Pollution of water must grab the source, wastewater is primarily the source of backward production capacity, increase the intensity of2011年度办公室工作总结2011年，办公室在院党组正确领导下，在各部门的大力协助下，认真履行各项职责，全面完成了上级和我院安排的各项工作和任务。主要工作保持了良好发展态势，部分工作实现了较大进展。计入中院对我院目标考核的荣誉有：省高院授予的“调查研究工作先进单位”、“全省社会法庭工作先进单位”。邓海兵“全省法院公文处理先进个人”、“荣立个人三等功”。付蕾“全省法院司法统计工作先进个人”和“全省法院信息工作突出个人”。在本院组织的争先晋位活动中取得了较好成绩。李志伟获我院“服务中原经济区建设 助力和谐宜居新山城”理论研讨会一等奖，并入围省院“中院经济区建设论坛”、孙攀获我院“服务中原经济区建设 助力和谐宜居新山城”理论研讨会二等奖。一、工作情况以绩效考核目标任务为抓手，重点做好以下几方面工作： （一）多措并举，信息工作取得重大突破为提高信息质量，及时向上级反映，配合各项活动需要，办公室积极探索，采取“四坚持”，提高信息质效。一是坚持每天早上读报纸，摄取最新动向，明确信息编写方向；二是坚持每周研究上级法院信息，掌握写作技巧，提高写作水平；三是坚持针对不同时期不同要求，向各部门下发信息编发要点，指导各部门明确写作重点；四是坚持按月通报各部门信息报送和采用情况，督促各部门及时上报有价值的信息，取得了较好效果。 2011年，信息工作超额完成了市中院下达的目标考核任务。信息编发量、省、市信息采用量均大幅增加，创历史新高。共草拟和编发各类信息566期，比去年的203篇增加了363篇，同比上升178.8%；被省院采用7篇，同比增加了5篇，上升250%；中院采用104篇，市政法委采用3篇，市级采用量同比增加了36篇，上升50.7%。信息工作主抓人：赵群芳 （二）调研工作、案例编报等重点工作保持良好发展势头为了进一步稳固我院调研工作在全市法院的先进位次，办公室认真组织、指导全院调研骨干，积极参加上级组织的各项调研活动，报送了一批质量较高的调研文章。一是领导同志带头撰写调研文章，推动全院调研工作健康发展，取得良好效果。张合庆院长撰写的浅谈新形势下基层人民法院的党建工作一文在省高院、市组织部、宣传部组织的论文研讨中均荣获一等奖；张合庆院长、李志伟共同撰写的紧贴审判实际 服务新农村建设一文入围省院“中原经济区建设司法论坛”；二是坚持调查研究，理论联系实际，注重发挥理论对审判实践的指导作用。成功组织了我院“服务中原经济区建设 助力和谐宜居新山城”理论研讨会，受到了上级领导的充分肯定取得了较好效果，市中院还将获奖论文编发专刊，向全市法院推荐；三是组织动员干警积极参与调研工作，争先晋位，取得了较好效果，如马保军撰写的浅谈如何实现司法公正在市法学会主办的全市“执法公开与执法公正”主题征文活动中，摘得唯一的一等奖。今年以来，共发表各类调研文章101篇，其中国家级调研62篇、省级调研13篇、市级调研26篇。同比分别上升了210%、18.2%和116.7%，全面完成了市中院下达的考核目标任务。调研工作和案例编报工作已被市中院向省院推荐为2011年度全省先进集体，进一步巩固了我院调研工作在县区法院的先进位次。办公室完成国家级4篇，省级调研文章2篇，市级调研文章3篇。调研工作主抓人：李志伟 （三）丰富法院文化，积极创办院刊山法之窗 （四）做好相关牵头活动的组织、协调、实施和督导工作今年以来，按照上级部署，我院陆续开展了多项活动，其中办公室负责牵头的主要有:平安建设、十件实事、社会法庭、“五除”、三项重点工作、社会管理创新等活动。