Executivesummary
TheAssociationofSoutheastAsianNations(ASEAN)hasmadestrongprogressinrecentdecades,particularlyintermsofeconomicgrowth.Thecombinedgrossdomesticproduct(GDP)ofASEAN’s10memberstatesgrewfrom$737billionin2000tojustover$4trillionin2024.
MuchoftheprogresshasbeenunderpinnedbystrategicdevelopmentplansaimedatharnessingASEAN’seconomicpotentialandenhancingitsglobalcompetitiveness.
2025isapivotalyearforthebloc’sdevelopmentagenda,withseveralplansdrawingtoacloseinadvanceofanewcycleofinitiativescommencingin2026–mostnotably,
theASEANCommunityVision2045,whichissupportedbystrategicplansincludingtheASEANConnectivity
StrategicPlan2026一2035.
AsASEANembarksonthenextphaseofitsdevelopmentjourney,digitaltechnologieswillplayanevenmore
significantroleinachievingtheprincipalobjectivesof
strategicplans.Thisisespeciallythecaseconsidering
therapiddevelopmentandbroaddeploymentof5G,andincreasingimplementationofAItechnologies(includingcloudandedgeintelligence),quantumcomputing,
blockchainandothertransformativeinnovations.
Meanwhile,thecross-sectornatureoftheASEAN
ConnectivityStrategicPlanunderlinestheneedfora
holisticapproachtodigitalisation.Thisalignswiththe
conceptofadigitalnation,wheredigitalisationiscentraltonation-building,supportedbycoordinatedeffortsto
fullyintegratedigitaltechnologiesintoeverysectoroftheeconomy.
However,thesuccessofthisdigitaltransformationhingesnotonlyoninfrastructureandpolicybutalsoondigital
trust–theconfidencethatindividuals,businessesand
governmentshaveinthesecurity,privacy,reliabilityand
ethicaluseofdigitaltechnologies.Buildingdigitaltrustisessentialtoensurewidespreadadoption,fosterinnovationandenableseamlesscross-borderdigitalinteractions.
ASEANhasmadeprogresswithdigitalisationinrecentyears,reflectedintheperformanceofmemberstatesintheGSMAIntelligenceDigitalNationsIndexandin
otherdevelopmentsthroughouttheregion.However,italsofaceschallengesthatcouldslowthepaceof
digitalisationorresultinafragmentedapproachwithin
theregion,potentiallyaffectingtheeffectivenessof
digitaltechnologiesinadvancingtheASEANConnectivityStrategicPlan.Challengesincludedisparitiesindigital
readiness,regulatoryfragmentationandharmonisation
issues,themobileinternetusagegap,thedigitalskills
gapandgeopoliticaldisruptions.Withoutaddressing
theseissues(andwithoutstrengtheningdigitaltrust),theregionrisksafragmentedapproachthatcouldunderminetheeffectivenessofdigitaltechnologiesinadvancingtheASEANConnectivityStrategicPlan.
Inthiscontext,successfullyrealisingASEAN’s
developmentplansrequiresconcertedeffortsby
stakeholderstofullyleveragetheopportunitiespresentedbydigitalisation.Thisreporthighlightsthreeprincipal
measurestoimprovedigitalreadiness:
—Bridgetheinfrastructuregap–Addressingthe
infrastructureinvestmentgaprequiresacombinationofstrategies,includingfiscalincentives,targeted
fundingforinfrastructuredeployment,andregulatoryreformtoreducedeploymentcosts.
—Accelerateregionalpolicyharmonisation–Harmonisingdigitalpolicycreatesanintegrateddigitalmarket,fostersinteroperability,andstimulateseconomicgrowththroughthepromotionofcross-borderdataflows,e-commerce,digitalpaymentsandinnovation.
—Leverageinternationalcooperationmechanisms–
Thesemechanismscanbeusedtoexchangebest
practicesonthedevelopmentofadvanceddigital
technologies,buildthecapacityoflessadvanced
countries,andpromotesharedstandardsthatreinforcedigitaltrustacrosstheregion.

