CDM 项目管理手册CDM Project Management Manual 上海百川畅银实业有限公司Shanghai BCCY New Power Industry Co., Ltd. 2009.3.22 前言:Introduction: 本CDM 项目管理手册依据在联合国清洁发展机制理事会(UNFCCC)注册登记的上海百川畅银实业有限公司垃圾填埋场沼气收集与能源利用项目设计文件(PDD)中所描述的项目监测方法学和监测手段编制。 This CDM project management manual is compiled in accordance with the project monitoring methodology and monitoring method described in Shanghai BCCY New Power Industry Co., Ltd. The landfill gas collection and energy utilization project design document (PDD) as registered at UNFCCC. 本手册内容包括:PDD中规定的监测方法及需要监测的数据要求、项目CDM 组织管理机构设置、计量仪表的质量控制与质量保证办法、以及CDM 数据库的管理等,目标是精确计量本项目所收集和减毁的甲烷量,以便联合国CDM EB 指定的DOE 在核定的公司项目产生的CERs 指标时提供真实准确的依据。 This manual includes: monitoring methodology and data requirements for monitoring as prescribed in PDD, project CDM organization and management team configuration, quality control (QC) and quality assurance (QA) procedures of measuring meters, management method of CDM database and so on. It aims to precisely calculate the amount of methane gas collected and displaced in Project, thus providing DOE, which are designated by United Nations CDM EB, true and accurate data for the certification of CER credits generated by this Project. 本手册供百川畅银新能源有限公司在其沼气收集与发电利用项目的运行管理中严格执行。 This manual should be strictly carried out by Corp. of Shanghai BCCY New Power Industry Co., Ltd. during its operation and management of the landfill gas collection and utilization for power generation project. 一、 PDD 中规定的监测方法及需要监测的数据要求Monitoring Methodology and Data Requirements for Monitoring as prescribed in PDD 根据ACM001 监测方法学的规定,需要加以确定的主要变量是:According to the requirements of Monitoring Methodology ACM001, The main variables that need to be determined are the quantity: 甲烷的实际收集量the quantity of methane actually captured(MDproject,y), 火炬焚烧的沼气流量quantity of methane flared (MDflared,y), 发电机发电用沼气流量the quantity of methane used to generate electricity (MDelectricity,y), 沼气中甲烷的浓度the fraction of methane in the landfill gas ( WCH4) , 沼气的比重the landfill gas density ( DCH4, 通过压力和温度测量自动), 火炬燃烧效率the flare efficiency (FE) , 上网电量the amount of electricity exported to the grid. Preferably measured by continuous gas quality analyser.监测频率: Monitoring frequency: 连续或定期Continuous or periodicalQA/QC 程序: QA/QC procedures:气体分析仪应定期到专门机构维护和检测,以确保精度The gas analyser should be subject to a regular maintenance and testing regime to ensure accuracy备注:Any comment:如果被收集的气体用于火炬,填埋气中甲烷的含量(wCH4,y),应该使用一个标准分析仪不断测量(除非火炬效率默认值是按 “从燃烧气体含有的甲烷确定项目的排放量工具” 指导意见确定的);如果被收集的气体用于发电或火炬效率默认值是按 “从燃烧气体含有的甲烷确定项目的排放量工具” 指导意见确定的,垃圾填埋气中甲烷含量(wCH4,y)应该使用一个标准分析仪不断测量,或者进行定期测量,起码每年按季度测量4次。如定期测量,用来估计甲烷排放量基准线下限的置信区间应该是95 ,以确保稳妥。If the captured gas is flared, the fraction of methane in the landfill gas (wCH4,y)should be measured with a continuous analyzer (unless a default value for flare efficiency is adopted as per the guidance given in the “Tool to determine project emissions from flaring gases containing Methane”);If the captured gas is used to produce energy or a default value for flareefficiency is adopted as per the guidance given in the “Tool to determine project emissions from flaring gases containing Methane”, the fraction of methane in the landfill gas (wCH4,y) should be measured with a continuous analyzer or, alternatively, conducting periodical measurements with a minimum of 4 quarterly measurements per year. The lower bound of the 95% confidence interval obtained from the periodical measurements should be used to estimate baseline methane emissions to ensure conservativeness.数据和参数: Data / parameter:T 数据单位: Data unit:C 描述: Description:填埋气温度Temperature of the landfill gas数据来源: Source of data:项目参与者Project participants监测程序 (如有): Measurement procedures (if any): 监测以便确定甲烷的密度 DCH4. 使用流量计自动测量温度和压力,并以标准化的立方米表示填埋气体积时,不用再单独的监测温度。Measured to determine the density of methane DCH4.No separate monitoring of temperature is necessary when using flow meters that automatically measure temperature and pressure, expressing LFG volumes in normalized cubic meters.监测频率: Monitoring frequency: 连续ContinuousQA/QC 程序: QA/QC procedures:测量仪器应按照适用的国家/国际标准,实行定期维护和检测。Measuring instruments should be subject to a regular maintenance and testing regime in accordance to appropriate national/international standards.备注:Any comment:数据和参数: Data / parameter:P 数据单位: Data unit:Pa 描述: Description:填埋气压力Pressure of the landfill gas数据来源: Source of data:项目参与者Project participants监测程序 (如有): Measurement procedures (if any): 监测以便确定甲烷的密度 DCH4. 