1 目的Objective 为了对公司原材料、在制品、半成品、成品的搬运、贮存、包装、防护和交付等环节进行质量控制，特制订本程序。 The objective of this procedure is to accomplish the quality control over the handling, storage, packaging, preservation and delivery of raw materials, products in production, semi-finished products and finished products. 2 适用范围Applicable Scope 适用本公司原材料、在制品、半成品、成品搬运、贮存、包装、防护和交付。This is applicable to the handling, storage, packaging, preservation and delivery of raw materials, products in production, semi-finished products and finished products.3 职责Responsibility 3.1 采购物流部负责产品的搬运、贮存、防护和交付。The Purchase & Logistics Department is responsible for the handling, storage, preservation and delivery of products.3.2 技术工程部负责包装要求的提出和有关产品的贮存、防护条件的提出。The Engineering Department is responsible for specifying packaging requirements and formulating storage and preservation standards.3.3 制造部负责在制品入库前的贮存、包装、防护工作。工艺科负责顾客特殊货架的设计。The Manufacturing Department is responsible for the storage, packaging and preservation of products in production prior to warehousing. The Process Department is responsible for the design of special shelf for customers.4 工作程序Work Procedures4.1 搬运Handling4.1.1 制造部负责提供工位器具的图样设计，并负责按图样进行工位器具的制作，且满足生产需要。The Manufacturing Department is responsible for designing the drawings of workstation tools, manufacture workstation tools according to the drawings and ensure to meet the production requirements.4.1.2 原材料、在制品、半成品及成品搬运时，应根据材料和产品的特性，选用不同的搬运工具和搬运方式，并做好防护工作。When handling raw materials, products in production, semi-finished products and finished products, be sure to choose different transport tools and methods according to the characteristics of materials and products. Take proper protective actions.4.1.3 原材料、在制品、半成品及成品搬运时，应轻搬、轻放，严禁野蛮装卸，并防止在搬运过程中发生污染、腐蚀、混杂、损坏及碰撞划伤。When handling raw materials, products in production, semi-finished products and finished products, be sure to handle them with care and do not move them fiercely and violently. And be sure to avoid pollution, corrosion, confusion, damage, shocks and scratches during transport process.4.1.4 所有在制品、半成品搬运时，必须采用专门工位器具装载。When handling the products in production and semi-finished products, be sure to use special workstation tools to load them4.1.5不同的在制品、半成品搬运过程中，不准存放于同一工位器具。In handling process, do not store different products in production and semi-finished products in the same workstation tools.4.1.6原材料、在制品、半成品及成品搬运过程中，应作好标识，防止不同类型、批次发生混淆。In handling process of raw materials, products in production, semi-finished products and finished products, be sure to label them properly, so as to avoid the mix of different types and lots.4.2 贮存Storage4.2.1 公司设立专门的自制件、协配件及原材料仓库。The company will set up special warehouses for self-made parts, accessory parts and raw parts.4.2.2 根据公司下达的采购计划和生产计划，凭质量部出具的，仓库管理员对来库的原材料、协配件填写外购入库单，成品填写产成品入库单入库。按仓库管理制度规定分类存放和管理，且做到帐、卡、物相符。On the basis of the company purchase plan and production plan, the storekeeper shall fill in the Outsourcing Incoming List for incoming raw materials and accessory parts and fill in the Finished Parts Incoming List for incoming finished parts at the evidence of the Certificate of Conformity issued by the Quality Department. The production workshop acquires materials by “Material Requisition”.4.2.4成品的发货，由仓库管理员凭市场销售部开具的出库单发放。The storekeepers shall release the finished products based on the Outgoing List issued by Marketing Department.4.2.5贮存的原材料、半成品及成品，仓库管理员应按产品标识和可追溯程序作好标识。The storekeepers shall, according to the “Product Identification & Traceability Procedures”, properly identify the raw materials, semi-finished products and finished products in storage.4.2.6 贮存仓库内防雨及通风设施必须齐全，做到环境整洁，标识清楚、准确，并做好防尘、防腐、防磕碰、防潮工作。