Scope 1.1. 应用范围应用范围 1.1 This Regulation applies to external projections of category M1 vehicles. It does not apply to exterior rear-view mirrors or to the ball of towing devices. 1.1 本法规适用于 M1 类型车辆(1)的外部凸出物。本法规不适用于外后视镜或 拖曳装置。 1.2 This is valid both when the vehicle is stationary and in motion. 1.2 这点在车静止和运动两种情况时均奏效。 2. definitions 2.2. 定义定义 2.1. Approval of a vehicle” means the approval of a vehicle type with regard to its external projections; 2.1 “车辆认证”指车型就其外部凸出物的认证： 2.2. “Vehicle type means a category of motor vehicles which do not differ in such essential respects as, shape or materials of the external surface; 2.2 “车辆类型”指在类似于外表面的形状或材料等必要方面没有差异的机动车 类型： 2.3 External surface means the outside of the vehicle including the bonnet, the lid of the luggage compartment, the doors, the wings, the roof, the lighting and light-signalling devices and the visible strengthening components. 2.3 “外表面”指车辆覆盖件的可见表面，包括发动机罩，行李箱盖，车门，翼 子板，顶盖，照明和灯光信号装置等： 2.4 Floor line means the line determined as follows: Successively position round a laden vehicle a cone with a vertical axis the height of which is not defined, and with a half angle of 30 in such a way that it contacts, constantly and as low as possible, the external surface of the vehicle. The floor line is the geometric trace of these points of contact. In determining the floor line, the jacking points, exhaust pipes or wheels shall not be taken into consideration. The gaps of the wheel arches are assumed to be filled in by an imaginary surface forming a smooth continuation of the surrounding external surface. At both ends of the vehicle the bumper shall be taken into consideration when establishing the floor line. Dependent upon the particular vehicle the floor line trace may occur at the bumper section extremity or at the body panel below the bumper. Vehicles equipped with hydropneumatic, hydraulic or pneumatic suspension or a device for automatic leveling according to load shall be tested with the vehicle in the most adverse normal running condition specified by the manufacturer. 2.6 “满载车辆”指装载至最大允许额定质量的车辆。装备液气式、液压或气压 悬挂装置，或者根据负荷自动进行调整装置的车辆，应该在由制造厂所规定的正 常运行条件下的最不利状况的情况下进行试验。 3. APPLICATION FOR APPROVAL 3.3. 认证申请认证申请 3.1 The application for approval of a vehicle type with regard to the behaviour of the structure of the passenger compartment in a head-on collision shall be submitted by the vehicle manufacturer or by his duly accredited representative. 3.1 就正面碰撞乘员舱结构特性方面的车型的认证申请，应由车辆制造厂或其正 式指定的代理人提出。 3.2 It shall be accompanied by the under mentioned documents in triplicate and by the following particulars: 3.2 认证申请应附有下列文件一式三份和下列详细资料： 3.2.1 a detailed description of the vehicle type with respect to its structure, dimensions, lines and constituent materials; 3.2.1 对该车型结构、尺寸、外形和制造材料的详细说明； 3.2.2 drawings of the vehicle showing the vehicle type in front, side and rear elevation and design details of the forward part of the structure 3.2.2 表示该车型正、侧和后视图的图纸，以及车辆前部结构的设计详图； 3.2.3 particulars of the vehicles unladen kerb weight. 3.2.3 车辆装备质量； 3.3 A vehicle representative of the type to be approved shall be submitted to the technical service responsible for conducting the approval tests. 3.3 应向负责进行认证试验的技术部门提交一辆代表认证车型的样车。 3.3.1 A vehicle not comprising all the components proper to the type may be accepted for test provided that it can be shown that the absence of the components omitted has no detrimental effect on the results of the test, so far as the requirements of this Regulation are concerned. 3.3.1 如果提供的样车未装备申请认证车型的所有零部件，只要能证明未装备的 零部件对本法规要求的试验结果没有不良影响，可以使用该样车进行试验。 3.3.2 It shall be the responsibility of the applicant for approval to show that acceptance of the variants referred to in paragraph 3.3.1 is compatible with compliance with the requirements of this Regulation. 3.3.2 认证申请者的责任应是证明对 3.3.1 条涉及的变型的认可与符合本法规 的要求并不矛盾。 4. Regulation 4.4. 认证认证 4.1 meets the requirements of paragraphs 5. and 6., below, approval of that vehicle type shall be granted. 4.1 如果按本法规提交认证的车辆符合下面第 5 条和第 6 条的要求，该车型的认 证应予批准。 