继电保护和安全自动装置技术规程1 范围本标准规定了电力系统继电保护和安全自动装置的科研、设计、制造、试验、施工和运行等有关部门共同遵守的基本准则。本标准适用于3kV 及以上电压电力系统中电力设备和线路的继电保护和安全自动装置。2 规范性引用文件下列文件中的条款通过本标准的引用而成为本标准的条款。凡是注日期的引用文件,其随后所有的修改单或修订版均不适用于本标准,然而,鼓励根据本标准达成协议的各方研究是否可使用这些文件的最新版本。凡是不注日期的引用文件,其最新版本适用于本标准。GB 168471997 保护用电流互感器暂态特性技术要求GB/T 7409.17409.3-1997 同步电机励磁系统DL/T 553-1994 220kV500kV 电力系统故障动态记录技术准则DL/T 667-1999 远动设备及系统 第5 部分:传输规约 第103 篇:继电保护设备信息接口配套标准(idt IEC 60870-5-103)DL/T 723-2000 电力系统安全稳定控制技术导则DL 755-2001 电力系统安全稳定导则DL/T 866-2004 电流互感器和电压互感器选择和计算导则IEC 60044-7 Instrument Transformers-Part 7: Electronic Voltage transformersIEC 60044-8 Instrument Transformers-Part 8: Electronic Current transformersIEC 60255-24 Electrical relays Part 24: Common format for transient data exchange (COMTRATE) for power systemsIEC 60255-26 Measuring relays and protection equipment-part 26: Electromagnetic Compatibility requirements for measuring relays and protection equipment.3 总则3.1 电力系统继电保护和安全自动装置的功能是在合理的电网结构前提下,保证电力系统和电力设备的安全运行。3.2 继电保护和安全自动装置应符合可靠性、选择性、灵敏性和速动性的要求。当确定其配置和构成方案时,应综合考虑以下几个方面,并结合具体情况,处理好上述四性的关系:a.电力设备和电力网的结构特点和运行特点;b.故障出现的概率和可能造成的后果;c.电力系统的近期发展规划;d.相关专业的技术发展状况;e.经济上的合理性;f.国内和国外的经验。3.3 继电保护和安全自动装置是保障电力系统安全、稳定运行不可或缺的重要设备。确定电力网结构、厂站主接线和运行方式时,必须与继电保护和安全自动装置的配置统筹考虑,合理安排。继电保护和安全自动装置的配置要满足电力网结构和厂站主接线的要求,并考虑电力网和厂站运行方式的灵活性。对导致继电保护和安全自动装置不能保证电力系统安全运行的电力网结构形式、厂站主接线形式、变压器接线方式和运行方式,应限制使用。3.4 在确定继电保护和安全自动装置的配置方案时,应优先选用具有成熟运行经验的数字式装置。3.5 应根据审定的电力系统设计或审定的系统接线图及要求,进行继电保护和安全自动装置的系统设计。在系统设计中,除新建部分外,还应包括对原有系统继电保护和安全自动装置不符合要求部分的改造方案。为便于运行管理和有利于性能配合,同一电力网或同一厂站内的继电保护和安全自动装置的型式,品种不宜过多。3.6 电力系统中,各电力设备和线路的原有继电保护和安全自动装置,凡不能满足技术和运行要求的,应逐步进行改造。3.7 设计安装的继电保护和安全自动装置应与一次系统同步投运。3.8 继电保护和安全自动装置的新产品,应按国家规定的要求和程序进行检测或鉴定,合格后,方可推广使用。设计、运行单位应积极创造条件支持新产品的试用。Technical Code for Relaying Protection and Security Automatic Equipment1 ScopeThis Code has stated the fundamental principles on the power system relaying protection and security automatic equipment. These principles shall be executed by related scientific research, design, manufacture, construction and operation departments. This Code is applicable to the relaying protection in power equipment and circuits and the security automatic equipment that are used in the 3kV-or-higher power system.2 Normative ReferencesClauses in the following documents have been quoted by this standard and become clauses of this standard. For documents marked with time, their amendments or revise versions are inapplicable. But, it is encouraged that parties that have reached on an agreement can discuss whether the latest edition of these documents can be adopted. For documents without date, their latest editions are applicable to this standard. When the configuration and composition schemes are decided, the following aspects shall be taken into consideration:A.Structural and operational features of the electric equipment and the grid; B. Probability of malfunctions and possible results; C. Current development status of the power system; D. Technical development status of related trades;E. Economic feasibility; F. Domestic and foreign experience. 3.3 The relaying protection and security automatic equipment are key equipment for the safe and stable operation of the power system. When the grid structure, plant and station main connections and the operation mode are decided, the configuration of the relaying protection and security automatic equipment shall be taken into consideration for the reasonable arrangement. The configuration mode of the relaying protection and security automatic equipment shall be in accordance with requirements on the grid structure and the plant and station main connection. Also, the flexibility of the grid and the plant and station operation mode shall also be taken into consideration. If the grid structural pattern, the plant and station main connection form, the transformer connection mode and operation mode have caused the relaying protection and security automatic equipment unable to guarantee the security operation of the power system, they shall be used restrictively. 3.4The establishment of allocation proposals on the relaying protection and security automatic equipment shall preferentially select the digital equipment with operating experience. 3.5 The system design of relaying protection and security automatic equipment shall be in accordance with the prescribed power system design or the prescribed system wiring diagram and their requirements. In the system design, besides the newly-built section, the renovated design on the unqualified part of the relaying protection and security automatic equipment in the original system shall also be included.