ASEANdevelopment
incontext
TheAssociationofSoutheastAsianNations1(ASEAN)aimstofoster
regionalcooperation,economicintegration,politicalstabilityandsocio-culturaldevelopmentacrossmemberstates.Theblochasmadestrongprogressinrecentdecades,particularlyineconomicgrowth.
ThecombinedGDPofASEAN’s10memberstatesgrew
from$737billionin2000tojustover$4trillionin20242–amorethanfive-foldincrease.Between2010and2024,
ASEANeconomiesexpandedatanaverageannualgrowthrateof4.5%,comparedtoaglobalaverageof2.8%
forthesameperiod.3Thissustainedgrowthhasdriventangiblesocialandeconomicbenefitsforpeopleandbusinesses,includingbetterlivelihoods,infrastructure,jobsandmarketopportunities.
Muchofthisprogresshasbeenunderpinnedby
strategicdevelopmentplansaimedatharnessing
ASEAN’seconomicpotentialandenhancingitsglobal
competitiveness.RecentexamplesincludetheMaster
PlanonASEANConnectivity(MPAC)2010,4which
servedasafoundationforMPAC20255andtheASEANCommunityVision2025.6Theseinitiativeshaveboostedintra-ASEANtradeandinvestment,havestrengthened
regionalinfrastructureandconnectivity,andhave
advanceddigitaltransformationthroughsupportforcross-borderdataflows,e-commerceanddigital
payments.
ForASEAN,2025marksasignificantmilestone,asTimor-Lestebecomesthebloc’s11thmemberstateinOctober,
withfullmembershipexpectedatthe47thASEANSummit
inKualaLumpur.ThisexpansiondemonstratesASEAN’s
ongoingcommitmenttostrengthenregionalintegration.Inaddition,2025isapivotalyearforthebloc’sdevelopmentagenda,withseveralplansdrawingtoacloseinadvanceofanewcycleofinitiativescommencingin2026–mostnotably,theASEANCommunityVision20457–acomprehensive,
long-termroadmapdesignedtoestablishtheblocas
acentralplayerintheglobaleconomy.Bydeepening
economicintegration,promotingsustainabledevelopment
andfosteringinclusivegrowththatnarrowsdevelopment
gapsamongmemberstates,ASEANaimstopositionitselfastheworld’sfourth-largesteconomyby2030.
ASEANCommunityVision2045issupportedbyseveral
strategicplansthatoperationaliseitsgoalsacrossthree
pillars:Political-SecurityCommunity,EconomicCommunityandSocio-CulturalCommunity,withafocusoneconomicintegration,connectivity,sustainability,humanrightsand
regionalresilience.TheplansareshowninTable1.

presentedbydigitalisationforachievingASEAN’s

Overthepasttwodecades,theformulationand
implementationofASEAN’sstrategicplanshaveoccurredalongsiderapiddigitalisationacrosssociety,driven
bythewidespreaddeploymentanduptakeofmobile
technologies.Theintroductionandadoptionof4Gand5Ginthe2010sand2020s,respectively,havebeenintegraltofacilitatingseamlesscommunication,broadening
financialinclusionandenablingnewbusinessesmodelstoimproveservicedeliveryandaddresssocioeconomicchallengesacrosstheregion.
Recognisingthepotentialfordigitalisationtosupport
itsdevelopmentplans,ASEANhasestablishedseveral
strategicinitiativestodriveprogress,shownontheright.
Thesedevelopmentsaresupportedbyregional
commitmentsandinitiativesfocusedonadvancingthedigitalnationagenda.
TheASEANICTMasterplan20159and2020,10andtheASEANDigitalMasterplan2025,11aimedatachievinginclusivedigitalconnectivity
TheASEANDigitalDataGovernanceFramework
(ADDGF)12in2017,designedtoenhancecross-borderdataflowsandprivacystandards
TheASEANOpenDataNetwork(AODN),13launchedin2021tofostertransparencyandinnovationthroughshareddataplatforms
TheASEANSmartCitiesNetwork(ASCN),14
establishedin2018toencouragetheadoptionof
digitaltechnologiestotackleurbanchallengessuchastrafficcongestionandwastemanagement