4.2 An approval number shall be assigned to each type approved. Its first two digits (at present 00 for the Regulation in its original form) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same number to another vehicle type within the meaning of paragraph 2.2.2. above. 4.2 对每个认证批准的车型应授予认证编号，前两位数字（目前本法规的原始版 本号 00）表示修正系列号，包括在认证签发时对本法规所做的最近一次的重大技 术更改。同一缔约方对上述 2.2.2 条所包括的其他车型不可授予相同的认证编号。 4.3 Notice of approval or of extension or of refusal or withdrawal of approval or production definitely discontinued of a vehicle type pursuant to this Regulation shall be communicated to the Parties to the Agreement which apply this Regulation by means of a form conforming to the model in annex 1 to this Regulation. 4.3 按本法规对某一车型作出的认证批准，认证扩展，认证拒绝，认证撤销或正 式停产的通知书，应按本法规协议的有关各方。 4.4 There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Regulation: 4.4 根据本法规对符合车型认证的每个车辆，应在申请单上规定的易于接近的位 置明显地标出下列认证标志： 4.4.1 an international approval mark consisting of: 4.4.1 国际认证标志，组成如下： 4.4.1.1 a circle surrounding the letter E followed by the distinguishing number of the country which has granted approval; 1/ and 4.4.1.1 在一圆圈中间加一个字母 E，随后是已经授予认证批准国的代号(1) 4.4.1.2 the number of this Regulation, followed by the letter R, a dashand the approval number to the right of the circle prescribed in paragraph 4.4.1.1. 4.4.1.2 在 4.4.1.1 条规定的圆圈右边是本法规号，随后是字母“R” ，斜杠和认 证编号。 4.5 If the vehicle conforms to a vehicle type approved, under one ormore other Regulations annexed to the Agreement, in the country which has granted approval under this Regulation, the symbol prescribed in paragraph 4.4.1.1. need not be repeated; in such a case the additional numbers and symbols of all the Regulations under which approval has been granted in the country which has granted approval under this Regulation shall be placed in vertical columns to the right of the symbol prescribed in paragraph 4.4.1.1. 4.5 在根据本法规已经批准认证的国家，如果车辆符合作为本协议的一个或多个 法规的认证的车型，则 4.4.1.1 条规定的符号不需重复。在这种情况下，在上述国 家内认证批准所依据的全部法规的附加数字和符号应位于 4.4.1.1 条规定符号右侧 的纵向各行内。 4.6 The approval mark shall be clearly legible and be indelible. 4.6 认证标志应清晰、易认、耐久 4.7 The approval mark shall be placed close to or on the vehicle data Plate affixed by the manufacturer. 4.7 认证标志应位于制造厂车辆的技术规格标牌附近或直接印在标牌上。 4.8 Annex 2 to this Regulation gives examples of arrangements of the approval mark. 4.8 本法规附录 2 为认证标志的布置示例。 5. REQUIREMENTS 5.5. 要求要求 5.1 After the unladen vehicle without a manikin has been collision-tested forwards against a barrier at a speeed of 48.3 km/h, the interior space of the passenger compartment shall satisfy the requirements of paragraphs 5.2. to 5.9. below. 5.1 没有人体模型的空载车辆以 48 km/h 的速度正面碰撞壁障后，乘员舱的内部 空间应满足下面 5.2 至 5.9 条的要求。 5.2 For each front seat as defined by the manufacturer the distanceafter impact shall be determined between two transverse planes, one passing through the corresponding R point and the other through the rearmost projection of the lines of the instrument panel (switches and controls being disregarded) over a width of 150 mm to each side of the longitudinal plane passing through the centre of the seat. This distance shall be not less than 450 mm. 5.2 对制造厂确定的每个前排座椅，碰撞后的距离应在两个横向平面之间，一个 横向平面通过相应的座椅“R”点，另一个横向平面通过仪表板外形最后面的投 影（开关和控制器不予考虑） ，在通过座椅中心的纵向平面每一侧 150 mm 宽度 处进行测定，此距离应不小于 450 mm。 5.3 Before impact, the straight line formed for each front seat by the intersection of the longitudinal plane passing through the centre of the seat with the horizontal plane passing through the centre of the service brake pedal in the position of rest shall be determined. The distance between the point of intersection of the said straight line with the front of the passenger compartment and its point of intersection with the transverse plane passing through the corresponding R point shall then be determined. After impact, this distance shall be not less than 650 mm. 5.3 碰撞前，对每个前座椅，应确定由通过座椅中心的纵向平面与通过处于静止 位置时制动踏板中心的水平平面相交所形成的直线，然后测定该直线与乘员舱前 部的交点与其与通过相应“R”点横向平面的交点之间的距离。碰撞后，此距离 应不小于 650 mm。 