The information you provide will also alert the ETDQA to areas in which you could be assisted and supported through the Capacity Building service provided by the ETDP SETA. Completing the Self-Evaluation Form will give you, the provider, the opportunity to conduct a basic evaluation of your operational and service readiness for accreditation allowing you to identify areas of strength and areas where you may require additional capacity. Reading the Guideline will also assist you to prepare for the site evaluation. Self-evaluation provides an opportunity to identify strengths and areas in which improvement is needed. In the process of identifying areas which you need to improve, you will also be able to take steps to address some of these areas before the on-site evaluation commences or request support and assistance from the Capacity Development unit of the ETDQA. CATEGORY 1: PHYSICAL RESOURCES OPERATIONAL FACILITIES This section contains information relating to the physical resources that the provider uses to operate business administration functions and to deliver learning. This is two fold: The ETDP SETA ETDQA requires that providers specify whether business administration and learning delivery takes place in two different locations. The SETA will check the premises to evaluate the business premises, management and operational systems as well as all training related materials and systems including learner records, systems and the like. 1. Operational Business Facilities This is the site where the provider conducts operational business functions, i.e. business administration. 2. Learning facilities This is the site where learning delivery takes place. Dedicated Workspace ETDQA ACCREDITATION APPLICATION GUIDELINES AND FORMS VERSION 2.2 ETDP SETA, 2005, All Rights ReservedVersion 1.0 September 2005 CATEGORY 2: LEARNING RESOURCES The ETDQA evaluators will, if necessary or required, observe programme delivery at the delivery or assessment site. The ETDP SETA ETDQA wants to make sure that the premises of the provider are a conducive environment for learning. If you use premises such as hotels or conference venues, you should indicate your minimum requirements for the venue. Your response to this section will provide an indication of the minimum standard requirements that you look for in the different venues you may use should you not own one. This will give the ETDP SETA ETDQA an indication of the types of resources that the provider needs for learning delivery. This may include scrutiny of your equipment and the minimum set of equipment you would use when travelling to hired venues or client premises. CATEGORY 3: HUMAN RESOURCES This section requires you to indicate the overall human resources capacity that you have in order to manage and deliver the learning services you offer. In instances where you are using contract staff or freelance facilitators, assessors and moderators, you need to provide a copy of the pro-forma contract you require them to sign. The ETDQA evaluators will review qualifications and related information of your human resources capacity during the site evaluation, including their registration status as assessors or moderators, where appropriate, with the ETDQA Division. Please note that it is compulsory for all providers seeking accreditation to provide a current staffing organogram which reflects both educator and non-educator staff. CATEGORY 4: FINANCIAL RESOURCES The purpose of this section is for the ETDP SETA ETDQA evaluators to establish confidence that there is sufficient financial liquidity to ensure that you are able to sustain learning services to learners for the period of accreditation. The evaluators when they come to conduct the site evaluation will need to see evidence of financial management systems and business planning procedures to validate your sustainability as a provider. CATEGORY 5: QUALITY MANAGEMENT SYSTEMS This section requires you to provide basic Quality Management Systems information and is evaluated along with other evidence that you will be providing. Should you not have a QMS in place, please notify the ETDP SETA for assistance to develop one. You will be referred to the Capacity Building unit of the ETDQA. ETDQA ACCREDITATION APPLICATION GUIDELINES AND FORMS VERSION 2.2 ETDP SETA, 2005, All Rights ReservedVersion 1.0 September 2005 CATEGORY 6: ORGANISATIONAL AND LEARNING SERVICE POLICIES This section requires you to provide policy and procedural information to the ETDQA so that they can form a preliminary judgement of the systems by which you manage the organisations business and operating systems and the learning services you offer. You are required to provide the various policies and procedural documents and attach copies of a policy from each area operational, business and learning services as requested. CATEGORY 7: ASSESSOR / MODERATOR REGISTRATION This section allows the ETDQA to establish whether you have “on-site” assessment services as all or part of your learning services or whether you manage the assessment of learners through external assessment providers. Please note that the ETDQA can only accredit you for learning programmes / unit standards / qualifications for which there is evidence that you have: registered assessors and moderators within the organisation; or, a valid contractual arrangement with an assessment provider; or, individuals who have a valid and current assessor and moderator registration status with the ETDQA. If you wish to offer internal assessment services and you do not have any registered assessors, then you must apply to have at least one assessor per learning programme / unit standard / qualification registered by the ETDQA. The ETDQA cannot proceed with the application for accreditation until they have received the completed applications for registration of assessors / moderators for the relevant learning programmes / unit standards/ qualifications. In the instance where you are using contracted-in assessment and moderation providers, you must include a brief description of how you ensure and track the quality of their assessment services so that the ETDQA can be confident that your learners receive a quality assessment experience. CATEGORY 8: RECOGNITION OF PRIOR LEARNING SERVICES RPL services to be rendered by providers are a formal accreditation requirement. Providers should include RPL services in their learning services - in accordance with the principles of the NQF, SAQA and the Skills Development legislation. Please ensure that you provide RPL services for credit / certification award purposes as well as a mechanism for fast-tracking learner entry and/or progress in the learning programme, for example, exempting learners from those modules where they have demonstrated applied competence against the module learning outcomes. ETDQA ACCREDITATION APPLICATION GUIDELINES AND FORMS VERSION 2.2 ETDP SETA, 2005, All Rights ReservedVersion 1.0 September 2005 CATEGORY 9: LEARNING PROGRAMME DESIGN, DEVELOPMENT, DELIVERY AND EVALUATION This section is there for the ETDQA to build a picture of your learning programme design, development and delivery services as well as to get a sense of how you build the learning programme and address the key elements of outcomes in your materials, delivery and assessment and moderation of assessment. In the first table you are indicating to the ETDQA whether you have “on-site” learning programme design, development and/or delivery services as all or part of your learning services or whether you outsource these services through other design / development or delivery providers. In the second table you are providing an outline of one of the modules of a learning programme you offer against a unit standard or qualification which you wish to have approved and included in your accreditation status. The information provided in this Table will be used by the Programme Evaluation unit to assess your alignment with the provisions and requirements of the National Qualifications Framework.
