SCOPE 1.1. 适用范围适用范围 1.1 This Regulation applies to: 1.1 本法规适用于： 1.1.1 PART I: the RUPDs which are intended to be fitted to vehicles of categories/N2, N3, 03 and 04; 1.1.1 第部分：欲安装到N2、N3、O3 和O4（1）类车辆的后下部防护装置 （RUPDS）; 1.1.2 PART II: the installation on vehicles of categories/N2, N3, 03 and/04/1/ of RUPDs which have been type approved to Part/I of this Regulation; 1.1.2 第部分：在N2、N3、O3 和O4(1)类车辆上安装经过本法规第一部分型式 认证的后下部防护装置（RUPDS）； 1.1.3 PART III: vehicles of categories/N2, N3, 03 and 04/1/ equipped with an RUPD which has not been separately approved according to Part/I of this Regulation or so designed and/or equipped that its component parts can be regarded as totally or partially fulfilling the function of the RUPD. 1.1.3 第部分：安装了没有经过本法规第一部分单独认证的后下部防护装置 （RUPD）的N2、N3、O3、O4(1)类车辆或其组成部件被设计成和/或安装成可以认 为能够完全或部分完成后下部防护功能的N2、N3、O4 和O4(1)类车辆。 1.2 This Regulation does not apply to: 1.2 本法规不适用于： 1.2.1 Tractive units for articulated vehicles; 1.2.1 铰接式车辆的牵引单元； 1.2.2 Trailers specially designed and constructed for the carriage of very long loads of indivisible length, such as timber, steel bars, etc.; 1.2.2 为搬运长度无法分段的很长的货物而设计和制造的特殊用途车，例如运输木 材、钢材棒料等； 1.2.3 Vehicles where any RUPD is incompatible with their use. 1.2.3 安装的后下部防护装置与车辆本身用途不兼容的车辆。 2. PURPOSE 2.2. 目的目的 The purpose of this Regulation is to offer effective protection against underrunning of vehicles mentioned in paragraph/1 of this Regulation in the event of rear collision with vehicles of category/M1 and N1.(1) 本法规的目的在于如果M1和N1 (1)类车辆与本法第1 条中提及的车辆在后部发 生碰撞时能够提供有效的保护。 3. DEFINITIONS COMMON TO PARTS I, II and III 3.3. 第第、部分通用的定义部分通用的定义 3.1 For the purpose of this Regulation: 3.1 就本法规而言： 3.1.1 Unladen mass means the mass of the vehicle in running order, unoccupied and unladen but complete with fuel, coolant, lubricant, tools and a spare wheel (if provided as standard equipment by the vehicle manufacturer); 3.1.1 “整备质量”是指车辆在行驶前未载客、货状态下，但装满燃油、冷却液、 润滑剂、工具和备胎（若车辆制造商作为标准装备提供的话）； 3.1.2 Maximum mass means the mass stated by the vehicle manufacturer to be technically permissible (this mass may be higher than the permissible maximum mass laid down by the national administration); 3.1.2 “最大质量”是车辆制造商规定的、技术上容许的质量（可以高于国家法定 的“最大允许质量”）； 3.1.3 An RUPD normally consists of a cross-member and links to the chassis side members or other structural members of the vehicle. 3.1.3 “后下部防护装置”通常是由横梁组成，并且连接在底盘纵梁或车辆其它结 构件上的装置. PART I. APPROVAL OF RUPDs 第第部分部分 后下部防护装置的认证后下部防护装置的认证 4. DEFINITIONS 4.4. 定义定义 4.1 For the purpose of Part/I of this Regulation: 4.1 就本法第1 部分而言： 4.1.1 Approval of an RUPD means the approval of such a type of RUPD with respect to the requirements laid down in paragraph/7 below; 4.1.1 “后下部防护装置的认证”是指满足下述第7 条规定的后下部防护装置的型 式认证； 4.1.2 Type of RUPD means RUPDs which do not differ with respect to the essential characteristics such as shape, dimensions, attachment, materials and the markings cited in paragraph/5.2.2 below. 4.1.2 “后下部防护装置的型式”是指在诸如外形、尺寸、附属装置、材料这些主 要特征和下面第5.2.2 条引述的标志方面一致的后下部防护装置. 5. APPLICATION FOR APPROVAL 5.5. 