Influenceonexistingtraffic:sinceamassofmaterialswillbetransportedduringconstructionperiod,large-tonnagetransportvehiclesandotherrelatedfacilitieswillintensifylocaltraffic.TheOwnershallcooperatewithlocaltrafficauthoritiestoreadytrafficcirculationplansuchasdiversionplantoneighborroads,andensuretrafficaccessibility.TheBuildershallcooperateactively,adjustthedateofmaterialtransport,andkeepawayfromrushhour–7~10amand4~7pm.3.3.7Theenvironmentalrisksofroadprojectscomefromtrafficaccidentsofallkindsoftransportvehicles.Theextentofdamagemainlydependsonthesensibilityofaccidentsite,andthetoxicity,chemicalproperties,combustibilityandexplosibilityofhazardousarticles.Theaccidentriskshallbereducedtothelowestthroughengineeringmeasuresandmanagementmeasures.Ifhazardousarticlesspill,theconsequenceisserious.Therefore,allcountermeasuresmentionedinthisreportshallbeimplementedandemergencyplanshallbecompiled.

AnalysisofEconomicBenefitsandLossesRelatedtoEnvironment4.1EnvironmentEconomicBenefitAnalysis4.1.1SocialBenefits(i.e.,necessityofprojectconstruction)(1)NecessaryforurbandevelopmentQujiangDistrictbordersXiafeiLuintheeast,andtheWuxiRiverinthewest,connectingXin’anDadao(avenue)inthesouth,andQujiangareainthenorth,occupyinganareaof195.636hectares.AccordingtotheoverallrequirementsoftheQujiangZoningPlan,theroadframeworkunderthemasterplanningis:toformaroadnetworkframeworkfeaturedwith“oneloop,twolongitudinalroadsandonelatitudinalroad”,withanurbanringroadcomposedofBinjiangLuandDongjiDadao,Xin’anDadaoasaneast-westurbanmainroad,andBin’gangBeiluandXiafeiLuastwonorth-southmainroads,whichhasdualfunctionsofbothurbanroadsandhighwaysconnectingoutside.Theconstructionoftheprojectisconsistentwithboththemasterplanningofthecityandthetrafficplanningofthecity,whichisofgreatsignificancetoimprovingthedevelopmentofinfrasturesinthearea,renovatinginside-cityvillagesandacceleratingnewurbanizationprocess.(2)TheneedsofpromotinglocalsocialandeconomicdevelopmentTheurbantransportationisnotonlythebasisandpreconditionforeconomicdevelopment,butalsothebasisandprerequisiteofallkindsofconstructionanddevelopment.Transportationcancontributetoregionaleconomicdevelopment.Atpresent,localtrafficinfrastructuresarerelativelyundeveloped,whichinsomewayimpedeslocaleconomicdevelopmentandpreventslocationadvantagesfromfullexploitation.Thedevelopmentofeconomyissuretoresultincorrespondingcargomovementandpersonneltransfer.Peoplenowtravelfarmoreoftenthanbeforeasaresultofincreasingneedsformaterialandculturallife.Therefore,therearehigherandhigherrequirementsontrafficconvenienceandaccessibility.Unfortunately,undevelopedtrafficcanaffectthesustainabledevelopmentofeconomy.Thus,existingtrafficcapacitymustbeenhanced.(3)Theneedsoffacilitatingpublictrafficandimprovingpeople’slivingstandardTheconstructionofurbanroadshasfacilitatedpublictraffic,providedgreatconvenienceforpeople’stravel,shoppingandotheraspectsofdailylife,andmettheneedsofurbancitizensandsocialactivities.Inaddition,theroadsdesignedelaboratelyarenotonlyinfrastructuresbutalsoasapartofurbanscenery,playingaroleinimprovingurbanlandscape,beautifyingcityandboostingcitylevel.4.1.2EconomicbenefitsTheeconomicbenefitsofthisProjectmainlyincludelandvalueincrement,costdecreaseofvehicletransport,andtimesaving.(1)LandvalueincrementAsaresultoftheimprovementofurbanroadsandrelatedmunicipalfacilities,landresourceswillbeutilizedbetterandtheuseefficiencyoflandwillbeimproved.