风险分析杭州萧山之江生猪养殖基地建设项目可行性报告一、项目摘要本项目根据萧山区畜牧生产优势,坚持可持续发展,做好资源开发利用和生态环境保护相结合,实现畜牧业经济、社会和生态效益的同步提高为宗旨。通过对现有规模的基础和水、电、交通等和配套设施进行规范化、标准化改造、扩建,防疫、粪污处理等先进生态养殖技术的推广应用,优良品系种猪的引进及推广,建设生猪规模化养殖基地(小区)。项目名称:杭州萧山之江生猪养殖基地建设项目建设单位:杭州萧山之江养殖有限公司建设地点:杭州市萧山区新湾镇四垦十工段建设年限:二年内完成建设任务建设规模:扩建各类猪舍60000平方米、各类附属用房10000平方米;粪污处理利用沼气工程1座;配套建设水、电、道路、防疫等附属工程;购置母猪生产机械设备和动物标识移动智能识读设备等配套仪器设备。项目建设目标:目标基础母猪3000头,公猪15头,饲养总量75000头,其中存栏杜长大商品猪25000头,出栏50000头。投资估算:项目总投资6000万元,其中:申请中央地主政府扶持1000万元,杭州萧山之江养殖有限公司自筹5000万元。运行费用:项目建成后正常运行的成本费用预计为600万元,预计全年销售量达8500吨,总收入8000万元。效益分析:年出栏优质商品猪50000头,年创产值1亿元,年创净利800万元。二、项目建设的必要性和可行性(一)项目建设的必要性1、有助于农业经济结构调整随着农业经济结构战略性调整和浙江省率先实行粮食市场放开,浙江省的规模养猪业发展迅速,规模化、集约化养猪已成为全省养殖生产的主要形式和发展方向,浙江省的生猪生产已列入国家优势农产品区域布局规划。所以,本项目的建设,不仅可以促进本省养猪业的发展,促进畜牧业可持续发展,还可带动相关产业如饲料加工业、食品加工业、种植业的发展,增加农民收入。对农业产业经济结构的调整具有重要意义。2、是提高畜产品品质、促进我省畜牧业发展的需要养猪生产在我省畜牧业生产中占有重要地位,2007年末存栏生猪1256.13万头,全年出栏生猪1976.5万头,猪肉产量175.89万吨,占肉类总产量的75.23%。但是随着畜产品消费市场对安全和质量要求的不断提高,国际买方市场的“绿色贸易壁垒”的存在,对畜产品的品质特色优势建设提出了更高要求。杭州萧山之江养殖有限公司经过近几年的努力,生产规模和产品质量及生态养殖形成相当基础,但现有生产管理体系、生产设施、兽医防疫管理和环境保护等方面还不能满足要求。本项目建成实施后,能提高商品猪的质量,增加无公害生猪产量,辐射、带动萧山区甚至全省规模养猪向特色优质畜产品发展,提高生猪自给和外调量,增加猪肉产品出口贸易额,促进外向型畜牧业的发展。3、是解决“三农”和菜篮子工程问题,增加农民收入的需要发展农村经济、提高农业效益、增加农民收放是当前和今后相当一段时期内我国农村和农业工作的重点。畜牧业对农民的脱贫致富、稳定农村经济起了积极作用。因此,发展畜牧业是增加农民收入的重要途径,而养猪业是我省畜牧业的主导产业,特色优势畜产品建设对增加农民收入起着至关重要的作用。4、是改善养殖环境、形成生态养猪的需要实施规模猪场粪尿综合治理和生态养殖工程,增加调节池、氧化塘面积,利用沼气工程提高污水处理能力,废水处理后达标排放,部分作为冲洗水综合利用;通过有机肥加工工艺,促进猪粪的综合利用;通过喷雾系统规范消毒,预防疾病传染。改善养殖环境,形成生态养猪。(二)项目建设的可行性1、项目实施基础条件较好杭州萧山之江养殖有限公司位于萧山区新湾镇四垦十工段,地域广阔,环境僻静,有河道分隔,防疫环境良好。猪场所在地基本设施较健全,设有变压器、自来水、固定电话,水、电、路配套齐全。猪场技术力量较强,大中专以上专业人员10人,同时还聘请浙江大学等专家教授为技术顾问。近几年培养了一批组织管理能力强的业务骨干,为本项目的实施打好了基础。2、项目配套资金落实项目总投资6000万元,其中:申请中央地主政府扶持1000万元,杭州萧山之江养殖有限公司自筹5000万元。