(5) insisted innovation, and coordination, and green, and open, and shared development is relationship China development global of one deep change, according to new development concept do job; (6) practice line Socialist core values, promote Socialist thought moral and Chinese traditional virtue定南县转塘电站水库防汛抢险应急预案1 总则1.1 编制的目的编制定南县转塘电站水库防汛应急预案（以下简称应急预案）是为了提高对水库突发事件的应对能力，切实做好水库遭遇突发事件时的防洪抢险调度和险情抢护工作，力保水库工程安全，最大程度保障人民群众生命安全，减少损失。1.2 编制依据根据中华人民共和国防洪法、中华人民共和国防汛条例、水库大坝安全管理条例、国家防总办公室制定的水库防洪抢险应急预案编制大纲等有关法律、法规、规章以及有关技术规范、规程和经批准的水库汛期调度运用计划，制定本预案。1.3 工作原则应急预案的编制是以确保人民群众生命安全为首要目标，体现行政首长负责制、统一指挥、统一调度、全力抢险、力保水库工程安全的原则。1.4 适用范围水库遭遇的突发事件是指水库工程因以下因素导致重大险情：、超标准洪水；、工程隐患；、地震灾害；、地质灾害；、上游水库溃坝；、上游大体积漂移物的撞击事件；、战争或恐怖事件；2 工程概况2.1 流域概况转塘水利枢纽工程位于定南县鹅公镇坪光村，距定南县城37公里，属珠江水系东江河贝岭水中游，其地理位置为东径 11513，北纬2445。该工程坝址以上集雨面积929平方公里。主流上游安远县建有东风水库、鹤仔电站、洪洲电站。主流发源于寻乌县三标乡大湖崠，由北向南流经安远县新田、孔田、鹤仔乡和定南县龙塘、鹅公、九曲乡至三溪口与老城河汇合，最后流入广东省枫树坝水库。2.2 工程基本情况定南县转塘水电站于2002年10月份开工，2004年7月份并网发电，本工程为三级工程，其主要建筑物为三级建筑物，厂房为四级建筑物。电站总装机容量25000kwh。水库大坝按50年一遇洪水标准设计，500年一遇洪水校核。水库正常蓄水位225.00m（黄海高程）相应库容1412万立方米。设计洪水位（P=2%）225.65m,校核洪水位（P=0.2%）229.00m,水库总库容2480万立方米。水库大坝顶高230.20m，大坝有浆砌石溢流坝段，厂房坝段，浆砌石非溢流左、右岸坝段，土坝接头，坝后式厂房。其中溢流坝段57米，溢流坝泄洪由闸门控制,工作闸门分4孔布置，溢流坝工作闸门为平面钢闸门，溢流坝孔口宽度12m，挡水高度8m，水库洪水调节原则按：当入库流量小于正常蓄水位泄量2221m/s时,闸门控制按来量下泄,当入库流量大于正常蓄水位2221m/s时,闸门全开自由泄量。最大下泄洪水流量3903m/s。消能采用消力池底流消能和“T型消力墩”辅助消能，消力池长22.146m，宽57m。工作闸门启用设备按一门一机布置，启闭设备采用PQ2500KN卷扬式启闭机。闸门启闭供电为厂用电系统，有三个电源点供给，分别来自35kv母线、6.3kv母线和自备柴油发电机电源。从而保证了泄洪的可靠性。2.3 气象水文电站坝址以上流域内无气象站，邻近流域有定南县气象站、安远县气象站。观测项目有降雨量，蒸发、气温、湿度及风向风速等。电站流域面积65%以上在安远县境内，电站与安远气象站建有水情、雨情联系。根据该站历年资料统计，多年平均气温18.9C，平均相对湿度80%。流域属副热带东南亚季风气候区，气候温和、降雨充沛。暴雨类型主要有锋面雨和台风雨，锋面雨一般出现在46月，台风雨一般出现在79月，一次暴雨持续时间多在三日以内，以一日为主。流域多年平均降雨量1635，其中46月降雨量约占年降雨量的46%。水库上游8公里处建有胜前水文站，控制流域面积684平方公里，占水库控制流域面积74%。电站水库洪峰入库流量可以以胜前水文站有关数据为参考，确定洪峰到达转塘水库的时间及流量。电站硬件设施有水位自动观测设施，自动测量大坝水位，有洪水警报系统，在开闸泄洪前拉警报预先通知。2.4 工程安全监测电站汛期设有防汛办公室实行每天24小时值班制度，值班人员每班至少一次对水工建筑物进行外观巡视检查，并做好记录。电站大坝坝基扬压力观测点共布置6孔，左岸非溢流坝段布1孔，溢流坝段布3孔，厂房坝段布1孔，右岸非溢流坝段布1孔。大坝建有水平位移观测点8个，左岸非溢流坝段1个，溢流坝段3个，厂房坝段1个，右岸非溢流坝段1个，左右岸山坡各1个为基准点。电站对大坝水平位移、沉降、坝基扬压力以及大坝外观在汛前、汛中、汛后定期进行测量检查，并做好检测记录。以往水库工程安全监测情况：大坝水平位移为零、沉降为零、坝内渗水较小，大坝外观无裂逢。2.5 汛期调度运用计划2006年转塘水电站防汛度汛方案已上报定南县防汛抗旱指挥部批准并实施。