(2)CostdecreaseofvehicletransportAfterthecompletionofthisProject,thepressureoflocaloriginalroadswillbereleasedeffectively,transportconditionswillbeimproved,regionaltrafficwillbecomemoreconvenient,andtheconvenienceandspeedinessofroadtransportwillbereflectedfully;vehiclespeedandtrafficcapacitywillbothincrease;transportmileagewillbecomeshortertoo.Inoneword,thecostofvehicletransportwillbereducedgreatly.(3)Time-savingbenefitAlongwiththeimprovementofdrivingconditionandspeedandtheshorteningofpartdrivingdistance,thetime-savingbenefitscomefromthereducingofvehicletransporttimeandtourists’traffictime.Tocalculatethebenefitsfromthereducingofvehicletransport,capitalturnovertimeshallbeanalyzedespeciallybecauseinterestwilllowerasaresultofacceleratedcargocirculation.Thereducingoftourists’traffictimewillbringmoreGDP.Inaddition,theimprovementoftrafficsafetywillalsocreatebenefits.AfterthecompletionofthisProject,regionaltrafficconditionswillbeimprovedgreatlywhiletrafficaccidentrateandlosswillbecomelower.4.1.3EnvironmentalbenefitsTheinfrastructuresinsomeproposedconstructionareasareundeveloped.However,thedomesticwastewaterofpartvillagersisdischargedintonearbyriverchannelaftersimpletreatmentandevenwithoutanytreatment.Thuswaterqualityisaffectedinsomeway.Theproposedauxiliaryprojectsofrainpipeandwastewaterpipewillprovideopportunitiesfordomesticandindustrialwastewatertreatment,andalleviatepollutionloadofnearbyriverchannel.4.2AnalysisofEconomicLossesRelatedtoEnvironment4.2.1Economiclossesofecologicalenvironment(1)LossesoflandoccupationThelandoccupationofthisProjectincludestwotypes:permanentlandoccupationandtemporarylandoccupationduringconstructionperiod.Theareaofpermanently-occupiedlandis66,059m(2)LossesofvegetationdeteriorationTheregionalecologicalinfluenceofthisProjectmainlyincludesthelossofecologicalservicefunctioncausedbythelandoccupationofroadconstruction–thechangeoflanduseandvegetationdeterioration.Theecologicalbenefitsandlossesofroadconstructionareevaluatedthroughecologicaleconomics.TheecologicalfunctionsofvegetationmainlyincludeadsorbingandstoringgreenhousegasCO2,releasingoxygen,retardingsurfacerunoff,alleviatingfloodrisks,andpurifyingenvironment.Here,onlytheeconomicbenefitsofthedecreaseofCO2fixationandhydrogenreleaseoftheoccupiedgreenspaceareevaluated.4.2.2Economiclossesinducedbyenvironmentalpollution(1)AtmosphericenvironmentlossesDustpollutionduringconstructionperiodwillaffectnearbysensitivelocations,especiallyinthecaseofdownwinddirection.Inaddition,dustwillalsoimpedethephotosynthesisofneighborcropsandconsequentlyinfluenceagriculturalyield.(2)WaterenvironmentlossesDuringroadconstructionperiod,thedischargeofworkers'domesticwastewaterandwastemaypolluteneighborwaterenvironment.Waterandsoillossmayintensifyattheearlystageofroadconstructionandoperationperiod,andimpedeflooddrainageofwaterconservancyafterdischargeintoriverchannel.Oil-bearingpollutantmixedwithroadsurfacerunoffwillenterintowaterbodyandpollutewaterqualityaftertheaccomplishmentofroad.(3)AcousticenvironmentlossesDuringroadconstructionperiod,thenoisesfromconstructionmachinerywilldisturbthedailylife,workandstudyofsensitivepeopleincludingnearbyvillagers.Thetrafficnoiseofproposedroadisabout60dB,alowlevelonlyaffectinghumansleeping.Theeconomiclossesmayoccuriftheworkefficiencyofpeopleisaffectedasconsequenceofdisturbedsleeping.4.2.3AnalysisofeconomicbenefitsandlossesrelatedtoenvironmentVariousmeasuresrelatedtoenvironmentalissuesmentionedinenvironmentassessmentshallbeconductedduringtheimplementationprocesstoachievetheintegrationofenvironmentalbenefits,socialbenefitsandeconomicbenefits.AlthoughmostnegativeeffectsandpositiveeffectsonenvironmentinvolvedinthisProject,suchaspositivebenefitsandnegativebenefits,cannotbequantizedabsolutely,overall,thepositiveeffectsofthisProjectonenvironmentarefarstrongerthannegativeeffects.

