XX tourist resources types, many attractions, beautiful scenery of the Sino-Russian border-river-wusuli River, a famous treasure island, known as the Oriental Maginot line of the Japanese invading army Tiger underground fortress ruins, General Chi莆田市城厢区水务局文件莆城水务200983号城厢区水务局关于集中开展2009年全区水务系统安全生产隐患治理和督促检查工作的实施方案各镇（街道），局属各单位： 为进一步强化安全生产工作，有效遏制重特大事故的发生，促进水利生产建设又好又快发展。根据莆田市水利局关于集中开展安全生产隐患治理和督促检查工作的实施方案（莆市水利2009215号）文件精神，经研究决定，在结合我区水利现状和当前汛期安全生产特点的基础上，制定此项工作实施方案，具体如下：一、工作目标通过深入开展安全生产隐患治理和督促工作，进一步促进国家和省、市、区有关安全生产方针、政策、法律法规以及“安全生产年”、“责任落实年”各项工作部署的落实，促进水利企事业单位安全生产主体责任和各级主管部门监管责任的落实，建立健全安全生产长效机制，实现系统安全生产形势的持续稳定好转。二、工作形式各镇（街道）、局属各单位要全面、深入的进行自查整改并做好准备积极配合接受上级的督查。三、工作重点1、水利工程建设。以我区在建的重点水利工程为主，防范坍塌、起重机械等事故。主要包括：工程建设中项目法人、施工、监理等单位安全责任落实和保障措施；施工单位安全生产许可证和安全生产费用提取使用以及施工管理人员安全生产培训考核；在建工程防汛安全责任制、度汛方案和事故应急预案；高边坡、地下洞室、基坑、起重机、塔带机、模板、脚手架和油库、炸药库、仓库等危险源的安全防范措施。2、水利工程运行。以病险水库为重点，严防垮坝事故。主要包括：水库大坝安全责任制和水库安全运行各项规章制度；水库大坝安全管理应急预案制定和事故救援演练；水库大坝安全监测、水雨情测报通信预警设施；病险水库除险加固责任制、前期工作、施工安排、建设管理、资金使用、竣工验收、蓄水运行、巡视检查和调度运用方案；小型水库的管理机构、看护人员、养护经费和日常巡查等。3、农村水电站建设。以农村水电站在建工程（5万千瓦及以下水电站）为重点，对水能开发、项目审批、资质审查和验收投产等环节严格把关，规范农村水电工程建设市场。持续完善本部门管理的水库电站和在建工程安全度汛措施。4、河道采砂。以涉河采砂突出河段和采砂量较大河段为重点，主要包括：河道采砂管理制度、沟通协调机制和责任追究机制；河道采砂规划编制，禁采区和可采区的划定，禁采期的规定，违规乱采滥挖的治理；采砂管理宣传教育和社会监督；河道防洪、桥梁、管线等跨河、穿河、临河建筑物的安全等。 5、水利工程勘测设计、实验检验。以野外勘察、测量作业为重点，主要包括：水利勘测设计执行水利部门工程建设标准强制性条文（水利工程部分）和有关安全生产规程规范情况；野外勘察、测量作业和设计查勘、现场设计配合安全防护和应急避险预案；山地灾害、水灾、火灾和有毒化学危险品安全管理和防护等。6、对“三合一”场所进行排查摸底、落实整改责任人，并对整改到位情况进进行督查。四、职责分工各镇（街道）按属地管理原则负责本地区范围内水利各项安全生产隐患排查治理；局属各单位按职能负责本部门范围内各项安全生产隐患排查治理；局办公室负责局机关内部、机关车辆、局属单位安全工作的监管和督查；局工管股负责水库、在建水利工程和小水电站、堤防除险加固、以病险水库为重点、严防垮坝事故；局水政站负责取缔河道非法采砂、查处河道设障、防范河道采砂事故的监管和督查；局防汛办负责防汛物资储备、抢险救援队伍、防汛防台风预案落实情况等方面的监管和督查。各镇（街道）同时要加强对监管职责范围内易受台风、风暴潮、暴雨、洪水、雷电、泥石流、山体滑坡等自然灾害的企业、单位和场所、重点设施项目以及近年来发生事故单位安全生产工作情况的督查。各镇（街道）、局属各单位按照职责分工，由单位依上级要求，结合实际确定，切实认真组织落实好此次隐患排查治理和督促检查工作
