日伪华北劳工协会罪恶述论 日伪华北劳工协会罪恶述论 analysis on the evil of the japanese puppet north china labor association【中文摘要】 日本在侵华时期强行劫掠和榨取了占领区大批廉价劳工,以弥补其自身劳动力的不足。华北地区是日本劫掠廉价劳工的主要源地和重灾区,华北人民饱尝了被骗卖、被强征、被抓捕、被摧残直至迫害至死的苦难。伪华北劳工协会成立后将华北各地的劳务机构和伪满在华北的劳务机构全部接收统合起来,成为华北境内劳工调查、登录、制档、招募、强征、调配的一元化劳务统制机构。这个机关是由华北政务委员会和日本华北开发公司各投资20万元设立的中国财团法人,名义上由华北政务委员会实业总署(后改为经济总署)领导,实际上是由华北的日本军政当局控制的特殊机关。作为华北一元化的劳务掠夺统制执行机关,它在强募、抓捕、管理、输出劳工过程中犯下了不可饶恕的罪行。这是日军侵华暴行的一个重要方面,也是日军侵华历史的一个重要组成部分。本文试图从伪华北劳工协会入手,来揭露其本质日本掠夺华北劳工的执行机关和代理角色,以期梳理它从1941年7月1日成立之后到其1945年8月解散这一时段的职责和活动、具体的执行情况及其罪恶本质。文章共分为五部分:第一部分阐述伪华北劳工协会的产生。该部分包括伪华北劳工协会成立前的日本在华劳动统制政策及其在华北的劳务机构以及华北一元化劳务统制机构伪华北劳工协会的出笼等内容。第二部分阐述伪华北劳工协会的机构组成情况,揭示它其实是名副其实的日本在华劳务掠夺机关。第三部分重点阐述伪华北劳工协会的业务运作。其中包括劳工调查、登录、制档、招募、强征、调配等项,并论及伪华北劳工协会与其他部门如各级伪政府、伪新民会及劳务统制委员会的协作关系。第四部分阐述伪华北劳工协会的罪恶及其恶劣影响。伪华北劳工协会是日本侵略者掠夺华北劳工的帮凶,是虐待、残害华北劳工的直接罪魁,并且在其存在期间对华北人民的生产生活及华北经济的发展产生了极为消极的影响。第五部分是文章的结语,旨在说明:其一,伪华北劳工协会这种大规模招募和抓捕劳工的行径,是在日本政府和军部的直接指导下进行的,日本政府的责任不可推卸。其二,强制劳工问题是二战遗留问题之一,战后日本政府和相关企业力图规避掳掠中国劳工的罪责,但中国人却不能忘记这段惨痛的历史,并支持受迫害的中国劳工家属向日方索赔,目的是揭露当年日本帝国主义的罪行,并还受害者以公道。【英文摘要】 japan has forcefully grabbed and squeezed out a large number of cheap labor forces in the invasion of china time to make up their own labor shortage.the northern region of china was japans looting of the main source of cheap labor and the hardest hit areas,the north chinese people has been suffered sell,has been forcibly recruited,has been arrested and persecuted to death.after the north china labor association was founded,it unified the north china regional service organizations and the puppet manchukuo labor agencies.and it has been a unified body of labor control of northern china,it controlled labor survey,log,file system, recruitment,forced recruitment,deployment.this institution is the chinese financial group legal person which was set up by the north china government affairs committee and the japanese north china development company who invested 200,000 respectively,nominally leaded by industry head office(changes economical head office) of the north china government affairs committee,in fact it is a special institution which was controlled by japanese military and political authorities in north china.as a unified labor plundering control execution agency in northern china,it committed unforgivable crimes in strong recruitment,capture,management and labor exporting process.this is an important aspect of japanese forces invasion of china,it is also an important component of japanese forces invasion of chinese history.this article attempts to start from the north china labor association to reveal its essence - - japanese executive and agent organ whose role is to plunder labor of northern china.so that we have a view to grooming its responsibility and the activity,the concrete operational practice and the evil essence from its establishment in july 1,1941 to its demise in august 1945.the article altogether divides into five parts:the first part will elaborate the production of north china labor association.this part including japanese control policy and agencies in china before the establishment of north china labor association,as well as the emergency of a unified labor control agency in north china-north china labor association.the second part will elaborate the organizational composition of north china labor association;reveal its true essence which is actually worthy of the reputation-a chinese service plundering institution.the third part will elaborate business operations of the north china labor association which including the labor survey,log,file system,recruitment,forced recruitment, deployment and so on.and it also including the collaborative relationship of north china labor association and other department such as puppet governments at all levels,the pseudo-xining and the service control commission.the fourth part will elaborate evil and bad influence of north china labor association. the north china labor association is the accomplice who helped the japanese invaders plunder the north china labor force,is the direct leader who abuse,harm workers in north china.it has had the extremely negative influence on the north china peoples production, life and the economy development of north china in its exist period.the fifth part is the article conclusion:first,the north china labor associations large-scale recruitment and capture of the labor,is carried under the japanese government and military headquarters direct supervision,japanese governments responsibility cannot be shirk;second,the forced labor issue is one of the issues left over from world war ii,after war,japanese government and related companies trying to dodge plunders the chinese laborers responsibility for an offense,but chinese people actually can not forget this phase of deeply grieved history,and support the chinese laborer family members who was persecuted sued the japanese side for pays,the purpose is to expose japanese imperialists crimes,and return justice to the victims.【中文关键词】 日伪华北劳工协会;
