研究工作概况2007年1月，重庆市蔡家组团建设开发有限公司委托西南大学科技咨询公司编制“蔡家组团三溪口立交、n区土地整治、h区经济适用房建设项目可行性研究报告”，西南大学科技咨询公司在接受委托后，立即组织了研究小组；研究小组在接受任务后，按照实地踏勘、会议交流、查阅面上资料等方式全面了解和掌握项目情况，以实际情况和国家以及重庆市政府的有关政策、法规为依据，编制本报告。可行研究的主要内容包括项目的背景和建设的必要性、需求预测和拟建规模、工程建设技术方案、环境保护、机构组织和人力资源配置、实施进度、投资估算和资金筹措、社会及经济效益评价等。1.2 可行性研究结论蔡家组团城市建设总项目是经过反复论证并报重庆市政府和国家有关部委审批、立项的重点区域开发、建设工程，是一个已经完成了很多建设项目并有大量业主进入的在建工程，本研究报告所涉及的项目“蔡家组团中环快速干道三溪口立交桥、h区经济适用房和n区土地整治建设项目”只是总项目中的一部分。由于蔡家组团城市建设总项目中的各个子项目之间存在不可分性，市场的供给、需求之间存在不可分性，所以，“蔡家组团中环快速干道三溪口立交桥、h区经济适用房和n区土地整治建设项目”，对于整个蔡家组团按规划建设，对于重庆主城北扩战略的实施和“主城半小时畅通工程”的实现，对于北碚和重庆市区域经济发展等都具有十分重大的现实意义。项目建设符合重庆市和国家有关政策的要求，符合蔡家组团建设总体规划的要求；项目的工程技术方案、环境保护方案、组织和人力资源配置方案、实施进度方案设计合理。经投资估算、财务预测和社会经济效益分析，项目总投资69039.66万元，总收入81282.49万元，税金11046.84万元，利润8512.9万元，财务内部收益率23.52%，投资回收期0.98年，项目在社会经济效益上具有可行性；项目的风险小，抗市场干扰能力强。1.3 存在问题及建议项目建设、运营和管理中存在三个问题。第一、权责不对称问题。中环快速干道三溪口立交桥子项目属于公共基础设施项目，重庆市蔡家组团建设开发有限公司作为业主单位存在权责不对称的问题。业主承担有关债务，资产形成之后，以近似“交钥匙”的方式交给北碚区政府，在业主重庆市蔡家组团建设开发有限公司的账户上既没有资产又没有收益。这种权责不对称是一个具有我国特色的普遍性的现象，解决问题的关键在于北碚区政府。建议北碚区政府在项目建设完工并交交通部门管理时，要充分考虑企业的利益，给予适当的补偿，以体现权责对称的市场原则。第二、农民安置补偿方式问题。北碚区政府和下属蔡家组团管理委员会对农民的安置补偿非常重视，给出的补偿标准也比较高，农民比较满意。但是，以现金和经济适用房安置作为主要安置方式，不太完整，需要加入社会保障，以很好解决农民问题，杜绝“三无农民”的发生。建议组团在货币、住房安置的基础上加入社会保障安置，其做法是在安置补偿资金中留成一定比例，用于给拆迁农民购买社会保险，包括失业保险、医疗保险、养老保险等。第三、将三个子项目“打捆”的做法是否合理有待研究。研究所涉及的三个子项目分属于三种不同性质，其中，中环快速干道三溪口立交桥子项目属于公共基础设施项目，其建设投资至少应该由蔡家组团所有子项目分摊；h区经济适用房建设子项目是社会工程项目，其建设投资也应该由组团的所有项目分摊。现在将其打捆为一个项目，其投资估算、财务预测和分析等均以打捆为依据，这样做在建设项目评估理论和实践上是否讲得过去，值得研究。