项目现状宏泰养殖小区地处双辽市永加乡真固村南1公里处，位于卧马公路旁，道路交通十分便利，现已铺通自来水管道，电、有线电视也已接入。养殖小区内现有规模化养殖圈舍63间，有仓储、住宿房屋6间。 2007年出栏肥猪1000余头，实现销售收入90余万元，2008年预计出栏2000头左右，将实现销售收入360余万元。2.2自然概况双辽市地处吉林省西部东西辽河汇流处，位于东经12305至12405，北纬4320至4405之间，属于干旱、半干旱、热量较充足、雨量偏少的雨养农业区。全市幅员面积3121.2平方公里，其中耕地196万亩，占41.95。年平均积温在3100左右，日照时数为2972.5小时，平均年降水量494毫米，无霜期145天，适合生态农业综合开发项目建设。地理位置优越，交通便利。平齐线、大郑线铁路在境内交汇，铁路延伸110公里。203、303国道纵贯南北，104省道横贯东西。项目区紧靠省道及国道，位于双辽中南部，便于产品运输及农业科技成果展示。场内通讯设施先进，便于信息传递。2.2.1地理位置及范围地理位置：永加乡位于双辽市西部，南面与双山镇合亲村相连，东面与秀水毗邻，西靠卧虎镇，北接兴隆镇。项目区位于村屯的西侧和北侧。范围：全乡总面积23平方公里，其中耕地7700公顷，林地3300公顷，草原4400公顷，水域面积1100公顷。2.2.2 水文气象永加乡属大陆季风气候，年平均气温5.6，年平均降水量460mm，无霜期145天，年平均日照总时数2972小时。2.2.3 地形、地貌及土壤永加乡位于平原区域，总体地势平坦，有散在的沙坨分布，耕地土壤肥沃。项目区位于沙坨平地交流处，向阳，日照充足，呈矩形分布，土壤为中性，ph值在7左右。2.2.4 水资源项目区水资源丰富，水资源总量30万立方米，其中地下水为25万立方米，自然泡塘水量5万立方米。2.2.5 耕地种类、数量和开发潜力项目区耕地为沙壤土，全乡总耕地面积7700公顷，其中ph值在7左右的沙壤土耕地占70，具有较大的开发潜力。2.2.6 自然灾害春季干旱少雨，影响果树抽芽，降低果质和产量；冬季季风较大，使土壤表层腐植被卷走，降低土壤肥力，并造成水土流失；夏季雨量集中，78月份降水量达200多毫米，并伴有多种病虫害发生。2.3 社会经济状况2.3.1人口及劳动力全乡总人口11970人，其中农业人口11023人，劳动力7620人。2.3.2 地方财政与农民收入2007年全乡财政总收入 万元，农民人均收入达 元。2.3.3科技服务体系项目技术指导单位双辽市农业技术推广中心园艺特产站，曾承担过国家的“丰收计划”项目多次，在“强站兴农工程”中获得先进单位，植物保护和农技推广工作的科技人员40人，其中高级农艺师3人、农艺师15人，初级职称22人，这些科技人员实践经验丰富，实际操作能力强。此外，还有技术依托单位：吉林省农业技术推广总站、吉林省土肥总站、吉林省农科院和吉林农业大学的指导，为项目顺利实施提供了重要保证。2.4 基础设施2.4.1交通与电力沈明公路由南向北从境内穿过（项目区距沈明公路直线距离1000米），乡村公路已形成网络化（水泥路总长10公里），另有新203线从中穿过。全乡早已实行了村村户户通电，电力供应充足，可以为项目实施和完成提供便利条件。2.4.2领导班子建设及农民参与情况各级政府和领导愈来愈深刻的认识到，加入wto后，农产品要想在国际、国内市场上有竞争力，必须在提质增效上做文章，加快国内外农业科技新成果的推广普及进程。而建设生态农业综合开发项目可起到事半功倍的效果。随着大宗农产品价格下滑，农民迫切需要提质增效的新作物、新成果，掌握先进的科学种植栽培技术，进行种植业结构调整和提高种植业水平。第三章 项目建设的必要性和可行性3.1项目提出的必要性和依据中央2006年1号文件出台后，给农民带来了更多的实惠，农民农业生产热情高涨。但受市场经济大潮的影响，旧的种植方式、种植品种、经营方式已远远满足不了社会发展需求，因此全国各地掀起创办生态农业综合开发项目的热潮。3.2项目建设的必要性 大力发展无公害生猪养殖，是落实菜篮子工程，发展畜牧业，调整农业结构，保护生态治理环境的重要举措, 对促进农业增效、农民增收，意义重大。 双辽市是农业大市，生猪养殖一直是我市农业经济收入的主要组成部分，但是，生猪品种结构不合理，品质差，饲养落后，一家一户养殖，成品猪外调困难，销售不畅，规模效益、抗风险能力弱，附加值低，一直制约着我市生猪养殖业的发展，为了尽快适应生猪养殖业的新形势，充分发挥我市养殖业的传统优势，打出特色牌，我们经过市场调研、论证，拟投资兴建无公害优质生产养殖基地。 