It shall be accompanied by the undermentioned documents in triplicate, and by the following particulars: 3.2 认证申请应附有下列文件一式三份和下列详细资料： 3.2.1 a detailed description of the vehicle type with respect to its structure, dimensions, lines and constituent materials; 3.2.1 对该车型结构、尺寸、外形和制造材料的详细说明； 3.2.2. drawings of the vehicle showing the vehicle type in front, side and rear elevation and design details of the rear part of the structure; 3.2.2 表示该车型正、侧和后视图的图纸，以及车辆后部结构的设计详图； 3.2.3 particulars of the vehicles unladen kerb weight. 3.2.3 车辆整备质量 3.3 A vehicle representative of the type to be approved shall be submitted to the technical service responsible for conducting the approval tests. 3.3 应向负责进行认证试验的技术部门提交一辆代表认证车型的样车。 3.3.1 A vehicle not comprising all the components proper to the type may be accepted for test provided that it can be shown that the absence of the components omitted has no detrimental effect on the results of the test, so far as the requirements of this Regulation are concerned. 3.3.1 如果提供的样车未装备申请认证车型的所有零部件，只要能证明未装备的零部 件对本法规要求的试验结果没有不良影响，则该样车可以用来作为试验样车。 3.3.2 It shall be the responsibility of the applicant for approval to show that acceptance of the variants referred to in paragraph 3.3.1. is compatible with compliance with the requirements of this Regulation. 3.3.2 认证申请者的责任应是证明对 3.3.1 条涉及的变型的认可与符合本法规的要求 并不矛盾。 4 4 APPROVALAPPROVAL 4 4 认证认证 4.1 If the vehicle submitted for approval pursuant to this Regulation meets the requirements of paragraphs 5. and 6. below, approval of that vehicle type shall be granted. 4.1 按本法规提交认证的车型符合下面第 5 条和第 6 条的要求，该车型的认证应予 批准。 4.2 An approval number shall be assigned to each type approved. Its first two digits (at present 00 for the Regulation in its original form) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same number to another vehicle type within the meaning of paragraph 2.2.2. above. 4.2 对每个认证批准的车型应授予认证编号，前两位数字（目前本法规的原始版本号 00）表示修订系列号，包括在认证签发时对本法规所做的最近一次的重大技术更改。 同一缔约方对上述 2.2.2 条所包括的其他车型不可授予相同的认证编号。 4.3 Notice of approval or of extension or of refusal or withdrawal of approval or production definitely discontinued of a vehicle type pursuant to this Regulation shall be communicated to the Parties to the Agreement which apply this Regulation by means of a form conforming to the model in annex 1 to this Regulation. 4.3 按本法规对某一车型作出的认证批准，认证扩展，认证拒绝，认证撤销或正式停 产的通知书，应按本法规附录 1 的格式通知应用本法规协议的有关各方。 4.4 There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Regulation 4.4 根据本法规对符合车型认证的每个车辆，应在申请单上规定的易于接近的位置明 显地标出下列认证标志： 4.4.1 an international approval mark consisting of: 4.4.1 国际认证标志，组成如下： 4.4.1.1 a circle surrounding the letter E followed by the distinguishing number of the country which has granted approval; 1/ and 4.4.1.1 在一圆圈中间加一个字母 E，随后是已经授予认证批准国的代号(1)： 4.4.1.2 the number of this Regulation, followed by the letter R, a dash and the approval number to the right of the circle prescribed in paragraph 4.4.1.1.1/ 1 for Germany, 2 for France, 3 for Italy, 4 for the Netherlands, 5 for Sweden, 6 for Belgium, 7 for Hungary, 8 for the Czech Republic, 9 for Spain, 10 for Yugoslavia, 11 for the United Kingdom, 12 for Austria, 13 for Luxembourg, 14 for Switzerland, 15 (vacant), 16 for Norway, 17 for Finland, 18 for Denmark, 19 for Romania, 20 for Poland, 21 for Portugal and 22 for the Russian Federation, 23.for Greece, 24, 25 (vacant) and 26 for Slovenia. Subsequent numbers shall be assigned to other countries in the chronological order in which they ratify or accede to the Agreement concerning the Adoption of Uniform Conditions of Approval and Reciprocal Recognition of Approval for Motor Vehicle Equipment and Parts, and the numbers thus assigned shall be communicated by the Secretary-General of the United Nations to the Contracting Parties to the Agreement. 4.4.1.2 在 4.4.1.1 条规定的圆圈右边是本法规号，随后是字母“R” ，斜杠和认证编 号。 4.5 If the vehicle conforms to a vehicle type approved, under one or more other Regulations annexed to the Agreement, in the country which has granted approval under this Regulation, the symbol prescribed in paragraph 4.4.1.1. need not be repeated; in such a case the additional numbers and symbols of all the Regulations under which approval has been granted in the country which has granted approval under this Regulation shall be placed in vertical columns to the right of the symbol prescribed in paragraph 4.4.1.1. 