建设期限2009年08月2010年12月1.7 总投资及资金筹措本项目总投资5680万元,其中:工程费用3253万元,工程建设其他费用2019万元,预备费用187万元,专项费用221万元。其资金筹措方式为:自有资金2840万元,申请银行贷款2840万元。1.8 项目建设的必要性和可行性2.1 项目由来现代物流的发展是经济发展到一定阶段的产物,特别是后工业化社会对通过资源、劳动生产率获取利益的能力和潜力得到极大挖掘后,对流通环节利益的获得既有动力,也是现实的途径。从现代物流发展的规律分析,其发展的推动因素主要来自于企业发展战略的改变、企业物流能力的培养需要、物流新技术的应用和物流服务的专业化分工与协作等几个方面。在经济发达国家和部分经济发展水平较高的发展中国家和地区,企业除注重技术、产品、市场和客户开发能力的培植外,更为注重维持稳定而有效的供应链、使产品的服务更贴近用户、建立即时供应系统、实现零库存等物流战略的建立。当前,物流业已成为世界现代流通领域的重要组成部分,也是加快城市经济循环,提高流通效益的重要环节。某省某汽车运输集团有限公司是一家以道路客运、物流为主业的专业运输企业,是某地区运输规模最大,线路覆盖面最广,管理服务较为完善的大型专业运输企业。鉴于以上因素,该公司为利用现有的运输规模,进一步完善自身的物流体系,拟在某市白沙洲大道与铜桥港交汇处建设某市某物流园,完善基础设施及服务功能,并配套建设信息系统系统,建成一个具有现代化配套设施,集交易、配送、信息、服务为一体的专业化仓储和物流基地,对于建立、健全和完善以市场为导向、规范交易、公平竞争的物资流通体制具有积极的促进作用。2.2 项目建设的必要性(1)项目建设是引导和转化某市潜在物流需求的需要物流活动作为一种经济活动,需要在供、需两个方面不断地相互适应、相互满足。虽然某市及其区域内当前存在着巨大的物流需求,但相当的物流需求是一种低水平的物流需求,表现为相当部分传统商业企业与生产企业仍保持着以自我为中心、“大而全”、“小而全”的传统经营组织模式,尚未认识到通过联合规划与作业,形成高度整合的供应链体系改善目前的生产供应与产品销售;企业在生产、销售的经营活动过程中对建立在供应链管理基础上的跨企业、跨行业的联合重视不够,在推行各自的技术标准。管理标准、工作标准时尚未意识到建立共同的物流标准的重要性,真正意义上的物流需求难以形成。随着某市整体经济的发展,这种初步意义上的物流需求将必然向现代高水平的物流需求转化,在这一转化的进程中,提高某市在物流服务供给能力方面的水平是至关重要的。本项目建成后将有力地加强现有铁、公、水、航的设施衔接以及交通运输设施与库、场设施的衔接,使现有物流资源得以合理整合,基础设施及其技术装备的运作水平得以提高。 (2)项目建设是支持有效的物流市场机制建立的需要物流的市场化与经济发展的市场化程度直接相关,同时也与市场开放、管制相关联。有效的物流市场机制建立要求市场更加开放,管制更加合理和科学,物流活动具有网络化的特点,物流中心只是其网络上的一个结点,需要网络上各个结点之间相互开放彼此的物流服务市场,便于企业在较大的市场范围内进行兼并、重组以资本运作为手段的企业经营网络建设,并为开展网络化物流经营活动提供与商流相适应的高效物流服务。同时,物流服务活动存在着一系列委托与被委托。代理与被代理的关系。服务的无形化特点、各种复杂的费率协商、服务的标准和衔接、物权的转移、控制和结算的主体等,往往涉及多个方面,需要强有力的制度保障和执行机制,包括市场准入与汰出机制、市场保障机制及商业信用机制等等。建立集中服务运作的物流园区,可在一定程度上为改善信用体系的欠缺,降低物流交易成本和提高物流服务效率提供有益的尝试与实践,有助于改善当前商业信用不健全的情况,支持和强化货主对物流服务需求的积极态度,减少自营物流,扩大物流服务的市场需求不足。