辩论:公共场所是否应该禁烟(English version)Government:Our group support the motion to prohibit smoking in public areas, citizens should not smoke in areas where your smoking would affect others health. Following I will show you some points and some measures to ban smoking in public areas.First, I want to definite which places are public areas. Public areas are places where public gatherings in public places. According to the Health Regulations of Chongqing Municipality promulgated in 2003, provides that the waiting areas of medical institutions, clinics, district and ward areas; nurseries, kindergartens, Childrens Palace; school classrooms, laboratories etc; public elevators, public transport, and units of the meeting rooms, an indoor stadium (Hall) of the audience area and games area; theaters, concert halls, Video Office (room), a game room (room), song (dance) room; Shopping Centre (shops), bookstores, galleries, libraries, museums, art galleries, science museums, archives reading room, exhibition hall (room); postal, telecommunications and Financial Securities institutions for business premises; aircraft, trains, ships and passenger waiting rooms, ticket halls, are all public places, except designated smoking areas, smoking is prohibited. Doctors also warn us of nicotine, tar, and many other toxic substances contained in cigarettes. We are even informed that cigarette smoking may gravely jeopardize not only the smokers, but also the non-smokers. All these lead us to believe that smoking does kill. Third, smoking ban brings positive results: better health, childrens well growth, better environment and so on. The face of smokers everywhere, people are looking forward to the smoking ban, A study of nine Scottish hospitals has found a 17 per cent fall in admissions for heart attacks in the first year after the smoking ban came into force. The figure is included in one of a series of research papers to be presented today at an international conference discussing the impact of the smoking ban on Scotlands health, air quality and society. The research is part of a national evaluation of the impact of Scotlands smoke free legislation which shows that the smoking ban has had an overwhelmingly positive effect. The evaluation found that after the legislation came into force there was: a 17 per cent reduction in heart attack admissions to nine Scottish hospitals. This compares with an annual reduction in Scottish admissions for heart attack of 3 per cent per year in the decade before the ban, a 39 per cent reduction in second hand smoke exposure in 11-year-olds and in adult non-smokers, an 86 per cent reduction in second hand smoke in bars, an increase in the proportion of homes with smoking restrictions, no evidence of smoking shifting from public places into the home, high public support for the legislation even among smokers, whose support increased once the legislation was in place. The conference, being held today and tomorrow at the Edinburgh International Conference Centre, has attracted researchers, public health specialists and policymakers from as far a field as India, Nigeria and Kazakhstan. Deputy Chief Medical Officer Professor Peter Donnelly said: “This raft of research demonstrates the significant public health benefits that the smoking ban is already having in Scotland. It provides evidence that the legislation is improving the health of everyone in Scotland - including smokers, non-smokers, children and bar workers. One of the most important findings is the reduction in heart attacks. We believe that the smoking ban was a large contributory factor to this drop. I am confident that we will continue to see the positive effects of the ban in years to come.Fourth, the WHO Framework Convention on Tobacco Control (WHO FCTC) is the first international treaty negotiated under the auspices of the World Health Organization. In November 2003, China has become the 77th convention signatories. The convention was adopted by the World Health Assembly on 21 May 2003 and entered into force on 27 February 2005. It has since become one of the most rapidly and widely embraced treaties in United Nations history. The WHO FCTC was developed in response to the globalization of the tobacco epidemic and is an evidence-based treaty that reaffirms the right of all people to the highest standard of health. The Convention represents a milestone for the promotion of public health and provides new legal dimensions for international health cooperation. The WHO FCTC represents a paradigm shift in developing a regulatory strategy to address addictive substances; in contrast to previous drug control treaties, the WHO FCTC asserts the importance of demand reduction strategies as well as supply issues. The convention has came into force in our country more than 6 years, but didnt gain a good result and achieve the intended target. Since may 1st, indoor public places in China, the business operator must start for a total ban on smoking in public places and set up eye-catching logo. So everybody should abide by the smoking ban in public areas.Fifth, we want to build a powerful country, so a powerful nation is needed, good health is very important. About 350 million smokers in China, more than 100 million people each year die from tobacco-related diseases. Thats a big loss for their family and our country. If a smoker uses up a packet cigarettes in every two days, an average 8yuan a packet, thus a smoker would spend 1460yuan a year, that would be one month salary for a common worker. For 350 million smokers, thats a big number and a big loss. Sticking to smoking ban, peoples living standard would rise faster.Sixth, while how to punish violations of smoking, the system is developing. The heavy penalty units, light fine people. This measure is ok. The right the public to ask smokers to stop smoking is illegal to require the operators or managers of no smoking areas to discourage smoking, the right to report illegal smokers to the health sector. Smoking venue operator or manager, to establish smoking ban management system, set up clear no smoking signs, to prevent illegal smokers to smoke, or persuaded to leave, those who reject the advice to report the health sector. Through educating himself and strengthening his own will power, every individual should resist the temptation of cigarettes. Society as a whole ought to enhance health awareness.
