ncreasingly,highereducationstakeholdersarerecognizingthevalue—andtheimperative—ofempoweringstudentstobring

theirwholeselvestocollegeand,tothatend,areprovidingholisticprogrammingandlearningopportunities.Fosteringstudentconnectionandbelongingthroughmultiplemodalitiesandprovidingproactiveandwide-rangingmentalhealthresources

whileattendingtoissuesofaccessibilityandinclusionareincreasinglycommononcampuses.Theartificialintelligence(AI)stormhasn’tsloweddownmuchsincethefallof2022,raisingquestionsaboutopportunitiesandrisk,aswellashighlightingtheneedforethicalguidelines.InpartduetothesurgeinAIuse,butalsoduetotheincreasinguseoftechnologyforalltypesofstudentsupport,greateramountsstudentdataarebeingcollected,promptingtheneedforsophisticateddatamodelsandexpandeddataliteracies.Holdingthisbalancebetween“studentashuman”and“studentasdata”becomesevenmorecomplexamidthepolarizingpoliticalenvironmentandtheforcesraisingquestionsabouttheverysustainabilityofhighereducation.

ForthisHorizonReporteditionfocusingonsupportingtheholisticstudentexperienceinhighereducation,panelistdiscussions

reflectedthesethemesandmindset.Thisreportsummarizestheresultsofthosediscussionsandoffersagroundedperspectiveonmultiplepossibilitiesforwhereourfuturemaybeheaded.ThisprojectwasanchoredinamodifiedDelphimethodologythatseekstoelevatethecollectiveperspectivesandknowledgeofadiversegroupofexperts,andthepanelists’activitieswerefacilitatedusingtoolsadaptedfromtheInstitutefortheFuture.

Horizonpanelistswereaskedtodescribethekeytechnologiesandpracticestheybelievewillhaveasignificantimpactonthefutureoftheholisticstudentexperienceinhighereducation,withafocusonthosethataremostlikelytoeitheraccelerateormitigatethetrendsidentifiedasmostimportant.After

practices,panelistswerethenaskedtoidentify—foreachkeytechnologyandpractice—whichtrendsmightbethemostimpacted,inwhatwaysstakeholdersmightleveragethetechnologyorpracticetosupporttheholisticstudentexperience,potentialriskshighereducationstakeholdersmightfacewhenimplementingthatparticulartechnologyorpractice,andfinally,thepotentialimpactofthatitemondiversity,equity,andinclusion.

Scenarios

Scanningthetrendssectionandthetechnologiesandpracticessection,wecanbegintogatherandarrangetheinformationwehaveintologicalpatternsthatcanhelpusenvisionanumberofscenariosforthefuture,scenariosforwhichwecouldstarttopreparetoday.Inthisreport,wepaintportraitsoffourpossiblefuturescenariosfortheholisticstudentexperienceinhigher

education:

•Growth:UnrestrictedgrowthofAItechnologies

proliferatesineveryareaoflife,acrosstheglobe.Highereducatorsquicklyrespondtotheneedforreskillingthe

currentandfutureworkforce,buttheystruggletocombattheescalatingmentalhealthcrisisandfoodandhousinginsecurity.

•Constraint:Thefutureofhighereducationis

threatenedbyfinancialuncertaintyandsocialunrest.Institutionsprioritizea“studentasconsumer”modeltostayafloat.Asindividualstakeholdersexpress

dissatisfactionwithhighereducation’snewimage,

leadersstruggletounitetheirinstitutionsinworkingtowardsurvival.

•Collapse:Aseriesofnaturaldisastersrenders

coastalregionsallovertheworlduninhabitable.Massivereorganizationsinpopulationandresourceseliminate

theexistenceofamiddleclass,forcefamiliestofocusonmeetingbasicneeds,andreducetheviabilityofformalhighereducation.