本项目立足永加乡和双辽地区广大农村丰富的土地、劳动力和饲料资源，在现代先进的饲养技术和管理技术条件下，引导农民走出传统养殖圈子，进行养殖业的“三元”结构调整，进行“粮、经、饲”种植养殖模式，发展养猪业，同时针对本地区猪的品质及养殖水平滞后的现状，以市场为导向，以科技为动力，以基地为依托，充分利用我市农业产品化调整的契机，发挥褚兰养殖业现有优势，积极引导无公害优质商品猪生产。 3.2.1扩大规模的有利条件 1、有利的区位优势 永加乡地处双辽市的中心位置，距市区40公里，203国道、102国道、平齐铁路在境内交错经过，是东北地区重要的交通枢纽，境内交通便捷，有省道公路曲罗线经过铁厂、扯土两村委会，县城通往富乐、老厂两乡镇的公路贯通镇中南北。 2、突出的资源和产业优势 永加乡乡属国土面积96平方公里，有耕地7700公顷，农民人均占有耕地0.6亩，属平原农业乡。全乡辖10个村、23个自然屯， 2007年末全乡有3010户、11970口人，其中农业人口10876人，占全乡总人口的91%。2007年，全乡粮食作物种植面积6728公顷，其中玉米5000公顷，杂粮1728公顷。 2007年，全乡畜牧业产值3000万元，其中生猪存栏6486头，肥猪出栏144805头。所以进行生猪养殖扩建项目，带动农民发展致富是十分必要的。3.2 项目建设的可行性猪肉是人们生活中不可缺少的肉食品，是我国人民最喜欢吃的传统肉食品，市场需求大。并且随着社会的进步，人民生活水平的提高，人们对肉蛋质的需求逐渐增加，同时对猪肉的品质提出了更高的要求。近几年，我国生猪生产发展较快，纵观整个生猪消费市场，那些无公害的，瘦肉率高，品质好的猪市场十分紧俏，出现供不应求的局面。目前以饲养大河乌猪或ly母猪为代表的生猪饲养已成为生猪养殖的亮点，本项目立足于双辽市本地市场和周边市场，一定会获得长远发展。第四章 建设目标和任务4.1 建设目标根据国家生态农业发展要求和农业综合开发项目建设标准，本着精品农业、规模牧业、龙头加工业链条式发展的原则，加大科技投入，采取综合治理措施，坚持高标准建设，做到建设一处成功一处，建设一处见效一处，使产业结构调整走向系统化，提高耕地利用率，增加农民收入。4.2建设任务扶持壮大宏泰养殖小区，形成集饲养、环境保护、生猪繁殖等多功能为一体的规范化生产、标准化饲养、集约化经营的生产示范基地，发挥辐射带动作用，促进永加乡乃至双辽市畜牧产业的发展，畜牧产业链基本形成。 第五章 项目建设内容5.1 开发任务生态农业综合开发项目5.2 建设内容5.2.1项目计划二年内在双辽范围内自建2个规模养殖示范场，以引导我市商品猪生产向优质养殖、规模养殖方向发展，使全市的肉食品能够打入国内和国际市场，并逐步树立我们自己的品牌。扶持10个示范场，和千户百头示范户。 5.2.2项目建设内容成立生猪养殖公司，公司自建2个规模养殖示范场，扶持建设10个规模养殖示范场和千户百头示范户，形成集饲养、饲料加工、环境保护、生猪繁殖多功能为一体的规范化生产示范基地。 5.2.3项目实施规划本项目的实施年限为三年，2008年开始，2010年结束。2008年，公司自建一个示范场，扶持300个示范户，二元母猪存栏3500头，年度出栏商品猪2.8万头； 2009年，公司自建一个示范场，扶持300个示范户，二元母猪存栏4000头，年度出栏三元商品猪12万头； 2010年，扩建示范场，扶持400个示范户，二元母猪存栏6000头，年底出栏三元商品猪20万头。 第六章 资金估算和资金筹措6.1 投资估算6.1.1估算依据根据国家生态农业综合开发的相关要求，结合本地实际进行估算。6.1.2投资估算扩建后养殖小区年出栏肥猪将达到20万头。 1、增建圈舍1000个，每个造价1970元 投资197万元 2、增建产床1000床，每个1500元 投资150万元 3、增建沼气池10个，每个造价3000元 投资3万元 4、购进母猪3000头，2000元/头 投资600万元 5、购进种猪500头，3000元/头 投资150万元 6、购饲料周转金投资500万元 7、流动资金200万元 6.2资金筹措方案该项目总投资需1800万元，其中养殖小区自筹800万元，剩余1000万元申请从扶贫资金中解决。项目承建工期为一年，即从项目立项资金到位后十个月建成投产。第八章 项目组织管理与运行 8.1 项目建设组织管理为配合上级有关部门工作，使项目按时完成，成立了项目实施领导小组。