SCOPE 1.1 本法规适用于安装在电力驱动运输工具及其拖挂车上的前风窗玻璃及其他玻璃 板或挡板。但不包括用于灯泡或信号灯的玻璃,设备面板和特种防弹玻璃。 1.1 This Regulation applies to safety glazing and glazing materials intended for installation as windscreens or other panes, or as partitioning, on power-driven vehicles and their trailers, to the exclusion however of glass panes for lighting and light-signalling devices and instrument panels, of special bullet-proof and aggressionresistant glass panes, and of materials other than glass. 本法规不涉及电力驱动汽车及其拖挂车或双层窗上安全玻璃的安装。 This Regulation does not concern the installation of safety glazing and glazing materials on power-driven vehicles and their trailers or double windows. 2.2. 定义定义 2. DEFINITIONS 本法规中,作如下定义: For the purpose of this Regulation: 2.1 “钢化玻璃” ,指由经过特殊处理(以增大其机械性能,并限制其碎片状态) 后的单层玻璃板制成的玻璃。 2.1. AToughened-glass pane means a glass pane consisting of a single layer of glass which has been subjected to special treatment to increase its mechanical strength and to condition its fragmentation after shattering; 2.2 “夹层玻璃”指由一层或与多层塑性材料中间层结合起来的两层或多层玻璃板 制成的玻璃,它可以是下列情况: 2.2 ALaminated-glass pane means a glass pane consisting of two or more layers of glass held together by one or more interlayers of plastics material; it may be : 2.2.1 “普通(夹层玻璃) ” 指它的任何一层玻璃均未经过处理; 2.2.1. Aordinary , when none of the layers of glass of which it is composed has been treated; or 2.2.2 “处理过的夹层玻璃”指为了增大其机械强度,并限制其碎片状态。组成夹 层玻璃至少有一层玻璃经过特殊处理的。 2.2.2. Atreated , when at least one of the layers of glass of which it is composed has been specially treated to increase its mechanical strength and to condition its fragmentation after shattering; 2.3 “塑性材料涂覆的安全玻璃”指在 2.1 条和 2.2 条定义的玻璃的内表面有塑 性材料涂层。 2.3. ASafety-glass pane faced with plastics material means a glass pane as defined in 2.1or 2.2. with a layer of plastics material on its inner face; 2.4 “玻璃-塑料玻璃”指至少包含一层或数层塑性材料的夹层玻璃。当玻璃安装 在汽车上时,塑性材料层应在玻璃的内表面。 2.4. AGlass-plastics pane means a pane of laminated glass having one layer of glass and one or more layers of plastics material, at least one of which acts as interlayer. The plastics layer(s) shall be on the inner face when the glazing is fitted on the vehicle; 2.5 “塑料玻璃”指含有一种或多种大分子量的高分子物质为基本组分的玻璃材料, 加工完毕后为固态,在其制备过程的某个阶段可以通过流动的方式成型。 2.5. AGroup of windscreens means a group comprising windscreens of differing sizes and shapes subjected to an examination of their mechanical properties, their mode of fragmentation and their behaviour in environmental-aggression resistance tests; 2.5.1 “刚性塑料玻璃”指在弹性测试过程中垂直挠度不大于 50 mm 的塑料玻璃 (附录 3 第 12 条) 。 2.5.1. Aflat windscreen means a windscreen exhibiting no nominal curvature resulting in a height of segment greater than 10 mm per linear metre; 2.5.2 “柔性塑料玻璃”指在弹性测试过程中,垂直挠度大于 50 mm 的塑料玻璃 (附录 3 第 12 条) 。 2.5.2. Acurved windscreen means a windscreen exhibiting a nominal curvature resulting in a height of segment greater than 10 mm per linear metre; 2.6 “双层窗”指在汽车上的同一开口处分别装有两个玻璃板的装置。 2.6. ADouble window means an assembly of two glass panes separately installed within the same opening of the vehicle; 2.7 “双层玻璃”指在制造过程中将两块玻璃板以均一的间隙永久地固定在一起而 形成的玻璃。 2.7. ADouble-glazed unit means an assembly of two glass panes permanently assembled in manufacture and separated by a uniform gap; 2.7.1 “对称双层玻璃”指组成双层玻璃的两块玻璃类型(钢化玻璃,夹层玻璃, 刚性塑料玻璃)相同,并且具有相同的主要特性和/或次要特性。 2.7.1. Asymmetrical double-glazing means a double-glazed unit where the two component glass panes are of the same type (toughened, laminated, etc.) and have the same principal and secondary characteristics; 2.7.2 “非对称双层玻璃”指组成双层玻璃的两块玻璃类型(钢化玻璃、夹层玻璃、 刚性塑料玻璃)不同,或具有不同的主要特性和/或次要特性。 2.7.2. Aasymmetrical double-glazing means a double-glazed unit where the two component glass panes are of different type (toughened, laminated, etc.) or have different principal and/or secondary characteristics; 2.8 “主要特性”指明显改进安全玻璃光学性能和/或力学性能,但对其在汽车上 的性能无关的性质,该涵义也包括认证书持有者指定的商品名称和商标。 2.8. APrincipal characteristic means a characteristic which appreciably modifies the optical and/or mechanical properties of a glass pane in a way not without significance to the function which the glass pane is to perform in a vehicle. This term also covers the trade name or mark; 2.9 “次要特性”指可以改进安全玻璃的光学性能和/或力学性能,且对其在汽车 上的性能有关的性质。改进的程度用难度指数估计。 2.9. ASecondary characteristic means a characteristic capable of modifying the optical and/or mechanical properties of a glass pane in a way which is of significance to the function which the glass pane is intended to perform in a vehicle. The extent of such modification is assessed in relation to the indices of difficulty; 2.10 “难度指数”指涵盖了适用于实际观察每一项次要性能的两级分级系统,难 度指数从 1 变到 2 表明需要额外的测试。 