digitaltechnologieswillassumeanevengreaterroleinachieving
theprincipalobjectivesofstrategicplans.Thisisespeciallythecase
consideringtherapiddevelopmentandbroaddeploymentof5G,and
increasingimplementationofAItechnologies(includingcloudandedgeintelligence),quantumcomputing,blockchainandothertransformativeinnovations.
Together,thesetechnologiesestablisharobustecosystemthatintegrateshigh-speedconnectivity,intelligent
analyticsandlocalisedprocessing.Thiscreatesasolid
foundationforinnovationacrossindustries,enabling
smarter,moreefficientandmoreinclusivesolutionsinthefocusareasoftheASEANConnectivityStrategicPlan.
Throughouttheregion,digitaltechnologiesarebeing
usedtoenhancesupplychaintransparency,optimise
urbandevelopmentandenableseamlessmobility
amongmemberstates.Digitalinnovationmodernises
infrastructure,streamlineslogisticsandimprovescross-borderservicedelivery.Theshifttowardsdigitalisation
alsosupportstheharmonisationofregulatoryframeworksandstandards,makingiteasierforbusinessesand
governmentstocollaborateandoperateacrossborders.Furthermore,digitalisationstrengthenspeople-to-peopleconnectivitybybroadeningaccesstoessentialservicesandskilledlabourmobilityviadigitalplatforms.
Throughouttheregion,
digitaltechnologiesare
beingusedtoenhance
supplychaintransparency,optimiseurban
developmentandenableseamlessmobility.

Deployingsustainableinfrastructure
Digitaltechnologiesunderpinsmartsolutionsfortraffic
managementsystems,whichhelpreduceemissions.ThepracticalapplicationsofthesetechnologiesacrossASEANalsoincludereal-timemonitoringofinfrastructureprojects,suchasbridgesandenergygrids,topredictmaintenanceneedsandoptimiseenergyconsumption.InMalaysia,
forexample,thegovernmentannouncedaRMY43billion($10billion)commitmentinJune2025toupgradethe
nationalgridinfrastructuretomeetthecountry’sAIand
batteryenergystorageambitions.16Thisinvestmentis
complementedbythedeploymentofsmartmeters,and
gridautomationanddataanalyticssolutionsbynational
utilitycompanyTenagaNasionalBerhad(TNB)to
improvegridreliability,customerexperienceandsupportrenewableenergyintegrationanddecarbonisationefforts,inlinewithASEAN’ssustainabilitygoals.

toupgradethenationalgridinfrastructuretomeetthecountry’sAIandbatteryenergystorageambitions
Governmentsandprivate-sectorplayersarealso
usingtechnologiessuchasdigitaltwinstomonitor
infrastructureinreal-time,andedgeintelligencesolutionstoensurecriticaldecisions(suchasdetectingstructuralanomalies)aremadelocallyandinstantly.Examples
ofdigitaltechnologiesbeingappliedtoinfrastructuredevelopmentinASEANincludethefollowing:
—InSingapore,Keppel’sEnergy-as-a-Service(EaaS)
solutionusesAIandmachinelearningtooptimise
energyassets.ThecompanyisalsocollaboratingwiththeNationalUniversityofSingaporeonsmartgrid
technologiesandimplementinginnovativebuildingsolutionsincludingsmartlightingandoptimised
coolingsystems.
—AISThailandisusingits5GnetworkforasmartminingprojectwithSCG,employing5Gsolutionstopower
autonomousvehiclesformaterialtransportwithinan
industrialzone,enhancingefficiencyandsustainabilitybyreducingdowntimeandCO₂emissions.

