instruction.74 1. basis of preparation and explanation thermal power plant project of india 1200mw lanco amarkantak takes zeland project pvt ltd as general contractor and dongfanf electric corporation the sub-contractors of the equipments. for construction, civil work and installation is taken charge of by construction sub- contractor, dec take charge of supervision and necessary technical instruction on construction. it aims at assuring quality of the project and completing the construction tasks provided in the contract of the project safely and orderly on time with high-efficiency to prepare construction engineering, which can be provided to dec for reference of organizing construction. according to the contract of the lanco amarkantak thermal power station 2300 mw unit # 1 thermal power plant and the construction technology and many-year supervision experience of our company, we prepare this construction engineering as one of the documents of installation, supervision and technology instruction of erection plant project. 1.1 basis of preparation 1.1.1the contract of the india lanco amarkantak thermal power plant 1.1.2“technical specification of construction the power private limited hyderabad india and zelan projects private limited as principal contractor roundly takes charge of design, equipments, construction, commissioning and operation, etc. chinadongfang electric corporation(dec) as sub-contractor takes charge of design, equipment manufacturing and supply, installation supervision and technical instructor of the project. construction organization mechanism is shown in fig. 1. 3.2 management duty 3.2.1 duty of zeland roundly take charge of design, equipments, construction, commissioning and operation, etc. 3.2.2 duty of dec takes charge of design, equipment manufacturing and supply, supervision of installation and necessary technical instruction of the project. 3.2.3 duty of erection supervisor and technical instructor provide reference documents of construction and technology and assure they are exact. prepare the project quality inspection (5) making full use of machine and tools as well as field arrange work and rest time reasonably through organization and command to get a high use rate of machines and tools and field. 5.3 technology management flow chart of construction technology management can see figure 4: 5.3.1 preparing unit erection organization scheme only when collecting the necessary documents and files on designs and equipments, can it prepare unit erection organization design according to actual situation. it should be the practical value of operability and guiding this project. and it should be carried out only after decision of the related personnel and examining and approving program. 5.3.2 joint checkup of erection drawings specialized erection drawings of the unit are the principal basis for checking and accepting specialized erection joint checkup of construction drawings can be performed in various ways and it should solve the problems in design, equipments, erection, materials, production operation, the unit taking charge of joint check-up construction drawings should make a particular joint checkup newsreel and stored for future reference. 5.3.3 technical instruction of erection before erection, technical personnel should prepare erection scheme, measures and working instruction based on approved erection design files, drawings, manufacture documents, requirements of contract, regulations, criterion and inspection standard. technical introduction of erection is to make constructors understand project scale, characteristics, construction task, special operation methods, quality requirements and safety measures and make sure that the constructors know fairly well; take charge of the technical instruction respectively, the files that having been introduced on technology should not be altered at will in construction and if necessary, it must have the related alteration procedure and approval program, the personnel attending technical instruction of construction signs to ratify the instruction contents. flow chart of technical introduction of construction sees figure 5. 5.3.4 design alteration and project contact list the approved design files are the principal basis for construction and the construction unit should construct it by drawings and ensure project quality, if find problems on design or it will be altered due to construction party, only when it is applied for, or contacted and transacted signature procedure, can it be altered. project contact list should be formally put forward after it passes related examination and approval program by way of project contact channel. design alteration documents and project contact list must be reserved as accomplishing documents for future reference. begin prepare be familiar with construction drawings of project contract summary of drawing joint checkup general situation of construction is a part of project accomplishing documents so it must reflect the construction process of the whole project clearly according to the facts and an important history archives for owners to know the situation of this project. technical documents of construction calls for original documents filled neatly, all of the technical record of construction and erection (including hidden project and measuring record) begin release construction task, technican of construction group should attend erection scheme and working guide, available document and information introduction for erection drawings operation methods and quality and safety assurance measure design alteration and situation of using material for other purpose inspect acceptance requirements, quality standard and quality acceptance and assessment methods end the technical documents of construction should not be duplicate copy, the signature of the party must be signed by himself and it should be his whole name. providing of technical documents in construction will be settled through negotiation according to requirements of contract generally. technical and accomplishing documents of construction must transact formal signature procedure before handing over and taking over them. program of preparing and releasing technical documents can see figure 6. 5.4 management of technical documents 5.4.1 range of technical documents it includes: drawings, engineering technical documents related to supplying and erection, standard, regulations and criterion for project, working introduction, safety construction measures, contract, technical protocol and letters related to project. the aim of managing technical documents if to ensure using available files and documents and not losing them in project construction and handing over accomplishing documents completely. 