to continues to stre ngthe ning four good leadership construction, full play levels cadre s in enter prise devel opment i n the一、工程概况本工程位于 ,建筑高度 米。建筑面积 m2 。二、安全监理工作依据(1) )建筑施工安全检查标准(jgj59-2011 )(2) )施工现场机械设备检查技术规程(jg160-2008 )(3) 建筑机械使用安全技术规程(jgj33-2001 )(4) )监理规划(5) )起重吊装工程施工方案三、安全监理的程序(1) )、审查施工单位的有关安全生产的文件:1) 特种作业人员的上岗证及管理情况;2) 起重机械的检测检验、验收合格证明文件、备案手续。3) 起重吊装机械、设备的技术性能及安全条件。(2) )、审核安装、拆装施工单位的资质证明及使用单位的安全资质和证明文件(总包单位要统一管理分包单位的安全生产工作)。(3) )、审查施工单位的施工组织设计中的安全技术措施和起重吊装工程专项施工方案:1、审核起重吊装工程专项施工方案的编写、审批:1.1 、起重吊装工程专项施工方案应由施工单位工程技术人员编写;1.2 、起重吊装工程专项施工方案应由施工单位技术、质量、安全、等有关部门进行联合会审;1.3 、起重吊装工程专项施工方案应由具有法人资格的施工单位技术负责人批准;1.4 、起重吊装工程专项施工方案应由施工单位报监理单位由总监理工程师审批认可;1.5 、起重吊装工程专项施工方案变更或修改时,应按原程序由原编制审批人员批准。2、审核起重吊装工程施工方案是否符合工程建设强制性标准。2.1 、 地基与基础工程施工是否能满足使用安全和设计需要;2.2 、起重机拆装的安全措施是否齐全完整;2.3 、起重机使用过程中的检查维修方案是否齐全完整;2.4 、起重机驾驶员的安全教育计划和班前检查制度是否齐全;2.5 、起重机的安全使用制度是否健全。(4) )审核安全管理体系和安全专业管理人员资格。(5) )审核起重吊装施工机械、设备的安全控制措施。(6) )施工单位应提供安全设施的产地、厂址以及出厂合格证书(7) )严格依照法律、法规和工程建设强制性标准实施监理。(8) )现场监督与检查,发现安全事故隐患时及时下达监理通知,要求施工单位整改或暂停施工:1、日常现场跟踪监理,根据工程进展情况,监理人员对工序安全情况进行跟踪监督、现场检查、验证施工人员是否按照安全技术防范措施和操作规程操作施工,发现安全隐患,及时下达监理通知,责令施工单位整改;2、在起重吊装施工过程中要求设置临时警戒线并派专人指挥、监护;
