5、portant for the development of a country and a region in the knowl edge economy time. The difference between different regions is one of the major reasons which cause the unbalance ciency of technological innovation in order to overcome the dilemmas existing within the traditional CCR model. We util

6、ize the proposed model for providing more accurate efficiency scores and completely ranking order by using the of regional economy development. The present paper applies a cross-efficiency DEA model into measuring the effi data set of inputs and outputs of 31 provinces and autonomous regions in the

7、year 2008. Further research is done by using hierarchical clustering method for classifying all the provinces by their inputs based on hypothesis marginal ence of technological innovation by composing a simple input-output transfer model. method benefit is decreasing.