防止原材料、半成品及成品腐蚀和损坏。The storage warehouse must be complete with rain and ventilation facilities. Keep the space free of dust, corrosion, knocks and humidity, and prevent the raw materials, semi-finished products and finished products from corrosion and damage.4.2.7仓库必须执行先进先出的原则，仓库管理员必须保证贮存物品的质量。The warehouse must keep to the “early in early out” principle, and the storekeepers must ensure the quality of storage goods.4.2.8为及时掌握原材料、半成品、成品入库及出库情况，要做到当日入库、出库，当日清点，填写当日入库、发货台帐。To know the latest incoming and outgoing status of raw materials, semi-finished products and finished products, the storekeepers shall count the incoming and outgoing goods every day, and fill in tally accordingly.4.2.9制造部负责在制品的贮存管理。对在制品分类存放，并按产品标识和可追溯性控制程序进行标识。对领用和交货进行记录，做到帐物相符。The Manufacturing Department is responsible for the storage and management of the products in production. Meanwhile, record the requisition and delivery, and ensure the compliance between accounts and goods.4.2.10 制造部必须严格区分生产现场的合格品，返修品和废品、并做到隔离存放，分类处理，确保清洁无锈蚀。The Manufacturing Department shall clearly differentiate the acceptable products, rework products and scrapped products. Store them in isolation and dispose by category. Be sure to keep them clean and rustless.4.2.11 仓库管理员每季度对库存品进行定期检查，填写，确保库存物资不变质，不锈蚀、不变形、不损坏、不碰伤。超过保存期的原材料、半成品、成品，仓库管理员应填写处理报告，报质量部检验。未经检验合格或未经书面批准，不能将该批货物投入生产或交付给用户。The storekeepers must inspect the storage products every quarter, and fill in the “Storage Product Periodical Inspection Record”, ensuring that the goods in storage are prevented from deterioration, rusting, distortion, damage or knocks. For the raw materials, semi-finished products and finished products exceeding storage period, the storekeepers shall prepare disposal report and submit to the Quality Department for inspection. Without inspection or written approval, the goods exceeding the storage period must not be put in production or delivered to the users.4.2.12 采购物流部必须使用适用的库存管理系统：用客观的方法确定最大和最小库存量，并进行库存周转率的计算（库存周转率=月度出库产品资金量月度库存产品资金量），从而达到优化库存周转期，确保货物周转并减少库存量至最低。The Purchase & Logistics Department must adopt applicable inventory management system, in which an objective method shall be used to determine the minimum or maximum inventories and calculate the inventory circulation rate (inventory circulation rate = capital for monthly outgoing products capital for monthly inventory products), so as to optimize the inventory circulation cycle and ensure to keep the inventory to its minimum.4.3 包装Packaging 4.3.1 原材料、半成品、成品的包装及包装要求由工程技术部根据产品特性或用户要求进行设计、制订。The packaging and packaging specifications for raw materials, semi-finished products and finished products are designed or formulated by the Engineering & Technical Department according to the product characteristics or customer requirements.4.3.2 成品的包装工作，由装配车间按工艺要求完成，The packaging of finished products shall be completed by the Assembly Workshop according to the technical requirements.4.3.3 原材料的包装由分承包方负责。The packaging of raw materials is the responsibility of sub-contractors.4.3.4 生产车间（或生产半成品的分承包方）负责对其生产的在制品（半成品）进行包装。The production workshop (or sub-contractor of semi-finished products) is responsible for packaging the products in production (semi-finished products).4.3.5包装物上的数量、品种等标识必须与实际情况一致。The quantity, type and other descriptions labeled on the package must conform to the actual conditions.4.3.6 顾客有要求时，严格按照顾客的要求进行包装（包括贴标签）。Package the products (and attach labels) in strict accordance with the customer requirements, if any.4.4 防护Preservation4.4.1原材料、在制品、半成品、成品的防护要求及标准，由工程技术部制订。