第2章 项目背景和发展概况2.1 项目提出的背景2.1.1 蔡家组团综述第一、区位、面积和人口。蔡家组团是重庆市城市总体规划所确定的都市发达圈的十一个外围组团之一，在这11个外围组团中，蔡家组团是距主城最近、区位优势最显著的组团。位于重庆市主城区北部、北碚区东南部，行政隶属于北碚区。由北碚区的蔡家岗、童家溪、施家梁等三镇组成。东接江北国际机场，南连北部新区，西靠中梁山，北望北碚，是主城核心区渝北区、江北区、北部新区、沙坪坝区、北碚区经济联动和功能衔接的枢纽。212国道、渝合高速路从组团西侧过境。距北碚城区12公里，距重庆市中心11公里，机场15公里，火车站18公里，寸滩港22公里。蔡家组团幅员75平方公里，规划2020年城市建设用地31平方公里，人口约30万人，远期（2050年）规划建设面积48平方公里，人口规模约50万人。第二、地质、地貌和气候条件。组团位于四川盆地之东南部，属川东平等岭谷区。前临嘉陵江流域，有大约30公里长的沿岸线；西靠中梁山山脉，大约有20公里长的绿色走廊；中部地势平坦、开阔，海拔高度大多在200300米之间。区内地貌为构造剥蚀残丘地貌，地质结构好，无重大滑坡等地质灾害发生，施重庆市主城区相北拓展的最佳用地空间。地质条件较好，上附第四系松散堆积层，下伏基岩为侏罗系中统沙溪庙组砂岩、泥岩。地质构造好，无重大滑坡等地质灾害发生，地震基本烈度为度，属一般地震地区。亚热带湿润季风气候，冬暖、春早、夏热多伏旱、秋迟多绵雨，热量丰富，雨量充沛，冰雪极少，年均气温18.3摄氏度，年降水量1105.4毫米。无霜期较长达335天。由于受季风环流影响，降水年内分配不均。59月份降水量占全年的70，暴雨多集中在78月份，最大降雨量195.3 mm。常年平均风速1.1m/s，最大风速27m/s。组团东、北侧临嘉陵江，区内冲沟发育，总体地形上有利于地表、地下水排泄。嘉陵江为该区骨干水系，属过境河流。最大流量4.48107l/s，最小流量0.2106 l/s，多年平均流量2.14106 l/s。第四系土层中无泉点，地下水贫乏，仅在雨季局部土层可存在少量上层滞水。第四系土层为粘性土，属弱透水层，基岩主要为泥岩，属相对隔水层，仅于沟谷地带及强风化层中赋存少量风化裂隙水。水文地质条件简单。第三、蔡家组团发展优势。优美的环境、独特的景观、丰富的旅游资源，为蔡家组团的开发建设提供了良好的支撑和立足点。具体说，其优势主要有：区位优势。蔡家组团位于渝北区、北部新区、沙坪坝区、北碚区四区版图交界的枢纽位置，距江北国际机场、寸滩港口、龙头寺火车站15分钟车程，市中心20分钟车程。环境优势。蔡家组团西靠峰峦叠翠的中梁山脉，东接缙云山国家级自然保护区，碧波荡漾的嘉陵江环绕而过，植被覆盖面积在90%以上，空气质量优良，是重庆市主城北部重要的生态屏障。建设优势。土地性价比高，目前处于规模建设初期，土地成本较低；是重庆主城北扩中难得的一块宝地，极适于项目规划和开发；工程地质条件稳定，无地质灾害隐患；土地资源丰饶，形成天然的地质景观，具有园林景观开发价值。交通优势。1条黄金水道嘉陵江贯穿南北，蔡家码头、845厂码头、余家背码头等分布辖区，3000吨级的轮船可直达港口；2条铁路运输动脉：遂渝高速铁路、襄渝铁路横贯东西，与重庆最大的货运站重庆东站、龙头寺火车站比邻。3条快速干道：渝武高速公路、中环快速干道、外环高速公路贯穿组团，辅以212国道，轻轨1号线、6号线、6号支线。比邻空港，距重庆江北国际机场15分钟车程。