认证申请认证申请 5.1 The application for approval of an RUPD shall be submitted by the manufacturer of the RUPD or by his duly accredited representative. 5.1 就后下部防护装置（RUPD）的认证申请应由后下部防护装置制造商或其正式 指定的代理商提出. 5.2 For each type of RUPD the application must be accompanied by: 5.2 每一类型的后下部防护装置的申请应附有如下文件： 5.2.1 Documentation in triplicate giving a description of the technical characteristics of the RUPD: its dimensions, lines and constituent materials and the method of its installation; 5.2.1 描述后下部防护装置技术特征的文件：尺寸、外廓、构成材料和安装方法， 一式三份； 5.2.2 A sample of the type of RUPD: the sample must be clearly and indelibly marked on all its main components with the applicants trade name or mark and the type designation. 5.2.2 该型式后下部防护装置的样品：在样品所有主要构件上应清楚、永久地标识 申请者的商品名称或商标以及设计型式。 5.3 An RUPD representative of the type to be approved shall be submitted to the technical service responsible for conducting the approval tests. 5.3 应向负责执行认证试验的部门提供一套代表待认证型式的后下部防护装置. 5.4 The competent authority shall verify the existence of satisfactory arrangements for ensuring effective control of the conformity of production before type approval is granted. 5.4 在型式认证批准之前，认证部门应确定存在可靠措施保证有效控制生产一致性 6. APPROVAL 6.6. 认证认证 6.1 If the RUPD submitted for approval pursuant to this Regulation meets the requirements of paragraph/7 below, approval of that type of RUPD shall be granted. 6.1 如果所提交的按本法规申请认证的后下部防护装置符合下面第7 条的要求，则 应给予该后下部防护装置的型式认证 6.2 An approval number shall be assigned to each type approved. Its first two/digits (at present 01 corresponding to the 01/series of amendments which entered into force on 25/March/1989) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party may not assign the same number to another type of rear underrun protective device. 6.2 对于每一认证的型式应授予一个认证号。其前两位数字（目前01 对应于1989 年3 月25 日起生效的01 系列修正本）表明该系列修正本包含了认证发布时对本法 规的最新主要技术修订。同一缔约方不可以将同一号码授予另一后下部防护装置型 式认证。 6.3 Notice of approval, or of extension or of refusal of approval of a type of RUPD pursuant to this Regulation shall be communicated to the Parties to the 1958/Agreement which apply this Regulation, by means of a form conforming to the model in annex/1 to this Regulation. 6.3 按照本法规对后下部防护装置的型式的认证批准、认证扩展、认证拒绝，均应 以通知书的形式通知采用本法规的1958 协议的有关各方。通知书的格式应与本法 规附录1 的形式相符. 6.4 There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every RUPD conforming to a type of RUPD approved under this Regulation an international approval mark consisting of: 6.4 对每一符合经本法规批准认证的后下部防护装置型式的后下部防护装置，在其 明显易见位置应附一国际认证标志，其构成如下： 6.4.1 A circle surrounding the letter E followed by the distinguishing number of the country which has granted approval;(2) 6.4.1 在一圆圈中间加一大写字母“E”，后跟签发认证国家的代号(2)； 6.4.2 The number of this Regulation, followed by the letter R, a dash and the approval number to the right of the circle prescribed in paragraph/6.4.1. 6.4.2 在第6.4.1 条所述规定圆圈右侧，标上本法规号，大写字母“R”，一短划 线和认证号 6.5 The approval mark shall be clearly legible and be indelible. 6.5 认证标志应清晰、易认、耐久 6.6 Annex/4 to this Regulation gives examples of arrangements of approval marks. 6.6 本法规附录4 给出了认证标志布置示例。 7. REQUIREMENTS 7.7. 