implementedonApril1,2019.Inthisstandard,Articles3.2.3and3.2.5aremandatoryonesandmustbe

andConstructionProjectsGB50433-2008willbecancelledandreplacedaccordingly.

AccordingtotherequirementsofDocumentJIANBIAO[2014]No.189issuedbytheMinistryof

HousingandUrbanRuralDevelopment(MOHURD)—"NoticeonPrintingandDistributing'the

-

DevelopmentandRevisionPlanofNationalEngineeringConstructionStandardsin2015'",after

extensiveresearch,thestandardpreparationgrouphascarefullysummarizedtheengineeringexperience,

referredtorelevantnationalstandardsandinternationaladvancedstandards,andformulatedthis

standardonthebasisofextensivesolicitationofopinions.

Thestandardconsistsof5chaptersand5appendixes,covering:generalprovisions,terms,basic

requirements,soilandwaterconservationschemes,andrequirementsfordesignofsoilandwater

conservationmeasures,etc.

Themainrevisionsofthisstandardare:

1.Specifyingthetechnicalworkcontentsandtechnicalrequirementsofsoilandwaterconservation

foraproductionandconstructionproject(PCPinbriefhereinafter)andimprovingtherestrictive

stipulationsfortheprincipalpartofaproject(PPPinbriefhereinafter)andspecialstipulationsonareas

withdifferenttypesofsoilerosion;

2.Refiningthecontentsandrequirementsfortheevaluation专用ofsoilandwaterconservation,aswell

asforthelayoutofsoilandwaterconservationmeasures;

3.Updatingthedesignrequirementsofsoilandwaterconservationmeasures;

4.Definingthetasksofeachdesignstage,andlistingtherequirementsforthecontentsinthe

chapterofsoilandwaterconservationinaprefeasibilitystudyreport(projectproposal),thepreparation

-

rulesofsoilandwaterconservationscheme,andthecontentsandarrangementofaspecialchapterinthe

preliminarydesignreportofsoilandwaterconservationintoappendixes.

1.0.1Thisstandardisformulatedtopreventandcontrolsoilerosioncausedbyproductionand

constructionactivities,protectandrationallyutilizesoilandwaterresources,improveecological

environment,andensuresustainableeconomicandsocialdevelopment.

1.0.2Thisstandardisapplicabletothepreventionandcontrolofsoilerosionintheproductionand

constructionprojects(PCPs)thatmaycausesoilerosionintheprocessofconstructionorproduction.

1.0.3ThepreventionandcontrolofsoilerosioncausedbythePCPsshallsticktotheprinciplesof

focusingonprevention,prioritizingprotection,adaptingtolocalconditions,andbeingsafe,reliable,

3Basicrequirements

3.1Generalrequirements

3.1.1ThetechnicalworkofsoilandwaterconservationforthePCPshallmainlyincludethe

compilationofsoilandwaterconservationscheme,soilandwaterconservationmeasuredesign,

construction,supervisionandmonitoring,andtheacceptanceofsoilandwaterconservationfacilities.

ThetechnicalworkofsoilandwaterconservationforthePCPshallbeconductedsimultaneouslywith

eachstageoftheproject.Thesoilandwaterconservationchapterinpreliminaryfeasibilitystudystage

(projectproposal)report,thecontentsofsoilandwaterconservationschemeandthecontentsofthe

specialchapterinthepreliminarydesignreportofsoilandwaterconservationmeasuresshallcomply

withtheprovisionsinAppendixesA,BandC,respectively.

3.1.2ThesoilerosionpreventionandcontrolforthePCPshallmeetthefollowingrequirements:

1Duringthewholeprocessofproject,thedisturbanceanddestructiononoriginaltopographic

features,vegetation,andwatersystemsshallbecontrolledandminimized,andtheoriginalvegetation,

topsoil,crustandsandcrust,lichen,etc.shallbeprotected.Wateruseandlandoccupationshallbe

reducedbyutilizationefficiencyimprovement.

2Preventionandcontrolmeasuressuchasretaining,专用slopeprotection,waterinterceptionand

drainageshallbetakenfortheareasofexcavation,filling,anddisposal.

3Thespoil(rock,dreg)shallbecomprehensivelyutilized,andtheunusableshouldbepiledupin

aspecialstorageplace.

4Temporaryprotectivemeasuresshallbetakenduringcivilconstruction.

5Landremediationshallbetimelycarriedoutforfinishedconstructionsitestorestoreitsutilizing

function.