2.6 历史灾害及抢险情况据资料显示历史最大洪流在1924年，洪峰流量达到 2960m/s,第二大洪流在1964年，洪峰流量达到2630 m/s，第三大洪流在1950年，洪峰流量达到2420 m/s。造成的灾害损失情况不详。以上资料来自转塘水利枢纽工程初步设计报告。3 突发事件危害性分析3.1 重大工程险情分析可能导致水库工程出现重大险情的主要因素有：、特大暴雨引发的超标准特大洪水；、山洪暴发引发的特大洪水；、上游大体积漂移物；、地震灾害；、战争或恐怖事件。3.2 大坝溃决分析电站流域内具有山区河流特性，洪水由暴雨形成，洪水汇流时间短，容易形成特大洪水和山洪暴发引发的大洪水。超标准特大洪水对电站泄洪造成较大压力，可能对土坝造成塌陷、滑坡、跌窝等现象，容易造成土坝溃决。再就是地震、战争和恐怖事件对大坝的威胁较大，大坝一旦形成裂逢，有可能造成大坝溃决。3.3 影响范围内有关情况下游防洪重点保护对象由两座中型水库：九曲电站、长滩电站，以及九曲村、九曲生态度假村等。影响内的人口有2000人左右。4 险情监测与报告4.1 险情监测和巡查4.1.1、大坝的安全分科室和班组二级管理。大坝安全管理的日常工作由班组完成，日常以外的工作由科室完成。4.1.2、大坝安全管理的日常工作：做好大坝裂逢、渗漏、排水、剥落、松散、崩塌、滑动等项目的巡视检查，汛期至少每班巡视一次，其它时间可以减少巡视次数。4.1.3、大坝安全管理的日常以外的工作：组织对水工建筑物进行汛前、汛后大检查，大坝位移观测，坝基扬压力定期检测，整理和分析观测记录，建立健全大坝安全管理的技术档案和规章制度。4.1.4、各班组在洪水期根据实际情况增加巡视次数，特别对可能出现险情的部位应增加巡视次数，一旦发现有威胁大坝安全的可能情况，应立即汇报，同时电话上报定南县防汛抗旱指挥部以及下游重点保护对象，并准备好抢护险情和组织下游群众的转移工作。4.2 险情上报与通报汛期每日8时报水库水位、库容、入库流量、出库流量及降雨量到县防办，遇暴雨，洪水过溢洪道时要随时加报，非汛期在每月25日汇报一次。遇水库险情，第一时间报县防办、镇政府，并响警笛报警。5 险情抢护5.1抢险调度5.1.1电站站长是防汛抢险总指挥，全面负责防汛抢险工作。防汛抢险领导小组成员在站长的统一领导下，按分工协作的原则，根据防汛需要做好各小组的工作，树立“大坝安全第一”的思想，保证水库工程安全。水库水位应控制在汛限水位225.0m以下，最大下泄流量应控制在2740m/s以下。5.1.2抢险调度方案应有防汛抢险领导小组统一讨论决策并组织实施，抢险队员应无条件执行指挥人员的调度。5.2抢险措施5.2.1水库一旦发生险情，抢险领导小组应立即组织抢险队伍进入现场，抢险队员应到岗到位，听从防汛抢险领导人指挥参加抢险。5.2.2抢险工具、物资（车辆、铁铲、编织带等）到达险情现场附近地点待命，5.2.3通讯设备应保持畅通，任何人没有特殊情况不得占用。5.3应急转移5.3.1一旦出现险情，应立即上报县防汛抗旱指挥部，险情在短时间不能控制时，应立即向定南县防汛抗旱指挥部请求支援，同时也可向附近村庄请求支援。5.3.2险情有较大可能威胁下游人民生命财产安全时，应立即发出转移警报，警报长鸣3分钟。并上报定南县防汛抗旱指挥部转移下游群众的通知，迅速指派有关人员组织下游群众向两边山坡高处分散撤离。6 应急保障6.1组织、队伍保障组建防汛抢险队伍：防汛抢险领导小组组长： 廖进富 防汛抢险领导小组副组长：李芳伟 黄剑抢险队员：刘显华 叶茂武 王远华 敕敏红 曾令静 龚 范 王金林 罗华英 黄治强 陈小平 郭润红 廖国山 朱作礼 徐成轩 后 勤 组：何建辉 廖琼芳 王庆基 钟育光 李美英后勤组主要负责后勤保障、电话联络、下游群众转移工作。必要时可向龙塘镇、鹅公镇政府请求支援协助转移。6.2物资保障麻袋800只，编织袋1500只,沙石400m,铁丝：100。存放地点:电站仓库。6.3通信保障水情、险情信息的应急传送采用有线电话联络：24小时值班防汛电话：备 用 防 汛 电 话： 7应急预案启动与结束7.1应急预案启动条件当库区域内出现超标准特大洪水、上游出现大体积漂移物、地震、地质灾害、工程隐患、战争或恐怖事件等可能引起的大坝裂逢、溃决等工程重大险情时，应立即起动应急预案。7.2应急预案结束条件应急预案的解除必需经过防汛领导小组或应急专家组成员的确认，对工程或下游重点保护对象及人民群众不构成威胁，并且工程险情完全得到控制时方可解除。8 附件8.1附图1、水库及其下游重要防洪工程和重要保护目标位置图；2、水库枢纽平面布置图；3、水库枢纽主要建筑物剖面图；4、水库水位库容面积泄量关系曲线图；5、水库洪水风险图。8.2附表1、水库工程技术特性表；2、水库下游主要河段安全泄量、相应洪水频率和水位表。8.3大坝安全鉴定报告书 定南县转塘水电站本实验的教学目的是使学生在了解与掌握物联网基本架构、物联网关键技术以及物联网发展现状的基础上，通过对物联网在诸多典型领域应用的深度学习与分析总结，使学生对物联网的应用有真实全面的认识full strictly rule party is all members common responsibility, must implementation to each branch and each name members. 3 .
