居家养老论文：人口老龄化背景下我国居家养老模式中的社区服务完善研究【中文摘要】随着我国人口老龄化与高龄化的加速,越来越多的老年人需要被赡养和照顾。虽然,我国仍以家庭养老为主,但由于传统孝道观念淡化和家庭结构变化等原因,传统家庭养老功能正日趋弱化。另外,机构养老因其容纳人数有限、收费偏高、软硬件设施不完善等弊端不能够满足大多数老年人的养老需求。在这样的背景下,对于更为广大的老年群体,则需要居家养老模式下社区服务的支持。不同的老年人有不同的养老意愿和需求,社区服务的工作重点是要为老年人提供需求导向型的服务。针对老年人的实际需求,发展和完善以家庭为核心,政府、商界、社会组织等多方合作的居家养老模式下的社区服务体系,这对于满足老年人多样化的养老需求,使他们安度晚年具有深刻意义。针对我国居家养老模式社区服务囊括在人口老龄化的大背景下,但服务较分散,既受国家政策影响,又带有地方灵活性,因而发展呈参差之态的现状。本文把对全国居家养老社区服务开展情况的总览与对地处内陆、老龄化程度较高的吉林某社区居家养老模式下社区服务的需求和开展情况的个案调查相结合,寻找目前我国居家养老模式中社区服务现存的主要问题。针对这些问题,借鉴与我国人口老龄化状况及文化背景相似的国家和地区的成功经验,对完善我国居家养老模式社区服务提出切实可行的具体建议。本文分为七部分:第一部分是及意义、文本结构和创新之处,明确了本文的研究提前和必要性;第二部分回顾了以往的研究,阐述了相关概念和理论基础;第三部分介绍了我国人口老龄化的特点、趋势及对传统养老模式的影响,阐明完善居家养老模式社区服务的迫切需要;第四和第五部分是本文的主体部分。第四部分介绍了我国居家养老模式社区服务的整体运行现状及对吉林省S社区居家养老模式社区服务需求和现状的个案调查。第五部分针对第四部分的调查,找出我国居家养老模式下社区服务现存的问题及原因;第六部分首先对我国未来居家养老模式社区服务进行了宏观的构想,然后在结合与我国人口老龄化状况及文化背景相似的国家和地区有关居家养老模式社区服务方面的有益启示的基础上,就完善我国居家养老模式社区服务提出了切实可行的具体建议;最后一部分是结语,对全文进行总结。【英文摘要】With the acceleration of ageing in China, more and more aged people need support and care. Although family support of the elderly is also of premier rank, the fading of the traditional filial piety sense and the change of family structure lead to the weakening of traditional family support to the elderly. Because of the limited room、high cost、incomplete software and hardware facilites and other disadvantages, social agency support of the elderly can not meet the most aged personsrequirement. Consequently most elderly people need the support of home-based care and community service. Our country need improve the cooperating service system of home-based、government、business circle and social organizations.Our countrys home-based care and community service is under the background of the ageing of population, but our serivce is scattered. Because it is affected by the national policy and has local discretion, so its development persents diversity throughout the country. The study of this paper combines the current situation of home-based care and community service throughout the country and the survey of specific community. As to the existent problems, this paper uses the experience of other countries and areas that have the samilar ageing of population situation and cultural backgrounds for reference, and gives the practical suggestions to improve community service under home-based care mode.There are seven parts of the paper. The first part introduces the background、significance、structure and innovation of the study. In this part, it makes clear the prerequisite and necessary of the research. In the second part, first it reviews the literature of home-based care and community service, and then it introduces the relative concepts and theoretical basis. The third part is the relevant specification of the charateristic feature and trend of populaiton ageing in China, as well as the effects to the elderly support, and at last this part stands for developing and improving home-based care and community service. The fourth and fifth part are the main parts of the paper. In the fourth part, first, it presents the main conditions of community service for home-based care of the elderly all over the country. And then this part analyzes the aged personswills and the current situation of community service which takes the example of S community in JiLin province. In the fifth part, in accordance with the introduce and survey in the prior part, the paper elaborates current questions and relevant reasons. The sixty part uses the experience of other countries and areas that have the samilar ageing of population situation and cultural backgrounds for reference, and it gives the practical suggestions to improve community service of home-based care.
