中国泸沽湖Lugulake of China 国 湖 lake of 关于缔结友好名湖协议书Friendly Famous Lake agreement二二年八月 日Aug th, 2002为了进一步加强泸沽湖与 湖的友好往来、合作和交流，寻求双方在信息共享、文化旅游、科技研发和环境保护等各领域更为广阔的合作，促进自然生态环境保护和湖泊资源可持续性开发利用，经双方协商，决定建立长期、稳定、全面的合作关系，缔结友好名湖，达成如下协议： To further strengthen friendly intercourse, cooperation and exchange between LuguLake and , to seek more extensive cooperation for both sides in scopes of information sharing, cultural tourism, scientific research and environmental protection and to facilitate ecological environmental protection and sustainable development and use of lake resources. After negotiation, we decide to establish long, stable,overall cooperative relationship of sister lakes. We comes to following agreements, 1、 围绕“尊重自然、保护环境、携手前进、和谐发展”的目标，遵循“深化友谊，团结协作，共同保护和改善湖泊自然生态环境，促进区域和谐发展和人民幸福”的宗旨，加强两湖的横向合作，促进生态保护、资源开发、可持续发展等方面的对话和交流。1. Around the goal ofrespect the nature, environmental protection, hand-in-hand march froward,harmonious development, comply with the purpose of deepen friendship and consolidated action,collectively protect and better lakes ecological environment and to facilitate regional harmonious development and happiness of people, enhance horizontal cooperation to promote dialogues and exchanges on ecological protection, resources development and sustainable development.二、双方本着“友好互信、平等互惠、资源共享、和谐发展”的原则，在经济、社会、科技、资金、旅游、管理、文化等方面建立长期的友好合作关系。2.On the principle of mutual trust, equal benefit, resources sharing and harmonious development, establish long-term friendly cooperative relationship in field of economic, society, science , technology, fund, tourism, management and culture. 三、立足两湖资源优势，在国际名湖协会的指导下，由双方各有关单位和企业直接洽谈联系，双方协作项目建设和运行享受当地相应的各项优惠政策。3. Based upon respective resource advantages and under the guidance of AIFL, concerning departments and enterprises directly contact each other, cooperative programs construction and running enjoy local preferential policies. 四、双方同意，建立互访机制，密切友好往来，双方应适时派团或派员进行互访考察，及时交流情况，互通信息，协商解决联合协作中的具体事宜和问题，拓展合作领域，扩大合作成果。3. Both agree, establish visiting mechanism to achieve close friendship, each should send group or individual to visit or inspect, exchange and share information in time and consult to solve detailed matters and problems in cooperation to enlarge the scope and achieve greater results of cooperation. 五、双方同意，根据需要互相派遣人才合作，鼓励旅游企业以共同打造双方的旅游品牌为目标，开发创新文化旅游产品，提高服务水平，吸引扩大就业，拉动地区经济发展，提高居民生活质量和水平。5. We agree, we sent talents to cooperate if necessary and encourage tourism enterprises,around the goal of tourism brand formulated by both sides, to develop and innovate cultural tourism products, improve standard of living, promote employment, stimulate regional economic development and better residents life and living condition.6、 加强科学技术合作交流，建立产学研合作基地，为科技创新提供有力支撑，提升双方保护湖泊及水域生态环境的科技水平。6. Strengthen scientific and technological cooperation and exchanges, set up production, study and research base to support scientific and technological innovation to improve scientific and technological capability of both sides to protect lakes and waters ecological environment. 7、 建立信息共享平台，利用现代化信息媒介与传播手段，双方提供资金保障，共同开发、建设、维护信息共享平台，分享最新科技成果和开发管理理念，提高彼此知名度和美誉度。7.
