共青城市简介Gongqingcheng City Profile 共青城市地处庐山南麓、鄱湖之滨、昌九中段，现辖二镇一乡一街道，总面积180平方公里，总人口12万，其中户籍人口7.2万，是全国青年创业基地、全国青少年爱国主义教育基地、首批国家级生态示范区、国家生态文明教育基地、中国绿色名区、中国羽绒服装名城和国家级纺织服装产业集群基地。Gongqingcheng city is located on the south of Mt. Lushan, on the shore of Poyang Lake and in the middle between Nanchang and Jiujiang. It has jurisdiction over three townships and one subdistrict and covers areas of 180 square kilometers with a population of 120 000, including 72 000 registered. Comrade Hu Jintao inspected it and instructed, we should construct Gongqingcheng into a well-known modernized socialist development zone. 在中央和省、市的关心关怀下，共青城风雨兼程半个多世纪，实现了从共青社，到共青垦殖场，到共青城开放开发区，再到共青城市的历史衍变，主要经历了三个阶段：一是艰苦创业阶段。1955年，98名上海知识青年响应党的号召来此垦荒创业，立志“向困难进军，把荒山变成良田”，铸就了“坚韧不拔、艰苦创业、崇尚科学、开拓奋进”的共青精神。二是低迷徘徊阶段。上世纪九十年代，由于体制以及自身管理等多种原因，企业破产倒闭，负债累累，发展举步维艰。三是“二次创业”阶段。2002年以来，江西省委、省政府和九江市委、市政府着力理顺共青城管理体制，设立共青城开放开发区，共青城从此迈上了爬坡过坎、负重前行的“二次创业”阶段。在共青城困难重重、发展艰难的关键时刻，2008年江西省委苏荣书记深入共青城视察指导，要求共青城高举胡锦涛总书记重要指示旗帜，努力实现跨越式崛起。同年8月，省委、省政府联合团中央成立支持共青城发展领导小组，作出支持共青城发展的重大决策。此后，省委、省政府领导又多次深入共青城，指导加快转变经济发展方式，狠抓项目建设，大力培育高新技术产业，积极探索体制、机制改革创新，帮助解决了很多发展中的难题。特别是在党中央、国务院的亲切关怀和省委、省政府，九江市委、市政府的关心支持下，2010年12月共青城市正式成立，翻开了共青城发展的历史新篇章。 Under the care and affection of municipal, provincial and central government, Gongqingcheng marched ahead against wind and rain for over half a century, realized transition from Gongqing Commune, to Gongqing Reclamation Farm, to Gongqingcheng Opening and Development Zone and finally to Gongqingcheng city. We underwent three phases. The first is hard pioneering. In 1955, 98 Shanghai educated youths came here to reclaim and entrepreneur in response to the Partys call. They resolved to overcome difficulties and turn wastelands into fertile farmlands and nurtured Gongqing Spirit of tenacious will, arduous entrepreneurship, science adoration, continuous exploration. The second is continuing downturn. During 1990s, many enterprises run into debt and went bankrupt, let alone strived to develop due to irrational institution and poor management. The third is revival entrepreneurship. Since 2002, Jiujiang municipal committee and government and Jiangxi provincial committee and government rationalized its management system and established Gongqingcheng Opening and Development Zone. Since then, Gongqingcheng faced up to difficulties and challenges and embarked on the road of revival entrepreneurship. When it was mired in extreme hardships and hefty burdens, Secretary Su Rong of provincial committee paid a visit for inspection and instruction in 2008, demanded that Gongqingcheng hold the General Secretary Hu Jintaos important instruction flag to realize a leapfrog rise. In August of the very year, provincial committee and government and central committee of CYL joined to set up Gongqingcheng Development-supporting Leadership Team and made important decisions to support its development. After then, leaders of provincial committee and government paid visits here many times, instructed to quicken the pace of economic development mode shift, to vigorously promotes the project construction, to foster hi-tech industries, to reform and innovate systems and mechanisms, furthermore, helped to solve many problems in development. GDP increased by 15.2% with the per capita 9 600 dollars, fiscal revenue increased by 55.5% with the per capita 7 700 yuan, both the growth rate and the per capita revenue ranked second in Jiangxi province; above-scaled industry main business income increased by 73.1%, above-scaled industry added value increased by 33.1%, and Gongqingcheng was rated as Industrial Development Advanced County of Jiujiang; fixed assets investments increased by 49.3%, including industrial fixed assets investments which increased by 65%, and Gongqingcheng was rated as Fixed Assets Investments Advanced County of Jiangxi Province; hi-tech industry added value shared up to 50.6% of industrial added value; export volume of foreign trade grew by 477.8%, ranking first in Jiangxi province, and its aggregate got ahead 55 counties, as for this, Gonqingcheng won Jiangxi Province Open Economy Development Prize. Four environment-friendly industries of electronics, new energy, textiles apparels and culture tourism presented a tendency of agglomeration, and Gongqingcheng was rated as one of Ten Active County Economy of Jiangxi Province. Urban-rural construction was pushed forward steadily with the urbanization rate of up to 59%; urban-rural cleaning integration project and rural informationization was realized, and Gongqingcheng was rated as the Urban-rural Development Balance Advanced County of Jiujiang. All of new rural cooperative medical system, urban-rural subsistence policy, basic old-age insurance program and medical care insurance of cities and towns workers achieved 100% coverage. Gongqingcheng achieved a balanced development of science, education, culture, hygiene and sports, and maintained social stability and received various honors, such as Ecological Advanced County in Jiangxi Province, First to Excellence Advanced County,Three-no Complaints and Appeals Advanced County.
