Spring City Parcel D Master Planner & Architect Detailed Information for Fee ProposalD地块总规划及建筑项目 费用报价方案详细资料TERMS OF REFERENCE 参考条款一、 Site and Area Parameters 分项及面积参数1.1 The site is located at the south-east corner of Spring City on a cliff with an excellent view over the Lake Yang Zong Hai. 1.2 With a net land area of approx.127, 079.66sqm, the project must yield minimum GFA of 44,712 sqm. instructions as to the CLIENTs requirements and Design Brief, assessing them and giving advice generally on how to proceed.执行业主关于其要求及设计摘要的指令,评估且提供建议如何继续进行。1.2 Receiving from the CLIENT information with respect to ownership, lessees, tenants, squatters and other occupiers of the site concerned, of existing buildings, boundary walls and fences and other enclosures thereon and any known encroachments, rights of way, rights of support and other easements, underground services and any other matter or thing affecting the same.向客户获取关于所有权、承租人、居住者、占屋者及其他涉及场地占有,现有房屋、边界墙及围墙及其他附件,任何已知的占用,先行权,支持权及其他地役权,背景服务,其他事宜或者有同样影响的事宜等等方面的资料信息。1.3 Visiting the site concerned, carrying out an initial appraisal and giving preliminary advice to the CLIENT on the suitable type of development.参观所涉及的现场,关于合适的开发类型,实施一个初始的评估,提供初步建议给客户。1.4 Seeking advice and making recommendations to the CLIENT on any local traditions and practices (i.e. Feng Shui principles) with potential impact on design.就当地传统及惯例,对设计有潜在影响的,寻求建议,向客户作出推荐(如风水信念)1.5 Seeking advice from the Local Architect on statutory requirements, definitions, development control parameters such as zoning, plot ratio or Floor Area Ratio (FAR), Gross Floor Area (GFA), Net Saleable Area (NFA), setback, site coverage, open space requirement, maximum height and platform level, etc向当地建筑师寻求建议,如关于法律要求、定义条款、开发控制参数,如分区、容积率或者建筑容积率、GFA、NFA,缩进、建筑密度、开放空间要求、最大高度及平台标高等方面的。1.6 Seeking advice from the Local Architect on the optimum design criteria and ratio for common spaces, unit build-up area and saleable area to achieve maximum design efficiency, so as to enhance the attractiveness and marketability of the Project.关于最佳设计标准,公共空间的比率,单位建成区域及销售区域,向本地建筑师寻求建议,以达到最佳设计效果,以便提高该项目的吸引力及市场性。1.7 Carrying out such studies as the CONSULTANT may deem necessary in pursuance of the CLIENTs requirements, reviewing with the CLIENT design and construction approaches. 按照顾问认为必要的履行客户的要求,客户设计评审及构建方法,实行研究。1.8 Review the relevant Green Building design guidelines for the Project, and propose broad passive and active design strategies that are feasible and cost effective.评审相关绿色建筑设计指导方针,提出概要的消极的及积极的设计战略,要可靠及有成本效益。1.9 Collaborating with the Local Architect in conducting pre-submission consultations and preparing drawings required for submissions to the planning authorities for outline planning approval where appropriate in order to obtain planning guidelines for the Master Plan and Concept Design Stage 总体规划和概念设计阶段2.1 Taking the CLIENTs instructions to ascertain the requirements and constraints of the works in relation to the Project.执行业主指令,确定与该项目相关的工作要求及约束条件2.2 Preparing preliminary sketch designs for the master plan to interpret the Design Brief, applicable laws, rules and regulations, taking into account:准备总体规划设计简要解释,适用法律,法规和规章的初步草图设计,同时考虑到:a) General locations and layout of major components, including but not limited to the substation, sewage treatment plant, bin centre and Sales Gallery.总体位置及主要组件的布局,包括但不只限于变电站、污水处理厂、仓室中心及售楼部。b) Conceptual Collaborating with the Local Architect in co-ordination and submission of drawings for master planning approval.合作与协调 LDI,并为总体规划审批图纸提交当地建筑师。2.5 Providing the concept and schematic design for the Sales Gallery and Show Units (SGSU).提供SGSU概念与方案设计2.6 Assisting the Quantity Surveyor (QS) to prepare preliminary estimates of the probable construction costs based on current area, volume and other unit costs.