论和谐社会构建下的农民政治参与 论和谐社会构建下的农民政治参与 【摘要】 随着经济的发展、社会的进步、民主化进程的加快,我国基层民主政治建设得到深入发展,农村政治生活日趋活跃,农民群众政治参与意识逐步增强,参与的方式和手段逐渐多样化。但由于我国农民自身的因素和客观社会条件的制约,农民政治参与还存在着形式上单一、总体水平较低、不完善的地方和亟待解决的问题较多。导致其现状主要在于经济、社会、农民受教育程度和制度建设等方面。因此,当前扩大我国农民政治参与要努力促进经济发展,为扩大农民有序政治参与奠定物质基础努力发展政治文化,为扩大农民有序政治参与提供优良文化环境努力优化农民政治参与各项主体的理性行为,促进农民有序政治参与的健康发展不断完善制度体系,为扩大农民有序政治参与提供制度保障充分利用现代科学技术的手段,扩大我国农民有序政治参与的渠道。惟有如此,才能切实保证扩大我国农民有序政治参与,有效体现社会主义民主的广泛性和真实性,进一步推动我国农村政治生活的民主化和制度化的发展,促进我国社会主义民主政治的进步,最终实现社会和谐的目标。本文共分三个部分。第一部分写的是农民政治参与的内涵及其对和谐社会构建的重要性。这是本文的理论基础,在这一部分中,笔者对农民政治参与进行了界定,之后论证了在当今提高农民政治参与对我国构建和谐社会的重要性。第二部分主要内容是和谐社会构建下农民政治参与的现状及制约因素分析。在阅读了许多关于我国农民政治参与发展方面的资料之后,笔者对我国在农民政治参与方面所取得的成绩及存在的问题进行了描述,之后对之所以存在这些问题的原因进行了分析。第三部分的主要内容是和谐社会构建下提高农民政治参与的对策。此部分是在第二部分对我国农民政治参与的现状及其制约因素详尽分析的基础之上针对性的提出了从大力发展农村经济、加强对农民的公民意识教育、培育农民的政治参与能力、完善农民政治参与的制度化建设、依法打击影响农民政治参与的不法势力等五方面着手来提高农民的政治参与。 【abstract】 with the development of the economy , advancement of society and democratization course being accelerated,our countrys grass-root-level construction of democracy have been developed in depth , the rural area political life enlivens day by day , the masses participation of peasant in political affairs consciousness strengthens step by step , and way and means participating in diversify gradually. since our country peasant selfs factor and objective society condition restraint , there are many questions to solve ,for example, simple in form ,total low.what leads to the current situation is that economy , society , peasant accept aspect such as level of education and formulating essential rules and regulations mainly. therefore ,we should make great efforts to promote economic growth , the culture making great efforts to develop politics for the ordered participation in political affairs expanding a peasant establish a material base , reason behavior providing the various main body of good cultural environment effort optimization peasant participation in political affairs for expanding ordered participation in political affairs of peasant, boost a peasant health having order participation in political affairs developing unceasingly perfect system system, the channel that means , the ordered politics expanding our country peasant participate in providing system guarantee make full use of modern science and technology for expanding ordered participation in political affairs of peasant. only ability swear to expand ordered our country peasant participation in political affairs so, conscientiously , have an effect to embody democratic universality of society soil righteousness and the authenticity, development of democratization and systematism driving our country rural area political lifes further, promotes our country socialist democracy progress , realizes the harmonious target of society ultimately.the main body of the book is allotted three parts. the connotation being peasant participation in political affairs and their significance building build to harmonious society that part i writes. this has been the main body of a book rationale.in this part , the author has carried out a boundary on peasant participation in political affairs , then expound and prove the significance improving peasant participation in political affairs to structure harmonious society to our country in nowadays afterwards. the author analyse the current situation of the peasant participation in political affairs and restricts factor in part ii. after having read a lot of data about that our country peasant participation in political affairs develops aspect, the author depict the achievements we have gotten and problems we met in the field of peasant participation in political affairs, then have carried out analysis on the cause having these problem afterwards. main part iii content is that how to improve in political affairs in structuring harmonious society. in oder to improve the level of peasant participation,we should make efforts from five aspects , making the development of the rural economy energetically ,improving the wareness of citizen of the peasant , cultivating a peasants participates in the ability , perfecting the systematism of the peasant participation in political affairs , striking illegality influence who effect peasant participation in political affairs according to law . 【关键词】 农民;