Buildingsmartandsustainablecities
UrbanisationishappeningatarapidpaceinASEAN,withmorethanhalfthepopulationlivinginurbanareas,thoughwithsignificantvariationbetweenmemberstates(e.g.
Singaporeat100%urbanisedversusCambodiaat26%).AnemergingtrendacrossASEANistheriseofsmallandmedium-sizedcities,typicallywithfewerthan1million
inhabitants;theseareincreasinglydrivingeconomic
growth.Thecitiesbenefitfromimprovedinfrastructure
andenhancedconnectivitytodomesticandinternationalmarketsandserveashubsformicro,smallandmedium-sizedenterprises(MSMEs).
Despitetheeconomicopportunities,urbanisationalso
presentschallenges,includingincreasedtraffic,pollution,environmentaldegradationandsocialinequality.In
response,ASEANhasdevelopedtheASEANSustainableUrbanisationStrategy(ASUS)17andtheSmartGreen
ASEANCities(SGAC)18programme.Bothrelyondigital
technologiestopromotesustainabledevelopment,
enhancemunicipalgovernanceandbuildmoreinclusive
cities.Asaresult,ASEANhasbecomeahubforsmartcityinnovation,withcutting-edgesolutionshelpingtoimproveresourcemanagement,alleviatecongestion,advance
wastemanagementandgenerallyenhancequalityoflifeforresidents.
InIndonesia,the100SmartCitiesMovementintegratesAIacross98citiesand416districts,withadaptivetrafficcontrolsystemsadjustingtrafficsignaltimingsbased
onvehiclevolume,reducingidletimeandemissions.19InBali’sBadungdistrict,virtualassistantsenhancethevisitorexperiencebyhelpingtouristsplanitineraries,withnaturallanguageprocessingavailableinmultiplelanguages.Thenewcapitalcity,Nusantara,currently
beingdevelopedinEastKalimantan,incorporatesAI
intoitsfoundationalplanningascityplannersimplementintelligentinfrastructureacrosshealthcare,education,
securityandtransportfromtheoutset.ThisestablishesabenchmarkforsustainableurbandevelopmentdrivenbyadvancedAItechnologies.
InVietnam,HoChiMinhCity,inpartnershipwith
technologyfirmCMC,hasunveiledanambitiousinitiativeaimedatestablishinganAI-drivencitymodel.Singapore
uses5Gtechnologytosupportsmartinfrastructure
applications,includingintelligentstreetlightingand
automatedwastemanagementsystems.Meanwhile,AyalaLandinthePhilippinesisdevelopingsmartcommunities
suchasArcaSouth–aconnected,mixed-usedistrict
thatemphasisesthe15-minutecityconcept,20andafullyintegratedlifestyleforresidentsandbusinesses.

innovation,withcutting-
edgesolutionshelping
toimproveresource
management,alleviate
congestion,advancewastemanagementandenhancequalityoflife.

Enablingdigitalinnovation
Digitalinnovationthrivesattheintersectionofhigh-speedconnectivity,AI’sdata-driveninsightsandtheproliferationofconnecteddevicesandintelligentsensors.Across
ASEAN,thisconvergenceisenablingtherolloutofsmartapplicationsacrosseconomicsectors,includinghealth,educationandfinancialservices,drivinggrowthand
unlockingeconomicopportunitiesforindividualsandbusinessesinthedigitaleconomy.
Forinstance,Thailandhaslaunchedseveralinitiatives
focusedon5G-poweredtelemedicineplatforms,suchasthenationalThailandHealthDataSpace5Gprojectandhospital-specificservicessuchasNopparatRajathaneeHospital’stelemedicinesystem.Theseplatformsharness5Gtoenableremoteconsultations,real-timehigh-