技术要求技术要求 7.1 The section height of the cross-member must not be less than 100/mm.The lateral extremities of the cross-member must not bend to the rear or have a sharp outer edge; this condition is fulfilled when the lateral extremities of the cross-member are rounded on the outside and have a radius of curvature of not less than 2.5/mm. 7.1 横梁的截面高度不得小于100 mm。横梁的横端不得弯向车辆后方或不得有尖 锐外缘；当横梁的横端在外侧成圆角状，并且端部圆角半径不小于2.5 mm 时，将 执行本条件。 7.2 The RUPD may be so designed to have several positions at the rear of the vehicle. In this event, there must be a guaranteed method of securing it in the service position so that any unintentional change of position is precluded. The force applied by the operator to vary the position of the device must not exceed 40/daN. 7.2 后下部防护装置在车辆后部可以被设计成具有不同安装位置。此时，应有可靠 方法保证其在安装位置不发生意外移动。操作员为改变该装置位置而施加的力不能 超过40 N. 7.3 The RUPD must offer adequate resistance to forces applied parallel to the longitudinal axis of the vehicle. (This shall be demonstrated in accordance with the test procedure and test conditions specified in annex/5 to this Regulation.) The maximum horizontal deflection of the RUPD observed during and after the application of the test forces specified in annex/5 shall be recorded on the type approval communication (annex/1, item/8). 7.3 后下部防护装置对平行车辆纵轴的作用力必须提供足够的抵抗力。（这将在按 照本法规附录5 指定的试验程序和试验条件下进行的试验中得以证实）。在施加附 录5 指定的试验力作用期间和作用之后，可观测到的后下部防护装置的最大水平变 形量应在型式认证通知书（附录1 第8 条）有所记录。 8. CONFORMITY OF PRODUCTION 8.8. 生产一致性生产一致性 8.1 Every rear underrun protective device approved under this Regulation shall be so manufactured as to conform to the type approved by meeting the requirements set out in paragraph/7 above. 8.1 每一经本法规认证批准的后下部防护装置均应制造成符合满足上述第7条要求 的认证型式. 8.2 In order to verify that the requirements of paragraph/8.1 are met, suitable checks of the production shall be carried out. 8.2 为了确定是否满足第8.1 条的规定，应进行合适的产品检验。 8.3 The holder of the approval shall, in particular: 8.3 认证持有者尤其应做到： 8.3.1 Ensure existence of procedures for effective quality control of the protective devices; 8.3.1 确保具有对保护装置质量有效控制的规程； 8.3.2 Have access to the testing equipment necessary for checking conformity of each approved type; 8.3.2 能利用必要的试验设备检查各认证型式的一致性； 8.3.3 Ensure that test result data are recorded and that the annexed documents remain available for a period to be determined in agreement with the administrative service; 8.3.3 确保在行政管理部门同意的指定期间内，试验结果的数据记录在案，保持所 附文件的有效性； 8.3.4 Analyses the results of each type of test, in order to verify and ensure the consistency of the protective device characteristics, making allowance for permissible variations in industrial production; 8.3.4 分析每一型式试验的结果，以证明和确保防护装置性能的稳定，以避免受工 业生产波动的影响; 8.3.5 Ensure that for each type of RUPD at least the dimensions, the constituent materials and the method of assembly correspond to the RUPD approved. If necessary at least the tests prescribed in paragraph/3 of annex/5 to this Regulation shall be carried out; 8.3.5 确保每一种型式的后下部防护装置至少在尺寸、材料和组装方法方面与经过 认证的后下部防护装置保持一致。如有必要，至少进行本法规附录5第3条规定的试 验； 8.3.6 Ensure that any set of samples or test pieces giving evidence of non-conformity in the type of test in question shall give rise to a further sampling and test.