这些活动呈现出以下特点：一是活动的规定动作多、时限紧，需要办公室安排协调、自己办理以及督导的事项繁杂，涉及文件起草、任务分解、工作通报，安排并下发各项工作通知，与上级沟通、信息编发、各类材料汇报等。二是大部分活动要求标准高。主要活动都实行通报排名，办公室既要做好所负责的信息报送，更要统筹安排，及时协调、督促各部门按照分工完成各项任务，活动后期还要收集整理各种材料，做好迎检工作，确保活动取得总体成效。活动主抓人：李志伟2、 强化部门内部管理，加强队伍建设。 从落实法院各项规定入手，强化全体人员的遵规守纪意识，端正工作态度，在办公室成员中树立善于学习、勤于思考、乐于奉献、敢于开拓的精神。一是加强内部学习，树立奉献意识。坚持每周一按时召开室务会，组织大家对有关的规章制度进行学习，同时结合先进性教育活动，对办公室人员进行教育，使全体人员做到了谋事而不谋人、奉献而不埋怨，出色地完成了各项工作任务；二是注重整体团结，强化和谐氛围。今年以来，办公室成员时刻把团结放在首位，大事讲原则，小事讲风格，有事大家干，困难大家帮，创造了和谐融洽，互帮互助的工作环境。正是有了这种良好的工作氛围和不断完善的工作机制为保障，办公室在今年遇到一些特殊情况时，没有自乱阵脚，经受了考验，保持了工作的平稳有序开展。三、搞好日常服务工作办公室牢固树立服务意识，根据岗位的工作职能明确职责，将任务分解到人，使工作有章可循，规范快捷。抓好执行和落实，精细化管理，力求将差错降到最低限度，保证了各项司法政务有条不紊： （一）充分发挥上传下达的桥梁作用认真做好文件的收发、登记、传阅、归档及通知工作；打字复印，及时有效，做到了无延误，无差错。保证了信息的畅通，使上级法院、区委、区政府的有关文件指示精神迅速传达贯彻。 （二）认真搞好会务及接待工作。成功筹备组织完成了“服务中原经济区建设 助力和谐宜居新山城”理论研讨会并组织、协助做好各项会务工作，顺利迎接了省、市、区等有关部门的各种检查。(三)扎实开展档案管理和保密工作。对档案和文印等新接手的工作，突出做好规范建设。对院档案进行重新排查，针对薄弱环节建章立制，规范了档案查阅、归档等制度。加强对档案和文印工作的监督和管理，严格档案、用印制度，专门出台了山城区人民法院档案管理制度、山城区人民法院档案查询制度、山城区人民法院院印管理制度，进一步规范了档案和院印的管理。档案员认真做好各种材料的查阅、归档工作，诉讼、执行案件卷宗、归档管理和使用规范，查阅档案井然有序，没有出现工作的疏漏。院办有专人负责机密文件的收发及归档工作，及时清理需要退回的机要文件，并登记好院机关所有电脑连接内网和外网的使用情况，完善保密工作的各项规章制度，至今没有发生任何泄密和失密事件。此外，办公室还完成了各类法制宣传任务，发表各级法制宣传稿件10篇，任务总数完成率100%。四、存在的不足创新思路不够开阔；服务领导和院部门的水平尚需提高，特别是为领导决策提供有价值的调研成果的能力仍需加强；部门间调研工作完成的协调力度不够；新同志文字处理水平有待提高；部分工作的细节管理有待加强等。 五、下一步工作（一）紧紧围绕院党组的各项部署，贴近审判，贴近实际，进一步提高服务水平、公文处理质量和办事效率，发挥参谋助手和综合协调作用。（二）在撰写深层次、综合分析性信息上下功夫，提高信息质量。完善考核奖惩机制，力争在省级以上多予采发，保持信息工作和调研工作的良好发展势头。（三）日常政务工作中，进一步完善工作制度，强化细节管理和工作责任心教育，坚决杜绝重大失误和差错，把一般性差错减少到最低限度。 院办公室 2011年12月23日 为了促进本公司各项经营活动由事后管理向事前管理方式的转变，强化生产经营全过程控制，提高资金使用的计划性，特制定本管理办法，以增加公司资金运行的透明度treatment of heavily polluting industries.