3.1.3Thesoilerosionprevention人人文库andcontrolforthePCPshallachievethefollowingtargets:

1Increasedsoilerosionintheconstructionscopeofaprojectshallbecontrolledeffectively,and

originalsoilerosionshallbetreated.

2Soilandwaterconservationfacilitiesshallbesafeandefficient.

3Soilandwaterresources,aswellasforestandgrassvegetationshallbeprotectedandrestored

tothegreatestextent.

4Thesixindicatorsincludingthepercentageofcontrolledsoilerosionarea,proportionofsoil

erosioncontrol,percentageofblockeddregsandsoil,percentageofprotectedtopsoil,percentageof

recoveredforestandgrass,andpercentageofforestandgrasscoverageshallmeettherequirementsof

currentnationalstandard,GB/T50434StandardofSoilErosionControlforProductionand

ConstructionProjects.

3.2Restrictionsonprojects

3.2.1Site(line)selectionforthePPPshallavoidthefollowingareas:

1Keyzoneofsoilerosionpreventionandkeyzoneofsoilerosioncontrol.

2Plantprotectionzoneslocatedonbothsidesofrivers,aroundlakesandreservoirs.

3Soilandwaterconservationmonitoringsitesandkeytestareasinthenationalsoilandwater

conservationmonitoringnetwork,andlongtermfixedobservationstationsdeterminedbythenational

-

government.

3.2.2Constructionschemeshallmeetthefollowingrequirements:

1Forhighwaysorrailwayssectionswithmassivefillingordeepexcavation,morebridgesand

tunnelsshallbeusedinordertominimizefillingandexcavation.Analternativeplanforusingbridgesor

tunnelsshallbestudiedifthefillingheightisgreaterthan20mortheexcavationdepthgreaterthan30m.

Onthepremiseofensuringslopestability,vegetationprotectionmeasuresorcombinedprotection

solutionofvegetationandengineeringshallbetakenforembankmentortrench.

2Constructionprojectsincityandtownshalladopthigherstandardofvegetationplanting,

emphasizelandscapeeffects,andbeequippedwithirrigation,drainageandrainwaterutilizationfacilities.

3Thetowerbaseofpowertransmissionprojectinhillyregionsshalladoptunequalheight

foundation.Atransmissiontowerpassingthroughaforestzoneshallbeheightened.

4ForthePCPthatcannotavoidthekeyzoneofsoilerosionpreventionorthekeyzoneofsoil

erosioncontrol,constructionschemeshallmeetthefollowingrequirements:

1)Theschemeshallbeoptimizedtominimizelandoccupationandearthwork.Highways,

railwaysandotherprojectswithfillingheightgreaterthan8mshouldadoptbridgescheme.

Pipelinecrossingengineeringshouldadopttheschemeoftunneling,directionaldrilling,or

-

pipejacking.Industrialsitesinhillyregionsshouldadoptsteplayoutwithpriority.

2)Engineeringgradeandfloodcontrolstandardforwater专用interceptionanddrainageprojectsand

blockingengineeringshallbeupgradedbyonelevel.

3)Facilitiesforrainwatercollectionandstorage,andsedimentdepositionshouldbearranged.

4)Vegetationmeasuresstandardshallbeupgraded.Thepercentageofforestandgrasscoverage

shallbeincreasedby1%to2%.

3.2.3Earth(rock,sand)borrowsitesmustnotbelocatedincollapseandlandslideriskareasand

debrisflowproneareas.

3.2.4Thelocatingofearth(rock,人人文库sand)borrowsitesshallmeetthefollowingrequirements:

1Meettherequirementsinurbanandscenicspotplanning,andcoordinatewithsurrounding

landscape.

2Meettherelatedrequirementsofrivermanagementifearth(rock,sand)isborrowedfromriver

course.

3Considerlandusecomprehensivelyafterearth(rock,sand)borrow.

3.2.5Spoil(rock,dreg,flyash,mullock,tailings)fieldsmustnotbesetupinregionsthathave

significantimpactsonpublicfacilities,infrastructures,industrialenterprises,andresidential

areas,etc.

3.2.6Thelocatingofspoil(rock,dreg,flyash,mullock,tailings)fieldsshallmeetthefollowing

requirements:

1Forprojectsinvolvingrivercourses,disposalsiteslocatingshallfollowtherequirementsof

floodcontrolplanningandrivercourseregulationlines,anddisposalsitesshallnotbelocatedinthe

controlareasofrivercourses,lakesorreservoirs.