2.10. The term AIndices of difficulty covers a two-stage grading system applying to the variations observed in practice in each secondary characteristic. A change form index 1 to index 2 indicates the need for additional tests; 2.11 “前风窗玻璃的展开面积”指可以制成前风窗玻璃的最小矩形面积。 2.11. ADeveloped area of windscreen means the minimum rectangular area of glass from which a windscreen can be manufactured; 2.12 “前风窗玻璃的倾斜角”指竖直线与通过前风窗玻璃顶部和底部连线之间的 夹角,这两条线都位于包含车辆纵轴线的竖直平面内。 2.12. AInclination angle of a windscreen means the angle included between on the one hand a vertical line and on the other hand a straight line passing through the top and bottom edges of the windscreen, both lines being contained in a vertical plane containing the longitudinal axis of the vehicle; 2.12.1 倾斜角的测量应在车辆位于水平面上时进行。对于车辆的情况,车辆应满 足运行时的要求,应充满燃料、冷却剂、润滑剂、并装有工具和备用轮胎(如果车 辆制造厂提供标准配置) ,其允许误差应包括司机的重量,对于载客车辆,还应考 虑一个前座乘客,乘客和司机的重量均可视为 751 kg。 2.12.1. Measurement of the inclination angle shall be performed on a vehicle standing on level ground, and in the case of a passengertransport vehicle the vehicle shall be in running order, shall be fully charged with fuel coolant and lubricant, and shall be equipped with tools and the spare wheel or wheels (if they are provided as standard equipment by the vehicle manufacturer); allowance shall be made for the mass of the driver, and also, in the case of a passenger-transport vehicle, for that of one front-seat passenger, the mass of the driver and that of the passenger each being deemed to be 75 1 kg; 2.12.2 装有液力-空气悬浮、液力悬浮、空气悬浮或其他用于根据负荷自动调节地 面间隙的装置的车辆,应在制造厂指定的一般运行条件下测试。 2.12.2. Vehicles equipped with hydropneumatic, hydraulic or pneumatic suspension or with a device for automatic adjustment of ground clearance according to load shall be tested in the normal running conditions specified by the manufacturer; 2.13 “前风窗玻璃组”指一组具有不同尺寸和形状的用于测量力学性能、断裂模 式和环境退化抵抗力的前风窗玻璃。 2.13. “Group of windscreens” means a group comprising windscreens of differing sizes and shapes subjected to an examination of their mechanical properties, their mode of fragmentation and their behaviour in environmental-aggression resistance tests; 2.13.1 “前风窗用平面玻璃”指沿玻璃边长每米拱高小于 10 mm 的前风窗玻璃。 2.13.1. “Flat windscreen” means a windscreen exhibiting no normal curvature resulting in a height of segment greater than 10 mm per linear metre; 2.13.2 “曲面前风窗玻璃”指拱高大于 10 mm 前风窗玻璃。 2.13.2. “Curved windscreen” means a windscreen exhibiting a normal curvature resulting in a height of segment greater than 10 mm per linear metre.” 2.14 “拱高 h”指玻璃的内表面到其边缘平面的最大距离(见附录 17 图 1) 。 2.15 “安全玻璃材料的类型”指 2.12.7 条定义的玻璃,尤其在附录 412 和附 录 1416 中定义的主要和次要特性方面无任何本质区别。 Type of safety glazing material means a glazing as defined in paragraphs 2.1 to 2.7 not exhibiting any essential differences, with respect, in particular, to the principal and secondary characteristics defined in annexes 4 to 12 and 14 to 16; 2.15.1 尽管主要特性的变化说明该产品是一个新品种,但一般认为在一定情况下, 形状和尺寸的变化不一定需要进行一套完全的测试过程,对于附录中所列的特定的 测试,如果几种玻璃具有相似的主要特性,它们可以视为一组。 2.15.1. Although a change in the principal characteristics implies that the product is of a new type, it is recognised that in certain cases a change in shape and dimension does not necessarily require a complete set of tests to be carried out. For certain of the tests prescribed in the individual annexes, glazings may be grouped if it is evident that they have similar principal characteristics; 2.15.2 仅仅次要特性不同的玻璃可视为同一类型。如果在测试条件中明文规定这 些性能需要测试,则需要对这些性能进行测试。 2.15.2. Types of glazing exhibiting differences only as regards their secondary characteristics may be deemed to be of the same type; certain tests may however be carried out on samples of such glazings if the performance of those tests is explicitly stipulated in the test condition. 2.16 “曲率半径 r”指前风窗玻璃曲率最大处的半径的近似值。 2.17 “HIC” (头部受伤标准)指由于突然减速时玻璃对头部的垂直冲击而引起的 头部受伤值。 2.17. HIC (Head Injury Criteria) value means a value for the characteristics of skull- brain injury arising from the deceleration forces which result from a blunt perpendicular impact with the glazing. 2.18 “司机可视性对安全玻璃的材料要求”指用于前风窗玻璃或在司机前 180 角的前面及门窗的安全玻璃材料。 2.18. “Safety glazing material requisite for driver visibility” means safety glazing material used as a windscreen or a front side or door window mounted in the 180 angle forward to the driver.” 3.3. 认证申请认证申请 3. APPLICATION FOR APPROVAL 3.1 玻璃的认证申请应由制造厂或它在认证国的代理人提交。 3.1. The application for approval of a type of glass pane shall be submitted by the manufacturer of the safety-glass pane or by his duly accredited representative in the country where the application is made. 3.2 提交申请时应提供每一种玻璃的测试报告并应附带下列文件(一式三份) ,且 应具有下述特性: 3.2.
