1、船岸人员培训程序Training Procedure for Personnel Ashore and Onboard目的 Objectives本程序旨在为支持安全管理体系需要的任何培训，并保证向所有相关人员提供这些培训。This procedure in order to identify any training required of SMS supporting and ensure that such training will be provided for all personnel concerned.适用范围 Application本程序适用于对公司/船舶SMS相关人员的培训

2、管理。This procedure applies to training management of all personnel to be involved with the company SMS.职责 Responsibilities船员部和SMS办公室是公司SMS相关人员培训的责任部门，船员部主管船员培训， SMS办主管岸基培训兼管船员培训。培训包括：标明可能需要的一切培训；制订年度 培训计划并组织实施；审批船舶制定的年度在船培训计划。Crew department and SMS office are responsible for training of all personne

Training include: indicate any training may be necessary; make yearly training plan and organize the implementation of the plan; audit year

4、ly training plan on board.总经理批准公司年度培训计划及集中、委外培计划名额、指标。General Manager is responsible for verification/approval quota and index for the yearly training plan, massed training or training by entrustment outside.船长负责船员在船培训，执行公司培训计划，并制定本船的年度在船培训计划。Master is responsible for organize training on board, per

5、form training plan of company and make yearly training plan on board.培训标识和培训需求 Identification and requirement of Training所需培训的标识：Identification of required training使SMS相关人员得到主管机关、船检机构、行业组织要求的有关资格证书培训； Training for qualification certificate required by competent authorities/ship inspection organizati

6、on/ maritime industry organization.提高SMS相关人员知识水平的知识更新培训；Training of knowledge updating of the relevant personnel involving with the SMS提高SMS相关人员安全管理技能(包括操作技能)的培训；Training of improving the safety management skill (include operation skill) of relevant personnel involving with the SMS;使SMS相关人员充分理解与安全和防

12、管理实施的需要，征询船/岸培训需求情况，并 填写表格员工培训需求/计划表。ISM Department will put forward the training requirement according to requirement of company SMS implementation and ask for situation form both onboard and ashore, and then fill in Form .船上人员的培训需求计划由船长提出。Master will put forward the training requirement on board.年

13、度培训计划的制定 Drawing Up of Annual Training Plan船员部和SMS办公室应根据总经理、指定人员和各部门提出的培训需求及上述标明 的培训，于每年12月底之前传达到体系内相关部门/人员，使有关的规则、规定和 指南在各部门制定年度培训计划时得到充分体现和理解。Crew department and SMS office should convey requirement of training and above indentified training to relevant SMS department/personnel on every December a

20、 the yearly training plan.内审、外审、有效性评价和管理复查及不符合规定情况、事故、险情分析等作为纠 正措施/要求而提出的培训。Training requirement raised by Internal Audit/Outer Audit/Evaluation for SMS Efficiency/SMS Management Review/Non-Conformities, Accidents and Hazardous Occurrences for correction.公司SMS文件、外来强制规则规定发生修改或新增后的培训。Training when companys SMS document or outer compulsory rules revised or added.在安全和防污染管理实施过程中，因工作需要而临时提出的培训。Training put forward in procedure of Safety and Environmental Protection Management as necessary.临时培训的实施：Implementing of Temporary Training集
