方案编号：CML2010101山东电力设备制造有限公司Shandong Power Equipment Co., Ltd.变压器运输方案Transport Scheme of the Power Transformer（济南上海港）(Jinan- Shanghai Port)二O一O年九月September 2010 在接到该项目信息后，我司结合多年变压器运输经验及本次运输货物的相关数据，对所涉及的装卸货地点及运输路线做了细致的调研和分析。在确保货物能够安全、按时到达目的地的前提下，特制订本运输方案。After receiving the project information, our company made detailed research and analysis on the loading and discharging points and transportation route, based on our many years transportation experience and the relative date. To ensure that the goods will reach their destination on time and safely, we are making the transportation scheme as follows.一、货物信息 Goods Information招标号Did No.型号Type运输方式Delivery type运输尺寸dimension（mm）运输重量weight(t)变压器TransformerDLSB-SC-201004：04#SFZ10-102000/145充氮运输Filling with Nitrogen70642702382191.8一、运输路线Transportation route根据本次运输项目货物的尺寸及重量，结合货物装卸地之间道路的实际情况，在保证货物能够安全、按时到达目的地的前提下，我司拟制定如下运输路线：According to the dimension and weight of the goods on dispatch, and the road condition between the loading and discharging points, we decide the transport route below to ensure the safety and schedule 济南泰安徐州南京上海港（全程约1100KM）Jinan-Taian-Xuzhou-Nanjing-Shanghai Port(Appro.1100KM)二、车辆配置 Vehicle configuration考虑到此项货物设备尺寸、重量等具体情况，拟选用的车型如下：（实际运输时，车型将根据货物的实际情况相应调整）Considering the dimension and weights, the applied vehicle shall choose the following( the vehicle style shall be adjustable according to the actual transportation )变压器的运输车辆配置 the vehicle configuration of transporting transformers（1）牵引车辆选型 tow vehicle style根据设备的技术参数，充分考虑道路情况，我公司拟使用德国进口奔驰重型牵引车，车辆马力为540马力。(见图一) according to the technical specification and the road condition, our company plans to use the imported Mercedes heavy towing vehicle of 540 horse power, see the photo 1.车型Make发动机功率 Engine Power输出扭距 torque驱动力driving force最大牵引力Max Traction拖挂形式trailer type液力偶合器型号liquid coupling type奔驰 Mercedes540马力 Horse Power2500NM6*6500T全挂 full trailerWSK400（2）车板配置方案 sweepingboard configuration根据设备重量，并充分考虑各省份对于超限运输的相关规定，我公司拟采用六轴的尼古拉斯液压轴线板。车板长9.3米，宽3米，车辆轮胎数48个，能够承载180吨，能够满足安全运输的要求。（见图二）According to the weight of equipment, and the regulation on over-weight transportation in provinces, our company plans to use the six-axial Nicholas hydraulic pressure board, with 9.3m long, 3m wide, 48 tyres, maximum loading 180 tones, see the photo 2 （图一） photo 1 （图二） photo 23、散件运输车辆捆扎措施 bundling measures of parts and components on vehicle捆绑封刹：用手拉葫芦、钢丝绳、护板、钢带等进行封刹，与货物接触处垫铺胶垫，以防磨损，封刹完毕，再对货物进行包装，避免再运输途中因风、雨等自然情况对货物产生损坏等。Binding measures: using chain block, wire rope, frame cover and steel belt etc., using the rubber mat where contact the goods, to avoid the wear. Then packing after the binding , to avoid the damage in wind or rain.三、设备安全运输保证措施 Safely transportation accruement（一）运输组织保障措施 organization management设备运输全过程的组织协调工作，做到分工明确，各司其职，实现科学、合理的人员配置，保证安全、优质、如期完成运输任务。The management of total transportation should be working in coordination , with good labor division and well organized, to ensure the safety, quality and fulfillment on schedule.项目经理：对本次运输项目运输全过程实施指挥和控制。下设运输项目总协调、运输总负责人，并成立外协组、车辆调配组、技术保障组、安全质量检查组、起重封刹护送组，确保按照顾客的服务标准如期安全的完成任务。Project manager , who conduct and control the whole transportation procedure. Dealing with over-load paper, and hire the traffic police to escort,to ensure the vehicle passing freely.负责与客户的沟通，按照客户的要求办理好货物的交接手续，使客户的要求圆满的实现。Responsible for communication with clients, dealing with handing-over procedure based on clients requirement, to satisfy the clints.与车辆调配组相互沟通，发现偏离服务标准的及时进行纠正。Communicate with Vehicle allocation group, correct them when not following the service standardB、车辆调配组具体职责：responsibility of Vehicle allocation group积极做好内部人员、车辆的协调和调度工作，按照质量体系的要求，严把运输质量关。Coordinate with staff, allocate vehicles, strictly following the transport quality与外协组相互沟通，按照客户的服务标准，及时纠正偏离服务标准所出现的一切问题，并做好相关的记录。 Communicate with outsource group, solve the problems when not following the service standard, and record积极与外协组相互协调，负责装卸车现场的指挥和人员的安排，确保货物及时安全的装卸。Coordinate with outsource group, arrange the staff, conduct the loading and discharging on the site, to ensure the safety.C、技术保障组具体职责：responsibility of technique assurance group负责处理运输途中车辆的突发故障，并按照公司质量体系的要求进行车辆的整备工作。Dealing with the sudden fault on the moving vehicle, repairmen on the vehicle as to the quality standard.负责运输车辆运行中，液压板的动态监视工作，发现问题，及时处理。