检验检疫关于世博物资在撤展、拆除及留购中注意事项Exit and Entry Inspection and Quarantine BureauNotice on Dismantling, Removal, and Disposal of Expo Goods上海世博会开园运营已进行到一半，在日常的换展、布展，正常的物资进口的同时，撤展事项也已摆上工作日程，根据检验检疫工作规范及要求，提出总体工作原则及建议：The Shanghai Exit and Entry Inspection and Quarantine Bureau (CIQ) would like to inform all EXPO pavilions and exhibitors of the guideline for dismantling and removing their EXPO facilities.属于暂时进境世博物资和展品，建议原则上回运；属于国内采购的展品及世博物资，建议原则上不回运。In principle, temporarily imported Expo goods and exhibits should be returned to their country of origin, and domestically purchased exhibits and goods should not be returned.为确保撤展及拆除工作的顺利进行，现就有关事项说明如下：In order to carry out the dismantling and removal work smoothly, the CIQ is providing the following explanations:一、有关撤展、拆馆、留购（包括赠送）相关世博物资和展品，根据相关检验检疫要求进行了归类，基本分为以下四类：One - Expo goods and exhibits (including gifts received) fall into four categories under the CIQ inspection and quarantine requirements:（一）非贸易类物资属于暂准进境的物资，暂准进境的非消耗性上海世博会物资，展后原则上应予以退运出境或销毁。如果需要进入中国市场销售、使用的，必须按规定重新办理检验检疫相关手续。暂准进境的消耗性上海世博会物资，应当接受检验检疫机构的监管和核销，展后剩余的物资原则上应予退运出境或销毁，剩余物资如果进入中国市场销售、使用的，也须按规定办理检疫检疫相关手续，列入需要审批名录的动植物产品还需补办理检疫审批手续。1Non-trade goods belong to the temporarily permitted imported goods. Temporarily permitted imported durable Expo goods shall be returned to the country of origin or destroyed after the exhibition. If the goods are intended to for sale or use in China, relevant inspection and quarantine procedure should be re-conducted. Temporarily permitted imported consumable expo goods, shall be subjected to the supervision and check and write-off by inspection and quarantine bureau. The remaining goods after the exhibition shall be returned to the country of origin or destroyed. If the remaining goods are sold or used in China, relevant inspection and quarantine procedure shall be conducted. For the animals and plants products which shall be approvalled by CIQ, the quarantine approval formalities should be carried out.（二）暂准进境的物资准备留购的，例如销售、赠送、拍卖等，报检时若涉及到强制性认证产品的进境物资，包括电线电缆、电路开关及保护或连接用电器装置、低压电器、小功率电动机、电动工具、电焊机、家用和类似用途设备、音视频设备类、信息技术设备、电信终端设备、机动车辆及安全附件、机动车辆轮胎、安全玻璃、农机产品、乳胶制品、医疗器械产品、消防产品、安全技术防范产品、玩具、灯具等，需提供CCC认证证书等相关证明；若是预包装食品、化妆品、保健品需提供中文标签；若是化妆品须提供国家食药监局出具的进口特殊用途化妆品卫生许可证或进口非特殊用途化妆品备案凭证，以及产品配方表。2Temporarily admitted goods which are intended for sale, presentation as a gift, or auction fall into the scope of compulsory certification. These include wire and cable, electric circuit switch and protecting or connecting electrical equipment, low voltage apparatus，light power motor, electric tool, electric welding machine, home application and similar usage equipment, audio/video equipment, information technical equipment, telecommunication terminal equipment, automotive vehicles and safety accessories, tire of automotive vehicles, safety glass, farm and machine products, emulsion products, medical appliances, fire control products, security technique guarding products, toys, lamps etc., shall provide CCC certificate and other relevant certificates.Pre-packing food, cosmetics and health foods shall provide Chinese label. For Cosmetics, the Import Cosmetics Sanitation License or the record-filing certificate for Import Cosmetics without Special Functions issued by State Food and Drug Administration and product formulation are required.（三）以一般贸易进口现需复出口的物资，须提供当时进口的通关单的复印件、报关单的复印件等相关证明资料，方可办理出境报检通关手续。3Goods imported for use at EXPO under the normal trading method need to be exported back to their country of origin, applying to Customs and declaring CIQ procedure can be handled only after the photocopies of Customs Form, Customs Declaration Form and relevant documents have been provided.（四）若展馆整体以及展馆内相关物资（主要是国内采购的物资），需搬迁至国外，其中涉及到的国内物资出口及馆方工作人员日常购买的产品，按其性质分为：1）个人携带、邮寄的的产品按海关规定进行放行；2）样品，需提供产品的用途声明及非销售使用的承诺书；3）一般贸易出口的产品按正常的手续进行报检。