5.4.2 document management drawing document management file management center should check and number the drawing documents after party a receives them and establish machine account, stamp mark of being controlled and manage it being controlled. file management center should deliver them according to stated range and establish machine account. after accomplishing project, file management center will take back all of the drawings delivered and then deal with and pigeonhole them uniformly. when file management center receives design alternation sheet provided by party a, check and number them, establish machine account and put them into the corresponding drawing volumes. file management center delivers design alteration sheet according to delivery range and quantity of drawing and after that establish machine account. when receiving design alteration sheet, the departments using the drawings should stamp alternation marks on the corresponding drawings. after accomplishing the project, file management center will take back alternation sheet (together with drawings) and then deal with them in concert, after that pigeonhole them according to requirements. the documents should be numbered uniformly according to regulation of party a, the searching catalog and code of all drawing documents will be put in computer. all documents should be pigeonholed according to code and classified on contents for convenient inquiry. begin prepare technical documents collate documents examine documents modify documents approve documents mark of documents submit and confirm documents release documents accept and register documents ends figure 6 programs for preparing and releasing technical documents letter management all of the two-way technical letters related to project should be managed by file management center. when file management center receives a letter, number and register it, stamp seal for incoming dispatches passing round for perusal and then send it to the manager in charge for reviewing. then copy it and deliver it to the related departments according to reviewing while pigeonhole the original letter through file management center. when posting a letter, the department to post a letter should send the letter to the leader in charge for examination and check and after approval and signature of the leader in charge, file management center should number, register, send and pigeonhole the letter. number letters according to requirements of party a uniformly, and then put it in computer. management for accomplishing documents tidy up various engineering data, engineering documents, erection record, acceptance and assessment record, equipment defect treatment situation, material qualification and test report in form of unit project document appearing in construction in form of unit project document package. then according to requirements of contract (or agreement with owner), accomplishing documents should be provided to owners according to requirements. 6. management of quality in project such project is examined and evaluated on quality in accordance with recognized quality checking and evaluating standard for construction of thermal power engineering in power industry: volume of turbine, piping volume, welding engineering volume, processing and configuring volume, water processing volume, and hydrogen-making device volume. 6.1 quality target the general target for installation quality of such project is: the excellence percentage of unit project is up to the standard and as required by the contract; the excellence percentage of individual project is up to the standard and as required by the contract; to ensure the quality in construction, improve technology of construction and found first-class project. 6.2 quality checking units the project uses three-grade checking and evaluating system as erection group deczeland. no.involved departmentgrade 1erection groupgrade i 2decgrade ii 3zelandgrade iii 6.3 quality management measures 6.3.1 construction quality management measures practice a system: “no erection without examination of drawings, without work instruction, without description of technology”. before erection, examining the drawings, preparing work instruction and describing erection technology. implement the system of quality checking and planning. according to monthly construction plan, prepare monthly acceptance plan on quality. the persons in charge of checking quality should be ready for acceptance in advance as required by the plan. implement three-grade acceptance and management system, namely self-checking in installation department, cmec/sec inspection and mapna rechecking, and ipdc acceptance. the checking items and grades at different levels are divided as required by identification table of checking and acceptance for quality in constructional project. establish and realize responsibility system for project quality, and investigate the responsibilities for possible problem of quality level by level. insist on such a quality management system as a regular meeting on quality each week in installation department, and a quality analysis meeting each month in quality monitoring department. hold site analysis meeting immediately if there is any quality problem found; and reflect the irregular quality check results held by owner and monitoring department. as for the project passing grade iii acceptance, after it is conformed by grade ii acceptance in completion of the project, the constructional unit should regulate materials in time, mapna should notice gnce to check for acceptance. correct and reflect the proposed problems and requirement in time. the work instruction for construction should be prepared before commencement of the project and set necessary points “w” and “h” at the key processes in construction, and the processes impacting and being covered by following process as well as concealed works. after its preparation, submit it to supervising engineer in advance as required by the contract and do not starting the project until it is approved. at any time accept the inspection and tests by the owner and supervising engineer in construction and constructors should provide convenient conditions for such inspection and tests and correct the problems proposed by the owner and supervising engineers. as to the mediate acceptance for concealed works, advise the supervising engineer in advance as required. after completion, well record the self-inspection results and apply for