2Forprojectsinhillyregions,disposalsitesshouldbelocatedindesolategullies,concave

groundsorbranchgullies.Forprojectsinplains,disposalsitesshouldbelocatedinconcavegroundsor

barelands.Forprojectsinwinderosionregions,disposalsitesshouldavoidwindvents.

3Earth(rock,sand)borrowsites,abandonedminingpitsandsubsidenceareasshallbefully

utilized.

4Landuseshallbecomprehensivelyconsideredafterspoil(rock,dreg,flyash,mullock,tailings)

disposal.

3.2.7Constructionorganizationdesignshallmeetthefollowingrequirements:

1Minimizelandoccupationforconstructionsites,andavoidareaswithconsiderablevegetation

coverageandbasicfarmlandarea.

2Scheduleconstructionrationally,avoidrepeatedexcavationandrepeatedtransport,and

minimizeexposedtimeandscope.

Designspecialfacilitiessuchasdregaqueducts,dregchutes,etc.toexportexcavatedearthrock

ifexcavationisonthesteepslopesofriverbanks,orifthereareriverchannels,highways,railways,

residentialareas,andotherimportantinfrastructureunderexcavationslopes.

4Sortandstackabandonedearth,rockanddreg.

5Useabandonedearth(rock,dreg)byotherprojectswithpriorityasborrowearthandrock,or

selectsupplierswithcompliantborrowareaforpurchasedearth(rock,material).

Excavatestepwiseandcontrolexcavationdepthforlargescaleborrowpits.Andcontrol

3.2.8Engineeringconstructionshallmeetthefollowingrequirements:

1Constructionactivitiesshallbeconstrainedwithinthedesignedtemporaryroadsandsitesfor

construction.

2Atthebeginningofconstruction,topsoilshallbestrippedorprotectedfirst.Thestripped

topsoilshallbepiledupwithprotectionmeasures.

3Exposedlandsurfaceshallbeprotectedintimetoshortenexposuretime.Timelyexcavation,

delivery,fillingandcompactionshall人人文库bedoneforearthworkfilling.

4Temporarilystockedearth(rock,dreg)shallbepiledup,andtemporarymeasuressuchas

blocking,covering,drainage,sedimentation,etc.,shallbetaken.

5Mudproducedduringconstructionshallbedepositedfirstthroughsettingbasinandthenbe

treatedwithothermeasures.

6Effectivemeasuresshallbetakenduringcofferdamfillingandremovaltoreducesoilloss.

7Blockingmeasuresforspoil(rock,dreg)fieldsshallbetakeninadvance,andspoil(rock,dreg)

shallbeplacedinorder.

8Measuresforwaterinterceptionanddrainage,andsedimentdepositionshallbetakenbefore

earth(rock,sand)borrowsitesexcavation.

9Protectivemeasuresshallbetakentoavoidspillinginthetransportationofearth(rock,

material,dregandmullock).

3.3Specialregulationsforareaswithdifferenttypesofsoilerosion

3.3.1IntheblacksoilregionofNortheasternChina,thefollowingrequirementsshallbesatisfied:

1Blacksoilresourcesshallbeprotectedandrationallyutilized.

2Inhillyregions,runoffdrainagesystemshouldbearrangedonslopes.

3Forprotectivemeasures,theeffectsoffreezingdamageshallbeconsidered.

3.3.2InsandstormregionofNorthernChina,thefollowingrequirementsshallbesatisfied:

1Thescopeofconstructiondisturbanceshallbecontrolledtoprotectsurfacecrust,sandcrust,

anddesertpavement.

2Measures,suchasgravel(rubble,cobble)stonecovering,sandbarrier,plantsandfixation,

chemicalconsolidation,etc.,maybetakentopreventandcontrolwinderosion.

3Vegetationmeasuresshouldbeequippedwithirrigationfacilities.

IntheearthrockmountainregionofNorthernChina,thefollowingrequirementsshallbe

satisfied:

1Soilresourcesshallbereservedandcomprehensivelyutilized.

2Waterconservationmeasuresshallbetakenintheupstreamwaterconservationareasofrivers.

3.3.4IntheLoessPlateauregionofNorthwestChina,thefollowingrequirementsshallbesatisfied:

1Waterinterceptionanddrainage,aswellasdrainageconnectionandenergydissipation

measuresshallbetakenonslopes.

2Rainwatercollectionandutilizationfacilitiesshouldbearranged.