因此,某物流园的建设与运营,对某市与省内和周边重要的经济中心城市实现市场管制的合理化和科学化,建立良好的市场秩序,形成对物流服务企业活动的良性规范与积极引导,具有十分积极和现实的意义。(3)项目建设是促进区域经济发展的需要物流业发展程度已成为衡量一个国家、地区综合国力和现代化程度的重要标志,发展物流业是推进城市工业化、城市化、市场化和国际化进程,进而提升综合实力和国际竞争力的重要举措。物流业是不断启动市场,促进需求、消费,推动国家经济增长的重要动力,加快发展物流业,有助于降低物流成本,提高物流效率;有助于推动比较优势转化为竞争优势;有助于改善发展环境,满足社会多样化的服务需求;有助于实现集约式发展,提高经济竞争能力和人民生活质量。项目的建设,对提高城市经济运行效率及城市在经济区域的地位和作用具有积极的意义,可促进常宁市现代物流的发展和物流产业的培育,从而产生新的经济增长点,为经济的可持续发展提供新的产业成长支持,为常宁提高经济发展水平创造良好的产业布局与发展环境。2.3 项目建设的可行性2.3.1 编制依据某物流园建设工程项目可行性研究报告于2009年6月由某汽车运输集团有限公司委托某市投资咨询中心编制,经过现场勘察和充分调查,收集有关资料后研究论证完成。本报告主要以下列文件和基本资料为编制依据:(1)印发关于促进我国现代物流业发展的意见的通知(发改运行(2004)1617号)(2)中共某省委某省人民政府关于促进生产性服务业加快发展的指导意见(湘发(2007)9号)(3) 某省人民政府办公厅关于进一步加快现代物流业发展的若干意见湘政办发200741号;(4)某市现代物流发展“十一五”规划;(5)某物流园总平面图(6)国家发改委、建设部发布的建设项目经济评价方法与参数(第三版);(7)其他有关的规程、规范、标准及项目的有关基础资料。2.3.2 编制范围(1)通过对项目拟建地区经济发展和市场现状等进行调查,论证项目建设的必要性及有利条件。(2)确定项目选址用地与总平面规划。(3)通过调查和测算分析,确定项目建设规模和工程技术初步方案。(4)估算项目总投资,提出资金来源与筹措方案,拟定投资计划和实施进度安排建议。(5)定性分析项目的经济效益和社会效益。(6)从技术、经济、环保、社会等各方面论证项目建设的必要性,经济上的合理性和技术上的可行性,提出研究结论和建议。2.3.3 项目建设的优势分析(1)政府有关部门大力推动物流发展在国家层面上,2004年国家发改委等九部委出台关于促进我国现代物流发展的意见。根据意见的要求,由国家发改委牵头,商务部等13个政府部门和中国物流与采购联合会、中国交通运输协会,组成了“全国现代物流工作部际联席会议”。此举标志着我国推动物流发展的综合协调机制在中央政府层面开始形成。同时还出台了取消国际货代企业经营资格审批、扩大设立保税物流基地、降低车辆通行费收费标准、启用新版联运发票、放宽国内航空货运市场准入门槛、允许跨国采购集团以独资形式开展出口业务等举措。2004年7月中华人民共和国道路运输条例开始实施,全国各地全面开展了联合“治超”工作。这一系列文件的出台和工作的开展,大大促进了我国现代物流业的发展。某市政府对物流业发展的支持更加务实具体。某市现代物流发展“十一五”规划,提出了把某市建成全国物流区域中心城市、某一级物流节点城市,其中某物流园也是整个某市物流规划的一个组成部分。2交通优势有利于现代物流产业的加速发展项目建设地点选择在某市白沙洲物流园与城市外环线相连的南郊大道西侧,北邻白沙洲工业区,南邻白沙洲汽车客运站,距某市最大物流园区(某市深圳物流园)不足一公里,东邻京珠高速和107国道,西通衡昆高速和1807省道,距某湘江千吨级码头不足五公里路程,交通位置极为便利,地理位置十