5EnvironmentalProtectionMeasuresTheconstructionsequenceandtimeshallbereasonablyarrangedduringconstruction,andtheconstructionsurfaceshallbeenlargedasfaraspossiblewithrespecttothelayered(blocked)lineconstructionincludingfoundationconstruction,roadbed,roadsurfaceandpipelayingandarrangement,soastoimproveefficiencyofconstructionandensureconstructionqualityandsafetyinoperationandconstruction.Sectionsthroughpartofresidentialareas,districtsofcultureandeducationandothersensitiveobjectsalongthelineshallbeconstructedinadvance,soastocarryoutdockingworks.Practicalandeffectivemeasuresshouldbeadoptedduringengineeringconstruction,soastopreventdisturbingfromtheconstructionsite,andrelevantregulationsandprovisionsshallbestrictlyfollowed,includingstoppingoperationontimeatnoonandnight.Fencesofmorethan2mshallbearrangedalongtheconstructionsitesothatimpactofnoisesonresidentialareascanbereducedduringconstruction.Conservationofwaterandsoilshallbestrengthenedbytakingengineeringmeasuressuchasgreening,andslopeandrevetmentprotection,soastopreventwaterandsoilloss.Constructionroadsshallbeavailablefortheconstructionsectionstokeeptheexistingroadsclearandreduceimpactontheenvironment.5.1 PollutionControlduringConstruction5.1.1 WastegasWastegasinconstructionperiodmainlyincludes1)dustcausedbylandleveling,earthworkexcavation,materialtransport,loadingandunloading,stackingandblending;2)tailgasdischargedbyconstructionmachineryandlargetruckfortransportingbuildingmaterials;3)asphaltsmokecausedbypavementofbituminousconcrete.Topreventtheimpactofwastegasontheambientenvironmentinconstructionperiod,theBuildershalltakethefollowingmeasures:(1) ConstructiondustDustmaybecausedbylandleveling,earthworkexcavation,concretemixing,buildingmaterialstransport,loadingandunloadingandotherprocessesduringconstruction.Sitesselectedforstackingandtransportingbuildingmaterialsshallbeawayfromthecrowd,andstorageyardsshallbearrangedinthedownwinddirectionofthesensitiveobjectsandmorethan100maway.Numberofstorageyardsandamountofstackingshouldbereducedtothegreatestextent,andconstructionwasteshouldbeclearedwithoutdelay.Appropriatetransportvehiclesandmodesshallbeselected,suchastanktransportforcement,wetloadingandtransportforcoalash,andtarpaulincoveredfortransportingearthandstone,andopen-typetransportandovercapacityshallbeavoidedasfaraspossibleduringtransporting.Constructionsitesatthesectionsofhighyieldfertilefarmlandsandorchardsshallbereasonablyandpreferablyarrangedandfarawayifpossible.Constructionwithhighdustpollutionshouldbeavoidedduringricefloweringandfruitbearing.(2) TailgasStrengthenmaintenanceofmachineriesandvehicles,forbidexcessloadofconstructionmachineriesfueledbydieseloil,ensureastandardtailgasemission,andreducepollutantemission.(3) AsphaltsmokeBycommunicatingwiththeOwner,itisunnecessarytoarrangeanasphaltmixingstationfortheproject,andtheasphaltconcreteneededshouldbepurchasedfromtheasphaltmixingstationsnearby.5.1.2 WastewaterWastewaterdischargedinconstructionperiodmainlyincludesdomesticwastewater,constructionwastewaterandsurfacerainfallrunoff.(1) DomesticwastewaterThelivingquarterforconstructorsoftheprojectissupportedbythevillagesnearbyandnolivingquarterwillspeciallybeestablishedforconstructors.Duringtheconstruction,thedomesticwastewaterwillbedisposedbyexistingpublicutilitiesofsurroundingvillages.Ifthevillageistoofaraway,temporarymobiletoiletwillbesetandthewastewaterwillbepumpedandtransportedbyenvironmentalsanitationdepartmentaftersimpletreatment.