3、项目投资估算合理本项目投资估算6000万元,从建设内容上分析,用于新建猪舍60000平方米,附属用房10000平方米和粪污处理工程及生态养殖等相关附属工程硬件投入需资金4000万元;购置设备、设施、种猪引进及技术培训等软件投入需资金2000万元。总投资结构合理,符合国家生猪标准化规模养殖场(小区)建设要求。由于本项目是在新建基地上实施,具有设施新、投资省、见效快的特点,领导的重视、组织的落实、建设资金的配套、成熟的管理和较强的技术力量以及较好的基础条件,将确保本项目的顺利实施。三、市场供求分析及预测养猪业在农业中占有重要地位,已成为农业和农村经济发展的重要支柱,在加速粮食转化、扩大农村就业、增加农民收入、带动种植业和相关产业发展、振兴农村经济等方面,都起到了不可替代的作用。猪肉是养猪生产的终端产品,是人类生存不可缺少的营养食品,当前人们食物构成中蛋白不足,市场猪肉供应紧缺,尤其是动物蛋白质短缺,使食物中的营养比例失衡,对人体健康造成一定影响。为促进我国人民食物结构由温饱型向营养型、保健型转化,积极推动养猪生产的持续发展,以满足人们对高品质猪肉的需求,保障市场供应。通过本项目的实施,达到年出栏50000头优质瘦肉型外三元商品猪,是当今养猪业生产性能和肌肉品质相结合最优良的品系,能满足国内消费市场向质量和安全提出的要求,也符合国际市场绿色猪肉产品的要求。依托杭州萧山之江养殖有限公司的规模品牌效应、良好的信誉和口碑、较强的市场竞争力,市场销售前景广阔。四、项目承担单位基本情况(一)项目承担单位简介杭州萧山之江养殖有限公司位于萧山区新湾镇四垦十工段,地理位置和环境条件优越,是专业生产瘦肉型商品生猪的养殖企业,主要从事商品生猪的繁育、饲养,现有员工98名,其中畜牧兽医、人工授精、饲养管理人员10名,技术力量雄厚。公司2008年新建以来,始终坚持优质高效、技术创新、示范带动的发展方针。已累计向市场供应优质商品生猪50万余头。公司多年被省、市、区政府评为农业龙头企业和“三高”农业样板企业,为萧山整个生猪养殖业起到了一定的带头作用。公司占地278亩,公司牧场已投入资金1800余万元,建有猪舍、饲料仓库、办公用房、隔离舍等房屋40余幢,猪舍建筑面积28000平方米。2010年底生猪存栏12000头,存栏母猪1350头,年出栏商品猪25000头。(二)人员状况猪场技术力量雄厚,现有经过培养的员工98人,大中专以上学历畜牧技术专业人员10人,其中大专学历以上6人;员工中管理人员12人,文化水平全部中专以上,生产人员86人,占总额的88%。(三)资产状况2010年12月底企业总资产2680.6万元,固定资产1510.8万元,产品销售收入2801.3万元,利润总额524.14万元。(四)现有建筑设施与配套仪器设备杭州萧山之江养殖有限公司占地面积278亩,建筑面积34740平方米,其中猪舍面积28000平方米。并建有饲料加工厂、消毒间、污水处理部、办公楼、员工宿舍楼、水塔、净水池、机房、变压器等配套设施。饲料加工机组、产床设备和清洗消毒等配套仪器设备较为齐全。(五)管理体制公司各项管理制度健全,组织机构完善,实行董事会领导下的总经理负责制,下设四部,即生产部、销售部、财务部、技术部,并建立了整套生产、开发、售后过程的质量保证体系。公司正式成立于2001年2月,为有限责任公司,注册资金200万元人民币,实收资本200万元,其中:股东朱永林投资180万元,占90%;股东朱莲莲投资10万元,占5%;股东朱玲娣投资10万元,占5%。产权明晰。朱永林为法定代表人,朱莲莲为总经理,全面负责公司的生产和经营。作为一个养殖企业,防疫工作十分重要,公司采用封闭式和管理,合理的免疫接种和严格的消毒来保障牧场的安全。1、建立生产管理制度、防疫消毒制度、档案管理制度和科学合理的饲养管理操作规程。严格按照免疫程序做好疫苗接种工作,实行兽医负责、饲养员监督和主管领导抽查制,接种密度必须达到100%,以提高整个群体的抵抗力,定期进行抗体水平检测,发现问题及时改进。