MAAML data showed two unknown peaks in addition to peaks from compounds in the MAAML compound list. Upon completion of a library comparison, the software tentatively identified the peaks as 2,4,4-trimethylpentene (TMP) and 4-vinyl-1-cyclohexene (VCH).A review of plant MSD Sheets and process streams performed by engineers in BAQCs Special Initiatives Section (SI) and compared with collected MAAML data centering upon the two unknown peaks showed a strong correlation to lean oil.,14,Back trajectory at 0130 on 31Dec08,Case Study B VOC Complaints,15,Note: VCH and TMP concentrations are estimates only.Concentration versus time for six compounds (30-31Dec08),Case Study B VOC Complaints,16,In this investigation, the MAAML became a BAQC resource to help in answering citizens air quality complaints.In this role, the MAAML, with its onboard GC/MS instrumentation, independently verified the VOC source. In addition, MLP Chemists also provided a reasonable estimate of the potential hazards associated with the emissions event.All relevant BAQC Sections made important contributions in resolving the citizens complaintsThe efforts of BAQC personnel resulted in plant management accepting a settlement agreement that included stipulated penalties.Historically, the BAQC had documented numerous events of this type from this facility; however, none have occurred since the agreement saw implementation.,Case Study B VOC Complaints,17,Case Study C Affecting Change,Three-plant industrial complex with notable historical styrene releases,18,Timeline for styrene emissions reduction:Early 2008: BAQC identified styrene issue in Milby Park (MP) area based upon compilation of odor complaint history from 2006-8May 2008: BAQC submitted facility permit comments to TCEQ noting need for reduction in styrene emissionsMay June 2008: MAAML monitoring runs indicate continued notable styrene emissionsJuly 2008: TCEQ issued facility permit including a 25% reduction for the styrene hourly limitOctober 2008: BAQC met with TCEQ about styrene issues in MP areaJanuary 2009: TCEQ proposed a styrene Air Pollutant Watch List (APWL) for MP areaApril May 2009: TCEQ and facility established an agreement to reduce styrene emissionsJuly 2009: TCEQ cancelled plans for the styrene APWL due to monitored styrene improvements,Case Study C Affecting Change,19,Back trajectory for a 13.9ppbv styrene emissions hourly average helped showcase the need for the inclusion of styrene as a compound of interest for TCEQ monitoring.,20,Back trajectory for a 12.9ppbv styrene emissions hourly average added to the rationale for styrene inclusion.,21,Case Study C Affecting Change,Graphical representation of styrene emissions reduction over time,22,BAQC & MLP - Additional Successes,The City negotiated an agreement with a local environmental waste processing firm with an established history of nuisance violation emissions.A metal recycling facility agreed to several modification to their plant along with the incorporation of changes to their operational proceduresA prominent dairy processing plant agreed to switch from diesel motors to electric motors for their refrigeration trucks to address citizen complaints about particulates from the diesel motor exhaustsFacilities have markedly reduced or ceased operations upon seeing the MAAML deployed near their facility,23,The Future of Local-Scale Monitoring BAQC,An recent agreement between the City of Houston and the County Attorneys Office for Harris County allows for expansion of MAAML local-scale ambient air monitoringBureau resources can extend Countywide in addressing emissions affecting residents in Houston and surroundingsRecognition of Bureau successes emphasizes the value other agencies have seen in the Citys local-scale air monitoring approach to air quality issues,24,The Future of Local-Scale Monitoring BAQC,The MLP has begun seeking funding to expand MAAML analytical capability to analyze for polar VOCs, a set of compounds not currently available for analysis via the MAAML.This enhancement will allow MLP Chemists to add to the MAAML compound list carbonyls such as methyl ethyl ketone (MEK), a chemical widely used as a solvent for paint applications, especially at a major drum manufacturing facility targeted by the Bureau as a result of numerous citizen complaintsAdditionally, the funding allows the MLP to expand its scope to monitor more facilities that encompass more industriesThe MAAML continues to both demon
