本英文版为内部资料，仅供参考，以中文版为准。The Chinese version of standards has precedence to their English translations which are only for internal reference.液化气体汽车罐车安全监察规程Regulation of Safety Supervision for Liquefied Gas Tank Car Lao Bu Fa (1994) No. 262June 20, 1994Chapter 1 General Article 1 To suit the development of national economy, intensify the safety operation of liquefied gas tank cars (hereinafter referred to as tank cars) and to secure the safety of peoples life and property, this regulation is worked out in accordance with the relevant stipulations of the Provisional Rules for Safety Supervision of Boiler and Pressure Vessels issued by the State Council.Article 2 This regulation applies to steel made tank cars for transportation of liquefied gases with maximum working pressure 0.1Mpa and design temperature +50.This regulation does not apply to tank cars of which the tank is made of non-ferrous metal or non-metal material.The tank cars referred to in this regulation mean single vehicle type tank cars with the tank fixed on vehicle chassis and tank cars of semi-trailer type. The tank may be nude, with heat insulation or heat isolation.Article 3 The design, manufacture, use, transportation, maintenance and reform of tank cars shall, apart from meeting this regulation, be in conformity with stipulations of industrial standards and drawings as well as observe State management rules regarding automobiles and transportation.Article 4 For the research and manufacture of tank cars, in case the technical requirements do not in conformity with this regulation, the pilot manufacture and model test shall be made on the basis of experiment research and subject to approval by the safety supervision organ for boiler and pressure vessels of the Ministry of Labor.On completion of the experiment, a technical appraisal organized by the department- in-charge at over provincial level (including provincial level, the same applies to later cases) shall be made to it. When it is qualified, it shall be reported to the department of labor at provincial level for the record. Documents of the certificate of appraisal, product technical standard, general drawings, drawings of tank parts, drawings for assembling valve parts, design descriptions, design calculations as well as operation instructions shall be submitted to the safety supervision organ for boiler pressure vessels of the Ministry of Labor for approval. It shall not be manufactured in batch until it is approved. Any manufacturer without relevant qualification for manufacturing shall not manufacture until it obtains qualification for manufacturing according to rules.Article 5 Definition for key terms used in this regulation is as follows:1Main pressured elements: mean the barrel body, seal head, manhole cover, flange and bolt of the tank as well as the connection pipe with diameter 250mm.2Tank cars of low temperature type: mean tank cars with body made of steel and also with external heat insulation layer and pressured jacket, which are used to transport media of liquid oxygen, liquid nitrogen, liquid hydrogen, liquid argon and liquid CO2, etc.3Safety accessories: mean rupture disk device, emergency cut off device, static electricity inducing device, safety vale, pressure gauge, liquid level and thermometer.4Toxicity of medium: means the classes classified in accordance with what specified in Regulation for Safety Technical Supervision of Pressure Vessels issued by the Ministry of Labor.5Tank cars: means the combination of tank body and chassis.Chapter 2 DesignArticle 6 The tank car design organizations shall have relevant technical strength and technical conditions. They shall not make design until they have transacted the certificate for approval of design organization in accordance with Rules for Qualification Management and Supervision of Pressure Vessel Design Organizations issued by the Ministry of Labor and gone through formalities for the record.Article 7 The general design drawings (blue prints) of the tank cars shall be stamped with the seal of qualification of the pressure vessel design organization. The seal of qualification of pressure vessel design organization shall be in conformity with what specified in Rules for Qualification Management and Supervision of Pressure Vessel Design Organizations issued by the Ministry of Labor.The design drawings of main pressured elements of tank cars shall have signatures of personnel for design, checking and examining and approval. The designed general drawings of tank cars shall be approved by the chief engineer of the design organization or by the technical responsible person for pressure vessel design.The designed general drawings of tank cars shall be noted with the name of the tank car, technical features, material of main pressured elements, design thickness (sum of calculation thickness and allowance for corrosion) of seal head and tank barrel.The general drawings and the parts drawings of the barrel and seal head of the tank cars of low temperature type shall also be noted with design thickness and nominal thickness.Article 8 The design technical documents shall at least include:1Design drawings (general drawings, parts drawings of tank cars);2Design calculations (calculation of strength of main pressured elements, calculation of safety drain volume of tank body and the volume of tank body);3Design descriptions;4Operation instructions.Article 9 The design of tank cars shall be safe, reliable, easy for manufacturing, operation, maintenance and overhaul.Article 10 