Emergency Action ProcedurePage 7 of 211st EditionPurposeThis Emergency Action Plan (EAP) is in place to ensure employee safety from fire, severe weather and other emergencies involving Kadant employees. The EAP details the actions and procedures to be followed in case of emergency. These emergencies may be in the form of Fire, Bomb Threats, Severe Weather, or toxic Chemical Release. This plan is keep available to employees for review.At the minimum, the emergency action plan must include the following: A preferred method for reporting fires and other emergencies; An evacuation policy and procedure; Emergency escape procedures and route assignments, such as floor plans, workplace maps, and safe or refuge areas;DefinitionsRefuge Zones: An outside assembly area where employees are to meet after evacuating their workplace in the event of fire, bomb threat or bomb threat. It is here that a head count will be taken. These sites all provide sufficient space to accommodate the employees. Employees should move away from the exit doors of the building(s) and to avoid congregating close to the building where they may hamper emergency operations. These zones are listed in Attachment One.Shelter: A designed area inside a building as a protection against severe weather such as Tornados. These shelters are listed in Attachment Two.Emergency Response Leader: In an emergency situation there must be one person responsible for making decisions and directing the necessary actions to be taken. This person is designated as the Emergency Response Leader.Depending on the type of Emergency, this position may change during the event. As a rule, the ranking supervisor/employee assumes this position unit someone with more training or experience arrived to assume the position. As an example: In the event of a significant fire, the position of Emergency Response Leader may be filled by the Safety or Human Resources Manager until the City Fire Department arrives. At that time the Fire Chief at the scene would assume this position.Trained Evacuation Personnel: conduct head counts once evacuation has been completed. There is at least one Trained Evacuation Person for each department in the workplace to provide adequate guidance and instruction at the time of a fire emergency.ResponsibilitiesReceptionist/Office Manager Tornado Watch Notification - Monitor the possibility of severe weather by utilizing the weather monitoring radio tuned to the national Weather Alert System. Tornado Warning Notification Notify the Emergency Response Leader and/or Shift Superintendents Fire Alarm Notification Notify the Maintenance Department and Security Guard Post 2 of the alarm and plant area. Chemical Spill Notification Notify the Emergency Response Leader and make any other calls on the emergency list the Emergency Response Leader authorizes. Health and Safety Manager Develop a written emergency plan for regular and after hours work conditions Immediately notify the local fire or police departments in the event of an emergency at the facility (day shift) or have security notify on other shifts. (See Attachment Three) Integrate the emergency plan with the existing general emergency plan covering the occupied facility. Distribute procedures for reporting a fire, bomb threat or other emergencies, the location of fire exits, and evacuation routes to each employee. Conduct fire drills to acquaint the employees with emergency procedures, and to judge the effectiveness of the plan. One documented fire and shelter in place drill are required per year. Satisfy all local fire codes and regulations as specified. Train designated employees in the use of fire extinguishers and the application of medical first aid techniques. Keep key management personnel home telephone numbers in a secure place in the office for immediate use in the event of an emergency. Distribute a copy of the list to key persons to be retained in their homes for use in communicating an emergency occurring during non-work hours. (See Attachment Four)Trained Evacuation Personnel (or designees) Will make the decision to remain in or evacuate the workplace. (Based on the nature and the extent of the emergency) Notify all employees within the department Notify all employees within the department that may need to evacuate using in house phone or two-way radio system. Make arrangements, as necessary for security measures to protect employee records and property. Take a head count to confirm total evacuation of all employees and report the count to the Emergency Response Leader or the City Fire Chief.Emergency Response Leader Determine the severity and scope of emergencies Make decision as to actions to be taken to abate or control the event Call for outside help if needed. (See Emergency Telephone List found in Attachment Three) Consolidate head count and call for rescue team(s) if necessary After situation has been brought to conclusion, write a comprehensive report to the appropriate management personnel with a copy to the Health and Safety Manager.Rescue and Medical Personnel Perform rescue duties in case of an emergency requiring a rescue Provide medical assistance within their capabilities Direct all rescue and medical duty assignments upon their arrival on site.All Facility Personnel Be familiar with the Refuge Area and Shelter in Place for his/her department Be familiar with all of the emergency procedures and responsibilities to his/her job Evacuate, as necessary, in a timely manner in an emergency Make certain that his/her name gets included in a head count when one is necessaryEmployee TrainingAll designated employees will be trained to assist in a safe and orderly evacuation of other employees.Kadant will review the emergency action plan with each employee covered by the plan: When the plan is developed or the employee is assigned initially to a job; When the employees responsibilities under the plan change; and When the plan is changed. ProceduresEmployee Head Count ProcedureThere will be a least one Trained Evacuation Person for each department in the workplace to provide adequate guidance and instruction at the time of a fire, bomb threat or chemical spill.The employees selected are trained in the complete workplace layout and the various alternative escape routes form the workplace. All trained personnel are made aware of employees with disabilities that my need extra assistance, such as using the buddy system, and of hazardous areas to be avoided during emergencies.Before leaving these employees check rooms and other enclosed spaces in the workplace for employees who may be trapped or otherwise unable to evacuate the area.Designated local fire and/or police Emergency Response Team (ERT) members are responsible for performing rescue duties in case of an emergency situation. On site medical staff will be responsible for providing first aid.Medical Emergency1. Alert the area Supervisor or Group Leader when and incident or accident occurs2. Do not moved the Injured employee3. Move other employees 150 feet back from the incident4. Supervisor or Group Leader will access the situation. 