协调农业、畜牧、林业、农科、农机等相关单位有关人员，进行项目的领导组织工作。8.2项目建成后的运行管理项目实施领导小组负责提供相关资料，配套资金的筹集和劳动力的组织等，并协助有关部门完成项目实施方案，建成后的项目区生态示范园承包专户管理，制定相应的责任制，成立相应的农民经济合作组织，采取联合运营管理的方式。第九章 综合效益分析9.1经济效益9.1.1经济效益分析项目建成后，可获得较好的经济效益。成本以平均每户饲养10头基础母猪、2头公猪，每年育肥200 头仔猪，每批100头；每头平均体重100公斤，价格2004年市场价格14元公斤计。 (1)饲料消耗费用，12头1000元头 200头500元头 =11.2万元 (2)种猪年费用(使用期5年)11500元5年；2300元。 (3)圈舍折旧：2000元 (4)货款利息(8)5万元8=4000元 (5)水、电：1000元 (6)杂费每头10元 210头 10元头=2100元。 (7)公共设施运行维护费2000元。 (8)其它1000元。 合计：12.64万元。 9.1.2销售收入(14元公斤) 商品猪：200头100公斤头14元公斤=28万元；粪肥： (20元头)200头20元头=4000元。合计：28.4万元。 9.1.3获利销售收入-成本=28.4-12.64=15.76万元。 9.1.4总体效益300户15.76万元/年/户4728万元9.2 社会效益七、社会效益分析 养猪小区建设能带动周围村寨农户的养猪积极性，同时还要在农户手中购买玉米等饲料，使他们增加收入，脱贫致富，奔上小康生活，充分体现国家和社会对农民的关怀，维护社会稳定。同时，养殖小区每年可生产几万立米粪肥水，用于施肥和灌溉。9.3 生态效益项目建成后，可推动农村产业化建设进程，引导广大农民发展生态农业，进行林草、林药间作，防风固沙，控制水土流失，使耕地生产率平均提升50；进行生态养殖业开发建设，形成种植、养殖、加工、销售的链条式农村经济发展体系。9.4 投资回收期此项投资回收期为1年。（从投产期起计算）第十章 不稳定因素分析10.1风险防范 10.1.1价格风险由于价格变动频繁，养猪的收益波动大， 短期内风险较大。因此养殖要有五年以上的规划，研究降低饲养成本的方法，开发廉价饲料，例如：种植猪草。同时，要推广新技术、新品种，加强管理等途径。 10.1.2病疫风险接受相关管理部门的监督管理，一旦发生疫情，争取国家补助；加强养猪保险意识，与保险公司合作，争取有效的化解风险的办法。 10.1.3环境治理 圈舍夏季冲洗两次，每头育肥猪日平均排粪水15公斤，排出的污水通过设计的下水管道到沼气池，进行生物杀菌，发酵，制成生物有机肥,并提供沼气解决了生活用电用气问题。养殖场远离居民区，自成体系，经过科学设计和建设，无环境污染，不仅符合国家环保要求, 而且是发展绿色产业的龙头支柱产业。第十一章 结 论根据生态环境的保护及农村社会发展要求，实施此项目是十分必要的。通过我们认真考察论证，认为我乡无论从地理条件、资源优势还是从市场及社会发展前景预测，发展该项目，其经济效益、社会效益都是十分显著的，无论对农户还是对我镇尽快脱贫致富奔小康的大局都是可行的。 三、项目建设内容与实施规划 四、项目建设原则和组织形式 （一）建设原则 1、坚持面向现未来，面向现代农业，高起点原则。 2、坚持以市场为导向，饲养适销对路的三元杂种猪，保证销售，；加工、饲养协调一致的原则； 3、坚持推广应用现代农业技术，搞绿色、无公害、高品质的商品猪生产的原则； 4、坚持自愿与自主的原则：农户自愿参加，自我投入，遵守合同； 5、坚持多方投资、风险共担、利益共享的原则； 6、坚持环境保护原则：基地养殖场要合理规划，合理布局，防止环境污染。 (二)组织形式 1、资产所有形式。建设主要投资由企业自筹、政府划出10%的财政生猪发展基金、扶贫贷款、养殖户个人资金及银行贷款组成。政府和银行的扶贫资金由扶贫办封闭管理，扶贫办分别和企业、养殖户签定使用合同，保证资金正确使用和到期收回。 2、经营形式。由政府协调，引进龙头企业，以约定方式组成“公司 养殖户”联合体，以降低养殖户投资风险。 3、管理形式。规划建设由政府统一设计、施工，保证先进性和高质量；技术服务、防疫和销售方面通过公司统一组织实施，注重保护养殖户利益。 4、政府负责协调服务，制定政策，承办项目，组织实施。 5、公共设施管理。小区水、电、路等公共设施由公司统一管理和使用，运行和维护费由养殖户共担。 五、项目投资预测 项目总投资约1800万元（详见投资预测表）。 六、市场情况