4Physical pavilion structure and contents (mainly domestic purchases) being exported. For domestic goods and personal products of the pavilion working staff, classification is as following according to the characteristics:a) Products mailed by individuals or carried with them at time of exit can be released in accordance with the Customs regulation;b) Samples require a usage declaration of the products and letter of non sale commitment;c) Exporting products by general trade follow normal CIQ procedures.二、以一般贸易形式出口的世博物资检验检疫要求如下：Two - Requirements for Expo goods exported by general trade:1、出口食品、化妆品（出口化妆品企业无需备案）其生产企业需已经在出入境检验检疫机构备案；其经营者或者代理人已向出入境检验检疫机构申请标签检验，并提供所需的资料和样品。化妆品报检时应提交工商营业执照、化妆品生产企业卫生许可证、化妆品生产许可证（按国家主管部门规定不在生产许可范围内的除外）、产品原料清单和产品配方。出口食品、化妆品同时应符合进口国的有关要求（建议各参展方能事先与国内有关主管部门联系、了解参展方所在国家/地区对中国产食品/化妆品的进口要求，并将有关信息事先告知检验检疫部门）1Companies exporting foodstuffs must file appropriate documents with CIQ. The company exporting the goods or their agent must apply to CIQ for label inspection, and provide needed materials and samples. The application for cosmetics shall provide Business License, Cosmetics Manufacture Sanitation License, Cosmetics Manufacturing License (excluding cosmetics not permitted by the government), list of the raw materials and product formulation. Export food and cosmetics shall meet the requirements of the importing country (we suggest that the exhibitors can contact the domestic competent department in advance, understand the food/cosmetics importing requirements of the country/region of the exhibitor, and communicate the relevant information to the CIQ)2、国内生产的机电产品，出口申报时需提供生产地检验检疫证明，并需符合进口国的相关安全、卫生、环保有关规定。2For domestically made electric products, the local CIQ certificate shall be provided at the application for export. The products shall meet the relevant requirements of the importing country on safety, sanitation, and environment protection.3、出口日用陶瓷需提供出口质量许可证，以及列入法检范围内的下列玩具产品需办理出口玩具登记注册手续及提供出口质量许可证：包括布绒玩具、竹木玩具、塑胶玩具、乘骑玩具、童车、电动玩具（包括电动车玩具、视频玩具、声光玩具）、纸制玩具、类似文具类玩具、软体造型玩具、弹射玩具、金属玩具等。3Ceramics exported for daily use shall provide export quality license. For toys falling under the legal inspection scope shall conduct export toy registration procedure and provide export quality license: plush toys, bamboo and wooden toys, plastic toys, riding toys, toy bicycle, electric toys (including electric vehicle toys, video toys, sound and light toys), paper toys, toys similar to stationary, stuffed toys, projectile toys, metal toys etc. 4、出口到欧盟25个成员国及冰岛，挪威，列支敦士登、瑞士的电子电气产品需提供RoHS符合性声明。4Electric products exported to the 25 EU member countries, plus Iceland, Norway, Liechtenstein and Switzerland shall provide ROHS Conformability Declaration of Products.5、家用电冰箱（家用冷藏箱、家用冷冻箱、家用冷藏冷冻箱）、冷柜、家用制冰机、家用冰激淋机、冷饮机、冷热饮水机、电饭锅、电热水器等产品。需提供为非氯氟烃制冷剂、发泡剂的证明（产品说明书、技术文件以及供货商的证明）。5Household refrigerator (household freezer, household refrigerator freezer), freezer, household ice cube maker, ice cream maker, cold drink machine, hot and cold drink machine, electric cooker, electric water heater etc shall provide a certificate of non CFC refrigeration agent and foaming agent (product specification, technical document and certificate of supplier).6、对出口的小家电产品、自行车、灯具、洗衣机、插头插座、收录音机等产品，需凭检测机构出具的“电器产品型式试验确认书”。6Exporting small household appliances, bicycles, lamps, washing machines, plugs and sockets, recorder/receivers etc, shall show the Electric Product Type Test Confirmation issued by the relevant inspection organization.7、出口危险货物时，必须提供出境货物运输包装性能检验结果单（正本）和出境危险货物运输包装使用鉴定结果单。7Export Goods Transportation Package Performance Inspection Result Sheet (original) and Export Dangerous Goods Transportation Package Usage Identification Sheet shall be provided at time of export of the small household electric products.8、出口竹木藤柳草制品生产企业需已经在出入境检验检疫机构注册备案的。8For exporting products made of bamboo, wood, vine, and willow, the enterprises shall have registered and filed the relevant documents with CIQ.9、出运货物同时需要符合进口国的检疫要求。出口的木质包装需加施的IPPC标识，提供加盖检验检疫机构印章的“出境货物木质包装处理合格凭证”及检疫处理（熏蒸/热处理）结果单复印件。购自国内的世博参展动植物及其产品需运出国境的，应提供来源、种养殖及投入品使用情况的说明，符合要求的可免于注册报检；产品应满足输入国家地区的检疫要求，检验检疫合格后放行；输入国家地区要求实施熏蒸等检疫处理的，需进行熏蒸处理合格后方能出境。9Exit goods shall meet the quarantine requirements of the importing country.
