Items reviewed include existing condition plans, erosion and sediment control plans, proposed grading and drainage plans, sanitary and storm sewer profiles, and site hydrology studies. Received administrative requirements haul routes, indemnity agreements, performance bonds, State Soil and Water Conservation District approvals, Georgia EPD stream buffer variances, and pipe inspection fees prior to issuing plan approvals for construction. Reviewed and recommended approval of as-built certifications for facilities to be dedicated to the City. Reviewed 50 commercial site development designs, ten as-built plan sets, and issued 12 approvals for projects during calendar year 2001. Calendar year 2002 commercial totals were 100 reviews, six as-built reviews, 35 plan set approvals, and 80 residential approvals for new construction and alteration projects.2000 to 2001 (Contract position) Company #2, City, StatePROJECT ENGINEER on civil/site designs and projects. Specific projects assigned included preliminary cost estimates and grading plans for a 35 acre parcel in Large County; two sanitary sewer capacity studies for sites in the LargeCity; prepared revised Notice of Intent (NIO), Erosion, Sediment, and Pollution Control Plan (ESPCP), and Comprehensive Monitoring Program (CMP) documents for a 15 acre Large County Public Schools site; conducted preliminary site visit and existing utilities coordination for a retirement home project in Smalltown, State; and performed a field run topographic survey for an erosion prevention project at Prestigious Country Club. 1993 to 2000 Company #3, City, State, PROJECT ENGINEER for a wide variety of hydrology studies, site designs, landfill closure initiatives, sewer capacity studies, and sanitary sewer design projects. Performed bi-weekly erosion control inspections on behalf of Large County for HDR/WLJ site development designs. Project engineer on over 12 sewer capacity studies for private developers at various sites within the City. The First Amended Consent Decree between the City and the EPA/State EPD mandates that adequate carrying capacity be demonstrated to ensure reasonable facility growth within the City without sanitary sewer overflows (particularly wet weather flows in older trunks and laterals). Worked as project engineer on the Small Creek Relief Sewer design project, which will convey 85 MGD of flows from Large County through 1.5 miles of new 78-inch sewer to the Name Withheld Treatment Plant. Also performed preliminary design and layout for Large Creek Relief Sewer, which is 3 miles of 60-inch sewer designed to carry 32 MGD. Large Creek Project was completed in December 2001 within budget construction cost = $11.5 million and as-built plans will be submitted soon. Small Creek Project is presently under construction with a contract amount of $12 million. Performed primary construction admin duties on Another Sewer Rehabilitation project, and City Metro Outfall sewer (both contracts = $1.4 million). 1992 to 1993 Company #4, City, StatePROJECT ENGINEER responsible for life cycle project management of a dozen or more Architect/Engineer design contracts for U.S. Military Construction projects at 4 bases in the USA (average construction value $25 to 30 million). Position required close coordination with the end facility tenant, the local base civil engineer organization, and the Military major command to ensure all operational requirements were met. Duties included management of design funds, advertising for A-E services, A-E selection boards, pre-design meeting, preparation of Government estimate and negotiations, progress tracking and schedule adherence in the Corps automated SASPRS reporting system, conducting internal technical design reviews and meetings with the tenant, base, and major command personnel, processing A/E invoices, and pre-construction meetings/transition to construction. Crucial part of transition to construction was ensuring all necessary environmental permits and site clearances were obtained prior to final design completion.1991 to 1992Company #5, City, StatePROJECT ENGINEER provided link between Small Town District design project managers and the Department of Energy (DOE) and Westinghouse (site operating contractor) clients at Name Withheld River Site in City, State. Duties include schedule and progress reporting, managing project design budgets, coordinating in-progress design reviews, preparing DOE Change Control Board Documentation, identifying and tracking permitting requirements (both on-site requirements, and with State DHEC). Considerable efforts were also required to solve day-to-day open issues such as locating as-built plans, utilities research for new facilities, and coordinating site access for design and contractor personnel.1983 to 1991Company #6, City, State1990-1994 NATO PROGRAM & FACILITIES MANAGER Served as U.S. Forces facilities manager for 30 NATO sites in four European countries. As part of Commanders staff, personally visited all POMCUS, Theater Reserve, and Ammunition Storage sites in operation, or under construction. Represented the Command at 20 NATO site design planning (Phase) meetings, and seven Joint Final Acceptance Inspections for turnover of completed facilities. Assisted the supporting base personnel in preparing for Annual Maintenance Inspections of existing facilities by NATO designated inspectors, and participated in 15 inspections. Wrote NATO project authorization documents (called Data and Justification sheets), and compiled the first ever tracking list for NATO Minor Works projects ($150,000 value or less). Helped develop and refine U. S. Forces user criteria for sizing and function of NATO authorized facilities, and sought upward deviations from NATO Facility Planning Criteria as additional facility requirements emerged. Performed “watchdog” activities to ensure local U.S. Bases did not spend scarce U. S. Forces maintenance funds for NATO eligible repair projects, which saved over $5 million. 1990- ENERGY PROGRAM MANAGERManaged a Command level energy conservation program for 14 U.S. bases in four countries. Identified over 30 locations for fuel conversion projects (from coal to district heat or natural gas). Performed economic analyses for 18 such locations, and wrote project documentation to obtain Congressional line item funding for four locations ($12 million construction value). Seven of the eighteen conversion candidate locations resulted in signed utility contracts, having a first year savings of $3 million. Won recognition from the U.S. Department of Energy for Outstanding Individual Achievement.1987 to 1990-CHIEF, Energy & Environmental Branch Managed a base level energy conservation program for 9.