使用流量计自动测量温度和压力,并以标准化的立方米表示填埋气体积时,不用再单独的监测压力。Measured to determine the density of methane DCH4.No separate monitoring of temperature is necessary when using flow meters that automatically measure temperature and pressure, expressing LFG volumes in normalized cubic meters.监测频率: Monitoring frequency: 连续ContinuousQA/QC 程序: QA/QC procedures:测量仪器应按照适用的国家/国际标准,实行定期维护和校验。Measuring instruments should be subject to a regular maintenance and testing regime in accordance to appropriate national/international standards.备注:Any comment:数据和参数: Data / parameter:ELLFG 数据单位: Data unit:MWh 描述: Description:净上网电量Net amount of electricity generated using LFG.数据来源: Source of data:项目参与者Project participants监测程序 (如有): Measurement procedures (if any): 电度表Electricity meter监测频率: Monitoring frequency: 连续ContinuousQA/QC 程序: QA/QC procedures:电度表将接受定期(按照电度表供应商的约定)维修和测试,以确保准确性。Electricity meter will be subject to regular (in accordance with stipulation of the meter supplier) maintenance and testing to ensure accuracy.备注:Any comment:需用其估算从填埋气发电实现的减排量,如果有此减排要求的话。Required to estimate the emission reductions from electricity generation from LFG, if credits are claimed.数据和参数: Data / parameter:CEFelecy,BL,y 数据单位: Data unit:tCO2/MWh 描述: Description:电网的碳排放因子Carbon emission factor of electricity 数据来源: Source of data:监测程序 (如有): Measurement procedures (if any): 如果使用收集发电的基准线已产生,可使用默认值0.8。另外,公式8给出了估算公式。如果基准线源于电网,排放因子应按照“电力系统排放因子的计算工具。”中描述的方式计算A default of 0.8 can be used if electricity in the baseline would have been produced using captive power plant. Else, equation 8 provides the estimation equation. Measured efficiency prior to project implementation;2. Measured efficiency during monitoring;3. Data from manufacturer for efficiency at full load;4. Technologies公司技术Project Manager 项目经理Project Engineer 项目工程师CDM Engineer CDM专工Gas Collection Engineer 沼气收集专工三、 计量仪表的质量保证办法与措施 QA and QC Procedures of Measuring Meters 作为CDM 项目,该项目的数据计量准确性至关重要,特别是与甲烷相关的涡流流量计(带温度和压力自动校正)、甲烷浓度计的精度与校验管理,是质量保证的关键。 The precision of project data measurement plays a critical role in CDM projects. Especially important is the accuracy and calibration management of methane-related vortex flow meter and methane fraction meter, which is the key to quality assurance. 计量仪表的采购应该让仪表制造厂家提供国家指定的专业机构签发生产资质许可证,并提供产品出厂检验合格证。Measuring meters manufacturers should provide a production qualification license which should be issued by authorized institutions during the purchase of measuring meters. Product QC pass licenses are also required. 涡流流量计应依据国家颁布JJG1981994速度式流量计检定规程的技术规程的校核要求,每二年校核一次。为了保证精度,本项目头两年的校核频度可以提高到每年一次,应在国家授权的有资质的权威机构进行。如河南省计量监督检测科学研究院。The vortex flow meter should be calibrated once every two years according to the as described in JJG1981994 issued by the State. In order to assure accuracy, the calibration frequency should be increased to once every year during the first two years of Project and performed by qualified and authorized institutions, such as Henan Academic Institute of Metering, Supervision and Testing. 用于测量CH4 浓度和氧含量的气体分析仪在国家标准未颁布的条件下,采用企业标准进行校核,每年校核一次。气体分析仪的检测和校验程序参见其手册。可以采用氮气或空气进行调零;年度检测和校验应委托国家指定的权威专业机构进行检定,如河南省计量监督检测科学研究院。Since the national standards are not yet issued, the gas analyzer for measuring CH4 density and Oxygen fraction should be checked according to enterprise standards once every year. Infrared gas analyzers the check and calibration of these analyzers should be performed according to its manual. They can be set to zero with nitrogen or common air. Annual check and calibration should be entrusted to professional authorities designated by the State, such as Henan Academic Institute of Metering, Supervision and Testing.供电上网电表的精度校核按供电部门管理规范进行。The calibration of meters for electricity exported to the grid should be performed according to the administration regulations issued by electricity supply sectors. 项目现场的常规温度计,压力表有关法规规定质量检查期,按期送检,无法规定的则按实际工作需要安排送检。所有计量仪表或器具的校核,必须取得校核记录单并存档备。 Common onsite thermometers and manometers should be checked regularly according to relevant regulations. Where there are no relevant regulations issued, the checking should be arranged to meet actual practice requirements. The checking of all measuring meters and instrument should be recorded and the recording paper should be profiled and preserved. 根据监测方法学,火炬焚烧效率应该每季度进行一次。除了在火炬中部和顶部装设