The structural design of the tank body shall meet following requirements:1The connection structure and fixing device for the tank body and chassis shall be firm and reliable to meet transportation requirements as well as to sustain the vibration and impact by the acceleration of gravity. The longitudinal center plane of the tank body shall coincide with the longitudinal center plane of the chassis. The tank cars shall be in conformity with what specified in Technical Specification for Operation Safety of Motorized Vehicle GB7258.2The tank body shall be steel welded structure and its structural design shall be in conformity with relevant stipulations in GB150. The longitudinal and circumferential joints on the body and the jointing welds on the seal head shall be full penetration butt type without any permanent cushion plate. The fillet welds at manholes, connection pipes and flanges shall be full penetration structure.3At least one manhole with nominal diameter not less than 400mm, one liquid phase pipe and one gaseous phase pipe shall be provided to the tank body. Inside the tank, wave buffer plates shall be provided. The effective area of each buffer plate shall be larger than 40% of section area of the tank body. The installation position of the buffer plates shall make the area of the upper arch be less than 20% of section area of the tank body. The connection between the buffer plates and the tank body shall use firm structure to avoid any cracking or removal. In general, the volume of each wave buffer sector shall not be more than 3 m3.The tank body of tank cars of low temperature type is allowable not to have manhole and wave buffer plates. Permanent cushion plate may be used to the circumferential joint of the seal head and barrel section at one end of the tank body.4Necessary safety accessories and valves for charging and discharging shall be provided in accordance with requirements in Chapter 6 of this regulation to the tank body for flammable, explosive medium and the medium of middle and high toxicity. They shall be arranged in a concentrated way and protection devices shall be provided.5The surface color, color tape, color of characters and marks of the tank body shall meet what specified in Chapter 6 of this regulation.Article 11 The materials for main pressured elements shall meet what specified in Chapter 2, Appendix A and Appendix C of GB 150. In case there is any special requirement for the material, it shall be noted in design drawings and relevant technical specifications.In any of following cases, the steel plates used for tank body shall be inspected piece by piece according to stipulations of Ultrasonic Inspection of Pressure Vessel Steel Plate ZBJ74003 and the class for qualification shall not be lower than Class II:1Nominal thickness is20mm;2For filling the medium of extreme and high toxicity;3The design drawing requires V notch low temperature impact test at temperature -20;4It is specified in the material standard that the tensile strength shall be 540N/mm2.The welding materials used for main pressured elements shall be in conformity with relevant standard and shall also be attached with quality certificate.The material producers shall guarantee the quality of materials and shall provide quality certificate according to relevant standard. The content of quality certificate shall be completely filled in and sealed by quality inspection department for confirmation. Clear and firm marks shall be made to the specified locations.In case imported materials are used, only the materials allowable for pressure vessels in that country shall be selected. The scope of application shall be in conformity with relevant specification and they shall be attached with quality certificate. Clear marks shall be made on materials. They shall not be used until they re-tested and qualified.The materials used for low temperature seal shall be compatible to the low temperature liquid. No cold fragile shall happen and the coefficient for heat expansion shall be less. The non-metal material used for low temperature seal may select polyamide and PTFE, etc. For metal material, pure aluminum, aluminum wire or alloy of less coefficient of heat expansion may be selected.The heat insulation material of expansion pearlite shall be: grain 0.1 1.2mm, unit weight 3060Kg/m3 and humidity contained 0.3% (by weight).Article 12 The strength calculation and rigidity checking and examination of the tank body and manhole cover shall be made in accordance with what specified in GB150. For the tank body without thermal insulation, an external pressure testing for stability at pressure of 0.1MPa shall also be made.Article 13 The design pressure of tank body shall not be less than possible maximum working pressure of medium during transportation. For the tank body without thermal insulation or heat isolation layer, the design temperature shall be 50C, in principle, the design pressure shall be 1.1 times of saturated steam pressure when the medium is at 50C. The design pressure for common medium shall be selected according to Table 1.Article 14 In general, the allowance for corrosion of tank body shall be provided by use organizations or organs entrusted by use organizations according to the corrosion degree of the medium and the experience of application. In case use organizations can not provide it, the design organization shall determine it but not less than 1mm. The allowance for corrosion for common medium shall be selected according to Table 1.Article 15 The