的化学成分分析方法用化学分析法,光谱化学分析法,火花鉴别和点滴试验。special materials must pass physical and chemical analysis and tests. the chemical composition analysis methods usually used for verifying the chemical compositi

42、on of steel are chemical analysis, spectrum chemical analysis, spark test and dripping test. where applicable, third party inspection shall be carried out in accordance with project procedures.7.1.6.11 钢筋检验inspection of reinforcing steel bars 进场时和使用前全数观察检查钢筋外观。钢筋应平直、无局部曲折、无损伤,表面应洁净,带有颗状或片状老锈钢筋不得使用。漆

43、污和铁锈等应在使用前清除干净。all the reinforcing steel bars shall be checked visually at receiving and before using. the reinforcing steel bars should be flat with clean surface and without any bending and wear in all areas. bars with granular or flaky heavy rust should not be used. the paint and iron rust should

44、 be cleaned up before using. 钢筋进场时,检查产品合格证、出厂检验报告,并应按现行国家标准钢筋混凝土用热轧带肋钢筋 (gb 14991998)等的规定按进场的批次抽取试件作力学性能检验,其质量须符合有关标准的规定。the quality certificate and ex-factory inspection report should be checked when reinforcing steel bars are received. the reinforcing steel bars should be sampled for mechanical pr

45、operty test by the batch order of receiving the bars according to the specifications of the present national standard on hot rolling reinforcing steel bars with ribs for reinforced concrete, gb 1499-1998. the quality of the bars must accord with the specifications of related standard. 本工程钢筋混凝土采用热轧带肋

46、钢筋,其取样方法与代表批量如下:the hot rolling reinforcing steel bars with ribs are applied in the reinforced concrete for this project. the sampling method and typical batch quantity are defined as follows:同一厂别、同一炉罐号、同规格、同一交货状态,每 60t为一验收批,不足 60t 也按一批计。reinforcing steel bars with the same factory name, heat number

47、, specification and delivery condition are batched by every 60t for inspection and acceptance. quantity less than 60t will also be considered as a batch.每一验收批取试件(拉伸 2 个、弯曲 2 个) 。samples of each batch: 2 for tensioning test and 2 for bending test.在任选的两根钢筋切取。the samples shall be cut off from two rando

48、mly selected reinforcing steel bars.7.1.6.12 袋装水泥检验: inspection of sacked cement: 袋装水泥检验所采用的技术标准为:硅酸盐水泥、普通硅酸盐水泥 (gb1751999) ,其取样方法与代表批量如下:the technical standard used for the inspection of sacked cement is specified by portland cement and common portland cement, gb 175-1999. its sampling method and t

49、ypical batch quantity is defined as follows:对同一水泥厂生产的同期出厂的同品种、同强度等级、同一出厂编号的水泥为一验收批,但一验收批的总量不得超过 500t。sacked cement with the same category, grade and factory number from the same cement plant and leaving the plant at the same time period will be considered as the same batch for inspection and accepta

50、nce, but the quantity of a batch must not be less than 500t.随机地从不少于 20 袋中各采取等量水泥,经混拌均匀后,再从中称取不少于 12kg 的水泥作为试样。randomly take equal amount of cement out of 20 sacks (or more), mix the collection evenly, and then weigh 12kg from it as a sample.7.1.6.13 砂检验:inspection of sand: 砂检验所采用的技术标准为:普通混凝土用砂质量标准及检

51、验方法 (jgj5292) ,其取样方法与代表批量如下:the technical standard used for the inspection of sand is specified by quality standard and inspection method of sand for common concrete, jgj 52-92. its sampling method and typical batch quantity are defined as follows:以同一产地、同一规格每 400m3 或 600t 为一验收批,不足 400m3 或 600t 也按一批计

52、。每一验收批取样一组(20kg) 。sand with the same production place and specification is batched by every 400m3 or 600t for inspection and acceptance. quantity less than 400m3 or 600t will also be considered as a batch. take 20kg of sand out of each batch as sample.当质量比较稳定、进料量较大时,可定期检验。when the quality is relativ

53、ely steady and the quantity of incoming sand is relatively large, the sand can be inspected periodically.取样部位应均匀分部,在料堆上从 8 个不同部位抽取等量试样(每份 11kg) 。然后用四分法缩至 20kg,取样前先将取样部位面铲除。sample equal amount of sand from 8 different places that are evenly located with each sample weighed 11kg, and then use the quar

54、tering method to reduce each sample to 20kg. the surface of each sampling place should be shoveled off before sampling.7.1.6.14 碎石检验:inspection of gravel: 碎石检验所采用的技术标准为:普通混凝土用碎石卵石质量标准及检验方法 (jgj5392) ,其取样方法与代表批量如下:the technical standard used for the inspection of gravel is: by quality standard and in

55、spection method of gravel and scree for common concrete, jgj 52-92. its sampling method and typical batch quantity are defined as follows:以同一产地、同一规格每 400m3 或 600t 为一验收批,不足 400m3 或 600t 也按一批计。每一验收批取样一组。gravel with the same production place and specification is batched by every 400m3 or 600t for inspe

56、ction and acceptance. quantity less than 400m3 or 600t will also be considered as a batch. one sample is made out of each batch.当质量比较稳定、进料量较大时,可定期检验。when the quality is relatively steady and the quantity of incoming gravel is relatively large, the gravel can be inspected periodically.一组试样 40kg(最大粒径

57、10、16、20mm)或 80kg(最大粒径 31.5、40mm)取样部位应均匀分布,在料堆上从 5 个不同的部位抽取大致相等的试样 15 份(料堆的顶部、中部、底部)。每份 540kg,然后缩分到 40kg 或 60kg 送试。each sample weighs 40kg for gravel with maximum particle size of 10, 16 or 20mm, or 80kg for gravel with maximum particle size of 31.5 or 40mm. the sample positions should be evenly loc

58、ated. make 15 roughly equal samples out of 5 different positions from the top, middle and bottom of the gravel stack with each sample weighed 5-40kg. the collection is then divided into a 40kg or 60kg sample for testing.7.1.6.15 钢板检验:inspection of steel plate:对钢板的外观,检查钢板表面是否有气孔、结疤、拉裂、折叠、夹渣和压入的氧化皮及分层
