BTSS general manager or his deputy will act as leader of this team, each department, package and contractors shall assign representative to join the team. 当政府部门宣布三级台风警报时， 全面检查应对台风的现场准 备措施。BTSS 总 经理或他的副手担任应急响应小组的领导，各部门、项目组和 承包商派代表参 加。 When typhoon No.4 is announced by the government organization, the emergency response team shall order to stop work on site. All persons shall retire from site. Emergency precautions for the typhoon shall be checked. 在政府部门发布四级台风警报后，应急响应小组要发布命令， 停止现场的一切工 作，所有的人员撤离现场，并且要对应急响应措施进行检查。 When typhoon No. 5 is alerted, Emergency response team shall be standby. 当五级台风警报发布后，应急响应小组要立即进入 待命 状态。 When “all clear” is issued by government authorities, the emergency response team shall request a check of the site to: 当政府权威机构发布“警报解除”的消息后，紧急 响应小组应对现场进行一次 全面的检查，以确保： Eliminate any remaining unsafe hidden dangers prior to restoring work on site. 14 / 21 下载文档可编辑 在重新开始工作之前要消除任何残留的安全隐患。 Define requirements for restoring work on site. 详细说明恢复现场工作的要求。 Assess the loss and maintain the record. 估计损失情况并保留记录。 Structure, equipment or utility supply which could be severely affected by typhoon must be re-inspected before put to use after a typhoon. For example all scaffolding structure must be re- inspected, all overhead power supply line are good condition, no damage to cranes etc. 在台风发生过后，可能受到台风严重影响的建筑结 构，设备或者水电气一类的 公用设施在重新使用前必须进行检查。例如，必须对所有的脚 手架进行检查， 所 有的架空电缆完好无损，起重设备没有受到损害。 3.4.1.3 ADDITIONAL PRECAUTION 其它预防措施 A.Prepare checklist and organize appropriate persons for managing the checklist. 准备好对照表，并组织有关方面的合适人选来管理对照表的使 用。 B.Due to differences in each project, some areas of site shall be prioritized. 由于各个项目的情况不同，对有些区域要采取重点防护措施。 C.A Typhoon can bring serious damage; emergency response team shall control key points. Typhoon forecasts shall be treated with due urgency and all pro-active measures shall be taken. 台风可能会带来严重损失，应急响应小组要控制好一些关键区 域。要认真对待台风预报并采取所有必要的预防措施。 D.All persons in the contractors camp area shall come to a safe location in the event of an emergency. 一旦出现紧急情况，承包商营地里的所有人员要到某个安全地 带集中。 15 / 21 下载文档可编辑 E.Documents shall be locked in drawers and cabinets. 将各种文件锁进抽屉或橱柜。 F.Emergency equipment and tools such as generators and pumps shall be prepared and maintained in good conditions in advance. 发电机和水泵一类的应急设备和工具都应该预先准 备好，并确保处于良好的状 态，以便随时使用。 G.The Typhoon will bring heavy rain and flooding and high winds prior, during and after the rainstorm has passed. Only visit the site once extensive checks have been made that the storm has passed over. 台风往往会带来大雨、洪水和大风，有时是台风先于暴雨，有 时是暴雨先于台风 抵 达，也有的时候是两者同时施虐。在重返现场之前，一定要 先对现场情况进行 全面 检查，并确认暴风雨已经过去。 3.4.1.4 RESPONSIBILITY OF CONTRACTOR 承包商的责任 All contractors must establish their respective emergency response team and relevant emergency response procedure for typhoon, flood and fire etc. The project manager will act as leader of this team. The organization chart and emergency contact telephone shall be copied to BTSS HSE team for record. 所有承包商必须建立各自的台风、洪涝和火灾等应急响应小组以 及相关的应急响应程序。承包商项目经理担任应急响应小组的负 责人。应急响应小组的组织机构和联系电话要复印给 BTSS HSE 组 存档。 Once the typhoon alert is raised, contractor emergency response team will take immediately action to overall check all material & equipment on their site in accordance to the check list of typhoon emergency response （see Appendix 16 / 21 下载文档可编辑 1）and inform their employees of typhoon forecast message. 一旦发出台风警报，承包商应急响应小组要立即采取行动， 按照台风应急响应检查 表（见附件 A）全面检查他们现场的所有材料&设备并且通知 其员工有关台风预报信 息。 In consideration of typhoon effect, the necessary precautions will be taken prior to typhoon land, such as securing all loosen material or unsteady object, cut off power supply, covering and locking electrical cabinets in the open, closing doors & window, arrange for personal on duty etc. 考虑到台风的影响，台风登陆前要采取必要的预防措施，如 固定所有松散的材料和 不稳定的物体、关闭电源、遮盖并锁住在露天的电气盘/柜、 关紧门窗以及安排值班 人员等。 Contract emergency team shall be standby after typhoon lands and keep in contact with BTSS emergency team. In the event of any hazardous situation, contract shall organize and take further controls to prevent hazardous development. 台风登陆后，承包商应急响应小组要随时待命并与 BTSS 应急 响应小组保持联系。 万一发生危险情况，承包商要组织并采取进一步的控制措施 以防止危险情况进一步扩 大。 When the typhoon passed, contractor along with BTSS HSE team must overall inspect project site and recover all facilities in a safe condition.