To inspect the trends of hydraulic pressure board on the moving vehicle, dealing with any problem Project ManagerTransportation project general coordinatoroutsource groupvehicle allocation grouptechnique assurance groupsafety quality inspection grouplifting & binding escort groupD、起重封刹护送组具体职责：responsibility of lifting & binding escort group负责货物装车后按照客户的要求和质量标准进行封刹。To bind the goods after the loading ,as per clients requirement and standard.对运行时货物进行监视。To inspect the goods on delivery到达卸货场地后，协助客户安全的卸车。To assist the discharging after arriving the destination.E、安全质量检查组具体职责：responsibility of safety quality inspection group按照客户要求的服务标准和我公司质量体系要求对运输全过程进行质量监视和测量工作。To inspect the quality work of transportation and do measurement work as per clients service standard and quality system of our company协助车辆调配组在装车前和卸货前对货物外部的检查工作。To assist the vehicle allocation group inspect the outer of goods before loading and discharging.对车辆运行中出现质量偏离标准进行及时纠正。 Correct all the quality deviation on the transportation.F、技术工人的配备：technical staff should be equipped with配备一名高级工程师、一名工程师进行技术指导。One senior engineer and one engineer to instruct technique 维修工：选派10年工龄以上的高级技工担任。Maintenance worker: One senior technician of at least 10 years working experience起重护送工：选派一名10年工龄以上的高级技工担任。Lift escort: One senior technician of at least 10 years working experience（二）运输质量保障措施 transportation quality supporting measuresA、推行全面质量管理，不断完善质量保证体系，各项工作严格按照公司实行的ISO9001国际质量标准和客户的要求有条不紊的进行。Carrying out total quality management, constantly complete the quality supporting system, all work shall be in accordance with ISO9001 international quality standard and clients requirement.B、实施作业过程中的检查。安全质量检查组根据作业程序、方法和质量标准对作业过程中的每个环节进行质量检查，并逐一做好记录，对于出现偏离标准和要求的，马上提出并采取纠正措施。The inspection work . Record gradually and correct any deviation.C、设备保护。采取预防措施，如防潮、防腐、防冲击、防变形、防温差等，妥善保护设备。Equipment protection. Take any precaution measurements, as moisture proof, antisepticize，anticollision,anti-deformation, anti temperature difference.（三）运输安全保障措施 transportation safety supporting measurementA、加强安全教育，增强全员安全意识。严格执行各项安全管理制度，明确总经理为安全第一责任人，公司安全经理具体负责安全工作。To assure the safety education and enhance safety awareness. Strictly follow the safety management system, assure the General Manager as first safety principle, the safety manager is in charge of company safety work.B、完善运输安全技术管理和装卸安全保障措施。对大型设备的装卸和运输，提前了解设备特性要求，认真勘测作业现场和运输道路、桥涵等障碍物的通过性参数，严格按照安全技术操作规程和安全措施，合理配备人员和工具，制订完善的作业指导书。To complete the transportation safety technique management and loading and discharging safety supporting measurement. for large equipment, to be aware of the characteristics of equipment in advance, inspect the work site and road conditions in advance. Strictly follow the safety technical operation instruction and safety measures, equipped with staff and tools properly, make a complete work instruction.C、在施工现场设立交接小组，负责对接运设备和运达交验设备的检查、清点、残缺件的取证、加固材料的回收等项工作，填写交接记录，建立设备交接记录。Build a handover group on the construction site, in charge of the inspection work on the handling equipment and delivered equipment, count quantity, take proof of fragmentary, collect the reinforcement materials, filling the handover record.（四）具体安全保障措施 safety supporting measurement in detailsA、安全目标：确保设备完整无损运抵目的地；确保运输车辆和人身安全；确保工器具的使用安全。Target:delivery the equipment to the destination completely. Assure the safety of vehicle and staff.assure the operation safety of tools.B、安全质量检查组，作业前对所有参加人员进行运输措施交待，增强每位参运人员的安全意识。Safety quality inspection group should instruct all the relative staff before the delivery, and enhance their safety awareness.C、所有参加人员在工作现场必须戴安全帽。All staff should wear safety helmets on the siteD、运输、封刹工作由专人指挥。Delivery and binding should be conductedE、用于运输的车辆、器材、绳索等，在使用前必须进行检查、调试及维修，由安全质量检查组进行鉴定，确认合格后方可使用。The transport vehicles, equipments,ropes,etc. should be inspected, tested, and maintained before operation, and should be identified and qualified by inspection group F、装车时，驾驶员和起重人员应事先了解货物形状、重心位置、运输重量等参数，合理选择吊装点和起重、吊装设备，做到起重、吊装万无一失。When loading on vehicle, the driver and lifting staff should understand the shape, gravity center, delivery weight, properly choose the lift point and lift equipment, to avoid any mistake.G、设备运输过程中，封刹护送组监护检查设备状况，必要时，做好设备包装保护；并在货物超宽处和货物的后端必须挂有明显的标示物，夜间停运要设置警示灯，并设专人看护。On the moving procedure, the binding escort group should inspect the condition of equipment , if necessary, do the package protection work.
