海外石油工程项目采购管理中存在的问题及对策 对外经济贸易大学 硕士学位论文 海外石油工程项目采购管理中存在的问题及对策 姓名：郑莹 申请学位级别：硕士 专业：国际贸易学 指导教师：孙芳 2010-11 摘 要 在中国政府政策的支持以及“走出去”国家战略的指导下，我国石油企业在 海外承揽的工程项目日益增多，海外投资发展迅速，因而海外石油工程项目管理 的重要性也逐渐显现出来。其中采购管理是工程项目管理的关键部分，对整个工 程的成本、质量和工期都起着至关重要的作用，但现阶段我国项目采购管理理论 和实际操作水平与国外发达国家还存在较大差距，不断改进和完善项目采购管理 也成为当前我国石油企业普遍关注的热点问题。 本文从我国石油企业海外工程项目实际的采购工作出发，以相关的采购管理 专业知识，海外石油工程项目及其采购的特点为理论基础和依据，重点从采购管 理中的成本管理、进度管理、供应商管理、协调管理四个方面探讨和研究现阶段 海外石油工程项目采购管理中存在的问题和不足。并针对提出的问题从有效控制 采购成本、加强采购各环节进度监控、建立完善的供应商管理体系、注重采购内 外接口关系协调方面提出了改进采购管理的优化方案，从而达到提高海外石油 工程项目采购管理水平，完善采购管理措施的目的。 我国石油企业的海外工程项目发展迅速，对于其项目管理尤其是采购管理的 重要性日益突出，然而现阶段针对海外石油工程项目采购管理的研究却并不多。 因此笔者根据自身多年从事海外石油工程项目采购工作的经验，着重结合海外石 油工程项目及其采购的特点和我国石油企业海外工程项目采购的实际运作情况 来研究项目的采购管理，这也是本文的创新点。本文的意义在于通过本文的论述， 一方面使采购管理的理论能有效应用于海外石油工程项目中，为项目获得更大效 益；另一方面能对我国石油企业海外工程项目采购工作的科学管理、规范运作提 供思路和借鉴，从而提高企业在海外的竞争力，有效促进我国石油企业海外工程 项目健康持续的发展。 关键词：采购管理，石油工程，海外 Abstract Under the support of government policy and as the guide of China national strategy of “going abroad”, our petroleum enterprises have obtained more and more projects at overseas. Meanwhile as the development of investment at overseas, the management of petroleum project becomes a very important matter also. It is well known that purchasing management is a main part of project management and it affects the cost, quality and term deeply. Nowadays there is a big gap between our nation and the foreign developing countries on the theory and practice of purchasing management. So it has become a popular issue in our national petroleum enterprises on innovating and perfecting project purchasing management. Begin with the practice on the purchasing management of overseas projects of our national petroleum enterprises and based on the specialty knowledge of purchasing management together with the characters of overseas petroleum project and its purchasing matters, the article makes a research and discussion on the problem and deficiency in cost management, schedule management, supplier management and coordination management of procurement of our overseas petroleum projects at present. Meanwhile it has given the optimized methods on the purchasing management according to the cost control, schedule management, supplier management system and coordination between inside and outside connections. Then it can improve the purchasing management of overseas petroleum project and perfect its measure. As the rapid development of overseas project investment of our national petroleum enterprise, the purchasing management of overseas petroleum project has become a crucial issue. While there is a few of researches on overseas purchasing management, so according to working experiences of writer, this article makes it on the purchasing management combining the purchasing characters of overseas petroleum project and its practice. Also this is an innovation point in the article. To put the theory into the practice of overseas petroleum project efficiently and make better profit is one aim for the article, and the other is to supply the mentality and reference to the science management and standard operation
