RecommendationsAbstractAccording to the national reading investigation of Chinese Institute of Publishing Science, every year we read only 4.5 books per capita, much lower than that in South Korea, France, Japan and Israel. It occurs not only because we do not have the time to read but because we do not have enough libraries. Based on the study of the American Library Association, every 10,000 people use a public library. However, in China about 488,000 people use a public library. Moreover, in Yantai more than 6.4 million people share only one public library. Having sent 20 questionnaires and researched many secondary sources and on the Internet, we found that Yantai needs more public libraries.Rebecca - 4More Public Libraries for YantaiAccording to the national reading investigation of Chinese Institute of Publishing Science, every year we read only 4.5 books per capita, much lower than that in South Korea, France, Japan and Israel. It occurs not only because we do not have the time to read but because we do not have enough libraries and there are not enough books for us to read. Based on the Standard of Public Library passed by the International Federation of Library Associations and Institutions, every 50,000 people use a public library and the number of the books should be at least twice as that of the residents. However, in Yantai more than 6.4 million people share only one public library and there are 1.5 million books in Yantai Library for so many citizens. Obviously, the only public library can not meet Yantai citizens need. Two main reasons contribute to this phenomenon.Firstly, there are no sufficient funds to run public libraries. Our country practices a financial allocation system for public library spending. In 2009, the financial input for public libraries in China is 5.51 billion, about 0.07 of the whole fiscal expenditure. Some of the local libraries havent bought a new book for almost ten years just because they lack of money. Secondly, the related departments do not pay enough attention to this phenomenon. They do not enhance the publicity about the library, so the citizens do not familiar with our library. Moreover, without enough propagation, it will be hard to develop a healthy learning atmosphere.In Yantai more than 6.4 million people share only one public library. It is inconvenient for Yantai citizens to use only one library. Based on the Standard of Public Library, every 50,000 people use a public library. It is because if the library is far from readers home, readers will be unwilling to go to the library to read.According to the Standard of Public Library, the number of the books should be at least twice as that of the residents. However, there are only 1.5 million books in Yantai Library. Obviously, it will not meet Yantai citizens need for reading. Some of these books are too old to read, and the library does not update new books. It can not appeal to the readers.There are some advices to relieve these problems.Firstly, the government can build more public libraries for Yantai. Yantai is a city which has a large population. The progress of building public libraries can be divided into some steps. In the first period of this progress, every county should have its own public library. It is helpful for citizens who do not live in the central of the city.Secondly, more fiscal expenditure should be used for public libraries. It is common that the libraries do not have enough money to update new published books. It also happened in Yantai. Without these new books, it can not appeal to readers and can not meet their need for knowledge. ConclusionPublic libraries play important role nowadays. From libraries we can learn new things and get new information. However, Yantai has only one public library which can not meet Yantai citizens needs. In order to deal with this problem, we need to build more public libraries. Moreover, the government should expand the financial input on public libraries for there is not enough money for libraries to buy new books.RecommendationsIt is also useful for cultural research and the research