5. If the situation is stable: For serious medical emergencies call 911 For first aid injuries alert on-site management that they are sending an employee for evaluation.6. If the situation is unstable and outside medical treatment is needed: Initiate 911 Notify Management Assign someone to direct the off site response teams Response team transports the employee to the nearest medical treatment facility Fire1. Kadant utilizes Portable Fire Extinguishers2. Employees are to evacuate the immediate area and move to their assigned Refuge Area. (See Attachment One)3. Anyone operating motorized material handling equipment or vehicles should park it off to the side immediately4. Management will determine if this is an actual fire emergency or a false alarm and report the exact location and nature of the emergency to the Emergency Response Leader.5. Supervisors or foremen are responsible for shutdown of all critical operations on their way to their assigned refuge area.6. Trained Evacuation Personnel are to perform a head count of their employees. Head counts should be given to the Emergency Response Leader by way of radio or cell phone.7. Access to the building is denied to all personnel except firefighters8. No employees are to return to the buildings until the Emergency Response Leader gives the “all clear”.Severe WeatherTornado WatchOn 1st Shift, when the National Weather Service has issued a tornado watch the receptionist will monitor the possibility of severe weather by utilizing the weather monitoring radio tuned to the National Weather Alert Systems. In case of a Tornado Watch for our area, the receptionist and or a designated employee will inform employees via the in-house telephone, two-way radio or cell phone system that the area is currently under a tornado watch.Tornado WarningIf a Tornado has been seen or detected by radar in our area the receptionist or designated employee will be responsible for notifying the Emergency Response Leader and/or the Superintendents. 1. The Emergency Response Leader and/or t Superintendent will be responsible for notifying Trained Evacuation Personnel.2. The Trained Evacuation Personnel will be responsible for instructing facility employees to report to their assigned weather shelter immediately.3. All visitors will report to the most convenient weather shelter area as well. Trained Evacuation Personnel will report to the Emergency Response Leader via in-house or cell phone that all of their personnel has been accounted for.4. No one can return to their work area until an “all clear” is announced the Emergency Response Leader.Bomb Threat In the unlike event that a bomb threat is received, the Emergency Response Leader will give the order to evacuate the workplace. All bomb threat evacuations will be handled in the same manner as for fire.Toxic Chemical ReleaseDepending upon the size and direction of any release, the Emergency Response Leader may call for an evacuation of part or all of the facility. Note: Any release of a chemical equal to or over the reportable quantity must be reported promptly to the National Response Center, Washing, D.C. (1-800-424-8802)In the event of a release the following steps should be taken:1. The person discovering the release should give an “alert” by use of, two-radio or phone system.2. The Emergency Response Leader will determine the direction of the wind and announce the assembly area for the affected employees.3. Employees are to evacuate their building and move to their assigned Refuge Area (See Attachment One)4. The Trained Evacuation Personnel will take a head count of the employees in their area and report the results to the Emergency Response Leader.5. If it is found that an Employee is unaccounted for the Emergency Response Leader may call for a fire department rescue team(s) to go into the affected area to search for him/her. Note: Any entry into the affected area must be done by trained emergency response personnel with appropriate personnel protective equipment.6. No one will be allowed into the affected area (except rescue teams) until the Emergency Response Leader gives an “all clear”.7. The Environmental Coordinator will report the incident (if above the RQ) to the National Response Center.8. Every effort must be made to contain ay liquid spill to as small an area as possible, keeping safety as a priority, so as to reduce pollution9. Proper cleanup and any necessary disposal should begin as soon as possible.Utility FailureGas Leak Clear the Area Immediately Evacuate to a safe location Follow Established Head Count Procedures Notify Fire/Police Department Emergency Response Leader will call Mobile Gas and report the problem No one can return to work area until an “all clear” is given by the Emergency Response LeaderElectrical Power Failure Employees remain on standby at their workstations Plant Management will determine and announce shift shut down Call Alabama Power Company and report outage When Service is restored qualified maintenance personnel will be present during equipment startup to ensure it is operational and the in-plant system has not been damagedWater Line Break Shut off any pumps and plant systems dependant upon the water supply Evacuate the Area Call and Emergency Response Leader Call Water Department for assistance if neededWorkplace Violence Usually, a workplace violence event involves a threat of violence, or a physical act of violence resulting in fatal or nonfatal injury, to an employee of the affected workplace by a current/former employee, supervisor or manager, or by some other person who has a dispute with an employee of the affected workplace, e.g., a current/former spouse or lover, relative, friend or acquaintance.A reasonable working definition of workplace violence is as follows: violent acts, including physical assaults and threats of assault, directed toward persons at work or on duty.In the event there is a violent incident, utilize the following: Remain as calm as possible. Monitor your non-verbal cues. Avoid invasion of personal space. Avoid any type of challenging stance. Moderate the tone, volume, and rate of your verbal communication. Listen empathetically.