•Transformation:Theworldembracesartificial

intelligenceasthegreatesttechnologicaldevelopmentofthe21stcentury.Withafocusonsafeandethical

nstitutionsofhighereducation,andtheteachingandlearningpracticestheyadopt,areinmanywaysproductsofthelargerenvironmentsofwhichtheyareapart.Collegesanduniversitiesarealwaysmadeupofpeoplelivingat

aparticularpointinhistory,residingtogetherinparticularcommunities,and

sharingaparticularmixtureofculturalideas,norms,andresources.Mapping

thefutureoftheseinstitutionsandtheirpracticesdemandsthatwepayattentiontothelargersocial,economic,andothershiftstakingplaceacrossourglobal

societythatmaybeimpactinghighereducationinprofoundways.

Tohelpusexploretheselargerforcestakingshapearoundhighereducation,

weaskedpaneliststosurveythelandscapeandidentifythemostinfluential

trendsshapingtheholisticstudentexperienceacrossfivecategories:social,

technological,economic,environmental,andpolitical.Thissectionsummarizesthetrendsthepanelistsvotedasmostimportantineachofthesecategories,aswellasanticipatedimpactsofandevidenceforeachtrend.

Manyofthetrendsidentifiedbypanelistsareunderlyingdriversputtingpressureonthefutureofhighereducation:decreasingenrollments,concernsaboutthe

costofhighereducation,budgetcuts,andtheincreasingavailabilityoflow-costalternativestohighereducation.Theimpactofpoliticalpolarizationandthe

involvementofpoliticiansineducationcurriculaalsohavethepotentialtoimpacthighereducationbroadly.

Fromatechnicalperspective,trendsrelatedtoAIandtheuseofdataare

discussed—thesharpincreaseintheavailabilityofandinterestinAI,aswell

astheincreaseindatacollectedaboutstudents.Panelistsnotedthatmachinelearningisincreasinglybeingusedtoanalyzestudentdata,whichbringswithitgrowingconcernsabouttheimpactofAIonindividuals’righttoprivacy.

Sometrendscenteringstudents’experiencesandtheirabilitytoparticipateinhighereducationarehighlighted,includingtheincreaseinawarenessaroundthechallengesandimpactsofmentalhealthandtheimpactofclimatechangeonfoodinsecurityandmobility.Thesedriversmayalsoimpactanothertrend

wehaveseenconsistentlysince2020:thegrowinginterestfromstudentsin

onlineandhybridlearning.Relatedtoclimatechange,panelistsalsopointedtothegrowingmarketforrenewableresources,aswellastheincreasingneedforclimateliteracy.

varietyofrolesandinstitutionaltypeswithintheUnitedStates,aswellas

possible,we’vetriedtoaccountforthatvariability,thoughthereaderwill

SOCIALTRENDS

ighereducationtakesplacewithinparticularsocialcontexts,andlearningexperiencesareshapedandcoloredbythe

peopleinteractingandbuildingrelationshipsthroughthoseexperiences.Thestudentexperienceinhighereducationisafundamentallysocialpractice,onethatisbetterunderstoodbymappingtheimportantsocialtrendsdevelopingwithinand

aroundit.

Awarenessofmentalhealth

challengesandtheirimpactsisincreasing.

Impact:Mentalhealthchallengesaffectpeopleworldwide,

andcollegestudentsarenoexception.Studentsare

experiencing

all-timehighratesofstress,depression,anxiety,

andsuicidalthoughts.

Mentalhealthcanaffectallaspectsofthestudentexperience,includingenrollmentandretention,

learningandacademicperformance,participation,and

engagementintheclassroomandinextracurricularactivities.Italsohasabearingonsocialrelationships,includingthose

withpeers,faculty,andstaff.Eventhoughmanystudentsarefacingmentalhealthchallengesnowmorethanever,they

arealsowillingtoseekhelp.Collegesanduniversitiesare

experiencingmassiveincreasesindemandformentalhealthservices,inadditiontorequestsforaccommodations.This

hascausedstrainforinstitutions,withmanyscramblingto

securementalhealthpractitionersinthemidstofanongoingshortageofmentalhealthworkers,inadditiontoresources

