The combined effects of The emerging third-world countries compete for market share in the world trade and the international financial crisis have make Anhui Province confronted more fierce competition in the international market, but the offshore outsourcing market is a fast growing area. Therefore, developing the international service outsourcing will become an important task in Anhui Province as the next stage of development of international trade.In the first, this paper discusses the concept of outsourcing and review the theory of comparative advantage, for the purpose to lay a theoretical foundation to the later discussion. Then, this article summaries the development situation of service outsourcing market in the World and in Anhui Province, so that we recognize that many countries in this field have achieved good performance, while Anhui Province is still in its infancy, Anhui Province has confronted a great challenge, but the other countries theoretical and practical experiences also worthwhile to study in Anhui Province, in the last part of this chapter, India,Dalian,Hefei have be cited as example. The fourth chapter is the focus of the text, after reading this chapter, We will realize that, while Anhui is an inland less developed provinces, there still exist many comparative advantages in service outsourcing, comparative advantage in supply contains human endowments, technology, capital and so on; Comparative advantage in trading includes infrastructure, government policy and so on; Comparative advantage in demand involves the quality of services, demand preferences and so on. Taking advantage of these advantages are significant to ensure a rapid and healthy development of service outsourcing industry in Anhui Province. In the final part, I give some personal recommendations about how to transform the comparative advantages of Anhui Province into late-mover advantage, I recommended the government to optimize hardware and software environment, strengthen the carrier construction, development planning, etc.; proposed trade associations to play communication and information services functions as soon as possible; recommends that companies should obtain the critical resources, management, outsourcing risks.There is a more comprehensive treatment of comparative advantages in Anhui Province In this paper, The comparative advantages are not only from the supply, but also from trading and demand, not only from the pre-division factor endowments, and also from the opportunities and Economies of scale that after division. Finally, this paper proposes some systematic and comprehensive measures to government, industry associations, enterprises respectively.There are still shortcomings in this paper, As a result of international service outsourcing in Anhui Province is still in its infancy, the relevant statistical data is not complete, The analysis of comparative advantage is basically my personal point of view, There will certainly be biased.
