classificationsystem andimproved organizational flexibility to administer personnel resources,providesa positiveexampleof howthe conceptof givingmanagersgreater authorityand encouragedthatmanagersalsobe delegatedthe authoritytoclassifypositions,consistentwithapplicableofficeof personnelmanagementand navystandardsandallocatedpayroll.c.delegationof positionclassification,positionmanagement,andpayrollmanagementis a meansof movingthe navytowardthe typeof simplifiedmanagementprocessbeingtestedbythe demonstration project.however,changesin law and administrationprogram.(2) workwithcommandsand activitiesto establishameansof sharinginformationon successfulclassification, positionmanagement,pay administration,and evaluation techniques.(3) selectand monitorprogramdatawhichmeasurestheeffectivenessof commandand/oractivityprograms.(4) providetrainingadviceand assistanceto commandsandactivitiesas needed.b.headsof echelon2 commandsand activitieswill:(1) establishandimplementa planfor carryingoutthedelegationof financialmanagement,positionmanagement, classificationandpay administrationauthoritieswithinthe command.(2) recordthe reasonsfor concludingthatdelegationtoan activitywouldnotbe feasible.(3)ensureactivitycomplieswithreference(a) and otherrelevantguidancein administeringthisprogram.(4) monitorimpactof delegationon