suchas24/7hotlineoperatorsandtelehealthservices.As

awarenessoftheseproblemscontinuestogrow,officialsat

someinstitutionsarethinkingbeyondtherapyandcounselingandarefindingwaystoadoptandembraceacultureofhealthandwellness.Approachesincludemodifyingcoursepolicies

tobemoreaccommodatingandflexible,trainingfaculty

andstafftoidentifystudentsindistress,andprovidingtools

andworkshopsonhealthandwellness.Movingforward,

institutionsneedtofindwaystohelpstudentsdealwith

thecommonfactorsthatnegativelyimpactmentalhealth,

suchascoursework/load,loneliness,financialconcerns,

bullying,andthestressassociatedwithbeingamemberof

anunderrepresentedgroup.Collegesalsoneedtofocuson

offeringtimelymentalhealthservicesthatcanbeaccessedviadifferentmethodsbasedoninstitutionaltypeandalsostudentneedsandpreferences(i.e.,somestudentspreferoff-campusservices,othersprefertelehealth,andstillotherspreferon-campusoron-siteservices).Fosteringaculturethatpromoteswellnesscanhelpreducestigma,increasestudentresilience,preventmentalhealthcrises,andprovidebetteroverall

supportforstudentsthroughouttheircollegejourney.

foundthatstudentmentalhealthissuesarerapidlyincreasing,andit’snotjustasymptomofthepandemic.Acommunicationsprofessor

at

SaltLakeCommunityCollege

usesZoompollstoconduct

anonymousmentalhealthcheck-inswithhisstudents.AnarticlefromInsideHigherEd

providesresourcesandguidance

forfacultytosupporttheirstudents’mentalhealth.

UniversityenrollmentsaredecreasingintheUnitedStates.

Impact:Since2010,undergraduateenrollmentsintheUnited

States

haveshownasteadydecline,

withasharpdropduringthepandemic.Thoughnumbershavesomewhatstabilizedsincethepandemic,

disparitiesinenrollments—acrossinstitutiontype

andstudentdemographics—remain.

Moregenerally,enrollmentdeclinesareexpectedtocontinueasthetraditionalpopulation

ofprospectivestudentsshrinksandasmorepeoplequestion

thevalueofacollegedegree.Enrollmentdeclineshavethe

potentialtoimpactthestudentexperienceinbothpositiveand

negativeways.Lowerenrollments,alongwithmoreofferings

ofonlineandhybridcourses,meanthatthereareandwillbe

fewerstudentsoncampus,whichwillimpactclasssize,supportservices,participationinextracurricularactivities,andtheabilityforstudentstoconnectwithpeersandwithcampuslifeoverall.

Panelistsofferedcompetingpredictionsforthewayslower

enrollmentsmightaffectclasssizesinthecomingyears.Ontheonehand,itcouldreduceclasssizes,whichmayimprovestudentlearningexperiences.However,itcouldalternativelyleadto

largerclasssizesduetoshortagesoffacultyatsomecampuses.Tuition-dependentinstitutionswillbedisproportionatelyimpactedbydecliningenrollmentsbecausetheywillcontinuetoexperience

budgetcuts,affectingtheirabilitytoprovidethevarietyof

resourcesandservicesneededtosupportstudentlearning

andwellness,inadditiontoprovidingrobustdegreeprograms.

Asenrollmentdeclinescontinue,institutionswilllookto

nontraditionalpopulationsforrecruitment,studentdiversitywillrise,thevarietyofstudentneedsandexpectationswillexpand,

and,thus,institutionswillneedtobereadytosupportincreasinglydiversestudentexperiences.