协助QS准备初步的可能建筑成本估算,是以目前面积、体积及其他单位成本为基础2.7 Providing the CLIENT with the master plan and concept design drawings for dissemination to the CLIENTs internal units (eg. Marketing, Property Management), and incorporating inputs consolidated by the CLIENT.提供客户总体规划及概念设计图纸,宣传客户的内部单位(如市场营销、房地产管理),由客户整理合并输入2.8 Presentation of master plan layout and conceptual design proposals to the CLIENT for appraisal, specifically:总体规划布局及概念设计方案的描述,由客户评估,具体的:a) GMs and P(China) b) EVC; andc) JV Partner, if required JV Partner,如果要求d) Authorities, if required权威机构,如果要求2.9 Deliverable for Master Planning and Conceptual Design Stagea) 4 sets of drawings incorporating the following: 4套图纸合并如下:i) Conceptual master plan (including plans, sections and sketches) 概念性总体规划(包括方案、截面、示意图)ii) Conceptual building layouts (including main floor plans, sections and coloured elevations). 概念建筑布局(包括主要楼面布置图、截面及彩色立视图)iii) Broad sustainable design strategies 大概的可持续设计战略iv) Outline artists impressions 概述设计师的观感 v) 3D massing studies 3D概念图研究b) Power point presentation along with CD, 4 sets of A3 sized coloured presentation booklets and A1 sized presentation board. Powerpoint presentation should include:PPT描述,与CD、4套A3彩色小册子及A1看板一起。PPT描述应该包括:i) Master plan layouts 总体规划布局ii) 3D massing 3D概念图iii) Landscape design (to coordinate with Landscape Architect) 景观设计(与景观设计师配合)iv) Unit Layouts (to coordinate with Interior Designer) 单位布局(与室内设计师配合)v) SGSU design (to coordinate with Interior Designer) SGSU设计(与室内设计师配合)vi) Key green features (to coordinate with Green Consultant) 主要绿化特征(与绿色顾问配合)3.0 Schematic Design Stage方案设计阶段3.1 Based on the CLIENTs approved master plan and conceptual design, developing the schematic design to a stage sufficient to enable the Local Architect to prepare and submit applications to the competent authority for planning approval. Authority requirements and feedback are to be obtained with assistance from the Local Architect.以客户批准的总体规划及概念设计为基础,开发方案设计充分阶段,使本地建筑师可以准备及提交申请给主管部门以批准方案。通过本地建筑师协助来获取机构要求及反馈3.2 Providing the Local Architect with the schematic design for input of space requirements for the purpose of defining and incorporating actual space requirements into the layout plan.提供本地建筑师方案设计空间需求输入,是为了明确及合并实际的空间需求到布局规划中去。3.3 Working with the Green Consultant to ensure that sustainable strategies are in line with the relevant targeted Green Building design award for the Project.与绿色顾问共事,确保可持续战略符合项目的绿色建筑设计奖项的相关目标。3.4 Providing the CLIENT with the schematic design drawings for dissemination to the CLIENTs internal units (e.g. Marketing, property management), and incorporating inputs consolidated by the CLIENT.提供客户方案设计图纸,来宣传客户的内部单位(如市场营销、房地产管理),由客户整理合并输入3.5 Preparing the unit layout plan (base drawings) for the CLIENT to then prepare the sales plan with minimum adjustments.准备单位布局规划(以图纸为基础),使客户可以在最小调整中准备销售计划3.6 Assisting the Local Architect in their coordination and submission of drawings for planning approval, incorporating any input from the planning authorities.协助本地建筑师图纸的协调及提交,使规划批准,合并所有输入。3.7 Assisting the QS in their preparation of preliminary estimates of the probable construction costs based on current area, volume or other unit costs.协助QS准备可能的建筑成本的初步估算,以目前的面积、体积或者其他单位成本为基础。3.8 Providing the CLIENT with the schematic design drawings for dissemination to the CLIENTs internal units (eg. Marketing, Property Management), and incorporating inputs consolidated by the CLIENT.提供客户方案设计图纸,宣传客户内部单位(如市场营销、房地产管理),由客户整理合并输入3.9 Ensuring that the schematic design is developed enough for the CLIENT to prepare the sales plan with minimum adjustments.