4.5 在根据本法规已经批准认证的国家，如果车辆符合作为附件加于本协议的一个或 多个法规的认证的车型，则 4.4.1.1 条规定的符号不需重复。在这种情况下，在上述 国家内认证批准所依据的全部法规的附加数字和符号应位于 4.4.1.1 条规定符号右侧 的纵向各行内。 4.6 The approval mark shall be clearly legible and be indelible. 4.6 认证标志应清晰、易认、耐久。 4.7 The approval mark shall be placed close to or on the vehicle data plate affixed by the manufacturer. 4.7 认证标志应位于制造厂车辆的技术规格标牌附近或直接印在标牌上。 4.8 Annex 2 to this Regulation gives examples of arrangements of approval marks. 4.8 本法规附录 2 为认证标志的布置示例。 5 5 REQUIREMENTSREQUIREMENTS 5 5 要求要求 5.1 When the vehicle has undergone the test referred to in paragraph 6 below, the lengthwise displacement referred to in annex 4, paragraph 3, to this Regulation shall not exceed 75 mm. 5.1 当车辆经历了下面第 6 条规定的试验时，本法规附录 4 第 3 条规定的位移应不 超过 75 mm。 After the test, no rigid component in the passenger compartment shall constitute a risk of serious injury to the vehicles occupants. 5.2 试验后，乘员舱内的刚性部件不应造成使车辆乘客受到严重损伤的危险。 5.3 In addition, the side doors of the vehicle shall not open under the effect of the impact. 5.3 此外，车辆的侧面车门在碰撞作用下不应打开。 5.4 Except in the case of a vehicle not having a roof of rigid construction, the opening of a number of doors sufficient to enable all the occupants to emerge shall, after the impact, continue to be possible without the use of tools. 5.4 除顶棚不是刚性结构的车辆之外，其他车辆在碰撞后应能够不使用工具，就能打 开足够多的车门，足以使车上所有乘客撤离。 6 6 TESTTEST 6 6 试验试验 6.1 The vehicles compliance with the requirements of paragraph 5. above shall be checked by the method set out in annexes 3 and 4 to this Regulation. 6.1 应按本法规附录 3 和附录 4 规定的方法检查车辆是否符合上述第 5 条规定的要 求。 7 7 MODIFICATIONSMODIFICATIONS ANDAND EXTENSIONEXTENSION OFOF APPROVALAPPROVAL OFOF THETHE VEHICLEVEHICLE TYPETYPE 7 7 车型认证的更改和认证扩展车型认证的更改和认证扩展 7.1 Every modification of the vehicle type shall be notified to the administrative department which approved that vehicle type. The department may then either: 7.1 车型的每次更改都应通知负责车型认证的认证部门。认证部门可以采取下列措施 之一： 7.1.1 consider that the modifications made are unlikely to have appreciable adverse effects, and that in any case the vehicle still meets the requirements; or 7.1.1 认为所做的更改不会产生明显的不良影响，并且在任何情况下车辆仍能满足本 法规的要求； 7.1.2 require a further test report from the technical service responsible for conducting the tests. 7.1.2 需要进行试验，技术部门提交进一步的试验报告。 7.2 Without prejudice to the provisions of paragraph 7.1. above, a variant of the vehicle whose unladed herb weight is lower than the weight of the vehicle submitted for approval shall not be regarded as a modification of the vehicle type. 7.2 在不损害上述 7.1 条规定的情况下，车辆变型后其整备质量小于提交认证车辆的 质量的变型车辆应不视为车型的更改。 7.3 Confirmation or refusal of approval, specifying the alterations shall be communicated by the procedure specified in paragraph 4.3. above to the Parties to the Agreement which apply this Regulation. 7.3 对规定更改的认证，无论是批准还是拒绝，均应按上述 4.3 条规定的程序通知应 用本法规协议的有关各方。 7.4 The competent authority issuing the extension of approval shall assign a series number for such an extension and inform thereof the other Parties to the 1958 Agreement applying this Regulation by means of a communication form conforming to the model in annex 1 to this Regulation. 7.4 签发认证扩展批准书的认证部门，应为此扩展授予一个系列号，并通知给应用本 法规 1958 年协议的有关各方，通知书的格式与本法规附录 1 相符。 8 8 CONFORMITYCONFORMITY OFOF PRODUCTIONPRODUCTION 8 8 生产一致性生产一致性 8.1 Every vehicle bearing an approval mark as prescribed under this egulation shall conform to the vehicle type approved, more particularly as regards features affecting the behaviour of the structure of the passenger compartment in a rear-end collision. 8.1 每一辆带有本法规规定的认证标志的车辆，均应符合认证的车型，特别是在影响 车辆正面碰撞乘员舱结构特性的部件。 8.2 Order to verify conformity as prescribed in paragraph 8.1.above, a sufficient number of serially-produced vehicles bearing the approval mark required by this Regulation shall be subjected to random checks. 8.2 为了验证上述 8.1 条规定的一致性，应对带有本法规要求认证标志的足够数量的 连续生产的车辆进行随机检查。 8.3 general rule, the checks aforesaid shall be confined to the taking of measurements. However, the vehicles shall if necessary be subjected to the checks prescribed in paragraph 6. above. 8.3 一般地说，这些检查仅限于测量。但是，如果必要，该车辆应进行上述第 6 条规 定的检查。 9 9 PENALTIESPENALTIES FORFOR NON-CONFORMITYNON-CONFORMITY OFOF PRODUCTIONPRODUCTION 9 9 生产不一致性的处罚生产不一致性的处罚 9.1 approvals granted in respect of a vehicle type pursuant to this Regulation may be withdrawn if the requirement laid down in paragraph 8.1. above is not complied with or if the vehicle has failed to pass the tests prescribed in paragraph 6.