(2) ConstructionwastewaterConstructionwastewatermainlyincludessand-gravelmaterialwashwater,concretesystemwastewater(washing,prefabricationandcuring),andmechanicalequipmentwashingwaterandmudwastewaterduringfoundationconstruction.1) Strengthenmanagementandwellperformconstructionorganization.Reasonablyarrangetheconstructiontime,trytocarryoutconstructioninadryseason,preferablyadopttheadvancedconstructiontechnology,andusecofferdamsforconstructionofthesectionsnearriversandthepiers,soastoreducepollutionofsilttorelatedwaterbody.2) Settlingpondsandoilseparatorsshouldbesetatconstructionsite.IftheconstructionwastewatermeetstherequirementsofReuseofUrbanRecyclingWater-WaterQualityStandardforUrbanMiscellaneousWaterConsumption(GB/T18920-2002)aftersedimentationtreatment,itcanbere-usedforengineeringconstructionandnearbygreening.3) Wastewaterforwashingconstructionmechanicalequipmentandvehicles:washingshallbeperformedatarelativelyfixedplace,andthewastewatershallbethencollectedtobesubjecttooilremovalandsedimentationtreatment,wheretheliquidsupernatantisrecycledforwashingandsprayingtoreducedust,andthesedimentcanbeusedforfillingtheroadbedafterbeingdesiccated.Thetreatmentprocessisasbelow:WashwaterforvehiclesWashwaterforvehiclesGritbasinSettlingpondRecyclingOilseparator4) Washwaterforsand-gravelmaterialsandwastewaterofconcretesystem:aheadracechannelshouldbearrangedalongthetemporarystorageyardofcement,sandandotherbuildingmaterials,coversshouldbearrangedonthestorageyard,lime,cementandothermaterialsshouldnotbestoragesintheopenair,andarrangementofmaterialsshouldbewellperformed,soastoreducestackingtimeofbuildingmaterials.5) Withrespecttoconstructionofsectionsneartheriverchannel,thestorageyardshallbeasfarawayfromtheriverchannelaspossible,especiallyforthetemporarystorageyardforasphalt,oilchemicalsandothermaterials.(3) ProtectionmeasuresforriversalongtheroadThetimeofconstructionforsectionsalongandacrossriversshouldbereasonablyselectedtoavoidlarge-scaleexcavationinarainyseason.Rainwaterattheconstructionsiteshouldbeintroducedtoatemporarysettlingpondviaanopendrainforsedimentationtreatment.Aftersedimentationtreatmentintemporarysettlingpond,thewatercanbereusedforengineeringconstructionandnearbygreening,andtheredundantpartwillbedrainedintonearbyrivers.Rainwaterattheconstructionsitedirectlyflowingintoriversshouldbeavoided.Thedomesticwastewatercausedbyconstructorsshouldbetreatedviathepublictoiletsofvillagesalongtheline.Iftheconstructionsiteistoofarawayfromthevillage,atemporarymobiletoiletcanbesetandthewastewaterwillbepumpedandtransportedbyenvironmentalsanitationdepartmentaftersimpletreatmentwithoutbeingdischargedoutside.Itisnotallowedtodischargethedomesticwastewatercausedbyconstructorsdirectlyintorivers.3) Thesettlingpondandoilseparatorshouldbearrangedattheconstructionsite,theconstructionwastewatershouldbereusedforconstructionsiteaftersedimentation,oilremovalandothertreatmentprocesses,anditisnotallowedtodischargetheconstructionwastewatertoriversdirectly.4) Itisnotallowedtoarrangetheborrowgroundandspoilgroundaswellassand-gravelmaterialyardsonbothsidesofriversalongtheline.Aworkshedshouldbesetupformaterialseasytobewashedaway,soastopreventlossofconstructionmaterials,thespoilgroundshouldbeclearedintime,thehouseholdgarbageatconstructioncampsshouldbecollectedspecially,anditisnotallowedtodischargetheconstructionwasteandhouseholdgarbagecausedbyconstructorsintorivers.5) Maintenanceforequipmentandvehiclesandoilchangeattheconstructionsiteshouldbeperformedataprofessionalmaintenancestation,whichshallnotbeperformedattheconstructionsite,andoilywastewaterdisorderlydischargedtothewaterbodyshouldbeavoidedsoastoprotecttheenvironment.5.1.3 