gross full load weight and axle load weight of the tank car shall be in conformity with stipulations for original truck.The maximum filling weight shall not exceed following calculated value:W = VIn which:W Maximum filling weight of the tank car, t; Filling weight per unit volume, t/m3;V Actual volume of the tank body measured, m3;The filling weight per unit volume for common medium shall be selected according to Table 1.Article 16 In case the tank car is used to transport medium beyond Table 1, the design organization shall put forth the data and descriptions of design pressure, allowance for corrosion of the tank body and the filling weight per unit volume to be reported to the safety supervision organ for pressure vessels of the Ministry of Labor for the record. The test of stability of tank cars shall be made according to the method recommended in special truck standard.Article 18 Tank cars shall select truck chassis in the automobile product catalog jointly published by China Automobile Corporation and the Ministry of Public Security as well as imported truck chassis.The quality of truck chassis (trailer) shall meet relevant national standard and industrial standard. The manufacturers of truck chassis must guarantee product quality of chassis and shall also provide technical documents and quality certificate, etc.Chapter 4 Use and TransportationArticle 41 The use organizations, charging and discharging organizations of tank cars shall, in accordance with this regulation and relevant rules issued by labor, public security and transportation departments at provincial level and also in light of the specific conditions of the organizations themselves, work out corresponding regulations for safety operation and management rules. Technical education on safety shall be made to relevant personnel for operation, transportation and management.Article 42 The use organizations of tank cars shall transact the permit for operation in accordance with relevant stipulations in Rules for Transportation of Hazard Goods by Truck JT3130 as well as tank car license plate according to stipulations of vehicle management department.The use organizations of tank cars shall, in accordance with stipulations of Management Rules for Use and Registration of Pressure Vessels issued by the Ministry of Labor, go to labor department at provincial level to go through formalities for use and registration with relevant supporting documents and obtain Certificate for Using Tank cars for Liquefied Gases.Article 43 The drivers and the escorts of tank cars shall be familiar with physical and chemical performance of the medium transported and its safety precautions as well as understand relevant requirements for charging and discharging. They shall also have ability to deal with accident or abnormal situations.The escorts of tank cars shall be trained and qualified by test and shall have Certificate for Escort of Tank car issued by labor department at provincial level (see Appendix III).The automobile drivers shall firstly have Driving License for Motorized Vehicle issued by public security organ. They shall be trained for safety driving and using of tank cars, qualified by test and have obtained Permit for Driving Tank cars issued by labor department at provincial level (see Appendix IV) and only in this case they have the qualification for driving tank cars for liquefied gases.Article 44 The use organizations of tank cars shall have their own drivers and escorts with certificate, whom shall be equipped with protection tools and working clothes for their special use, special overhaul tools and necessary articles and spare parts.Article 45 The use organizations must carry out this regulation seriously and check safety accessories (including safety valve, rupture disk, pressure gauge, liquid level, thermometer, emergency cut off device, pipe connection, manhole, pipe valve and static electricity inducing device) for their performance, any leakage or any damage in accordance with operation instructions of tank cars. Truck chassis and the running parts shall be checked and maintained in accordance with requirements for routine overhaul and maintenance of the truck so as to remove trouble timely and secure good performance. Meanwhile the tank cars shall keep clean and completely painted.Article 46 In case the use conditions (medium, temperature, pressure and application, etc.) of tank cars are going to change, the use organizations shall apply. After the application is approved by safety supervision organ for boiler pressure vessels at provincial level, the safety accessories may be replaced by eligible organizations and then repaint and mark them. When they are externally and internally inspected by the inspection organ and qualified, the use organization shall transact certificate for use of the tank cars in accordance with what specified in Article 42 of this regulation.Article 47 The necessary documentation and documents attached to the tank car include:1Certificate for use of the tank car;2Driving license for motorized vehicle and permit for driving the tank car;3Certificate for escort;4Permit for operation;5Copy of report on periodical inspection of the tank car;6Table for relationship of the indicated graduation of liquid level and the volume; table for comparison of medium density, pressure and volume at different temperatures;7Records for inspection of operation;8Records for charging and discharging of tank cars (see Appendix V).Article 48 The charging and discharging organiz
