According to statistics from related departments, since 2004, the correct investigation in our County serves nearly 30 cars for private purposes, only the first half of this year, cars for private purposes or农村实用技术培训工作的实施方案为贯彻落实教育部“农村实用技术培训计划”、“农村劳动力转移培训计划”,继续实施“农村劳动力转移培训阳光工程”,进一步扩大培训规模,不断提高培训质量,促进更好地为“三农”服务,为农民增收服务。依据南充市教育局关于做好农村实用技术培训工作的通知精神,结合我校实际,开展农村实用技术培训、劳动力培训及“双后培训”的实施意见。一、指导思想全面贯彻落实十七届三中全会“农村人人享有接受良好教育机会”的精神,以科学发展观为统领,以服务“三农”促进农民增收为目标,以职业教育和成人教育为依托,以城镇就业为导向,以职业技能培训为重点,全面实施农民实用技术培训绿色证书计划,充分利用系统优势,大力推行“双后”培训工作,积极主动参与农村劳动力转移培训,通过多形式、多层次、多渠道的培训,开展农村实用技术培训的水平,促进农村富余劳动力的转移就业,为农村经济社会又好又快发展服务。二、目标任务 重点实施好农村教育“一网两工程”,切实发挥教育服务“三农”作用。一是新型农民培养培训工程。积极推进各类培训形式,帮助农民学习知识掌握技能,培育有文化、懂技术、会经营的新型农民。二是农村劳动力转移培养培训工程。通过对农民的技能培训,促进农村富余劳动力转移就业,提高进城农民工的职业技能,帮助他们在城镇稳定就业。(一)培训任务:面向全镇农民进行实用技术培训190人次,落实教育部“农村劳动力转移培训计划”开展引导性转移培训250人次,对120名“双后”学生进行职业技能培训;对具备相应条件并有创业意向的农民开展创业培训,提供职业指导。(二)培训种类农村实用技术培训是针对在乡农村劳动力普遍开展适合当地生产需求的实用技术培训,积极推行绿色证书工程,促进农村劳动力素质的普遍提高,为农业综合生产能力提高和农民持续增收服务,为扶贫开发服务,为解决“三农”问题服务,为全面建设小康社会服务。引导性培训是指基本权益保护、法律知识、寻找就业岗位的方式方法等方面的知识培训,目的在于提高农村劳动力遵守法律法规和依法维护自身权益的意识。技能培训是在引导性培训的基础上,根据国家职业标准和不同行业、不同工种、不同岗位对从业人员基本技能和技术操作规范的要求,以提高拟转移劳动力职业技能为主的培训。岗位培训是针对农村劳动力已进入非农产业的农民工,进行适应岗位工作需要的安全、操作规程、技能等方面的培训。创业培训是针对具备一定条件并有创业意向的农民,开展的自主创业方面的指导性培训。(三)培训的内容。包括初级技术培训、发展技能培训、职业技能培训和创业培训、绿色证书培训。 三、工作措施(一)构建农村实用技术培训网络体系,强化网点建设 一是建立以学校为主、村级成人学校为补充的横向联系,纵向衔接,上下贯通,镇村结合的农村实用技术培训网络体系。从师资队伍、教学安排、实验实训设备、后勤服务等方面做好培训前的准备工作,以职业技能(包括绿色证书)培训和引导性培训为主,开办就业前景广阔的农村实用技术培训及农村劳动力转移培训。 将远程教育工程全面引入成人学校建设,统筹利用职业教育、成人教育和基础教育资源,带动农村实用技术培训网络体系建设,镇村结合,资源共享,全系统动员,积极主动开展农村实用技术培训及农村劳动力转移培训。 力争在各级政府领导和有关部门配合下,扶持包括大棚蔬菜、菊花加工、板栗加工、桑蚕加工、果树及加工、电脑数码技术、数控车床等农村劳动力转移培训的典型和品牌基地,以点带面发挥示范作用,强化培训的针对性,提高培训质量和效益。 二是建章立制,扎实推进培训工作。学校要与当地财政、劳动与保障、科技、工业、农业和林业等部门加强合作,加强“三教”统筹,促进农科教结合,进一步整合资源,形成上下互动、条块结合、合力共抓的农村实用技术培训工作新格局。学校建立目标管理考核机制,将任务落实到相关责任人,保证事事有人管,项项有人抓。结合实际因地制宜制定实施方案,确保培训工作取得较好效果。 (二)努力挖潜,有效利用资源优势,积极开展农村实用技术培训及农村劳动力转移培训。充分发挥师资、设备、场地优势,积极开展有针对性的农村劳动力转移培训。