NoiseNoisesduringroadconstructionaremainlygeneratedbyconstructionmachineriesandtransportvehicles,andtheflowingnoisecontrolmeasuresshouldbetakentoreducetheimpactofconstructionnoiseontheambientenvironmentandsensitivespot:(1) Selecttheconstructionmachinerieswithlownoise,performnoisemeasurementontheconstructionmachineriesinadvanceunderanormalworkingcondition,andavoidmachineriesnon-conformedtothenationalstandardatthesite.Carryoutmaintenancefortheequipmentusuallyduringconstruction,ensuretheconstructionequipmentisunderafavorableworkingconditionwithlownoise,andavoidaheaviernoisepollutioncausedbypoorperformanceoftheequipment.(2) Reasonablyarrangethepositionoftheconstructionmachineryandbefarawayfromthesensitivespot.Avoiduseofalotofhigh-noisedevicesatthesametimeinoneconstructionarea.(3) Reasonablyarrangethetransportrouteandtransportprogram.Theoperationtimeshallbeadjustedwhiletheroadsaroundareusedasthetransportrouteforconstructionmaterials,soastopreventdisturbingtotheoriginaltrafficaround,andmeasuresofslowingdownandnohonkingshouldbetakenincaseofconstructionatnight.(4) AtthesensitivesitesincludingRoyalRioeraBayresidentialarea,No.3MiddleSchoolofQuzhouZhejiangProvinceandPaimenVillage,protectivebarriersshouldbearrangedaroundtheconstructionsite,andamobilesimplesoundbarriercanbearrangedforthehigh-noiseequipment,soastoreducetheimpactofequipmentnoiseontheenvironment.(5) Generally,constructionatnightisnotallowed,andoperationwithhighnoiseshouldbearrangedinthedayasfaraspossible.NecessaryconstructionatnightshouldbeapprovedbyEnvironmentProtectionSub-Bureauandbenotifiedbyresidentsnearby,theworkinghourshouldbeasshortaspossible,andnoisereductionmeasuresshallbetaken.5.1.4 SolidwasteSolidwasteduringconstructionperiodmainlyincludesdomesticwasteandconstructionwastecausedbyconstructors.(1) DomesticwasteThedomesticwasteoftheprojectcausedbyconstructorsshouldbecollectedandentrustedtothepublicsanitationdepartmentforclearingandtreatment.(2) Constructionwastepublicsanitationdepartment5.2 PollutionControlduringOperation5.2.1 WastegasThewastegasduringoperationismainlyautomobileexhaust,andfollowingmeasuresshallbetakentoreducetheimpactofautomobileexhaustontheambientenvironment:(1)Strengthentrafficmanagementandvehiclemanagementsystem,strictlyfollowtherelatedemissionlimitstandardformotorvehiclesofthecountry,andrestrictvehicleswithtailgasexceedingthenationalstandardaswellasthatloadedwithbulkmaterialswithoutcoveringmeasures.(2)Strengthenmaintenanceandcleaningofsurface,maintainagoodtrafficorder,ensurevehiclesrunningunderafavorableroadcondition,andreduceorevenavoidtrafficjam.(3)Plantssuchasoleanderwhichcanwellabsorbwastegasshouldbeplantedonbothsidesoftheroad.5.2.2 WastewaterTheroadsurfaceshouldbeclearedintimesoastoreducetherainwaterpollutantatthebeginningofarainyseason.5.2.3 NoiseThenoiseduringoperationismainlytrafficnoise,andfollowingmeasuresshallbetakentoreducetheimpactoftrafficnoiseontheambientenvironment:(1) ReasonableplanningandcontrolRelevantdepartmentsshallreasonablyplanandcontroltheusingfunctionoflandsonbothsidesoftheroadinconsiderationoftheacousticenvironment.Theadministrativedepartmentinchargeofplanningshoulddeterminethedistancebetweenthenoise-sensitivebuildingsandgroundtrafficfacilitiesinrelevantplanningdocuments,soastoavoidsignificantinfluencecausedbygroundtrafficnoise.Accordingtotheanalysisofplanningdata,landsalongtheroadaremainlyusedforliving,schoolandcommercialpurpose,therefore,certaindistancebetweenthefirstrowofbuildingsandtheboundarylineofroadmustbemaintained.AccordingtoDesignSpecificationsofHighwayEnvironmentalProtection(JTGB04-2010),thedistancebetweentheresidentialdistrictandthecenterlineoftheroadshouldbemorethan100m,andthatbetweenthehospital,sanatoriumandschoolandthecenterlineshouldbemorethan200m.Thisfourenvironmentalfunctionzonesshouldbesubjecttogreeningorusedfortrafficservicefacilities,warehouselogisticsandothernon-noise-sensitivefacilities.Withrespecttotheexistingnoise-sensitivebuildings,soundbarriers,buildingprotectionsandothereffectivenoisepollutioncontrolmeasuresshouldbedeterminedaccordingtothemonitoringdataafteroperation,andremovalorreplacementcanbeperformedifavailable.Accordingtotheusefunctionsofbuildings,stairs,bathrooms,kitchensandotherfacilitiesshallbearrangedatthesidefacingtotheroadwithrespecttothefirstrowofbuildingsfacingtotheroad.ThefirstrowofenvironmentallysensitivebuildingsclosetotheroadshallbedesignedaccordingtotherequirementsofCodeforDesignofSoundInsulationofCivilBuildings(GBJ118-88),whereanenvelopedbalconywillbedesignedoutsidethewindowandtheimpactofnoisewillbereducedviasoundinsulationofthewindowandbalcony.(2) StrengtheningtrafficoperationmanagementWellarrangewarningsignsontheroad,andarrangenohonking,speedlimitandothersignsatthesectionwithintensivenoisesensitivespots,soastoremindpeopledrivingvehiclespassingbyofnohonkingandslowingdown.Strengthenmaintenanceoftheroad,maintainasmoothbridgefloororroadsurface,reducesinking,crackandbumpoftheroadsurfaceasfaraspossible,andreducehighnoiselevelgeneratedduringbrakingandstartingofvehicles.(3) TakingnecessaryandeffectiveengineeringmeasuresThespeedperhourdesignedfortheprojectis40km/h,whichplaysaroleincontrollingurbantraffictosomeextent,andforthetrafficvolumeintheroadoperationperiodislarge,followingprinciplesshallbefollowedfornoisecontrolling:1)Residentswithintheprotectiondistance30mshouldberelocatedatapropertimeinprinciple.However,effectivetreatmentmeasurescanbetakenfirstinactualoperationtomeetrelevantnoisestandards,andrelocationcanbeperformedstepbystepincombinationwiththetownplanningwhenoldhousesarerenovatedandrebuilt.2)Withrespecttothenoiselevelheavilyexceedingthestandard(≥5dB),ventilatingwindowsareinstalledforthefrontrowclosetotheroadforafewofsmallvillageswhichareclosetotheroadoroutofprotectiondistance30m.3)Withrespecttothenoiselevelslightlyexceedingthestandard(≥4dB),greenbeltsincertainwidthshallbearrangedonbothsidesoftheroad,soastoreducedustandnoise.4)Withthegrowthoftrafficvolumeinoperationperiod,impactlevelincreases,therefore,noisereductionmeasurescanbetakenforvillagesunderanoiselevelheavilyexceedingthestandardinfutureincombinationwiththenoisemonitoringconditionsoftheroad,suchasbuildingfunctionchange,installationofasoundproofwindowandrelocation.(4) TrackingmonitoringInconsiderationofuncertaintyofpredictions,theOwnershallcarryouttrackingmonitoringaftercompletionoftheproject,andmeasuressuchasarrangementofsoundproofwindowsshallbetakenincaseofexceeding.Underthepremiseofstrengtheningtrackingmonitoring,advicesoftheresidentsrequiringfornoisereductionmeasuresshallbetakenintime,andsoundproofwindowsshallbeinstalledintimeifaccepted,ortheOwnershallperformrelocation,economiccompensationorotherwaysfollowingtheadvicesoftheresidents,andtheexpenseshallbepaidbythereservedcostforinvestmentinenvironmentalprotection.5.2.4 SolidwasteWasteandscrapgeneratedduringcuringoftheroadshallberecycled.Accordingtointerrelateddata,theasphaltpavementoillayercanbereusedforpavinglow-classhighwaypavementafterrecycling,anditisfeasibleintechnologyandeconomy,forexample,thewastecanbeusedforbuildingacountryroad,whichcansave20%ofconstructionfundandRMB50,000-60,000yuanperkilometer,andtheconstructionqualitycancompletelymeettherequirement.5.3