The Engineering Department shall formulate the preservation requirements and standards for the raw materials, products in production, semi-finished products and finished products.4.4.2各仓库负责在库的原材料、半成品、成品的防护工作。The warehouse is responsible for the preservation of raw materials, semi-finished products and finished products in storage.4.4.3生产车间负责本车间库存的尚未入库的原材料、在制品的防护工作。The production workshop is responsible for the preservation of raw materials and in-production products stored in the workshop.4.5 交付Delivery4.5.1成品的交付工作由采购物流部负责。The Purchased & Logistics Department is responsible for the delivery of finished products.4.5.2公司的包装及防护措施，应确保在一般运输条件及交付方式下，到交付目的地仍具备合同、订单或相关标准所要求的质量。The package and protective measures must ensure that the goods, shipped under general transport and delivery conditions, can still meet the quality requirements as stipulated in the contract, order or applicable standards at the arrival of destination.4.5.3用户自提货物的，由成品库直接向用户交付。The goods that are to be picked up by the customer itself shall be directly delivered to the customer by the finished product warehouse.4.5.4公司代办运输交货AICQ handles the transport on the customers behalf.4.5.4.1 根据用户要求，需要公司代办运输交货的，由市场销售部负责组织车辆，安排运输并作好交接工作。In case the customer requires AICQ to handle the transport and delivery on its behalf, the Purchase & Logistics Department is responsible to find vehicles and arrange transport.4.5.4.2成品运输过程中，必须做好防护工作。运输途中应采用盖好雨布，捆扎牢固等措施，防止货物淋雨、受潮，丢失和损坏。In transport process, the finished products must be properly protected. To prevent the goods from rain, humidity, loss and damage, the goods shall be properly covered and securely fastened.4.5.4.3货物交付过程中，必须轻搬轻放，防止货物碰伤及损坏。In delivery process, the goods must be handled with care and be prevented from the knocks and damages.4.5.4.4货物装运时，不能超过规定的高度和堆码层数。In transport, the goods must not be stacked at a height or layers above the specification.4.5.4.5货物交付过程中，货物发生数量不符、损坏、受潮等情况，有关人员应及时向市场销售部报告。由市场销售部会同有关部门，予以解决。In delivery process, if the goods are founds of quantity non-conformance, damage or humidity, the personnel concerned shall duly report the case to the Purchase & Logistics Department. The Purchase & Logistics Department shall provide solutions together with relevant departments.4.5.5 采购物流部须按顾客的要求发运所有产品，并采用顾客最新规定的运输方式，路线及包装箱确保产品完好送到指定地点。The Purchase & Logistics Department shall ship the products per customer requirements and adopt the transport means, routes and packages designated by the customer, ensuring the goods in good condition at the destination.4.5.6 市场销售部必须按合同要求100%按期发货，以确保顾客正常生产，并每月编制合同履约率统计报表。如果不能按期发货，市场销售部应及时与顾客联系说明原因，协商延期交货。同时针对未按期交货原因由市场销售部责成相关责任部门制订纠正措施改进交付能力。To ensure the customer in normal production, the Marketing & Sale Department must deliver the goods 100% on time according to the contractual requirements, and formulate monthly statistics of contractual fulfillment. If the goods cannot be delivered on time, the Marketing & Sale Department shall duly contact the customer, present the reasons and negotiate to postpone the delivery. Meanwhile, based on the reasons of delay delivery, the Marketing & Sale Department shall require relative departments to formulate the corrective actions and improve the delivery capability.4.5.7 接到新产品订单后，按产品先期质量策划控制程序规定根据顾客确定的重要阶段性日期制订项目进度计划，由管理者代表严格监控进度，确保整个开发到最后批量投产的周期符合顾客要求。为确保按期交货，公司可能改变运输方式缩短运输时间而造成的超额运费由市场销售部记录在合同履行月报表的备注内并定期统计。At receipt of orders for new products, it is required to follow the “Advanced Product Quality Planning Control Procedures” and formulate project-scheduling plan according to the date of importance priority determined by the customer.