Impact:Overthepastfewyears,studentinterestand

enrollmentinonlineandhybridcourseshavequicklyincreased.Studentsstillhighlyvalueon-siteexperiences,butmanyhavefoundthatonlineandhybridcoursesoffermoreflexibility,

whichisespeciallyhelpfulforthosejugglingwork,family,andotherliferesponsibilitiesandissues.Tomeetgrowingdemand,institutionswillneedtodevelopmatureandfullyscaledonlineandhybridprograms.Tosupportstudentexperiencesacrossmodalities,institutionswillneedtogarnermorebuy-infrom

faculty;

studentinterestinonlinelearningoutpacesfaculty

interestinonlineteaching.

Institutionswillneedtoadopt

andmaintainappropriatetechnology,offersupportservicestomeettheneedsofvirtuallearners,andhirespecialists

withexpertiseindeveloping,implementing,andmanaging

onlinecoursesandprograms.Facultyalsoneedmoretime,

training,andsupport(e.g.,investmentsincentersforteachingandlearning)sotheycanteacheffectivelyacrossmodes.

Curriculumandassessmentdesignneedtoberevisited,

withamajorfocusonevidence-basedrecommendationsand

practicesregardingaccessibilityandwhichlearningdesigns

andassessmentstrategiesworkwellinonlineorhybridversuson-siteenvironments.Asmorestudentsenrollinonlineand

hybridcourses,thecollegeexperiencehasthepotentialto

changeinanumberofways.Onlineoptionsmighthelpmakeeducationmoreattainabletostudentswhoneedflexibilitytopursueeducation.Theselearningoptionsmightalsoimprovehealthandwell-beingforallstudentsbyallowingforabetterwork–lifebalance.Yet,therearealsopotentialchallenges.

Studentsenrolledinonlineorhybridcoursesmayfinditmoredifficulttoengageandmakemeaningfulconnections.Equityandaccessibilityissuesmightalsobeexacerbated;thedigitaldividecouldcontinuetogrow,withunderrepresentedandlow-incomestudentsbeingthemostimpacted.Ascollegesadoptandcontinuetooffermultiplelearningmodalities,theymustdevelopstructuresthatsupportaccessandqualitylearning

equallyacrossmodalities.

echnologyisconstantlychangingandgrowingmoresophisticated.Astechnologiesbecomeoutdatedandnewtechnologiesareintroduced,institutionsofhighereducationmustconsistentlymonitortheusefulnessoftechalreadyimplementedandplanfornewtechnologiesthatenablemoreadaptivedecision-makingandmoreflexibleteachingandlearningexperiences.

Whatthosetechnologiesare,howtheyaredeployedacrosstheinstitution,andthewaysinwhichtheythemselvescontinuetoevolveisoneoftheongoinganddefiningstoriesofhighereducation.

AItechnologiesarebecomingmoresophisticatedandreadilyavailable.

Impact:ChatGPTlandedinhighereducationnotwithawhimperbutwitharesoundingroar.WhileAItechnologyhasbeenusedinhighereducationforyears,theintroductionofnewerandmore

sophisticatedtoolssuchasgenerativeAIhasputitbackinthe

spotlight,leavingmanywonderingwhattheimpactwillbeon

thestudentexperience.Manyarealreadyalarmedatstudents’

useofAItocompletecoursework,yetsomeareembracingAI

tools,notingthattheyalsohavethepotentialtoshapethestudentexperienceinpositiveways.Forexample,facultyareusingAItostreamlinecoursematerialgeneration,andsomeinstitutionsaredevelopingrecommendationsandbestpracticesforuseinthe

classroom,inadditiontousingAItopersonalizelearning,identifylearninggaps,andaccommodatestudentswithdisabilities.As

AItoolsbecomemoresophisticated,detectingtheirusewillonlybecomemoredifficult.Thus,highereducationshouldprepareforAItobeheretostayandnearlyimpossibletodetect.Curriculumandassessmentdesignneedtobereimagined.Facultyneedto

findwaystoadoptassessmentsthatminimizeopportunitiesforplagiarism,fosteringcreativityandcriticalthinking.It’salso

becomingclearthatgiventheubiquityofAI,manystudentswill

needliteracyinthesetoolstobepreparedfortheworkforce.