另外,公司还有一套严格的消毒制度和程序,包括人员物品进出消毒方法、时间、消毒液的种类浓度,更换时间,定时的全场消毒等等。2、设施完善、设备配套(一)圈舍朝向、规格合乎标准化要求,饲养密度合理。(二)有猪栏、食槽、自动饮水装置、通风系统、降温和采暖设施设备。(三)大门口有车辆消毒池、人员消毒室和高压喷枪等消毒设施,有兽医室、常规防疫检测设备。3、全体员工无人畜共患传染病。无特殊情况必须吃住在牧场里面,同时谢绝无关人员进入牧场生产区,杜绝肉及肉制品进场。4、有污水排放、粪便堆放及无害化处理设施。随着养殖业的发展,养殖业的环境污染越来越被人们所关注,其粪及污水可以直接污染环境,为此我们公司首先采用干湿分离法,将干粪集中采集发酵,作为有机肥用于苗木、蔬菜等农作物,其次建成了一套完整的污水处理设施,经曝气兼氧处理进入氧化塘,之后无论是cod或其他指标基本达到行业污水排放标准。五、项目地点选择分析(一)项目建设地点项目建设地点在杭州萧山之江养殖有限公司,位于萧山区新湾镇四垦十工段,面积278亩,距离沪杭甬、杭金衢高速公路钱江二桥出口34公里,距机场路新街出口28公里,交通方便。(二)建设地自然条件项目建设地处于亚热带季风气候,四季分明,春早秋短夏冬长。气候温暖潮湿,年平均气温1618度,无霜期230天,年平均降水量1300毫米左右。猪场周边是大片的农田和苗木种植区,不污染居民的居住环境。周边土地属砂土性质,盛产粮、棉、油,饲料资源丰富。猪场交通便捷,运输方便。(三)公用配套设施情况项目地水、电、路配套齐全。变压器、固定电话、自来水等设施完善,猪场现有1040kv的配变压设施,满足扩建项目的需要。六、生产技术方案分析(一)引进和扩繁种猪引进杜洛克公猪15头,引进大长母猪3000头,良种覆盖率100%。(二)先进饲养技术的示范推广1、推广母猪笼养、产前平养、分阶段饲养,现代人工授精,仔猪早期断奶、补铁等培育仔猪综合技术,科学配制饲料,应用疫病综合防治等先进技术。口蹄疫、猪瘟等疫苗免疫密度达100%。2、推广应用先进机械,添置母猪限位笼和产床,安装喷雾消毒装置,购置完备大型饲料加工机械。配备智能信息系统(动物标识移动智能识读器和信息终端)。3、实施猪粪加工有机肥工程,改建、完善雨、污分离系统,建沉淀池、调节池、氧化塘,污水经设施处理后达标排放,改善养殖场及周边环境,为养殖业的可持续发展作示范。4、生物活性饲料和益生菌和广泛使用,使猪停用抗生素及其它化学合成药物成为可能,确保特色优势畜产品、无公害猪肉的实现。5、建立兽医防疫实验室,通过抗体检测和疫病诊断,制定合理的免疫程序和采取有效的防治措施。七、项目建设目标(一)项目建设任务建设各类猪舍60000平方米、各类附属用房10000平方米;建设排泄物翻滚处理设施1套;配套建设水、电、道路、防疫等附属工程;购置母猪生产机械设备和动物标识移动智能识读设备。实现规模猪场粪尿综合治理和生态养殖。(二)生产能力目标项目建成后,公司饲养总量75000头,能繁母猪3000头,达到可供优质商品猪50000头的能力。(三)商品猪质量水平采用标准化饲养管理,出栏的商品猪达到无公害猪肉标准。八、项目建设内容(一)土建工程1、猪舍建设猪舍60000平方米,包括:保育舍、生长舍、怀孕舍、产房。需资金投入3500万元。2、附属用房建造相应的仓库、防疫消毒室、兽医技术室。需资金投入550万元。3、附属工程建设排泄物翻滚发酵处理设施1套,建设堆粪基地、道路、绿化等附属工程。需资金投入750万元。(二)仪器设备建设购置产床、限位笼、动物标识移动智能识读系统1套和消毒器械。需资金投入470万元。(三)种猪引进引进能繁大长母猪3000头,杜洛克公猪15头。需资金投入130万元。(四)流动资金项目配套的流动资金约为600万元。(五)投资总额项目总投资为6000万元。九、投资估算与资金筹措(一)投资估算依据1、农业部基本建设