3.3.5IntheredsoilregionofSouthernChina,thefollowingrequirementsshallbesatisfied:

1Runoffdrainagesystemsshallbearrangedonslopesurfacetopreventdisasterssuchas

Benggang①,landslide,etc.

2Emergencyprotectionmeasuresshallbetakenforrainstorm专用andtyphoon.

4Soilandwaterconservationschemes

4.1Generalrequirements

4.1.1Themaincontentsofsoilandwaterconservationschemeshallincludethebriefintroductionofa

projectandtheprojectarea,theevaluationofsoilandwaterconservationfortheproject,soilerosion

prediction,layoutofsoilandwaterconservationmeasures,andinvestmentestimationofsoilandwater

conservation.

4.1.2Soilandwaterconservationschemeshallspecifytherangeofresponsibilityandobjectivesfor

thesoilerosionpreventionandcontroloftheproject.

4.1.3ThetargetyearofdesignshallbethecompletionyearofthePPPorthefollowingyear,whichis

determinedcomprehensivelyaccordingtothecompletiondateofthePPPandtheimplementation

progressofsoilandwaterconservationmeasures.

4.1.4Thenationalpolicyforsoilandwaterconservationshallbeimplementedinformulatingsoiland

waterconservationscheme,whichshallfollowtheprinciplesof"adjustmeasurestolocalconditions,

4.2.1Investigationitemsshallincludethebasicinformationofaproject,projectcomponentandlayout,

constructionorganization,landoccupation,earthworkbalance,projectinvestment,construction

schedule,removalorresettlement,specialfacilitiesreconstructionorrelocation,andspoil(rock,dreg,fly

ash,mullock,tailings)duringproductionprocessanditsdisposalplan.Meanwhile,theinvestigation

shallsatisfythefollowingrequirements人人文库:

1Thebasicinformationofaprojectshallincludeprojectnameandlocation,constructionnature

andtask,engineeringgradeandscale,totalinvestmentandinvestmentforcivilworks,construction

4.2.2Projectinvestigationmayusethemethodofdatacollectionandfieldinvestigation.

4.2.3Thedetailsofprojectinvestigationshallmeetthefollowingrequirements:

1Topographicmap(withascaleofnolessthan1∶10000)andremotesensingimagedatashall

becollectedforspoil(rock,dreg,flyash,mullock,tailings)fields.Therangeoftopographicmapshall

meettherequirementsoncatchmentareacalculationofearth(rock,dreg,flyash,mullock,tailings)

disposalarea,andcanreflectdownstream人人文库topographicalfeatures.Forearth(rock,dreg,flyash,mullock,

tailings)disposalsiteswithcapacityabove100000m3,relevantengineeringgeologicaldatashallbe

collected.

2Fortheearth(rock,sand)borrowsiteswithacapacityabove100000m3,topographicmap

(withascaleofnolessthan1∶10000)andengineeringgeologicaldatashallbecollected.

4.2.4Projectinvestigationresultsshallbepresentedinaccordancewiththefollowingrequirements:

1Drawingsshallincludethegenerallayoutandplanlayoutofaproject.Drawingsoflinearly

arrangedprojectssuchashighways,railways,etc.shallalsoincludeplanesectionandlongitudinal

sketches,aswellasthetypicalsectiondrawings.

2Thenature,typeandareaofthelandoccupationofaprojectshallbeillustratedrespectively

accordingtotheprojectcomponentandtheadministrativedistrictofcountylevel,andthetableoftotal

landoccupationshallbelisted.Landoccupationtypesshallbeclassifiedaccordingtorelevant

requirementsofcurrentnationalstandard,GB/T21010CurrentLandUseClassificationandsoiland

waterconservationrequirements.

3Earthworkbalancesheetshallbelisted,andflowdiagramshallbedrawn.Topsoilbalanceshall

becalculatedseparately,andabalancesheetshallbeproduced.

4Locationmapshallbeattachedforearth(rock,sand)borrowsitesandspoil(rock,dreg)fields.

4.2.5Theinvestigationandsurveyofaprojectareashallincludegeneralnaturalconditions,thecurrent

situationofsoilerosion,thesensitiveareaofsoilandwaterconservation,etc.,andshallsatisfythe

followingrequirements:

1Generalnaturalconditionsshallincludetopography,geomorphology,geology,meteorology,

hydrology,soilandvegetationoftheprojectarea,andshallmeetthefollowingrequirements:

1)Topographyandgeomorphologyinvestigationshallincludethetopographicfeaturesand

geomorphictypesoftheprojectarea,aswellasgroundslope,elevationandsurfacematerial

composition,etc.withintheprojectsite.