充分发挥农村科技文化传播的阵地优势,利用已有的师资、场地,积极开展以引导性培训和农业产业化培训为主要内容的农村劳动力转移培训。通过培训,提高农村劳动力的法规意识和依法维护自身权益的意识;通过培训,促进农村产业结构调整,提高农村种养殖项目的科技含量和产业化水平。加快新农村建设的步伐。利用自身的场地、教师资源,积极开展绿色证书培训、法律知识培训等,提高广大农民素质,为农村劳动力服务。(三)以服务为宗旨,深化改革,创新发展机制,提高服务能力和水平 学校以服务“三农”为宗旨,以农村劳动力转移培训为契机,不断深化各项改革,不断提高服务能力,保证培训质量。-以联合为途径,积极开展合作办学。积极开展以“订单”培养为主要形式的办学模式改革。学校要主动走出去,以就业为导向,加大开放式办学的力度,通过定向培养、校企合作、工学结合、校校联办等形式,有效利用社会资源,增加招生中的“订单”,开拓就业渠道,有组织、有规模地开展农村劳动力培训和培训后就业,进一步提高为农村劳动力转移培训服务的能力和水平。要结合国家紧缺技能型人才培训和农村劳动力转移培训两大工程,面向广大农村劳动力开展就业前技能培训和就业后技术提高培训。 -以需求为导向,创新培训形式。要积极创新培训机制,根据农民群众的实际需要,学校采取全日制、半日制、弹性学制、夜校、周末班等有利于农民学习的灵活、开放的培训形式,坚持学历教育和中短期培训并举,岗前培训和岗后培训并重;根据用人单位的需求,设计培训过程,培训过程要确保质量,不走过场。-以就业为导向,设置调整专业,改革教学内容。要以就业为导向,设置和调整专业,根据就业形势设置一些社会急需、市场前景广阔的专业,如数控技术、机械加工、导游服务、家政护理等,根据社会需求,结合职业技能鉴定,设置有利于农民学习、有利于转移就业的教学内容,培养一批来自农村、转向城镇、社会紧缺的技能人才。 -以“双师型”为目标,加强队伍建设。要积极加强师资队伍建设,通过聘进来、走出去等形式,吸引企业的技术人员到校任教或把现有教师送出去学习培训,做到每个专业至少有一名老师担任实践课教师,提高学校的实践教学水平。 -以基地建设为重点,加强设备的配备和完善。学校努力挖掘现有资源,积极改造、更新实验实习设备,多方筹措资金,完善教学设备,切实保证技能型人才培训的实验实训条件,提高实习教学质量。(四)加强职业指导和就业服务,积极开展农村劳务输出继续完善与沿海等地及国外的公司、企业间良好的就业合作关系,积极开拓更多的就业市场,向市外、省外甚至国外开展劳务输出,把我镇农村经过培训后的富余劳动力推荐出去,通过有效手段,使输出人员与企业间建立相对稳定的工作关系。同时,进一步完善就业指导工作,对输出后的学员进行跟踪服务,使劳务输出人员的合法权益得到保护,为农村劳动力提供培训、就业一条龙服务。推广吸取外地学校建立职业中介机构的做法,与一家具备法人资格的职介机构合作。通过劳动中介机构为中职毕业生就业提供服务,为企业招聘员工服务,为农村富余劳动力培训后就业服务。(五)大力开展绿色证书培训“绿色证书”是指农民达到从事某项农业技术工作应具备的基本知识和技能要求,经当地政府或行业管理部门认可的从业资格凭证,是农民从业的岗位合格证书。学校要继续完善绿色证书培训制度,加强培训,提高广大农民素质,为更好地开展农业产业化培训提供智力支撑,为农业结构调整,稳定增加农民收入服务。(六)积极筹措农村实用技术培训经费。 要认真落实国务院关于大力推进职业教育改革与发展的决定和国务院关于进一步加强农村教育工作的决定提出的“各级人民政府在安排使用农村科技开发经费、技术推广经费和扶贫资金时,要安排一部分农村劳动力转移培训经费;安排农业基础设施建设投资时,要安排一部分农村职业学校和成人学校的建设经费”、“在确保农村义务教育投入的同时,也要增加对职业教育、农民培训和扫盲教育的经费投入”的要求,实行政府、培训对象共同分担的经费筹措机制。依据教育部关于实施农村实用技术培训计划的意见(教职成20052号)文件规定,积极争取扶贫资金,争取财政经费,用于开展实用技术培训。根据工程勘察报告揭露,本场地自地表至持力层深度范围内所揭露的土层主要由饱和粘土、砂土组成,具有成层分布的特点。leaders driving a vehicle accident caused by road accidents, 1, 1 people killed and direct economic losses amounting to more than 100,000 yuan.
