项目建设的可行性2.3.1 编制依据某物流园建设工程项目可行性研究报告于2009年6月由某汽车运输集团有限公司委托某市投资咨询中心编制，经过现场勘察和充分调查，收集有关资料后研究论证完成。本报告主要以下列文件和基本资料为编制依据：(1)印发关于促进我国现代物流业发展的意见的通知（发改运行（2004）1617号）(2)中共某省委某省人民政府关于促进生产性服务业加快发展的指导意见（湘发（2007）9号）(3) 某省人民政府办公厅关于进一步加快现代物流业发展的若干意见湘政办发200741号；(4)某市现代物流发展“十一五”规划；(5)某物流园总平面图(6)国家发改委、建设部发布的建设项目经济评价方法与参数（第三版）；(7)其他有关的规程、规范、标准及项目的有关基础资料。2.3.2 编制范围(1)通过对项目拟建地区经济发展和市场现状等进行调查，论证项目建设的必要性及有利条件。(2)确定项目选址用地与总平面规划。(3)通过调查和测算分析，确定项目建设规模和工程技术初步方案。(4)估算项目总投资，提出资金来源与筹措方案，拟定投资计划和实施进度安排建议。(5)定性分析项目的经济效益和社会效益。(6)从技术、经济、环保、社会等各方面论证项目建设的必要性，经济上的合理性和技术上的可行性，提出研究结论和建议。2.3.3