5.4 The width of the foot well shall be determined as follows: 5.4 脚部空间的宽度按以下方法确定 5.4.1 Before impact, the points shall be determined at which a transverse horizontal axis passing through the centre of the service brake pedal in the position of rest meets the side walls of the footwall; 5.4.1 碰撞前，应确定通过处于静止位置时的制动踏板中心的横向水平轴与脚部 空间的两个侧壁相交的点 5.4.2 After impact, the distance separating two longitudinal vertical planes passing through the same points shall be measured. This distance shall be not less than 250 mm for each front seat. 5.4.2 碰撞后，应测定通过上述点的两个纵向垂直平面之间的距离，对每个前座 椅，此距离应不小于 250 mm。 5.5 The distance from floor to roof shall be determined along a vertical passing through the R point and situated in the longitudinal plane passing through the centre of each front seat. After impact, this distance shall not be reduced by more than 10%. 5.5 应沿着通过“R”点且位于通过每个前座椅中心纵向平面内的垂线，测定地 板至顶盖的距离，碰撞后，此距离的减少应不超过 10%。 5.6 For measuring the distances referred to in paragraphs 5.2, 5.3,5.4 and 5.5, compression corresponding to a force of 10 daN applied over a surface of 5 x 5 cm may be exerted in the direction of measurement. 5.6 测量 5.2、5.3、5.4 和 5.5 条规定的距离时，应沿测量方向在 5 cm5 cm 表 面内施加相当于 100 daN 的压力 5.7 After the test, no rigid component in the passenger compartment shall constitute a risk of serious injury to the vehicles occupants. 5.7 试验后，乘员舱内的刚性部件不应成为给车上的乘客造成严重伤害的危险。 5.8 In addition, the side doors of the vehicle shall not open under the effect of the impact. 5.8 此外，在碰撞的作用下，车上的侧门不应打开。 5.9 Except in the case of a vehicle not having a roof of rigid construction, the opening of a number of doors sufficient to enable all the occupants to get out must be possible after the impact without the use of tools. 5.9 除了非刚性结构顶盖的车辆之外，其余车辆在碰撞后，一些车门必须不用工 具自动打开，足以使车上所有乘客全部撤离。 6. TESTS 6.6. 试验试验 The vehicles compliance with the requirements of paragraph 5. above shall be checked by the methods set out in annexes 3 and 4 to this Regulation. 应按本法规附录 3 和附录规定的方法检查车辆是否符合上述第 5 条规定的要求。 7. MODIFICATIONS AND EXTENSION OF APPROVAL OF THE VEHICLE TYPE 7.7. 车型的认证更改和认证扩展车型的认证更改和认证扩展 7.1 Every modification of the vehicle type shall be notified to the administrative department which approved the vehicle type. The department may then either: 7.1 车型的每次更改都应通知负责车型认证的认证机关。认证部门可以采取下列 措施之一 7.1.1 consider that the modifications made are unlikely to have appreciable adverse effects, and that in any case the vehicle still meets the requirements; 7.1.1 认为所做的更改不会产生明显的不良影响，并且在任何情况下车辆仍能满 足本法规的要求； 7.1.2 require a further test report from the technical service responsible for conducting the tests. 7.1.2 需要由进行试验的技术部门提交进一步的试验报告。 7.2 Without prejudice to the provisions of paragraph 7.1. above,a variant of the vehicle which meets the requirements of paragraph 3.3. of annex 4 to this Regulation, shall not be regarded as a modification of the vehicle type. 7.2 在不损害上述 7.1 条规定的情况下，满足本法规附录 4 中 3.3 条要求的车辆 的变型，应不视为车型的更改。 7.3 Confirmation or refusal of approval, specifying the alterations, shall be communicated by the procedure specified in paragraph 4.3. above to the Parties to the Agreement which apply this Regulation. 7.3 对规定更改的认证，无论是批准还是拒绝，均应按上述 4.3 条规定的程序通 知应用本法规协议的有关各方。 7.4 The competent authority issuing the extension of approval shall assign a series number for such an extension and inform thereof the other Parties to the 1958 Agreement applying this Regulation by means of a communication form conforming to the model in annex 1 to this Regulation. 7.4 签发认证扩展批准书的认证机关，应为此扩展授予一个系列号，并通知给应 用本法规 1958 年协议的有关各方，通知书的格式与本法规附录 1 相符。 8. CONFORMITY OF PRODUCTION 8.8. 生产一致性生产一致性 8.1 Every vehicle bearing an approval mark as prescribed underthis Regulation shall conform to the vehicle type approved, more particularly as regards features affecting the behaviour of the structure of the passenger compartment in a head-on collision; 8.1 每一辆带有本法规规定的认证标志的车辆，均应符合认证的车型，特别是在 影响车辆正面碰撞乘员舱 8.2 In order to verify conformity as prescribed in paragraph 8.1. above, a sufficient number of serially-produced vehicles bearing the approval mark required by this Regulation shall be subjected to random checks. 8.2 为了验证上述 8.1 条规定的一致性，应对带有本法规要求认证标志的足够数 量的连续生产的车辆进行随机检查。 8.3 As a general rule, the checks aforesaid shall be confined tothe taking of measurements.