确保方案设计能够充分开发,使客户可以在最小调整中准备销售计划3.10 Designing and providing tender drawings of the Sales Gallery, Show Units and surrounding areas of the Show Gallery, including the preparation tender documents. These items are to be carried out in collaboration with the Interior Designer and the Landscape Architect. Such reviews shall be undertaken at thirty percent (30%), sixty percent (60%) and ninety percent (90%) completion to confirm conformance with the design intent specified by the Consultant.评审本地建筑师的图纸,确认由本地建筑师准备的文件与由顾问指定的视觉设计意图的一致性。这样的评审应该占30%、60%、90%完成,以确定由顾问指定的设计意图的一致性6.0 Site Observation 实地观察6.1 Pre-construction meeting with the Local Architect and Other Consultants, as well as the CLIENT and main contractor.与本地设计院、顾问、总承包商及业主进行施工前交底会议6.2 Periodic site observation to ensure that all Works have been performed in accordance with the drawings and specifications定期实地观察以确保所有工程按照图纸及说明已经实施6.3 Periodic meetings with Client and other consultants to sort out design issues. There will be at least one designer for each trip.与客户及其他顾问进行梳理设计问题定期举行会。每次出差至少有一名设计师7.0 The CONSULTANTs services under this Agreement will also include:按照合约,顾问的服务也包括:7.1 Faithfully performing, honestly and diligently discharging his duties and in all respects observing and complying with the orders and instructions of the CLIENT in connection with the effective performance of his services as listed in this Agreement and the Schedule of this Agreement.如实地执行,诚实地及勤奋地负责,在各方面遵守与合约附表所列出的服务有效实施有关的客户的命令及指令。7.2 Performing all the duties and responsibilities of the CONSULTANT under the provisions of the applicable laws and relevant Regulations.根据适用法律及相关法规,履行顾问的所有责任7.3 Complying with the CLIENTs standard practice and procedure manual (if any) for the development of the Project.为项目的开发,遵守客户的标准惯例及程序手册(若有的话)7.4 Fully cooperating and coordinating with the CLIENT and the CLIENTs other Consultants and Contractors and being responsible for the direction and integration of their separate works and services into the Project in order to ensure an integrated design and execution throughout.与客户及客户的其他顾问及承包商充分合作与协调,负责他们独立工作及项目服务的指导及整合,为了确保综合的设计及全部的执行7.5 Coordinating and working with the CLIENT for control of design, progress, cost and quality, and seeking instructions, approvals and confirmations from the CLIENT at appropriate times.与客户配合及合作,设计、进度、成本及质量的控制,从客户处适时地寻求指令、批准及确认7.6 Assisting in the preparation of the statements of expenditures by the Quantity Surveyor and supplying any further information in connection therewith for the assistance of the CLIENTs auditors or as may be required by government departments.协助QS费用支出状况的准备,提供所有进一步的资料,与客户的审计师的协助或者可能由政府部门要求有关联的资料。7.7 Designing the Works and selecting materials and components to have due regard to economy and value for money as regards both initial and recurrent costs, but within the general standard of quality established for the Project.设计项目及选择材料及组件要注意关于初始的及周期性成本的经济及货币价值,但在项目质量建造的一般标准之内。7.8 Observing and abiding by all applicable laws and the rules and regulations of any lawful regulatory body acting thereunder in connection with the services performed hereunder.遵守所有适用法律法规以及法定管理体系的条例。7.9 Providing all other relevant parties involved in the design or construction of the Project with all information necessary for the due performance by such parties and exercising all powers as may be set forth herein or in the contracts promptly, efficiently and in due order and sequence so that any inability of the other parties as hereinbefore mentioned to proceed or complete in contract time due to the CONSULTANTs lack of instructions or information shall be the responsibility of the CONSULTANT.如果所有与项目设计和建造有关的相关方为完成任务,并准时,有效率并有序的使用这里或者合同里设置的权利,那么以上所述的其他方因为缺乏顾问的指导或者讯息而无法按合同时间完成的话,顾问应当承担所有责任7.10 Providing periodic inspection of the constr