2)Geologicalinvestigationshallmainlyincludethedepthofgroundwater,andharmfulgeological

conditionssuchaslandslide,collapse,debrisflow,etc.withintheprojectsite.

3)Meteorologicalinvestigationshallincludetheclimatetype,annualmeanairtemperature,

accumulatedtemperaturegreaterthanorequalto10℃,annualevaporation,annual

precipitation,frostfreeperiod,annualmeanwindspeedandpredominantwinddirection,gale

days,periodsofrainyseason,periodsofwindyseason,themaximumdepthoffrozenground,

etc.intheareawheretheprojectislocated.

4)Hydrologicalinvestigationshallincludethenamesandscalesofwatershed,riversandlakes,

2Theinvestigationofcurrentsoilerosionsituationshallincludesoilerosiontypes,intensityand

modulus,andsoillosstoleranceoftheprojectarea.

projectareainvolveskeyzonesofsoilerosionpreventionandcontrol,conservationregionsofdrinking

watersource,protectedandreservedareasoftheprimarywaterfunctioningregions,naturereserves,

worldculturalandnaturalheritagesites,scenicareas,geologicalparks,forestparksandimportant

wetlands.Fortheprojectinvolvingtheabovementionedregions,thepositionrelationshipbetweenthe

regionandtheprojectshallbestated.

4.2.6Theinvestigationofprojectareashalladoptthemethodofcombiningdatacollectionandfield

survey.Thethicknessoftopsoilwithintheprojectareashallbemeasured.

4.2.7Detailsofprojectareainvestigationandsurveyshallmeetthefollowingrequirements:

1Thescaleoftopographicmapusedfortheinvestigationofprojectareashallbenolessthan

1∶50000.

2Recenthydrologicalandmeteorologicaldatashallbetaken,andtheirsequenceperiodshallbe

4.2.8Theinvestigationandsurveyresultsofprojectareashallmeetthefollowingrequirements:

4.3Evaluationofsoilandwaterconservationforprojects

4.3.1Theevaluationofsoilandwaterconservationforprojectsshallincludeassessmentonsite(line)

selection,constructionschemeandlayout.

4.3.2Thesite(line)selectionevaluationforthePPPshallmeettherequirementofArticle3.2.1in

thisstandard.

4.3.3Theevaluationofconstructionschemeandlayoutshallbeconductedfromtheperspectiveofsoil

andwaterconservationforthefollowingitemsonebyone:theconstructionscheme,landoccupation,

earthworkbalance,arrangementofearth(rock,sand)borrowsitesandspoil(rock,dreg,flyash,

mullock,tailings)fields,constructionmethodandtechnique,andtheworkswithsoilandwater

conservationfunctionsinthePPPdesign.

4.3.4ConstructionschemeevaluationshallmeettherequirementofArticle3.2.2inthisstandard.

4.3.5Thelandoccupationevaluationofaprojectshallmeetthefollowingrequirements:

1Theareaanddisturbanceshallbeminimizedconcerninglandoccupation.

2Temporaryoccupiedlandshallmeettherequirementsofconstruction.

4.3.6Theevaluationofearthworkbalanceshallmeetthefollowingrequirements:

1Quantityofearthworkexcavationandfillingshallbeoptimized.

2Earthworkallocationshallcomplywiththeprinciples专用ofreasonablesegmentation,feasible

scheduleandtransportdistance.

3Comprehensiveutilizationofsurplusearthworkshallbeconsideredfirst.

4TherequirementsofItems5and7inArticle3.2.7inthisstandardshallbemet.

4.3.7Theevaluationaboutthearrangementofearth(rock,gravel)borrowsitesshallmeetthe

requirementsofArticles3.2.3and3.2.4inthisstandard.

4.3.8Theevaluationaboutthearrangementofspoil(rock,dreg,flyash,mullock,tailings)fieldsshall

meettherequirementsofArticles3.2.5人人文库and3.2.6inthisstandard.

4.3.9Theevaluationofconstructionmethodandtechniqueshallmeetthefollowingrequirements:

1Soilerosionshallbeminimized.

2Ifitisnotspecifiedclearlyinengineeringdesign,therequirementsforsoilandwaterconservation

shallbeadded.

4.3.10Theevaluationoftheworkswithsoilandwaterconservationfunctionsinthe
