Purpose目的The procedure is to prevent potential incidents or emergent accidents, make preparation and respond to accidents and emergency situations ahead, so can prevent and mitigate the environmental impacts or maybe associated maximally. 预防潜在的事故或紧急情况发生，提前做出应急准备和响应，最大限度的预防或减少可能伴随的环境影响。 2. Scope范围 This procedure applies to the treatment of potential accident and emergency situations in Arnold, such as: the fire, the explosion accident, chemistry dangerous material revelation, the accident and the special climate in the company scope适用于本公司范围内有可能发生的火灾、爆炸事故、化学危险品泄露、意外事故及特殊的气候等紧急情况。 3. Responsibility职责 5.1 EHS department is responsible for collocation of fire fighting device, inspection, and fire fighting drills. EHS负责本公司消防设施的配置，检查及应急演习。5.2 EHS department is responsible for daily supervision of flammability and explosive place. EHS负责对易燃、易爆场所的日常监督检查。5.3 EHS department is responsible for companys safety inspection. EHS负责公司区域范围内的安全检查5.4 The security team is responsible for nightly safety patrol. 保安负责夜间的安全巡逻。 5.5 Management representative is responsible for emergencys unified command and dispatch. 管理者代表负责紧急事故的统一指挥和调度。6. Process Description过程描述6.1 EHS department will collocate necessary fire fighting devices in workshop and flammability or explosive places according to the fire fighting requirements, and establish Fire Fighting Device List. 由EHS依据消防安全条例的要求，在本公司各生产车间和各易燃、易爆场所配备足量的消防器材,并建立消防器材一览表。6.2 EHS department is responsible for the identification and evaluation of flammability and explosive cargo, and establish Flammability and Explosive Place List. EHS负责监督易燃、易爆物品的识别和评价，并负责建立易燃、易爆场所一览表。6.3 EHS is responsible for supervising the use of flammability and explosive cargo, inspecting the safety operation instruction, warning symbol, and other requirements of flammability and explosive cargo EHS负责监督易燃、易爆物品的使用，并负责检查易燃、易爆物品是否附有安全使用指引和警告标志以及其它相关要求。6.4 The security team shall inspect the hydrants, extinguishers and other fire fighting devices monthly. EHS department inspect the use of explosive pressure vessel, and fill the results in Fire Fighting Safety Inspection List.保安队负责每月检查本公司的消防栓，灭火器等灭火器材的完好情况，EHS 检查易爆容器的使用情况，并将检查结果记录在消防安全巡查表中。 6.5 EHS department is responsible for organizing safety training about fire fighting regulation and knowledge, pressure vessel safety operation and so on. Fire fighting drill, first aid training, blast protection drill, chemical spill protection drill should be carried out once a year, and the drill result should be recorded in Accident Drill Report .EHS负责组织有关消防管理条例，消防知识和易爆压力容器安全操作知识的培训。负责每年组织一次火灾扑灭和火场逃生的自救、救人的演习；防爆炸演习；危险化学品防泄露演习等，并将演习结果登录在事故演习报告中。6.6 EHS department organize relevant department to write an emergency plan to ensure necessary emergency method and ability once accident happens. Such as: fire fighting plan, chemical spill protection, explosion protection programme(s) and so on. To test the feasibility of the plan, EHS department should establish Annual Drill Programme(s) and drill these programme(s) periodic and keep the drill records. 为了使在事故发生时，能有应急方法和应变能力，由EHS组织人员仿事故发生的情况编写应急方案。如消防演习方案、防泄露方案、防爆炸方案等。为验证方案的可行性，由EHS拟定年度演习计划,定期对方案的可行性进行演练。并保存演练的记录。6.7 When find accident hidden trouble, the finder should report to the management representative, management representative shall organize relevant department to have an investigation and take prevention action, refer to Corrective and Preventive Action Procedure and Non-conforming Control Procedure. 对发现的事故隐患，由发现者报告管理者代表，由其负责组织相关部门人员进行原因分析调查，采取预防措施，具体依纠正和预防措施控制程序和不符合控制程序执行。 6.8 EHS department shall collect the years data, report and record, combine with the yearly condition, review the compliance and compatibility of this procedure, and update if necessary.
